First Fridays Art Walks of 2016 take place on the first friday of each month
from 5 p.m. to 8 p.m., rain or shine. CHISPA Community Services program

Donald Cline,
Board Member
Donald Cline is retired from the Salinas Police
Department where he was a Police Sergeant. He
joined CHISPA’s Board of Directors four years ago.
Don is a great asset to the CHISPA board. He
brings 34 years of experience with the Salinas Police Department.
Don grew up in Monterey County. He attended
Graceland University in Iowa. While attending the
university, Don worked as a police dispatcher in
Decatur County, Iowa.
CHISPA BUILDINGS HAVE
ONGOING ECONOMIC IMPACT ON
MONTEREY COUNTY
CHISPA owns over 1,400 apartments and rental homes in Monterey and
Santa Cruz Counties. In 2015, CHISPA paid over $2,482,414 to maintain
and repair its apartment buildings.
That $2,482,414 was paid to roofers, house cleaners, landscapers,
asphalt repair crews, painters, plumbers and other local contractors
and suppliers.
Vacant apartments are cleaned, worn carpet and blinds are replaced,
buildings are re-roofed and painted, and landscaping is maintained.
He returned to Seaside, California to start his career in law enforcement as a Reserve Officer with
the Seaside Police Department. He attended the
police academy at Gavilan College in Gilroy.
Shortly after graduating from the academy, Don
was hired by the Marina Police Department, and
then went on to work for the Salinas Police Department in 1978. He was a patrol officer in Salinas for two years and was assigned as a School
Resource Officer for three years. Don promoted
through the ranks of corporal / detective and
worked as a Field Training Officer in Vice / Narcotics, Asset Forfeiture. He also worked for the Gang
Suppression Unit.

When CHISPA builds a new building, everyone sees framers pounding nails and concrete trucks pouring pavement. Our
Buena Vista Apartments will bring $7,500,000 in construction investment to the County of San Benito. All subcontractors
for this development are from the Counties of Monterey and San Benito.
CHISPA’s maintenance investment is less visible, but it is consistent. A well-maintained building provides jobs for many
people, month after month, year after year.
A $2,482,000 annual maintenance budget spent locally cycles many times through our community as our contractors and
suppliers pay salaries and taxes and make purchases.

Don Cline, Board Member
“I have enjoyed serving in the CHISPA board as a Secretary and Vice Chair, I have
watched CHISPA grow, overcome challenges, and address needs in our community”
Don was promoted to Sergeant in 1993, and worked in patrol, personnel and training,
community services, bike unit, and investigations.
In 2010, Don retired as the Investigations Unit Sergeant. Currently, he is the sole proprietor
of Global Pacific Investigations in Salinas. Don enjoys the challenge of being a private
investigator. No investigation is quite the same; every assignment is unique and has its
own story.
Don lives in Salinas with his wife, Sheri Cline, and they have three adult children: Charee,
E.J., and Pfianna, along with five grandchildren.
In addition to serving on the CHISPA board, Don is involved with the Monterey County Food
Bank, Meals on Wheels, Ag Against Hunger, and the Housing Resource Center, where Sheri
serves as a board member. Don previously served on the board of directors for the Central
Coast Center for Independent Living and the California International Airshow. Don’s personal goal as a CHISPA board member is
to ensure that CHISPA has sufficient resources to achieve its goal of offering affordable housing to residents of the Central Coast.
Scholarship Students
Three students at Hartnell College and four students at California State University Monterey Bay (CSUMB) were awarded a total
of $4,420 of CHISPA scholarships this year.
CHISPA scholarships are offered to Hartnell and CSUMB students whose families live in CHISPA apartment buildings or homes.
Scholarship winners for this 2015-2016 School Year are:
Hartnell College
Eduardo Garcia is from Greenfield and is studying Administration of Justice/Law Enforcement. He wishes to become a police
officer.
Spotlight on
Gabriela Garcia is from King City and is studying Administration of Justice/Law Enforcement. She hopes to graduate in 2016 and
transfer to Fresno State. After graduation, she intends to enter law
enforcement.
Pedro Ortega is from Salinas. He is studying biology and chemistry,
and is still exploring what he will do after Hartnell.
California State University Monterey Bay
Samantha Caldaron is from Salinas. She will graduate in 2018 with a
degree in Communications. She is on the Dean’s List. In addition to
speaking English and Spanish, she took five Japanese classes while
a student at Alisal High School and took second place at the County
Japanese Speech Contest.

Maria Tejada-Camacho is from Gonzalez. She is a freshman majoring
in Computer Science.
Sarah Mondragon is from Salinas. She is majoring in Cinematic Arts with a minor in
Music. She wants to create a music and drama program for children in Salinas.
Vanesa Vazquez is from Gonzalez. She is pursuing a Bachelor’s Degree in Global Studies
with a minor in Nonprofit Management. She hopes to work for the charity Shelter Box.

Cambria Subdivision, City of Greenfield - CHISPA constructed and sold ten homes in the Cambria Subdivision in Greenfield.
We sold five of these homes to CHISPA tenants.
Six homes will be completed in January 2016, and we will begin construction of an additional six homes in February 2016.
One home has been designed in partnership with PG&E to be a zero-net energy
property. Highly efficient insulation, framing, and furnace combined will result in
a home in which the energy used by the building annually is roughly equal to the
amount of renewable energy created by solar panels on the roof.

Buena Vista Apartments, County of San Benito - CHISPA has closed the financing
and equity for Buena Vista Apartments, a 41-unit apartment building. Construction
began in December 2015 and will continue through January 2017.
Construction financing is provided by Wells Fargo Bank, N.A., by the County of San Benito, the California Housing Finance
Agency (CalHFA) and by City of Hollister. Equity is provided by Wells Fargo Bank’s affordable housing community development
corporation.
The Buena Vista Apartments will be rented to low and very-low income families. Four apartments will be allocated to individuals
who are clients of the County of San Benito Behavioral Health Department.
CHISPA has planning approvals for a subdivision of 13 single-family homes adjacent to the Buena Vista Apartments.
Home construction will begin in winter 2016.
Junsay Oaks Senior Apartments, City of Marina - CHISPA secured planning approvals for a 47-unit senior apartment building
on De Forest Road in the City of Marina. We anticipate construction of this building in the next two years.
East Garrison Apartments, close to City of Marina - CHISPA will construct a 66- unit apartment complex in the East Garrison
Subdivision under development by Urban Community Partners on Reservation Road, outside of Marina. This development is
in the pre-development stage.
Vista de la Terraza Apartments, Salinas - CHISPA purchased the Vista de la Terraza Apartments, a 40-unit affordable housing
building in Salinas. We will begin foundation upgrades this winter with financing provided by the City of Salinas.
