I am proud to say that we at Opportunities For The Disabled Foundation has been serving the disabled
communities for more than ten years. As we grow, I am deeply touched to work closely with the
disabled. To me, it is rewarding that OFTDF is helping out the disabled communities in every way. I
am amazed when we hold our public awareness campaign how people with disabilities react to the BC
Disability Resource Guide knowing that they can access the available resources provided to them in
their own communities.
Every support that is given to the disabled is very important to help them to be more self- sufficient and
productive in our society. Don’t you know how good it feels to make a difference? We as a society, we
don’t realize that everyone will eventually get old, that one day we will be in the same situation like the
disabled and we will need assistance in our daily lives. As an old saying goes, “Charity begins at home”
and “Action speaks louder than words”.

Like the 2010 Winter Olympics, the sporting events during the
paralympics will be shared between Vancouver and Whistler
The Paralympic Movement
The International Paralympic Committee (IPC) was founded in 1989 and is one of the largest sport
organizations in the world. Representing the vast majority of athletes with a disability, it has taken sport
to a new and higher level, providing unique opportunities from a developmental to an elite sport level.
Today, thousands of athletes participate in the more than 300 international competitions taking place
every year all over the world.
History of the Paralympic Games
The Paralympic Games began after the Second World War as a sporting event intended to get English
soldiers in wheelchairs moving again. Over time, however, the Games have evolved into an elite
international competition involving a broader range of athletes from around the world.
World War II left many soldiers with serious injuries. Just after the war, in 1948, Sir Ludwig Guttman
organized a competition in Stoke Mandeville, England, to get British war veterans with a spinal cord
injury moving again. Four years later, athletes from the Netherlands joined the games.
The first Olympic-style games for athletes with a disability – now called the Paralympic
ALDS Inc. - Assistive Listening Device

developed and tested with the help of hard of
hearing people and are distributed worldwide.

Games – were held after the 1960 Olympic Summer Games in Rome, Italy. The first Paralympic Winter
Games took place in Örnsköldsvik, Sweden, in 1976. The Paralympic Games have taken place at the
same venues as the Olympic Games since the Seoul 1988 Paralympic Summer Games in South Korea
and the Albertville 1992 Paralympic Winter Games in France.
In most Paralympic sports, competitors with similar disabilities compete against one another according
to that sport’s rules.
During the Vancouver 2010 Paralympic Winter Games, approximately 600 athletes will compete in four
sports and over 50 separate medal events.

Nordic Skiing
Nordic Skiing competitions are open to athletes with a physical
disability (sit-ski and standing classes) and visually impaired
athletes (who compete with a sighted guide). The Paralympic
Winter Games competition involves two disciplines, CrossCountry and Biathlon. Male and female individuals may compete
in short distance, middle distance, long distance and Biathlon
events or participate in a team relay using classical or free
techniques. Cross-Country appeared at the 1976 Winter Games
in Örnsköldsvik, Sweden, but Biathlon was not introduced
until Lillehammer in 1994. Nordic Skiing is governed by the IPC through the International Paralympic
Nordic Skiing Committee following modified rules of the Fédération Internationale de Ski (FIS) and the
International Biathlon Union (IBU) and is practiced by athletes in 24 countries.
 
Wheelchair Curling
Curling is a game of great skill and strategy. The first World Cup in Curling for wheelchair players was
held in January 2000 in Crans-Montana, Switzerland. Wheelchair Curling will have its debut at the
Torino 2006 Paralympic Games. The sport is generally open
to individuals who are non-ambulant or can only walk short
distances. This includes athletes with significant impairments in
lower leg/gait function ie, spinal injury, cerebral palsy, multiple
sclerosis, double leg amputation etc, who usually require a
wheelchair for daily mobility. Each team must be comprised of
male and female players. It is governed by and played according
to the rules of the World Curling Federation (WCF), with only one
modification for wheelchair users - no sweeping - and is practised
by athletes in 16 countries.
ICE Sledge Hockey
Ice Sledge Hockey is the Paralympic version of Ice Hockey and, since its debut in the Paralympic
programme in the Lillehammer 1994 Paralympics, it is quickly becoming one of the biggest attractions
for spectators at the Paralympic Winter Games. It is fastpaced, highly physical and played by male athletes with a
physical disability in the lower part of the body. Ice Sledge
Hockey is practiced by athletes in about 10 countries and is
governed by the IPC through the International Paralympic Ice
Hockey Committee. It follows the rules of the International Ice
Hockey Federation (IIHF) with a few modifications. Instead
of skates, players use two-blade sledges that allow the puck
to pass beneath. They also have sticks with a spike-end for
pushing and a blade-end for shooting.

The Paralympic Games are an elite multi-sport event for athletes with physical
disabilities. This includes mobility disabilities, amputees, visual disabilities
and those with cerebral palsy. The Paralympic Games are held every four
years, following the Olympic Games, and are governed by the International
Paralympic Committee (IPC). (The Paralympic Games are sometimes
confused with the Special Olympics, which are only for people with intellectual
disabilities.)

The mandate of the College is to protect the
public through the regulation of medical practice
by licensed medical practitioners and through
that mandate to establish and endorse standards
for the profession and to monitor, evaluate and,
where necessary, discipline its members.
Four sports will be on the Games program: Alpine Skiing, Nordic Skiing, Wheelchair curling, and Sledge
hockey.
Alpine Skiing
Athletes in Alpine Skiing events must combine speed and agility while flying down slopes at speeds
of up to or more than 100km/h. There are four competitions on the Paralympic programme just
as in Olympic competition: Downhill, Super-G, Giant Slalom and Slalom. Paralympic competition
accommodates male and female athletes with a physical disability such as spinal injury, cerebral palsy,
amputation, les autres conditions, visual impairments.
Athletes compete based on their functional ability, allowing
athletes with different disabilities to compete against each
other.  Alpine Skiing is governed by the IPC through the
International Paralympic Alpine Skiing Committee (IPASC)
and the rules of the Federation International de Ski (FIS)
are used for Paralympic Winter Games, with only a few
exceptions. Blind skiers are guided through the course by
sighted guides using voice signals to indicate the course
to follow.  Athletes with physical disabilities use equipment
that is adapted to their needs including single ski, sit-ski
or orthopaedic aids. Two Alpine Skiing events (Slalom
and Giant Slalom) were introduced at the first Paralympic
Winter Games in Örnsköldsvik, Sweden, in 1976, today athletes with a disability compete in all 4
disciplines.  Alpine Skiing is currently practiced by athletes in 35 countries and is steadily growing.

facility that provides services to 1,700 children
with special needs and their families in Delta,
Surrey, White Rock and Langley.
The Centre offers a number of services including:
communication therapy, family services, medical

Grocery Shop-By-Phone
You can order your groceries by phone once a
week. Volunteers will call you to take your order
and do the shopping at a local supermarket.
The store will provide the delivery of your order.
You are asked to pay by cheque. Clients must be
at home Monday morning to place their order and
all day Tuesday to receive their groceries.
Volunteer Visitor
One-on-one visiting is time spent together in the
client’s home and provides companionship for
isolated, lonely elderly people and persons who
have disabilities.
Visitors fill a great need as many older adults
have no family or friends living nearby.
Volunteers often become a substitute for family
members and your friendship can be a bridge to
widening their interests and activities.
Volunteers are matched with clients and visits
need to be regular and on-going.

Caring volunteers call clients and visit with them
over the phone. They can call you every day to
make sure that you are okay, or occasionally for
a social call.

Shopping Buddies
This program takes place twice a week. South
Burnaby clients can go shopping at Metrotown
Mall, and North Burnaby clients can choose
either Brentwood Mall or Lougheed Mall.
HandyDART will provide round trip transportation
to and from the mall.
A volunteer will be waiting for your arrival at the
mall to help you with your personal shopping,
banking or just to socialize.
A wheelchair is available at the mall at no cost to
you. You are responsible for the HandyDART fee.

Booking a Trip
To book a trip, telephone your local HandyDART
office and ask to make a reservation. Trip
reservations can generally be made up to six
days in advance and should be made at least
two days in advance. Trip booking procedures
vary in each area, so please contact your local
HandyDART operator for the correct booking
procedure.
Types of Trips
HandyDART offers two types of service. Trips
that are regularly taken, i.e., daily or weekly, are
called subscription trips. Trips taken on a onetime basis are called casual trips.
Due to the limited number of rides available, the
following trips are given priority: work, medical
and post-secondary education.
All regular bookings are cancelled on statutory
holidays unless you arrange in advance to
maintain your regular ride.
Important Points for Customers to Remember
Be ready before your HandyDART driver
arrives (15 minutes is suggested). Drivers are
instructed to wait for a passenger no longer than
5 minutes after the scheduled pick-up time. If the
HandyDART vehicle is more than 15 minutes
late, phone the HandyDART office to find out
why.
Cancel an unwanted ride as soon as possible (no
later than I hour in advance of trip time). Timely
cancellation of your trip will free up service for
others who need it. If you miss or cancel a pickup, the return is automatically cancelled as well.
If you need additional assistance inside a
building, if you have several parcels to carry,
if you are in a wheelchair and the building has
stairs, or if you have any special requirements,
be sure to have someone travel with you.
Attendants travel free of charge if they are picked
up and dropped off with you at the same location.
Registered HandyDART passengers cannot
travel as attendants.
Remember - HandyDART is a shared-ride public
transit system. At times you may travel with one
or more other passengers and this may mean a
longer ride. Please be sure to book your pick-up
time about one hour prior to the time you must
be at your destination to be sure that you are not
late.
Animals are not carried in HandyDART vehicles
unless the animal is specially trained to assist the
passenger.
If you have a complaint about the HandyDART
service talk to the manager of your local
HandyDART office.
The province, through BC Housing, is facilitating
the Independent Living BC program in
partnership with the federal government, regional
health authorities, and the private and non-profit
sectors.
The program will create 3,500 affordable
independent living units with support services

Dial-A-Ride Transportation
What is HandyDART?
HandyDART is a public transit service which
uses specially equipped vehicles designed to
carry passengers with physical or cognitive
disabilities who are unable to use public transit
without assistance. DART stands for Dial-ARide Transportation that means a passenger
may telephone the local HandyDART operator
to request a trip. HandyDART passengers are
picked up at the accessible outside door of their
residence and dropped off at the outside door of
their destination.
HandyDART service in the GVTA Transpor-tation
Service Region is delivered by local agencies
through individual operating contracts with
TransLink.
Who is Eligible & How to Register
Persons with physical or cognitive disabilities
who are unable to use public transit without
assistance are eligible to use HandyDART.
Persons who wish to use HandyDART should
call their local HandyDART office to register.
Information will be requested such as date of
birth, home address, doctor(s) name and phone
number, and any special medical facts affecting
their use of HandyDART.
All this information is necessary to match the
passengers travel needs to the service and
remains confidential.
Mobility Device
The wheelchair lifts on HandyDART vehicles can
accommodate devices that fit within the following
measurements:
Width 99 cm. (39 in.); Length 122 cm. (48 in.);
Weight 250kg. (550 lbs.) when the device is
occupied and includes the HandyDART driver.

This group operates the Summer Parent-Deaf
Child Learning Vacation Experience (LVE), a
week-long summer camp/seminar for families
with deaf/hard of hearing children. The annual
summer learning vacation experience is held at a
camp or an outdoor school for a five day period
for families from all parts of the province who
have deaf or hard of hearing children. Children

The Social Service Tax Act provides a concession
under which qualifying passenger vehicles
modified to
accommodate persons with a physical disability
may be eligible for a reduction in the tax payable
on the purchase or lease of the vehicle. This
concession is provided to ensure that persons

do not pay a higher rate of tax simply because of
the additional costs of the modifications.
Persons with certain physical disabilities are
eligible for a refund of the provincial tax they
pay on gasoline, diesel, or propane used in their
