Project Description
The applicant is requesting minor subdivision approval to replat six lots, portions of six lots, and
abandoned right-of-way into one lot for redevelopment.
In November 2004, the Municipal Planning Board
recommended approval of abandonment of a
portion Atlanta Avenue right-of-way north of West
Gore Street. The properties west and north of the
right-of-way are part of an FDOT taking for improvement of the I-4 and East-West Expressway
interchange. The requested replat was a condition of approval of the right-of-way abandonment
and will consolidate the existing property with the
abandoned right-of-way. The business is relocating to this property from property on the west side
of the Atlanta Ave. right-of-way, which has already
been taken by FDOT. That building has since been
demolished.

Sidewalk
As per Section 61.225 of the Land Development Code, a 5 foot wide concrete sidewalk is required along all dedicated rights-ofway. Any existing sidewalk damaged or broken is to be repaired.

Engineering Standards Manual
The City Council Adopted the Engineering Standards Manual (ESM), Third Edition, on January 27, 2003. All plans must conform
to the ESM and all construction must be accomplished in accordance to the ESM.
4.
Plat—Minor
Plat Face Changes - There are a number of changes required to the face of the plat. In addition to the changes required on the
plat, the following is a list of additional requirements.
1) Changes to the face of the plat.( A copy has already been returned to the surveyor).
2) Recording Fees (Checks should be made payable Orange County Comptroller.) 3) The plat must be reviewed by Orange County
prior to recording. Begin this process by taking a copy of the executed plat to Room 1700 (Orange County Property Appraiser's
Office, Attn. Carol Walker), 200 S. Orange Avenue, Sun Trust Bank Center. The original completed Statement of Lien from Orange
County is required by this office. The Statement of Lien must be received by this office prior to recording the plat.

Recommendation
The Office of Permitting Services recommends approval of the proposed Minor Plat, subject to the conditions above listed conditions and requirements.

Fire—Fire Code Review
TRC is a Land Development Code function. The design will be reviewed for City Fire Code compliance at the time of permit application.

TRC– FD Access to Building
A fire department access road shall extend within 50 ft of a single exterior door providing access to the interior of the building.
Fire department access roads shall be provided such that any portion of the facility or any portion of an exterior wall of the first
story of the building is located not more than 150 ft (450 ft for sprinkler protected structures) from fire department access roads.

All structures must be protected by fire hydrants in accordance with City Fire Code 24.27(f). A determination will be made at the
time plans are submitted for permitting. We will need a Required Fire Flow calculation in accordance with the ISO method demonstrating the water distribution system and new/existing fire hydrant(s) can deliver the demand.

PROJECT CONTEXT
Overview
The subject property is located at the northwest corner of West Gore Street and South Hughey Avenue and includes abandoned right-of-way
of Atlanta Avenue north of West Gore Street. The property, including the right-of-way was originally platted in 1885 as a portion of the T.J.
Dempsey’s Addition to Orlando. The applicant is requesting minor subdivision approval to replat the existing lots (and portions thereof) with
abandoned Atlanta Avenue right-of-way.
The properties west and north of the Atlanta Avenue abandoned right-of-way are part of an FDOT taking for improvement of the I-4 and EastWest Expressway interchange. The business (Triangle Reprographics) has been located on the west side of the Atlanta Avenue right-of-way
proposed for abandonment since 1979. The right-of-way taking required that this business relocate.
Land Use & Zoning
The property is designated Industrial on the Future Land Use Map and I-G/T on the Official Zoning Map. The property is currently developed
with a ±48,218 square foot warehouse building.
Minor Subdivision Plat
Minor Subdivision Plat Review is intended for subdivisions that are not eligible for a waiver of the platting requirements and do not require
construction of streets or public improvements. In so doing, this review ensures that development in the City of Orlando takes place in an
orderly and efficient manner.
Summary
Staff recommends approval of the proposed minor subdivision plat, subject to the conditions contained in this report.
