SmartWay International Summit

n December 2-4, 2008, EPA hosted the first ever SmartWay
International Summit: Transforming the Global Supply
Chain to discuss collaborative ways to reduce greenhouse
gases emissions from goods movement. Representatives from twelve
countries (including Australia, Belgium, the E.U., France, Japan, New
Zealand, Sweden, Canada and the
U.K.) gathered, along with major big
box retailers and freight carriers, to
share best practices and exchange
ideas. Two key themes of the Summit
were how to uniformly account for
greenhouse gases produced from
goods movement, and how to implement sustainable freight programs like SmartWay overseas.

Now Available!
Federal Excise Tax Exemption for EPA Approved Idling Control
Devices is now in effect!
List of Eligible Idling Reduction Devices now posted on the SmartWay
Website
EPA has now completed our coordination with the Departments of Energy and Transportation, as well as
the IRS. As a result, EPA approved idling reduction devices are excluded from the 12% federal excise tax
(FET) under Section 206 of the Energy Improvement and Extension Act of 2008 (EIEA) (PL 110-343).
EPA has published a complete list of idling reduction devices that are eligible for the retail excise tax
exemption. The types of idling reduction devices include fuel operated heaters, battery air conditioning
systems, auxiliary power units/generator sets, thermal storage systems, and shore connection systems.
The complete list of EPA approved idling reduction devices can be found at:

EPA will continue to update this list of eligible devices as new products become available and are
approved under the product eligibility criteria.

instructions for Form 720, Quarterly Federal Excise Tax Return, found at www.irs.gov. You may also
