From the Mayor
On the 13th December 2013, James Sarah, the Director of SARAH Constructions, handed the
keys over to the newly completed Civic and Community Centre.
It was a relatively low-key gathering, attended by various
Elected Members, Council staff and representatives from
SARAH Constructions and JPE Architects. Nonetheless it was
a symbolic moment that not only represented almost 12 months
of construction at 66 Walkerville Terrace, but the culmination
of years of discussion and planning by Council and community.
Cutting the ribbon to ‘open’ the building, felt like a dream
come true. For everyone involved in the process, it’s been
amazing to watch this building grow -from a concept on paper
to a fully functioning building. The facilities are a tremendous
improvement for staff, visitors and community organisations.
I am very confident that the new Centre will serve our
community extremely well over the coming decades.
Within the building we have referenced the Town’s history.
Our new art gallery is named after Theresa Walker, one of
South Australia’s first professional artists and someone with
strong connections to our Town. Theresa Walker was married
to Captain John Walker, after whom the village of Walkerville
was named. Her relief sculpture portraits in wax can be found
in galleries around the country. The Council is fortunate to
have two Theresa Walker wax medallions which will be on
display in the Centre. The former Council
Chambers (previously located behind the Town
Hall) has been refitted as a meeting room which
we’ve called The 1855 Room to commemorate
the year Walkerville became a District Council.

Externally, the restoration works to the Walkerville Town Hall
have returned this historical gem back to its original commanding
presence on the Walkerville and Stephen Terrace corner.
The new Council Chambers have been designed to accommodate
the public far more comfortably than ever before and I hope more
people - particularly students - will be encouraged to come and
observe their Local Government representatives in action by
attending one of our Council meetings which take place on the
third Monday of the month starting at 7pm.
From the beginning, the striking new façade of the Civic and
Community Centre has generated lots of interest and comment
from people. I understand that the architects took their inspiration
from the local architecture and the character of our tree-lined
streets. Inside, we have a magnificent new library filled with
natural light and able to accommodate a range of activities
including playtime for children, IT Tutorials for adults, dedicated
spaces for young adults and places for quiet reading, studying
or listening to music.
In closing, I would like to acknowledge the work of the Civic
and Community Centre Redevelopment Committee which was
established in August 2011 to oversee the redevelopment from
start to finish – and to welcome each of you to the new Civic and
Community Centre.

Australia Day 2014
Although the new Civic and Community
Centre opened for business on the 6 January,
it’s official opening will be on Australia Day,
26 January 2014.
Prior to the citizenship ceremonies His Excellency Rear Admiral
Kevin Scarce AC CSC RANR Governor of South Australia will
officially open the Civic and Community Centre by unveiling
a dedication plaque. His excellency and Mrs Scarce will also be
attending the citizenship ceremonies.
Members of the public are invited to an open house
event held between 1pm and 4pm.
Order of events:
The open house will be preceded by a plaque dedication ceremony
and the Australia Day citizenship ceremonies which will be held in
the Walkerville Town Hall.

Every Australia Day, Council welcomes new Australian citizens
to our community. This year will be no exception with 30 people
making their pledge of commitment in front of their families,
friends and invited guests. They will receive their Australian
certificate of citizenship from the Mayor of Walkerville.
Council will also announce the recipent of the 2014 Citizen
of the Year from the Town of Walkerville.
A year in review
During the December 2013 Council meeting, the Elected Members
adopted the 2012/13 Annual report and this document is now
available to the public. The 150 page publication outlines the
Council’s activities and achievements and includes annual reports
of regional subsidiaries who deliver essential services to our
community such as waste collection and management

Walkerville is named after Captain
James Walker RN. In 1838, he married
Theresa Chauncy, who with her sister
Martha Berkeley, became known as

artists. November 2013 will mark the
175th anniversary of the naming of the
village of Walkerville.
Walkerville became a District Council
in 1855, and achieved Municipal status
in 1944. In 1970, Vale Park joined the
Municipality of Walkerville.
In November 2010, in consideration of a
number of factors, including the physical
size of the Township, the ward boundaries
and ward systems were removed.

The Town’s borders are defined by the
River Torrens, the Adelaide Parklands
and residential suburbs to the north
and north-east. The River Torrens
is the boundary between the Town
of Walkerville and the City of Norwood,
Payneham and St Peters.
The Town of Walkerville is the smallest
council in metropolitan Adelaide
and covers a land area of 3.5km².
The Township is home to just over
7000 residents and remains the only
council in metropolitan Adelaide to
have retained its ‘town’ status.

the Town of Walkerville in 2011 shows
that 73.2% of all dwellings were
separate houses; 23.2% were medium
density dwellings, and 1.8% were high
density dwellings, compared with

On the move...
On 23 October 2013, Council invited stakeholders to take part in a focus group looking at how Council and community
could work together to identify actions that would make streets and public spaces safer for motorists, pedestrians
and cyclists. Reducing congestion, improving transport connections , promoting greener and more active travel choices
(ie walking, public transport); and encouraging traffic calming and speed reduction initiatives were some of the issues
considered and discussed.
Feedback from the focus group was incorporated into a draft Movement Management Plan. The plan was developed
in conjunction with Council’s Planning and Infrastructure department and qualified traffic engineers and incorporates
targeted data research and survey responses.

Congratulations to Tahlia Willey who graduated from
Maxima in November 2013, achieving a Certificate III in
Business. Tahlia’s talents and potential were also recognized
at Maxima’s annual graduation and awards night. Tahlia took
out the award for Apprentice of the Year in Business as well
as a major category award, the Clemenger BBDO Apprentice
of the Year. Well done Tahlia!
Tahlia joined the Council in 2012 as a trainee and is a valuable
member of our customer services team.

Trial operating hours
Council has commenced a trial of new operating hours:
Mondays to Fridays 9am to 5pm and Saturdays, 9.30am to 1.30pm
People coming into the Civic and Community Centre on Saturdays will now be able to pay their rates, dog registrations or fines
in person – as well as pick up the latest bestseller from the library!
