MESSAGE FROM THE CHAIR
The United States has become one of the largest oil and gas producers in the world and has been one of the few to grow production in
recent years. Technological advancements have allowed us to drill horizontally for miles, tap tighter oil, fracture multiple zones and unleash the
true energy potential of the United States. While clearly a technological feat, most of this advancement in America’s energy prosperity has
come from developments on private and state lands. Increased energy
production from federal lands, including offshore, has lagged successes
on land. Developing offshore oil and gas resources is a multi-year effort,
dating from discovery to first production. To that end, NOIA takes a
longer view and continues to actively advocate for increased access to
the outer continental shelf (OCS), 85% of which remains unavailable
for exploration and development. Given the current weak commodity
price environment, we must focus on longer-term goals.
The administration is currently developing the next Five Year
Leasing Program and NOIA is actively engaged in the process to ensure
that the broadest possible amount of OCS acreage is available for leasing in the final program. We also
continue our push for the completion of modern seismic surveys in the Atlantic OCS, an area that has
been off-limits and unexplored for roughly 30 years. New seismic data will lead to updated oil and natural
gas resource estimates for the area, which in turn could bolster support for a reopening of the Atlantic.
During 2014 and throughout 2015, NOIA worked not only with federal legislators but also directly with
Atlantic state stakeholders in gaining support in the region for responsible development.
National attention is currently focused on Arctic exploration given Shell’s efforts in the region, and
NOIA is advocating for clear and effective regulations and a reasonable permitting process for future
exploration and development in the Alaskan OCS. We also continue to advocate for policies conducive
to continued safe and efficient exploration and development in the Gulf of Mexico, our nation’s offshore
energy hub.
The energy agenda from Washington, D.C. is increasingly focused on the environmental impacts of
oil and natural gas production as well as the potential long-term effects of climate change. However, our
industry will assert a moral case, backed by the countless benefits to society and improvements to our
standard of living made possible by the safe and efficient production of oil and natural gas.
In addition to current economic challenges brought on by low commodity prices, a regulatory tidal
wave is facing the offshore industry. NOIA continues to work with other trade associations and our
members to advocate for rules that are sensible, enforceable and do not further hamper the safe development of offshore energy resources. With over 320 member companies, NOIA is in a unique position to
ensure that the current American energy renaissance continues for years to come.

ABOUT THE SPEAKERS
THAD ALLEN

EXECUTIVE VICE PRESIDENT, BOOZ ALLEN
HAMILTON
Booz Allen Executive Vice President Thad Allen is
a leader in the firm’s Departments of Justice and
Homeland Security business in the civil market. He
leads the development of thought leadership and client
engagement regarding the future direction of law
enforcement and homeland security. He is known for his
expertise in bringing together government and non-government entities to address
major challenges in a “whole of government” approach designed to achieve a unity
of effort. Mr. Allen completed his distinguished career in the US Coast Guard as its
23rd Commandant.
In 2010, President Barack Obama selected Mr. Allen to serve as the National Incident
Commander for the unified response to the Deepwater Horizon oil spill in the Gulf
of Mexico. Working closely with the US Environmental Protection Agency, DHS, the
Departments of Defense, Interior, Commerce, and Health and Human Services, state
and local entities, and BP, he sought to bring a unity of effort to response operations.
Prior to his assignment as Commandant, Mr. Allen served as Coast Guard Chief of
Staff. During his tenure in that position, in 2005, he was designated Principal Federal
Official for the US government’s response and recovery operations in the aftermath
of Hurricanes Katrina and Rita throughout the Gulf Coast region.
Other Coast Guard assignments included Commander, Atlantic Area where in 2001
he led the Coast Guard’s Atlantic Area forces following the September 11 attacks. He
previously served as Commander, Seventh Coast Guard District, where he oversaw
all operations in the southeastern United States and in the Caribbean.

Thomas P.M. Barnett is a strategic planner who has

MICHAEL “MIKE” BEATTIE

ANADARKO PETROLEUM
Michael “Mike” Beattie is the General Manager for Gulf
of Mexico Facilities within the Deepwater Operations
Group at Anadarko Petroleum. He leads a team
responsible for Gulf of Mexico development projects
and ongoing operational support of Anadarko offshore
facilities. His team is also focused on advancement of marine technology and early
field development support.
Beattie has been involved in deepwater projects for Anadarko since 1997. He was the
project manager for three major projects at Anadarko: the Caesar-Tonga project in
the Gulf of Mexico, the Peregrino development offshore Brazil, and the Constitution
field development in the central Gulf of Mexico. Before leading the Constitution
project, he served as the lead engineer for hull, moorings, riser systems and installation
for the Nansen and Boomvang projects. He was the project manager for the Viosca
Knoll 826 #12 subsea tie-back to the Neptune platform and was also in charge of
riser procurement and installation for the Phase II development program at Neptune.
Beattie’s career began in 1989 with Exxon Production Research Company’s Offshore
Division. He worked as an engineer in the design of offshore production platforms in
the Gulf of Mexico and Southeast Asia. Beattie later joined Enercon Engineering as
a supervisor in the structural engineering department.
Beattie graduated from Texas A&M University in 1987 with bachelor’s degree in civil
engineering and received a master’s degree in civil engineering from the Massachusetts
Institute of Technology in 1989. Beattie is registered professional engineer in Texas
and a member of the American Society of Civil Engineers.

RANDALL BLACK
CEO, DEEPWATER HORIZON ECONOMIC AND
PROPERTY DAMAGES SETTLEMENT
Randall J. Black, CPA, MBA, is the Chief Executive Officer of the Deepwater Horizon
Economic and Property Damages Settlement. As the CEO, he oversees the daily
operation of the largest court-supervised class action settlement in this country’s
history. In addition to the management of the operation of the class action settlement
and its many moving parts, Mr. Black is the liaison between both parties to the
Settlement Agreement, BP and the Plaintiff Steering Committee. He also is part of
the team that reports to the Federal Court on the progress of the Settlement.
Prior to being named CEO of the Court Supervised Settlement Program, Mr. Black
held several senior positions in finance and accounting; roles at CitiMortgage, the
Office of Controller of the Currency, AIG Federal Savings Bank, and Bank of America.

GARETH BURTON

Gareth Burton is a Service and Product Development
Director within the Offshore business unit of ABS
Group. ABS Group provides technical solutions to
support safe, reliable and high-performance assets
and operations across multiple industries.
Gareth completed his Bachelor’s Degree from the
University of Manchester, England and his Masters and Doctorate of Engineering from
the University of Ulster, Belfast. He began his professional career with a consulting
engineering company based in Houston before transitioning to the ABS organization
in 2001.
Within ABS Group and their parent company, American Bureau of Shipping, Gareth
has held various roles in engineering, client relationship management and product
development in the US, Mexico and Singapore. In his current role, Gareth is responsible
for the development and commercialization of the new range of dedicated services
that ABS Group have introduced over the last two years. The new services centered
around Asset Integrity Management, now complete Group offshore full lifecycle
service capability.

Over the past decade, Health, Safety & Environmental
Manager Michael Cenac has become an influential
member of SEACOR Marine’s safety culture.
His dedication has improved Company safety
performance and has enhanced overall business
processes. He has diligently worked to incorporate
diverse initiatives throughout SEACOR Marine’s
Operations, Personnel, Safety, Quality Assurance and Security Departments.
He is a subject matter expert in Marine Safety, Safety Management Systems, Safety
and Environmental Management Systems, ISM Code, ISO 9001 Quality Management,
Marine Regulatory Compliance, Behavior Based Safety (PAUSE), International Ship
and Port Facility Code, Risk Assessments, Maritime Incident Investigation and Root
Cause Analysis.
Since 2008, Mr. Cenac has become instrumental in developing and implementing
SEACOR Marine’s Health, Safety, Environmental Business Improvement Plan initiatives.
Key safety initiatives include Safety Management System Revisions, Prevent Accidents
Use Safety Equipment (PAUSE) Steering Committee, PAUSE Coaching, PAUSE Training
and Manual Revisions, Quality Bonus Program, Electronic Recording keeping, Risk
Assessment Training, and Risk Tolerance Awareness.
Mr. Cenac is also serving as the SEACOR Marine’s Company Security Officer,
Quality Assurance Manager, ISM Lead Auditor, ISO 9001 Quality Management
Lead Auditor, PAUSE Facilitator and Incident Review Committee Chairman. He is a
graduate of Nicholls State University holding a Bachelor of Science Degree in Business
Administration and is currently on his third issue of his US Coast Guard Maritime
License.

Since receiving his BS in Geology in 1992 from
Nicholls State University, Roy has served as the
Coastal Zone Manager for Lafourche Parish
Government, Manager of a Hurricane Protection
Levee Board and Executive Director of the LA1
Coalition, Inc. – a non-profit lobbying group that was instrumental in securing over
$360 million in funding to build a toll bridge to Port Fourchon. While serving in those
capacities, Roy gained experience governmental relations, public relations, energy
issues, project financing and project management on the local, state and federal levels.
Roy began his career at Gulf Island Fabrication Inc. in the fall of 2005 as Director of
Governmental Relations and Business Development and was named Vice President
of Business Development in March of 2008.
He resides in Katy Texas with his wife, Tiffeny and two children, Victoria and Tyler.

PAUL JOHNSON
COMEDIAN
Paul Johnson is a comedy headliner at Shanghai’s Kung
Fu Komedy Club and has performed hundreds of shows
for expatriate audiences throughout Asia. His current
US tour includes shows at Gotham Comedy Club in
New York and the San Francisco International Comedy
Competition. He lives in Shanghai, China with his wife
and two children and works as a columnist for Time
Out Shanghai. His Inside Job column in which he tries every job in China, including
matchmaker, stuntman, subway train conductor, rat catcher, tailor, lion dancer,
assembly line worker, and acupuncturist, is currently in development as a book.

CMDR. KIRK LIPPOLD, USN (RET.)
LEGENDARY COMMANDER OF USS COLE
AND AUTHOR OF FRONT BURNER
Commander Kirk Lippold, USN (Ret.) was the
Commanding Officer of the USS Cole when it came
under a suicide terrorist attack by al Qaeda in the port
of Aden, Yemen. During his command, he and his crew
distinguished themselves by saving the American war
ship from sinking. This event is widely recognized as
one of the most brazen acts of terrorism by al Qaeda prior to September 11, 2001.
With this unique and invaluable experience, Commander Lippold has briefed over
6,000 military officers, 2,000 federal and state law enforcement officers, and given
over 300 presentations on this seminal event in the war on terrorism.
Currently, Commander Lippold is the president of Lippold Strategies, LLC, a consulting
firm specializing in executive leadership development, strategic planning and training
programs, and crisis management. Additionally, he serves as Senior Vice President
for military policy and strategic development at the public affairs firm Phillip Stutts
& Co. He is also the author of Front Burner – Al Qaeda’s Attack on the USS Cole,
which recounts the story of Al Qaeda’s bombing of his ship on and the continuing
ramifications for the war on terror.
He recently served on the Board of Directors for Military Families United and is a
member of the Board of Advisors for Halo Maritime Defense Systems and the National
Security Roundtable.

ROBERT MCNALLY

Robert McNally is the founder and President of The
Rapidan Group, an independent energy consulting
and market advisory firm based in the Washington
DC area. Mr. McNally’s clients include leading global
energy market investors, producers, and traders. Mr.
McNally’s 24-year professional career includes senior
financial market and official posts spanning economic, security, and environmental
aspects of energy market analysis, strategy, and policymaking.
Mr. McNally started his professional career in 1991 as an oil market analyst and consultant
with Energy Security Analysis, Inc. In 1994, he joined Tudor Investment Corporation
and for twelve subsequent years analyzed energy markets, macroeconomic policy,
and geopolitics for Tudor portfolio managers, earning promotion to Vice President and
Managing Director. From 2001 to 2003, Mr. McNally served as the top international
and domestic energy adviser on the White House staff, holding the posts of Special
Assistant to the President on the National Economic Council and, in 2003, Senior
Director for International Energy on the National Security Council. Mr. McNally served
in the Peace Corps in Senegal from 1988-1990.
Mr. McNally has testified to the House and Senate on energy markets and national
security and speaks to professional conferences on energy markets, policy, and
geopolitics. He has been published in Foreign Affairs (co-authored essay with Michael
Levi, July/August 2011) and has been interviewed by CNN, The Economist, The
Financial Times, The Washington Post, National Journal, Platts Energy Week TV, PBS’
Great Decisions in Foreign Policy series, Bloomberg News, Aviation Daily and other
programs and journals. Mr. McNally is married and has three children.

Kirk J. Meche became President and Chief Executive
Officer of Gulf Island Fabrication, Inc., a public
company trading on the NASDAQ exchange, on
January 1, 2013. He served as President and Chief
Operating Officer of Gulf Island Fabrication Inc. from
January 2009 to December 2012, Executive Vice
President of Operations of Gulf Island Fabrication, Inc. from February 2001 until January
2009, President and Chief Executive Officer of Gulf Island, L.L.C. from February 2001
to January 2006, and President and Chief Executive Officer of Gulf Marine Fabricators
from February 2006 to October 2006. From 1999 to 2001, he served as President
of Southport, Inc., and was Project Manager for Gulf Island, L.L.C. from 1996-1999.
Prior to his employment with Gulf Island, Mr. Meche served in various capacities with
J. Ray McDermott, Inc., a subsidiary of McDermott International, including Structural
Engineer, Hull Engineering Supervisor, and Project Manager from 1985-1996.
A 1980 graduate of Vandebilt Catholic High School in Houma, Louisiana, he received
his B.S. Degree in Engineering from Louisiana State University in 1985. With a deep
rooted sense of commitment to the community, Mr. Meche currently serves as an
Advisory Board Member for Nicholls State University’s Business College and has
served as President of various local non-profit organizations including South Central
Industrial Association (SCIA), an organization established in April 1997 as a network
for industrial businesses

GALE NORTON

DEPARTMENT OF THE INTERIOR
Gale Norton has three decades of experience handling
energy, natural resources, and environmental issues.
As Secretary of the Interior, 2001-2006, she played a
key role in shaping national energy policies. A member
of President George W. Bush’s Cabinet, Norton was responsible for managing over
20% of the land area of the United States, a Fortune-500-sized budget, and a workforce
of 70,000 employees.
In the face of crises including the September 11th attacks and the War on Terror,
increasing domestic energy production became a major focus for Norton’s term.
She oversaw lands and offshore areas that produced a third of America’s domestic
oil, natural gas, and coal. She was actively involved in consideration of the Energy
Policy Act of 2005, offshore and onshore oil and gas production, coal mine leasing
and reclamation, hydroelectric generation, as well as biomass, wind and geothermal
development.
Norton returned to Colorado as General Counsel for Royal Dutch Shell Unconventional
Oil, 2007-2010. She was a member of Shell’s global legal leadership team, and handled
legal, regulatory and governmental issues for Shell’s oil shale and in-situ oil sands
projects, primarily in Colorado and Alberta.
Norton is currently a Senior Advisor for Clean Range Ventures, an energy technology
venture capital firm. She serves on boards for the Federalist Society, the Reagan
Alumni Association, and the University of Colorado Renewable and Sustainable
Energy Institute.

WILLARD D. ROBISON
DIRECTOR OF HSE/ADMINISTRATION,
SEACOR MARINE, LLC
Willard Robison has been a part of the SEACOR
Marine, LLC team since 2007 where he has had a
leadership role in the Personnel, Safety, and Human
Resources Departments.
His 37 years of experience in all Managerial aspects
of the Maritime industry have enhanced Company processes and have facilitated an
environment dedicated to safety.
Mr. Robison serves as the Offshore Marine Service Association (OMSA) Human
Resource Chairman and the South Central Industrial Association-Industrial Council on
Education’s (SCIA-ICE) Committee Chairman. His collaborative efforts have provided
the industry with insight and overview on regulatory and legislative issues regarding
vessel inspections, crewing, licensing, safety, and environmental responsibilities.
Additionally, he serves on the Board of Directors for the Offshore Supply Vessel
Dynamic Positioning Authority (OSVDPA), which is currently developing an alternative
Dynamic Positioning Officer (DPO) certification system.
In 2014, Mr. Robison was awarded the South Central Industrial Association, Tillman
Estate Outstanding Member Award for his leadership and dedication.
Mr. Robison serves as SEACOR Marine’s Designated Person Ashore, and is a member of
the Prevent Accidents Use Safety Equipment (PAUSE) Steering Committee and Incident
Review Committee. He is proficient in both domestic and international Standards of

ABOUT THE SPEAKERS
RYAN P. STEEN
PARTNER, STOEL RIVES, LLP
Ryan Steen is a partner in the Environment, Land
Use and Natural Resources group, and focuses his
practice on environmental litigation and regulatory
counseling. Ryan has extensive experience litigating
high-stakes natural resources disputes, particularly
those involving claims asserted under the Endangered
Species Act, the National Environmental Policy Act,
the Clean Water Act, the Magnuson-Stevens Act, and the Marine Mammal Protection
Act. In addition to his litigation practice, Ryan advises clients on a variety of regulatory
matters including ESA listings, 4(d) rules, and the designation of critical habitat; ESA
Section 7 consultation; incidental take authorization under the ESA and the MMPA;
NEPA review; federal management of fisheries and hatcheries; forest practices;
authorization of offshore oil and gas activities; and CWA discharge and fill permitting.
Ryan’s clients include trade associations and individual organizations in the oil and gas,
fisheries, forestry, hydroelectric power, mining, tourism, and geophysical exploration
industries.
Before starting his legal career, Ryan worked as a fisheries biologist for the University
of Washington. In that position, he managed a large-scale salmon research program
in Southwest Alaska, studied salmon habitat and ecology, and advised a commercial
fishery on the population dynamics and run timing of Bristol Bay sockeye salmon.

Peter Velez was the Global Emergency Response
Manager for Shell Energy Resources Company until
his retirement in October 2012. He was employed
by Shell since 1975, and assignments included
Drilling Engineering, Civil Engineering, Division
Civil Engineer, Operations Superintendent, Production Superintendent, Manager
Production Engineering - Gulf of Mexico, Manager Health, Safety and Environment
- Gulf of Mexico, Manager Regulatory Affairs, Manager Regulatory Affairs & Incident
Command for Shell U.S. and Americas, Global Security Manager, and Global Emergency
Response Manager.
Among other things, Velez was a member of the Board of Directors of the Marine
Preservation Association for 15 years (largest Oil Spill Response Organization in the
U.S.). He served as Chair of the API Executive Committee on Drilling and Producing
Operations, Member of the API Executive Committee on Environmental Conservation,
Chair of the Louisiana HSE Committee, and others.
He served on the API/NOIA Oil Spill Response Task Force established after the
Deepwater Horizon incident and was a member of the API OSR Committee that sets
industry direction and funding. He was appointed and serves on the U.S. Department
of Interior Offshore Safety Energy Advisory Committee.
As the Incident Commander for Shell, he responded to incidents in the Gulf of Mexico,
U.S. Onshore, and Global locations involving oil spills, hurricanes, fires and explosions,
Y2K, and other events.
