The Whispering Oaks septic tank
must be cleaned as the town of Lysander works to fix sewage problems
in the development off of Route 370,
Town Supervisor Barry Bullis told the
town board at its Aug. 9 meeting.
"The guys have got to be able to
get in there and clean it," Bullis said.
"There was probably a foot of grease
on top."
Sewage violations in the Whispering Oaks neighborhood's Ashington
Drive septic system led the state
Department of Environmental Conservation to fine residents in July. The
DEC reported three sewage breakouts
from the system beginning in 2008.
Waste material escaped from two
absorption beds, likely due to a process known as water mounding. Water
mounding occurs when soil becomes
oversaturated and can cause sewage
to overflow.
Onondaga County helped the
town secure a discount the last time
the septic tank needed to be cleaned,
which was approximately four years
ago, Bullis said. That cleaning cost
around $9,000, he said.
"I'm in the process of obtaining
quotes," Bullis said. "I'm going to
be asking the county for assistance,
if they can give us equipment or a
discount."
Lysander will attempt to hold
down the cost of cleaning the 14,000gallon septic tank by diverting incoming water while cleaning is taking
place, Bullis said. When the tank was
cleaned four years ago, water continued to flow into the tank, which
required crews to perform additional
pumping. That drove up the cost of
cleaning, he said.
The town is also overseeing inspections of Whispering Oaks homes'
sewage connections to determine
whether water is being improperly
discharged into the septic system,

Town spending proposed
for moratorium

Lysander will re-examine its role
in the Seneca River Trail project after
councilor Arthur Levy proposed a
moratorium on town spending for the
Baldwinsville trail extension at the
town board's Aug. 9 meeting.
"This is a discussion that has been
bubbling underneath for months,"
Levy said. "I'm just trying to stop the
hemorrhaging. Perhaps we should
expand this to the whole Seneca River
Trail."
The town board discussed Levy's
proposal in a private executive session
but did not act on it. Supervisor Barry
Bullis emerged alone from the executive session to adjourn the meeting.
"There will be no further business,"
he said. "We're looking at the whole
picture and trying to decide where we
want to go with it."
The board scheduled a 5 p.m. work
session Tuesday at the town hall to
discuss the future of the trail.
The moratorium would have applied to a portion of the planned trail
running from the end of the existing
trail in the village of Baldwinsville to
the border of the town of Lysander.
Some work on that segment was
funded by an Onondaga County
Community Development grant and
has been completed, but a number of
easements and rights of way must still
be purchased, Bullis said.
"I think interest in a moratorium
makes a lot of sense right now," said
Brian May, councilor. "We budgeted
a certain amount of dollars this year.
The one thing that is crystal clear going into the final year is that we're not
going to spend a penny more than we
budgeted."
Levy proposed the moratorium
when the town board agreed to transfer $24,574 from its contingency funds
to pay for 2009 trail expenses.
That transfer of funds paid for expenses incurred in 2009, and the town
has spent relatively little on the trail
this year, Bullis said. At most, Lysander
spent $1,000 in engineering costs on
the connector in 2010, he said.
The town board discussed the moratorium in executive session because
the required easements involve private
property values. Lysander town law
allows for executive session when a
discussion could influeneettie value of
private property, Bullis said.
Lysander town clerk to
hold extended office hours
The town clerk's office will be open
extended hours on Mondays starting
in September to accommodate residents who cannot visit during the day,
announced Lisa Dell, town clerk. The
office will be open until 6:00 p.m. every
Monday starting Sept. 13, she said. The
office's regular hours are from 9 a.m.
to 4:30 p.m.

to debut Nov. 20 in Syracuse
Supporters of St. Jude Children's Research Hospital in more than 60 communities across the country will participate in the fundraiser "Give Thanks. Walk."
- a grass-roots 5K kickoff to the St. Jude "Thanks and Giving" fundraising and
awareness campaign.
The 5K walk will be held Saturday, Nov. 20 inside Carousel Center and is
planned to become an annual event in Syracuse - this is the first year it's taking
place in this area. Participants are encouraged to form walk teams with friends,
family and co-workers as well as recruit sponsors to make donations in support
of their efforts and the lifesaving work done at St Jude.
In 2009, more than 13,000 walkers participated in 40 events across the country,
collectively raising more than $1.2 million.

Last bills finally conclude long-overdue budget

Let us decide, already
That the Onondaga County Legislature was willing
to take a significant step toward reducing itself from 19
to 17 members this month is a positive sign. ks, other
proposals to decrease the body by more members,
including one to reduce it to just nine members, were
shot down, but any movement toward streamlining is
arguably a good one.
But, as Legislator Marty Masterpole pointed out
why is the legislature putting such a stringent limit on
the number of members it might slash?
To reduce the legislative body would require a
permissive referendum, meaning come Election Day,
county residents will face the proposal to reduce the
number of legislators from 19 to 17 in the voting booth.
Or voting scanner. Whatever.
So, why not offer more than one option to voters,
Masterpole questioned.
On the one hand, isn't that what we elected these
officials – and pay them – to do?
We, the public, present an issue for analysis, elected
officiaLs do the digging and lay out both sides of the
min, and present the conclusions to us for the final
decision. They figure out the best options for us, and if
there are more than one to choose from, we select our
preference.
The c, ucf;tion lies in whether or not reducing the
legislature by a more substantial chunk – let's say retaining a final count of just nine legislators – isn't being
presented to voters because its not a viable option, or if
its because, understandably, it puts 19 people in charge
of putting their own jobs on the chopping block.
The bottom line, in our opinion: If it isn't up to the
legislature to determine whether it will or will not be
reduced, then it shouldn't be up to them to arbitrarily
select the number by which it would be cut.
Here's a concept: offer us voters more than one option,
sc, we're required to weigh the choices themselves and are
held accountable as responsible voters. We might surprise
you by making educated decisions; and that may mean
finding a new line of work.

Two weeks ago, the Legislature
was called back into session to conclude this year's long and torturous
budget process.
When the Democratic majority of
the State Senate passed the revenue
portion of the budget on Aug. 4, it
was decreed that final action has
now been taken on the 2010-2011
state budget. This was one of the
latest budgets in state history and,
unfortunately for New Yorkers, it is also one of the
worst.
This revenue portion of the budget increases taxes
and fees by $1.2 billion. This is in addition to the $8
billion of new taxes and fees that were included in
last year's budget.
Some of the new taxes in this year's budget include: the temporary reinstatement of sales tax on
clothing purchases under $110, which is expected to
raise $330 million; a reduction in allowable itemized
deductions for taxpayers earning over $10 million a
year (as a result wealthy taxpayers will now be able to
claim deductions for only 25% of the charitable contributions); and a $1.60 increase in the state cigarette
tax — which makes New York's taxes on cigarettes the
highest in the nation.
Maybe most egregious is the state's deferral of
state tax credits earned by businesses that invest or
create jobs in New York. This deferral is expected to
raise the tax bill for businesses by $200 million this
year and by more than $1 billion in both 2011 and
2012 when fully implemented.
These tax credits were specifically geared towards
helping New York business grow and create jobs. By
deferring them, New York is just continuing to add to
the poisonous business climate that already exists in
Upstate New York.
In addition to the revenue bill passed in the state
Senate last week, the Democratic majorities in both
the Assembly and Senate passed a contingency plan
that would be put into place if Federal Medicaid Assistance Percentage (FMAP) for the state did not come
through. I voted against this measure
for several reasons:
- This bill gives the Governor the
authority to determine further cuts.
This is the Legislature's job and it
leaves too much authority to the Executive and his budget office.
- The Governor did not release a
clear plan in terms of how reductions
would be made and there were too
many unknowns in this bill.
- This bill has the potential to delay local assistance
programs that could affect school aid payments.
Shortly after the legislature passed this measure
this week, the U.S. Senate passed a measure that
restores FMAP funding. Though counties will likely
see Medicaid dollars from the federal government,
it has not passed Congress nor has it been signed by
the President at the time of this publication. Funding
amounts are unclear at this point but according to
Senate press releases, roughly three-quarters of $1.085
billion would be restored, leaving the Governor and
his budget office to close the remainder.
If there is any good news, it is that the budget is
passed. Unfortunately, we continue to make the same
mistakes in Albany as we have for several years now.
The majorities in both houses refuse to address the
huge structural budget issues that we have—namely,
state government spends and taxes too much.
This year was a tough budget year. Next year
could be much worse in light of continuing lackluster
recovery and the expiration of the so-called federal
stimulus money. Hopefully, better leadership will be
provided
next year.

would've gotten myself close to 300 pounds. I had
an urge for pizzas and other fattening foods. I have a
picture of me to prove it.
Flow did I lose the pounds?
A family member got on my back and told me to
get going and to lose the pounds and to stop eating
too much. I did just that
I also had numerous doctor appointments to check
my weight. It took awhile, but I lost the weight.
I hiked a lot. I walked a lot as well. I started my
exercise routine when I was in Manlius, and after I
moved out into Baldwinsville I continued to exercise.
I have a strong desire to live a long life. To help accomplish this, I eat smaller portions of food on a daily
basis. I eat more fruits and vegetables, drink water
every day, have my V8., etc.
I eat candy once in a great while, which is OK if the
sugar level inside i4 low. I watch my salt intake, too. In
my case, I have to due to high blood pressure.
A long life is better than a short life. I am very
thankful that I am getting a nutritional lunch at Canton Woods in Baldwinsville. The servers work very
hard on Mondays, Wednesdays and Fridays every
week to help us maintain a healthy lifestyle.

A new chapter: Librarian retires after more than 40 years

If you came to the Baldwinsville Public Library in 1964, you may have seen a
young woman putting back books and
straightening the shelves.
Enter that library in 2010, and
she's still there.
Librarian
Peggy Bye has
worked at the the
same place for
a total of 41 1/2
years.
"I've never
wanted to be anyPeggy Bye
thing else," she
said. "That's kind of hard to believe."
Now that she's reached social security
age, she's retiring, closing a significant
chapter in her life.
A fan of the Nancy Drew series, Bye
grew up with a passion for reading, perpetuated by her eventual employment at
the library.
Even when she took a leave of absence
from 1969 to 1974 to raise her daughter
and only child, Robyn, Bye couldn't stay
away. She would leave the library with
bags of books to catalogue, until people
suggested she just come back to work.
She did and hasn't stopped since.
"I guess just enjoy...being around
Now that she is retiring, Bye has
plans to pursue a wealth of interests.
She'll spend time reading — she's currently into mysteries — but that's not all
she has planned. Bye will fill her time
with a multitude of interests, inlcuding
traveling, learning about Baldwinsville
history, go to museums, and do sewing
and crafts. She will also spend time with
mother, daugher and her grandsons
books and... I enjoy helping the patrons,"
she said. "I find it very rewarding."
In her 41 1/2 years, Bye has done nearly
every task at the library. Currently, she is
a microcomputer resource specialist, a
position she has held for 25 years. Patrons
make one-hour appointments for oneon-oneinstruction with Bye, who guides
them through everything from figuring
out their new laptop to navigating the
Web — and even learning to how to use
the mouse.
"I first heard about (computers) in
library science courses I was taking, that
there were going to be these machines
called computers, and I just thought that
sounded fascinating," Bye said.
With over four decades at the library,
Bye has seen the vast transformation
not just in technology, but in the library
building itself. She worked at two other
locations: the old Woolworth's building
at 43 Oswego St. — which leaked when
it rained and had a furnace in the workroom — and previously at a small house
at 17 Charlotte St., where employees worried the weight of the books would cause
the floor to collapse.
Her favorite memory of her time
at the library is of the October 1994
groundbreaking of the library's current
building.
"They blocked the street off, made a
big deal of it, and everyone remarked
what fun day it was," Bye said.

live in Baldwinsville.
"She'll be missed," said Marilyn Laubacher, who has been director of the library for 27 years. "She's been an asset to
the staff and library and community."

one more time" when patrons are quick
to give up.
With the announcement of Bye's retirement, some people are feeling "separation anxiety" knowing Bye won't be
around to help them, Laubacher said.
"She's like a teenager with electronics," Mounce said, adding Bye wants an
iTouch. "She might be retiring, but she is

"Who knows?" she said. "Maybe
someday I'll get a Kindle."

As keen about modern technology as
she is, Bye is traditional about at least
one thing: You won't catch her with an
e-book. When it comes to reading, she
wants to physically hold a book in her
hand.

Palmer receives
Kiwanis Grant
Third-graders travel the globe with
research projects

On June 24, the Baldwinsville Kiwanis Club
presented Palmer Elementary School in Baldwinsville with a grant of $750 to help fund the school's
READy for Kindergarten program. The program
is jointly sponsored by the school, the Palmer PTA
and the Kiwanis Club. According to principal Steven
Frey, the grant will enable the school to purchase
activity materials, books and refreshments for the
program.
The school invites future Palmer kindergartners and their families into the building several
nights during the school year before they enter
kindergarten to ease the transition into the school
the following year. Through various activities, staff
members share learning strategies with parents that
they can do with their children to prepare them for
kindergarten and to help them during the school
year. The children meet their future teachers and
participate in activities in physical education, art,
music and library so that they become familiar with
what they will be doing as kindergartners.
The 2010-2011 school year will be the third
year that Palmer Elementary School will conduct
the READy for Kindergarten program, and it is the
third year that the Baldwinsville Kiwanis Club has
given the school a grant to fund it.
"The staff, parents and students of Palmer
Elementary School are very grateful to the Baldwinsville Kiwanis Club for their generous support
of our students and our programs," Frey said. "The
Kiwanis Club's commitment to the school reflects
the strong connection between Palmer and the
Baldwinsville community."

Nations, held in the school
library on June 18. Family
and friends were invited to
school to view the projects.

Boaters arrive for Lock 24 celebrations

The Barge into Baldwinsville
event coincides with Lock 24's 100th
anniversary, and many boaters are
present throughout this celebration, while others are just passing
through.
Mike Taffe of Liverpool and his
friend Ron Russell of Fair Haven
were sitting on the dock relaxing and
taking in the festivities.
"I've been boating for a long
time," Taffe said. "Friends started
me off water skiing.. .and now I have
this," pointing to his 41-foot boat
called the "Mike-Roe-Wave."
"I started off with an 18-foot
boat for four or five years, then a
24-footer for 17 years, then a 30-foot
boat for about 10 years, and I've had
this one now for about five years,"
Taffe said.
Russell has been boating since he
was 5 years old.
"My brother and I got a floating
boat, and we'd sit in it and paddle,"
he said.
When he's not working, Russell
has been boating with his parents, Al

and Maxine, who own a boat called
the "Material Girl."
Just then, Russell's parents came
back from a walk with Taffe's wife,
Roe.
Roe calls her boat a "motor home
with props.. my home on the wa-
ter."
"We can go anywhere," she said. "I
leave all my consciousness behind!"
She started boating when she met
her husband.
"One night I was sleeping and
Mike came home and put a boat
prop on my stomach. I woke up and
he told me he bought a boat!" she
said, smiling.
Maxine Russell tells a story of
how they were trapped between two
locks once because the power was off
for a week.
"The Harbor Master would come
and take us to the grocery store in his
car." she said.
Al and Maxine boat for six
months a year, then head south for
the winter.
Maxine's favorite part of boating
is " getting in the boat and taking
everything she needs with them."
"We don't worry about hotels
or motels or packing or unpacking
— (We) just start the ignition and we
leave!" her son said.
Her husband Al chimes in: " It's
a boat-el!", and everyone laughs as
they get up to go for another walk
on Lock 24.

Chiropractic Beaver Lake Run on

Worked for GE
Frederick James Warner, age 92, of
Baldwinsville, passed away peacefully
after a long illness at home on Monday
Aug. 9 2010, with his family by his side.
Born in Liverpool, he was the son of
Harold and Beatrice Warner. He was
a 20-year US Navy veteran and Pearl
Harbor survivor, serving on the USS
Nevada. He also served on the USS JP
Kennedy during the Korean War. After
his naval retirement, he was employed
as a letter carrier by the US Postal Service, and also worked for Onondaga Oil
Company. He was a 35-year member
of the Fleet Reserve Association, CNY
Branch #285.
Fred is survived by his wife of 65
years, Evelyn Greer Warner of Baldwinsville; son, David (Deb) Warner of
Syracuse; daughter, Donna (Michael)
Schoeberlein of Baldwinsville; sisters—
in-law, Betty Owen and Joyce Greer. He
was predeceased by his sister, Marion
Warner Cowles.
At Fred's request there will be no
calling hours. Services and burial in
Riverview Cemetery will be private
for immediate family. In lieu of flowers, contributions can be made to the

George T. Butler, Jr., 90, of Zelienople, formerly of Clinton, died Saturday
morning Aug. Z 2010.
Born in Harrisburg, PA, on March 5,
1920, he was the son of the late George
T. and Carolyn D. Gale Butler.
Mr. Butler was an electrical engineer
for General Electric.
George was a member of the Episcopal Church and had served as an organist for his church in Yonkers, N.Y. He was
a former member of the Central Oneida
County Volunteer Ambulance Corps in
Clarks Mills, N.Y. and a long term blood
donor. He was an active supporter of the
Clinton Figure Skating Club and an avid
camper and enjoyed his pets.
George was a Technician Fifth Grade
in the United States Army during
WWII.

Sue was predeceased by her mother,
Jean C. Hebert in 1992 and a brother,
Raymond A. Hebert, Jr. in 1972.
Survivors: her husband of 23 years,
Doug (Mike) West of Baldwinsville; one
son, Daniel (Amy) Kick of Elmira; one
daughter, Marcy (Rich) Thompson of
NC; her father, Raymond A. Hebert of

and also a retiree of AAA with Henry K.
a Gold Card membership. He
was a WW II Army Air Corps pilot.
He was a communicant of St. Mary's
Church in Baldwinsville and a volunteer driver for Meals on Wheels.
Henry was predeceased by his wife
Patricia in 1991.

which could have contributed to the water mounding
problem. So far 41 inspections have been completed,
and Lysander is trying to schedule inspections at two
more homes, Bullis said.
"We have confirmed the existence of 24 water softeners," he said. "Five have been disconnected. Seven have
been deemed code-compliant."
Lysander is weighing options to permanently fix the
problem. Possible long-term solutions include connecting homes to neighboring sewage systems, which could
cost $1.2 million to $1.8 million, depending on which
sewage design is chosen.
The town board will likely approve a sewage design
after the town holds another informational meeting for
residents, according to Bullis. Lysander has scheduled a
meeting for Sept. 9 at 6:30 p.m. at the town hall at 8220
Loop Road.
Councilor John Krisanda suggested the town should
consider delaying major work on the sewage system.
"The water was the real issue," he said. "I know we
want to replace the beds, but if we can delay five years,
we can save some money. As long as the system works,
I really just want to save the folks out here some money
if we can."

Wild Carp Club of CNY

Wild Carp Companies is inviting
interested anglers to join the Wild Carp
Club of Central NY
Beginning in late summer/early
fall 2010, Wild Carp Companies will
be hosting weekend and evening carp
angling fish-ins in and around Baldwinsville. Each session will take place
on weekday evenings and weekends at
alternating public waterways that have
proven to hold quality specimens of
common and mirror carp.
There is no fee for participating
anglers. All men and women ages 16
and up are eligible. Trophies will be
awarded for anglers finishing first,
second and third at the end of the Wild
Volunteer coordinator

Trap and Skeet
The Baldwinsville Rod and Gun Club's
summer shooting schedule: sporting clays at
5:30 p.m. Thursdays, trap at 5:30 p.m. Mondays, skeet and trap at 10 a.m. Saturdays
and rifle and pistol daily. All three shooting
sports are open to non-members at a nominal fee. The club is located at the corner of
Kingdom and Gunbarrel roads in Van Buren.

Baldwinsville PAC-B (cable access Channel 98) is in
need of a volunteer coordinator. The bulk of the duties
would be to maintain a list
of active volunteers and to
schedule the taping of local events for broadcast on
Channel 98. Call 638-2768.
New York State Department of Environmental Conservation (DEC) Commissioner Pete Grannis announced that the 2010-2011 hunting, fishing and trapping licenses
and Deer Management Permits (DMPs) may be purchased beginning August 16.
Licenses and permits can be purchased at one of DEC's 1,500 license sales outlets
statewide. Sporting licenses can also be ordered by mail or by telephone and via the
intemet at ww w.dec.ny.gov (look for the "Purchase a Sporting License" link on the
home page). Sporting licenses are valid October 1 thru Sept. 30, 2011.
Carp Club season.
There will be six weeks of competitive angling; each week, participants
must complete a different objective.
Points will be awarded each week based
on each angler's finish, with overall
scores accumulating for the top five of
six weeks to determine season champions. Anglers who have a bad week or
miss a week will be able to eliminate
that week from their overall score.

and George Dowse of Baldwinsville are proud to announce the engagement of their children, Colleen Elizabeth to Second Lieutenant Kenneth Michael Dowse.
Colleen graduated in 2004 from Williamsville
South High School. She received dual Bachelors degrees in Communication and Marketing in 2008 and a
Masters degree in Organizational Leadership in 2010
from Mercyhurst College in Erie, Penn.
Lieutenant Dowse graduated from Baker High
School in 2003 and received dual Bachelors degrees in
Marketing and Advertising from Mercyhurst College
in 2007 He is stationed in Oklahoma at Fort Sill.
An October 23, 2010 wedding is planned at the
Lutheran Church in Williamsville with a reception
at the Connecticut Street Armory in Buffalo.

Roger and Cheri Organ of Baldwinsville proudly
announce the engagement of their daughter, Julie Organ, to Jason Brown. Jason is the son of Terry Brown
and the late Linda Brown, of Spencerport. Julie is
a special education teacher for the Rochester City
School District, and Jason is an instructor for Monroe Community College. A July 31, 2010 wedding is
planned in Rochester.
This camp runs for seven individual weeks and
offers a variety of activities including a weekly
field trip for children who have completed
kindergarten through sixth grade. Activities
include crafts, sports, music, fitness and more!
Hours for regular day camp at 9 a.m. to 3 p.m.;
7:30 a.m. to 6 p.m. for extended camp. Check

located in the middle of the summer brochure.

Boat Parade on August 27 and Barge into
Baldwinsville Day with entertainment all

Baldwinsville will conduct
a public hearing at the Village
Municipal Building located
at 16 West Genesee Street,
Baldwinsville, New York on
the 19th day of August, 2010
at 7:30 p.m. concerning the
adoption of a local law for the
Village of Baldwinsville
electing to provide all its
eligible employees of the
Village of Baldwinsville
with a retirement incentive
program authorized by Part
A, Chapter 105, of the Laws
of 2010. The local law
provides that the
commencement date of the
retirement incentive program
shall be October 1, 2010 and
that the open period during
which eligible employees
may retire and receive the
additional retirement benefits
