CONSTITUTION
Article I.
Name
The name of this organization shall be the Oologah Mustang Quarterback Club.
Article II.
Purpose
This association is a non-profit organization and its purposes are:
•
To promote fellowship among parents, coaches, and student athletes.
•
To provide, when possible, financial support to the school athletic
department, and student/athletes for athletic activities benefitting the
football program.
•
To remain apart and separate from school administration and other
organizations.
Article III.
Membership
Membership in the Oologah Mustang Quarterback Club shall be available to any
individual who subscribes to the objectives of the Oologah Mustang Quarterback
Club without regard to race, color, creed, or national original under such rules
and regulations not in conflict with the provisions of these bylaws.
The director of athletics and the football coaching staff shall be members, exofficio. The principals of Oologah Middle School and High School shall be
honorary members, ex-officio.
Article IV.
Officers
The officers of this association shall consist of a president, vice president,
secretary, and treasurer.
Each officer shall be elected for a term of one year and shall hold office until their
successors are duly elected in January election of officers meeting

Article V.
Standing Committees
The standing committees of the association shall be: concession, clothing sales,
fundraising, membership, and banquet/team meals. These committees shall be
chaired by a member from the general membership as appointed by a simple
majority of the officers, or when necessary, by an officer.
The chairman of all standing committees shall present plans of work to the
executive committee and no committee work shall be undertaken without
approval of the executive committee.
Note: Fundraising can be chaired by multiple standing committees (i.e.
programs, gameball/auction, etc., etc.)
Article VI.
Executive Committee
The Executive Committee shall consist of the officers of the association, the head
varsity football coach, and the standing committee chairmen. The members of
the Executive Committee shall serve until their successors are elected or
appointed. The duties of the Executive Committee shall be:

To transact necessary business in the intervals between association
meetings and such other business as may be referred to it by the
association.
To create committees, other than the standing committees, as deemed
necessary to carry on the work of the association.
Article VII.
Meetings
Meetings will be held at a minimum of every week during football season and as
required in the off season. Additional meetings can be called by any member of
the Executive Committee, head football coach, or athletic director.

Article VIII.
Amendments and Repeals
This Constitution or any part thereof may be amended or repealed by a twothirds (2/3) affirmative vote of the general membership in attendance at two
consecutive general membership meetings, provided notice of the proposed
amendment or repeal shall be given to all members via a meeting
announcement, voicemail, email, newspaper, or webpage posting.
The Bylaws or any part thereof may be amended or repealed by a two-thirds

Article I.
Membership
Section 1. Who May Apply
Any persons interested in the progress and development of the Oologah
Mustang Football Program
Section 2. How to Become a Member
Membership is attained by purchasing one of a variety of memberships available
during the annual enrollment drive. However, persons may be admitted to
membership at anytime.
Section 3. Terms of Membership
A member in good standing of the Oologah Mustang Quarterback Club is one
who abides by the bylaws, who has paid his/her current membership fee, and
has attended at least one meeting during the current fiscal year.
Article II.
Nominations and Elections
Only those individuals who have been a member in good standing shall be
eligible for nomination and voting privileges.
•
Any member who is nominated must be present at the election unless
written proof of nominees intentions are presented at the election.
•
The officers of this club shall be elected by a simple majority vote.
•
The vote will be written only when more than one member is nominated
to an office. Any person taking the position of an officer hereby
represents that he has never been convicted of a felony, plead guilty to a
felony. Being convicted or plead guilty to a crime which was not a felony
but involved dishonesty. Each individual who accepts such office will
sign a related document swearing to these events.
•
If it is later determined that the officer in fact had committed a felony,
plead guilty to a felony or been convicted or plead guilty to a crime not a
felony, which involved moral turpitude will be immediately removed from
office.
•
The officers shall assume their duty at the next schedule membership
meeting following the election.

•
Those officers wishing to resign their position must notify the remaining
officers and announce their intention at the next regularly scheduled
meeting. A special election will be held, following the nomination/election
procedures defined in this section.
•
No elected officer shall be removed from Office and/or membership
before the expiration of his/her term except for cause. Cause shall
include misappropriation of Club funds, consistent failure to perform the
duties of the office, violation of Club by-law or policies or behavior
deemed highly disruptive to the club. A resolution that an officer be
removed from office must be passed by a two thirds majority vote of the
board.
•
Any vacancy of an officer position shall be filled for the unexpired term
by a member elected by a simple majority vote of the remaining
members of the executive committee. Notice of such an election must
be given to the general membership in advance by the secretary.
•
Officers shall deliver to their successors all official material no later than
ten (10) days following the installation of the new officer.

Article III.
Duties of Officers
•
The President shall serve as the liaison to the football coaching staff and
athletics director, shall preside at all meetings of the association and the
executive committee, shall perform such duties as prescribed in these
bylaws or assigned him/her by the association or by the executive
committee, and shall coordinate the work of the officers and committees
of the association.
•
The Vice-President shall act as an aide to the president and shall
perform the duties of the president in the absence or inability of that
officer to serve. In this case he/she shall oversee at least two (2)
standing committees, report on their behalf in the absence of a chairmen
at both executive committee and general membership meetings, and
shall perform any other duties assigned to him/her by the association or
the executive committee.
•
The secretary shall issue notices of all meetings and record the minutes
of all meetings of the club and of the executive committees, shall have a
copy of the approved bylaws and a membership list available at every
meeting, shall be the custodian of all official records pertaining to the
current school year, and shall conduct all business correspondence
including permits, licenses and reports of such.
•
The treasurer shall have custody of all funds of the association, shall
keep accurate records of receipts and expenditures, shall propose an
annual budget to the membership, shall pay out local funds in
accordance with the approved budget as authorized by the association,
shall present a financial statement of accounts at every meeting of the
association and other times when requested by the executive committee.
All checks shall require two (2) signatures, on of the treasurer and one of
another officer.

Article IV.
Meetings
•
The Oologah Mustang Quarterback Club will hold regular meetings as
decided by the Executive Committee.
•
The president may change the date and time with notice given to the
general membership at least One (1) day in advance.
•
The annual meeting for the election of officers shall be held in January.
•
A majority of the Executive Committee will constitute a quorum for
election and all other voting.
•
Business meetings shall be conducted in accordance with Basic
Parliamentary Procedures.
•
Meeting Procedures shall be conducted as follows:
1) The meeting will be called to order.
2) The minutes of the previous meeting will be read.
3) The treasurer’s report will be read.
4) Old Business will be discussed.
5) New Business will be presented.
6) The Coach’s report will be read.
7) Open Floor Discussion
8) The meeting is adjourned.
Article V.
Basic Polices
•
The association shall be non-commercial, non-sectarian, and nonpartisan.
•
Criticism of individual teachers, administrators, or coaches shall not be
tolerated in open meetings.
•
Discussions, questions, or comments regarding individual player(s) will
not be allowed during open meetings.
•
The club will dissolve when and if Oologah High School Football Team
no longer exists or at any time the coaches or parents deem it to be in
the best interest of the team and club.
•
If the club dissolves, all monies, equipment and material owned by the
club will be turned over to the Oologah High School for the sole use of
the football program or athletics department.

Article VI.
Fiscal Year and Finances
•
The fiscal year shall begin on the first day of April and end on the last
day of March.
•
All funds of the club shall be deposited into a designated bank account
to the credit of the Oologah Mustang Quarterback Club. All withdrawals
shall be signed by two (2) officers.
•
All request for allocation must include a Description, Quantity, and Total
Prices (Including any tax and shipping cost).
•
The Treasure shall submit a budget to the membership prior to the fiscal
year. The membership must approve the budget prior to the fiscal year.
•
Any non-budgeted item over $100 will need approval by the Executive
Committee.
•
The Treasurer’s report shall contain the following items:
1) Current Cash Position – Where the club stands as of the meeting
date.
2) Summary of income and expenses year to date
3) Budget Review to see how the club is doing compared to what was
budgeted
4) Check Requests to be considered at the current meeting
5) Other discussion (items such as if we need info/research on an
upcoming major expenditure.)

that I will be removed immediately as an officer of the club.
