generated a lot of questions. Let me try
to answer some of them. 1) How does a
resident know if a tree being cut has been
approved? Answer: If the tree being cut
has been approved, it will be marked on
the trunk with orange paint with the date
of approval. The property owner should
also have an “Approved Project” sign in
their window while the work is being
done. 2) What should I do if I suspect a
tree is being cut illegally? Answer: Take
a picture (or several pictures) of the tree
being cut. Try to take the picture(s) so
that it is easy to identify where the tree
is/was and if possible, who was cutting
it. Send the pictures to the RCA office;
email works just fine or you may call
the office and make arrangements to
have them dropped off here. The one
thing that is necessary when reporting
a problem is that you identify yourself.
We DO NOT divulge the source of the
information to anyone outside of RCA
staff with the possible exception of law
enforcement personnel. 3) How do we
see into the woods where some people
take advantage? Answer: Sometimes we
find out during random patrols of the
pathways by the staff, but frequently
residents call to report the problem.
Again, anonymous calls are of no help.
4) Do the tree cutting services know the
rules? Answer: Many, like Timber Trees,
do and they follow the rules scrupulously.
There are some fly-by-nighters that
don’t, and when we catch them we
inform them of what the rules are.
However, it is always the resident’s
responsibility to follow the rules. I hope
answering some of these questions is
helpful.

the positive side, the pool is open. Sign
ups for the kids’ Summer Recreation
Program and swim lessons are underway.
Planning for the Luau and Founder’s
day is coming along. We hope to have a
great summer ready for the community.

Memorial Day has come and gone so
I guess the summer season is upon us.
I say summer season because summer
won’t officially arrive until June 21st.
The pool opened on time for the
Memorial Day weekend, which given
all that’s happened with the pool over
the last two years, was a huge (and I
mean Fucillo huge) sigh of relief for
the staff and I. I really have to give our
folks credit. They worked really hard
over a short period to get the pool up
and running, the fence fixed (we’ll be
painting it soon), the new shower stalls
installed and the massive clean-up
needed every spring done. My hat is off
to them. Other repairs are in progress
as well as preparations to get all of the
flower beds looking good.

Paying Tribute To Those Who Have Died For Our Country

Recently
we
marked the unofficial start of summer by celebrating the long Memorial Day Weekend. There were
picnics, parties and
parades. We spent most of our time enjoying these wonderful activities, but
how many of us actually stopped to
think about the real reason for the holiday weekend? How many of us visited
a cemetery to pay tribute to those who
have died in our nation’s service?
Memorial Day, which was originally
called Decoration Day, is a day of remembrance for those who have sacrificed their lives for our country. Memorial Day was officially proclaimed
on May 5, 1868 by General John A. Logan, national commander of the Grand
Army of the Republic. It was first observed on May 30, 1868 when flowers
were placed on the graves of Union
and Confederate soldiers at Arlington
National Cemetery.
New York was the first state to officially recognize the holiday in 1873.
Nearly a century later, Memorial Day
was declared a national holiday by an
act of Congress in 1971. Today it is celebrated throughout our country every
year on the last Monday in May.
It is important for us to reflect on
the meaning of Memorial Day and to
remember the sacrifices of all of our
veterans and military personnel, both
past and present. It is also very important for us to acknowledge the American troops who are currently stationed
around the globe fighting for our country, and to keep them in our prayers.
Although Memorial Day has come
and gone, let’s continue to think
about ways we can honor and support our military members. For more

of the many organizations established
to aid the brave men and women who
are fighting for our country and for our

Extend Military Pay Income Tax
Exemption. A.4006 would extend the
state income tax exemption to active
duty troops stationed anywhere in the
world. This legislation will exempt
New York State income taxes for military personnel. This is necessary because they protect our freedoms both
home and abroad, while being taxed
as a permanent resident. This legislation would change this inequity in the
tax law.
Reserve Education Benefits for Surviving Family Members. A.4005 would
allow surviving dependent family
members of New York State military
personnel who die while on active
duty to receive free tuition, room and
board at SUNY or CUNY institutions.
There are several laws under a proposal known as “New York Homes for
Heroes” that if passed would make
buying and owning a home for veterans more affordable. Some of those
laws include: Making the Affordable
Home Ownership Development Program available to service-related disabled veterans (A.4080); Authorize the
State Housing Finance Agency (HFA)
to provide home purchase and rehabilitation assistance loans to honorably
discharged New York State veterans of
up to 20 percent of the value of the
home (A.4081); Authorize SONYMA
to purchase veterans assisted Forward
Commitment Loans from banks with
low down payments and at favorable
interest rates (A.4083).

As we paused to
honor those who
gave their lives to
their country on
Memorial Day, we
were mindful of
the many sacrifices they made for us
and our country. In this time of honoring, we also remembered those who
are still fighting to protect our great
country and think of ways we can
give back. On a state level, there are
many laws that have been proposed
that would improve benefits for veterans who return to New York after they
have served. Below are some proposed
laws in State Assembly that I sponsor.
These laws, if passed, would provide
some incentive for our veterans to
come back home.
Provide Child Care Cost Relief for
New York State National Guard Families. A.4717 would provide financial
relief for the families of NYS National
Guard members when one or both
parents have been called to federal active duty. This would ease the financial
burden of day care for members of the
organized militia of the State of New
York who have been deployed by the
federal government to participate in
contingency operations outside of the
continental United States or in operations within the United States that extend for a year or longer.
Provide Wage Tax Credits for Businesses. A.4010 establishes a wage
tax credit for businesses that employ
members of the National Guard and
Reserves and for businesses that fully comply with USERRA (Uniformed
Services Employment and Reemployment Rights Act) requirements. This
law would encourage employment of
volunteer first responders by giving
the employer a wage tax credit for hiring and retaining first responders. First
responders get called away from their
job for various reasons so this legislation would provide an incentive for
employers to retain these dedicated

Baker Teams Place in Envirothon
Three teams of students from Baker
High School in Baldwinsville competed
in the 2009 Central New York Regional
Envirothon at Baltimore Woods Nature
Center in Marcellus on April 30. The
Envirothon tests students’ knowledge
on five topics - soils, wildlife, forestry,
aquatics, and a current environmental
issue. Baker’s B’ville Bees Team N took
second place overall and first place in the
wildlife and soils categories. The B’ville
Bees Team M took third place overall in
the competition.
Students who participated in the
competition are: Jamie Aloi, Cameron
Brown, Courtney Chapin, Julie Damiano,
Matt Damiano, Samantha Hamm, Eric
Hibbard, John Krisanda, Ryan Lawrence,
Michelle Meyer, Gabrielle O’Melia,

Nursery School
News
T
he Nursery School year has come to an end. The Fours are off
to Kindergarten in the Fall. We have enjoyed spending time with
them and wish them all well in their new adventures.
As Spring started we have been talking about caterpillars and
butterflies. The nursery school watched about 35 tiny caterpillars
form chrysalises and turn into painted lady butterflies. We released
them into the neighborhood, so maybe you will get a chance to
see some of them in your backyard. The children learned all about
the process of their development, read books and made their own
caterpillars and butterflies to take home.
The Three-year-olds also used their five senses when they
painted with spices, sang songs, read books and used the scented
water table. The Threes ended the year with a trip to Beaver Lake
Nature Center. We took a walk through the woods and used our 5
senses to find things in nature. It was a little wet but everyone had
a good time! We celebrated our last day with an ice cream social.
The children shared ice cream with their families and said good-bye
to friends until the Fall.
The Four-year-olds enjoyed rides on the BIG slide and outdoor
fun! We ended the year with a field trip to the Rosamond Gifford
Zoo. The children and their families enjoyed seeing all the animals
and sharing lunch with their friends. It was hard to say good-bye,
knowing the children would be going off to kindergarten. We will
miss them.

*Parent & Infant Swim is a quiet time set aside for parents (or
another adult) to utilize the pool with their swimmers who need
assistance and can not swim completely on their own. These young
swimmers need time to learn without having more advanced
and independent swimmers creating a distractive environment.
PLEASE NOTE: If a child is above the age of 10 OR has passed the
Basic Swim Test (BST) they ARE NOT allowed in the pool at this
time since they can enter Open Swim without adult supervision.
**Lap Swim is exclusively for adults (age 16 & up) to swim laps.
GUEST POLICY
The daily guest pass fee is $5 per guest. A guest is considered
any non-resident swimmer who is 5 years or older. A registered
resident over the age of 18 may purchase a seasonal pass for a
guest from the Oberon Pool Office Manager on duty during Open
Swim hours. Monthly passes are available for $20 each or a full
season is available for $60. The pass is good for one person and
can not be transferred.

Cirque d’Vin Wine Club
The next Cirque d’Vin Wine Club
tasting is on Friday, June 12, 2009 at 7
PM at The Red Mill Inn, 4 Syracuse St.
(Route 48) in Baldwinsville, NY. The
theme for the evening is “Summer
Chillin.” Fredrick Wildman and
Sons Ltd. will supply some of their
great variety of wines from Italy and
Argentina. A first time presenter to
the club, Fredrick Wildman and Sons
represent such brands as Falling Star,
Trapiche, Folonari, Melini Estates and
Santi. We are hoping to make this
a “very special” event for our final
tasting for the season. Due to the
generosity of Fredrick Wildman, the
tasting fee for this event is just $10 per
person. In addition, we will also have
a great summer dessert to top off the
evening.
The tasting fee is $10 (this tasting
only) per person and pre-registration/
payment is required by Wednesday,
June 10, 2009. Space is limited so
please sign up early. Checks should be
made payable to Cirque d’Vin Wine
Club and mailed to the Cirque d’Vin
Wine Club, PO Box 832, Baldwinsville,

Holocaust Survivor Brings Message of Hope to Baldwinsville Students
On May 13, Holocaust survivor
Marion Lazan presented sixthgraders at Ray Middle School in
Baldwinsville with a first-hand
account of the Holocaust. Lazan
arrived in the United States in 1948
at the age of thirteen after surviving
Nazi concentration camps, including
Bergen-Belsen in Germany. During
her presentation she recounted the
ordeal of life in the camps. She told
the sixth-graders her story is “the
story Anne Frank would have told
had she survived.”
Lazan stressed to the students the
importance of having hope regardless
of the adversity they may face. She
believes this hope is what enabled her
and her family to endure and survive
their ordeal. She also urged students
to exercise tolerance and respect for
others and to share the facts of the
Holocaust with future generations so
that this period of history will never
be repeated. Lazan gave a second
presentation in the evening for the
public at Baker High School. Both of
her presentations were sponsored by
Ray Middle School’s PTA.
Lazan is the author of “Four
Perfect Pebbles,” her written account
of the Holocaust. About one million
people in 31 states and in
Germany and Israel have heard
her inspiring story. This is the
fifth year Lazan has given her
presentation to the students of
Ray Middle School.

RCA and Editorial Staff reserve the right to edit

Publication & Deadline Schedule
Certificate of Compliance
The Radisson Community Association, Inc. (RCA) requires that prior to the resale or refinancing of an existing home in Radisson
that a Certificate of Compliance (C of C) inspection be made. The purpose of the C of C is to provide all parties reasonable assurance
that the property is free from any architectural standards violations of the Radisson Declaration of Protective Covenants, Conditions and
Restrictions (Radisson Declaration). The (C of C) and a statement of the property’s annual assessment account should be requested ten
(10) days prior to closing.
For property resales and/or refinance, effective January 1, 1999, the measurement of the finished area of the house must be
confirmed. To allow adequate time for the staff to complete this requirement, the sellers attorney must request the (C of C) 14 days
prior to closing
As of April 1, 2007 the fees are as follows:
*A sixty ($60.00) dollar Certificate of Compliance (C of C) inspection and processing fee is charged by the RCA to the requesting attorney or the owner of the property making such a request. Please insure that this fee is explained to the buyer and seller as well as the
purpose of the inspection.
