Future
Capgemini’s Integrated Architecture Framework used
to deploy Oracle E-Business Suite accelerated by
BPEL Process Manager
The Situation
The Centraal Justitieel Incasso
Bureau (CJIB) is an independent
implementation authority operating
under the Dutch Ministry of Justice
responsible for administering,
collecting and coordinating fines
and sanctions levied by the Dutch
judicial system. In an environment
of changing laws and the CJIB’s
ever-expanding range of
responsibilities, the CJIB needs a
reliable, efficient and, most
importantly, flexible IT system that
can effectively manage the execution
of fines and sanctions.
The Solution
The CJIB has to handle a complex
combination of tasks and collection
methods. It therefore chose to adopt
a service-oriented architecture
(SOA) based on the Oracle Ebusiness Suite (eBS).

Process Manager, also by Oracle, is
part of this solution. This
architecture allows the reuse of
standard components within the
executions of different fines and
sanctions by the CJIB. Designing
and changing processes will be
dramatically simplified and require
less programming.
The Result
Capgemini supported the CJIB in
developing a blueprint of the
Program NoorderWint to implement
the future SOA architecture. As a
method, Capgemini used its own
Integrated Architecture Framework
(IAF). After completing the
implementation, the CJIB will
have a reliable, flexible and
future-proof system
landscape.
Public Sector
As a pilot for the Program
NoorderWint, the CJIB
implemented a confiscation law in
Oracle eBS. Partly thanks to the
support, effort and vision of
experienced Capgemini consultants,
this implementation was a success.
During this period, the ideas on
reuse of standard process
components were shaped even
further. In this process CJIB
benefitted from the use of
Capgemini’s IAF method and the
knowledge of the Oracle
Competence Center of Capgemini.
The project was accelerated when
Oracle introduced their BPEL
Process Manager and Gartner gave a
positive advice on the feasibility of
the Business Process Execution
Language (BPEL). “The whole world
has been shouting SOA over the last
fifteen years. Only recently
technology has given us the
capability to truly apply it” says Jan
van Dijk, CIO of the CJIB.
Why the CJIB chose Capgemini
Jan van Dijk: “First of all, Capgemini
was chosen as one of our preferred
suppliers after a European tender. A
major danger of architecture projects
is that they can get bogged down in
theoretical arguing. These projects
therefore have to be managed in a
structured and pragmatic manner.
Our experiences with Capgemini in
this area have been very positive.
Furthermore they have a distinct
vision on SOA. Finally, Capgemini
showed the willingness to invest in
the CJIB by staffing very skilled lead
consultants. Capgemini proved
themselves to be a good partner and
I highly appreciate that”.
Van Dijk is also content with
Capgemini’s IAF methodology and
innovateNL. With the latter, he has
had positive experiences in a
previous project and at the start of
the NoorderWint program. “These
methods definitely work. In this area,
Capgemini has more to offer than
other firms.”

How the CJIB and Capgemini
Worked Together
Each sanction that the CJIB handles
allows for a certain legal
combination of collection methods
to be used. Each collection method
however, can be used within a
number of sanctions. The
NoorderWint program was started
to facilitate the management of this
complexity by the CJIB.
