Mobile, Alabama
Born in Wiesbaden, Germany, in 1958 and raised in Mobile, Alabama, Lieutenant Colonel
Barrow graduated from Shaw High School in 1975 and the University of South Alabama in
1979. He graduated with a Bachelor of Arts degree in Criminal Justice and was
commissioned a Second Lieutenant in Air Defense Artillery. Lieutenant Colonel Barrow
earned a Masters Degree in Administration of Justice from Webster University, St. Louis,
Missouri, in 1984. In addition, he completed a Masters Degree in Liberal Arts (with a
concentration in history) from Spring Hill College in 2008. He also completed a Master of
Arts in Teaching Degree in 2011 from Grand Canyon University. He has attended the Air
Defense Artillery Officer Basic Course and Officers Advanced Course, the Army Combined
Arms Staff Services School, the Army Command and General Staff College, and the Armed
Forces Staff College Joint and Combined Staff Officer School.
In 1996, Lieutenant Colonel Barrow assumed command of the Jaguar Battalion (Army ROTC), University of South Alabama
in Mobile, Alabama. In July 2000, he was assigned as the Army Advisor to the Air Force Wargaming Institute at Maxwell
Air Force Base, Montgomery, Alabama. Lieutenant Colonel Barrow retired from the Army on 1 January 2002 and
immediately assumed duties as the Senior Army Instructor for the Junior ROTC program at LeFlore High School in Mobile,
Alabama. After teaching in the classroom for eleven years, he was selected for his current position as the Director of
Army Instruction responsible for supervising all JROTC programs in the Mobile County Public School System .

Merit, Defense Meritorious Service Medal, Meritorious Service Medal w/3 Oak
Leaf Clusters (OLC), Joint Service Commendation Medal, Army Commendation
Medal (w/3 OLC), Air Force Commendation Medal, Army Achievement Medal
(w/4 OLC), Joint Meritorious Unit Award, Air Force Organizational Excellence
Award, National Defense Service Medal (w/Service Star), Global War on
Terrorism Service Medal, Armed Forces Service Medal, Army Service Ribbon,
Overseas Service Ribbon (2 tours), NATO Medal, and Master Parachutist
Badge. He is a recipient of British, Canadian, and Honduran parachute badges
and was awarded the German Rocket/Missile Qualification Badge.
Lieutenant Colonel Barrow is married to the former Cheryl K. Ellis of Daphne,
Alabama. They have two daughters, Corey and Lauren.

Alabama State Auditor calls for audit of his own office

MONTGOMERY — Alabama State Auditor isn’t a particularly flashy job. The state auditor doesn’t usually grab headlines
or garner much attention, but Jim Zeigler has changed all that in his first month on the job.
Once nicknamed “Mr. 49%” for his run of ill-fated campaigns, Alabama State Auditor Jim Zeigler—who won in November
with 63% of the statewide vote—is seeking to prove his credentials as a person who shakes things up.
The Alabama State Auditor is calling for an audit… of the State Auditor’s office.
“Thursday afternoon the Historical Commission is coming and auditing my office. They have 28 pieces of historic furniture
and accessories in my office, so I asked them to come so I could start out with a clean slate. Also, the examiners of public
accounts have done a complete financial audit of the State Auditor’s office. Their report is expected just any day now.”
And what happens if the audits of the Auditor show something missing?
“Well, I’ll pay for it,” Zeigler said bluntly.
The state auditor wants to further hold his fellow public servants accountable by filing suit as a taxpayer for any missing
inventory to be replaced by the person responsible.
“Right now,” Mr. Zeigler said in an interview with Yellowhammer Wednesday, “the state auditor completes the audit of
an agency, finds missing or stolen items, and that report is put in a desk drawer and nothing happens.”
“The first audit came out Friday, and it showed $97,000 worth of missing or stolen property from 13 state agencies, so
right off the bat here we’re going to try out our new system to follow up and hold the responsible people accountable,”
Zeigler said.
Auditor Zeigler received some criticism from the Montgomery Advertiser editorial board earlier this year for not taking a
state car, but the Auditor views his refusal as more than just a symbolic gesture.
“I already have a personal car. It’s paid for, I like it, I’m used to it. It gets 45 miles to the gallon. Why do I need a state
car?”
Zeigler isn’t stopping with the car. He also declined his state laptop, wifi, state cell phone, state insurance, and a new
nameplate for his desk, opting instead to stick with the Sylacauga marble desk plate he received as a gift when he was
elected to the Public Service Commission in 1975. The old nameplate works just fine, Zeigler said—even if his position of
“Commissioner” is a little out of date.
“I’m the Commissioner of Savings,” he joked.
He already had these things, he says, why should the state pay for duplicates?
Auditor Zeigler is confident his nickel-and-dime approach to saving the state money will add up to a big impact on the
$260 million hole in the state’s General Fund.
“It’s more important than ever to save every dollar that you can, not only will that help bridge that tremendous gap, it will
also help the taxpayers feel better that every dollar possible is being saved… I could be the MVP of the state government
team.”
American Cancer Society Relay for Life of South Mobile County

their fight against cancer! The Wally Walkers team, lead by Della Wade has risen
$3,000.00, with the Believers Team is close behind with $2,000.00. Relay for Life is a
community event and we want everyone in the South Mobile area to be a part of this
exciting & enthusiastic group for cancer warriors. Visit our website to create your team,

The public is invited to join hundreds of volunteers and participants at this community event to celebrate cancer survivors,
remember those lost to the disease, and take action to finish the fight against cancer. The opening ceremony begins at 6:00 p.m.
with the Survivors starting the first lap. A dinner is provided for Survivors & Caregivers. A Luminary Ceremony to honor cancer
survivors and remember those lost to cancer will be held as well. If you would like to purchase a Luminary please contact us for

Bryant Career Technical Center, Horticulture Program, will have
bedding plants available for sale starting in March, Monday Friday, 8am - 10am, and 12pm - 2pm. Their annual, Spring Fest,
plant sale will be held, Saturday, April, 4th, 8-2. Flowers, 18 count
trays, $5.00, hanging baskets, $5-$8, one gallon and specialty pots
$2-$4, 3 gallon pots $5-$8. Vegetables, 36 count trays, $5. At
Spring Fest you can also purchase or order patio furniture from the
construction and welding programs. All items sold are student

Chamber of Commerce. Our vision for 2015 is to welcome more people into the
Community and broaden each and everyone's ideas on improving our Community’s well

of ourselves. We are bridging the gap for returning members and new members to take
