– JPA/admin based on population (if no population, 50% surcharge
on usage

Crime Analysis
Validate data; ensure
mandated DOJ/FBI
reporting requirements
Challenges
• Smaller budgets
– Opportunity for consolidation – streamline processes
– Consolidate dispatch and data centers
– Smaller agency contracts with Sheriff’s and larger agencies
• Limited funding
– Encourages innovation and partnerships
• Reduced workforce
– Promotes use of technology
• Mobile citizenry
–
–
–
–
Mandates cross-jurisdictional sharing
Need for inter-governmental agreements
Emphasizes the need for standards
Promotes the creation of mobile applications
• Information Overload
– Too many silos of information to query – too many logons – too much data

Factors to Consider
• Operational Needs – Will the technology make
jobs of justice personnel safer, easier, more
effective?
• Establish the business case
• Cost-Effectiveness – Will the technology be used
frequently enough to justify the purchase?
• Is the Technology too cutting edge – where has it
been successfully implemented?
• Get references – lessons learned
• Involve users in every step - Develop use cases
Ensures ownership
24
Factors to Consider
• Sustainment – Does the agency have funding
for maintenance/service agreements?
• Procurement – start the process early
• Order equipment as late as possible
• Policy needs to keep pace with technology
• Be proactive with privacy related issues
• Don’t re-invent the wheel - find out who’s
already created policies – share contracts and
RFPs
• Lexipol www.lexipol.com
25
Training
• Always first on the cut-list
when budgets are tight
• Share training facilities,
trainers, curriculums
• Train the Trainer
• Web-Ex, CBTs (Computer
Based Training
• ‘Drive-In’ Theater Training
26
Final Thoughts
•
•
•
•
•
•
Increased collaboration is needed between local, state
and federal partners
Industry needs to continue to build applications
that meet users needs
Constantly changing versions of software and
standards need oversight and user input
Procurement processes must be streamlined
Inter-agency agreements and approvals for access
need to be expedited
Cost effective solutions need to be promoted
Successful Information sharing initiatives should be
identified as models and reach out to others
27
