Special Efforts to Enroll Out of School Children
Chalta Firta School
Government of Delhi has launched Two Mobile Learning Centres called 'Chalta Firta
Schools' for out of school children. Two vans fully equipped with Teachers and a
variety of Teaching Learning Materials including Computers, T.V., books and
animated lessons in VCDs, soft toys, games, learning kits, etc. constitute the mobile
schools. The purpose is to take schooling to those children who cannot come to a
formal school.

The Chalta Firta Schools are a unique example of Public Private Partnership. The
buses have been gifted by the Delhi State Infrastructure and Industrial Development
Coporation(DSIIDC), and the refurbishment was carried out by UNICEF with support
from AusAID. They are run by NGOs under the Sarva Shiksha Abhiyaan by the Delhi
Government which provides the recurring costs.

signals and religious places, loitering around the railway stations and also the children
of sex workers. The “Samaya Centre for Equity Studies” has been identified as Nodal
NGO and the organization is running residential bridge course centres at the
following venues:

In order to achieve the target of UEE and to bring the dropout rate down to zero,
Government has launched the policy of 'No Retention' till class VIII from this year.
Under this policy, every student with 75% attendance in the school is entitled to go to
the next higher class. The dropout rate in Government schools up to class V is almost
zero. After the new non-retention policy, the dropout rate up to class VIII in the next
two years will also go down to zero.
The enrolment in class VI has also increased over the years. In 2002-03, the total
enrolment in class VI was 190815. This number increased to 248682 in 2004-05,
thereby, showing an increase of almost 50000students. This was achieved by
twinning the schools of the MCD and Directorate of Education and ensuring that
students in Standard Vth in MCD Schools automatically move to Standard Vith in
Delhi Government Schools without any handrances.

Department of Education also aims to prepare students to be happy, healthy and
confident citizens of the country. Various activities have been introduced under the
umbrella of YUVA such as:
Local Tours : Students of DGS live in Delhi but usually don’t get a chance to see their
own city. In order to ensure that students of Delhi are familiar with their surroundings
and the heritage of their own city, and also to make learning joyful, the Department of
Education has an initiative wherein every student of a Government School goes on at
least one local tour every year.

An Outstation Tour
to the Mountains
Outstation Tour: Most of the children in Delhi Government Schools come from
vulnerable backgrounds and do not get a chance to go outside Delhi. The Department
of Education has taken the initiative to ensure that some students from each and every
school gets a chance to go on outstation tours so that they know about their country.
The Department hopes to cover all the students under this Scheme in due course.

Mental Maths
A need to popularize Mathematics has been felt for sometime now, especially after
the poor performance of the students of Government Schools of Delhi in the subject
year after year.
In 2004, a project named Mental Mathematics was initiated keeping this in mind. The
objectives are:! To make the students proficient in tables.
! To rekindle interest in Mathematics as a subject.
! To introduce healthy competition among the students.
! To remove “Maths Phobia” from the minds of the students.
! To enable them to do simple calculations without the use of paper and pen.
! To make them understand mathematical concepts through games and
competitions to encourage joyful learning.
Quiz competitions are held up to regional level and final teams are selected for State
level Mental Mathematics Quiz. From 2006 the Quizzes have been extended to
students in classes 5, 6, 7, 8 and 10. Mental Maths has helped the students of DGS to
over come the phobia of Mathematics and achieve better results.

In a landmark decision, the Department of Education has nominated four students of
every school to the Vidyalaya Kalyana Samiti (VKS), an adult body of the Principal,
Teachers, Parents, RWAs and NGOs, with full voting rights. Each VKS has an annual
budget of Rs. 4 lakhs and its duties include all activities linked to the day to day
running of a school including cleanliness, repairs, purchases, and BaLA.
The inclusion of students, the most important stakeholders in any educational system,
has injected a huge dose of enthusiasm, spirit and transparency into the VKS and the
schools. The Bal Bhagidars, as they are called since VKS has been set up under the
Government’s Bhagidari initiative are now playing a dynamic role in areas such as
checking teacher’s attendance, the mid-day meals, the distribution of textbooks, and
even financial utilisations!

Computer Aided Learning
Computer Aided Learning (CAL)
The Department of Education has introduced CAL, or Computer Aided Learning, an
integrative technology which describes an educational environment where a
computer program
! is used by the user in learning a particular subject.
! refers to an overall integrative approach of instructional methods and is actually
part of the bigger picture
! comes about after re-assessment of the current teaching methods.
! Treats the computer as an overall learning strategy with other methods such as
worksheets, lectures, text-books etc.
Computer Aided Learning is used to complement regular teaching. The clear
presentation of concepts on the computer is used by the teacher to clarify the
students' understanding and the programme would provide the teacher with a
database of graded exercise to use in the classroom to consolidate and monitor
student learning. An additional benefit would be that the teacher's own concepts
would get clarified further.
By making learning enjoyable and Joyful, CAL has helped to reduce dropout levels.
The benefits observed include time saved in the classroom in presentation of
information, harnessing of best practices, reduction of absenteeism and truancy, an
inbuilt system for absentee teachers, increased learning effectiveness, concept clarity
for teachers, IT literacy, involvement of multiple intelligences, increased possibilities
for review and repetition, teacher as a facilitator and uniform quality of presentation of
information.

Kitabi Magic
“Kitabi Magic” is an initiative of the Department of Education. inaugurated by
Hon'ble Chief Minister Smt. Sheila Dikshit inaugurated on Children's Day
(Novemmber 14, 2007) wherein the following are being undertaken: !Refurbished School Library
!Circulating Classroom Library, under which every student in the school will get a
book or comic.
!Circulating Teacher's Library, for teachers under which the Teachers contribute
their favourite books.
!Story telling, Book reviews, role plays, elocution, extempore, debates, story writing
etc.

ECO CLUB

Eco Clubs
Eco Clubs are an integral part of every school. It takes various environment related
activities like tree plantation, awareness drives related to environment conservation
e.g. judicious use of electricity and water, minimizing the use of plastic bag, garbage
management etc. The Department of Environment openly gives credit to these EcoClubs for helping in the enormous increase in greenery in Delhi over the past few
years.

Project Raksha
Self-Defence (Project Raksha)
As a part of Project Raksha, in collaboration with the "Crime Against Women Cell,
Delhi Police", the Department of Education has initiated a program for the
empowerment of girls in Schools in Delhi, to combat the issue of crime against
women and to help protect them against eve teasing, harrassment, physical
molestation, rape and grievous physical injury. It will help 6 lakh girls from all the
Delhi Government, MCD and NDMC schools from standards 4 to 12. It was
inaugurated by the Hon’ble Minister of Education, Mr. Arvinder Singh Lovely, on
12.7.05.
The Physical Education Teachers of schools have been first trained by the Delhi Police
on various aspects and techniques of self defence under the 'Raksha' project and they
in turn take on the responsibility of training and developing self defence skills in girls,
on these aspects.

All schools now regularly encourage and conduct laughter sessions, yoga asanas, and
meditation in the classroom, in between classes. Various games and activities such as
debates, elocution, and quizzes, are conducted to hone the students’ language and
other skills. A host of competitions in all cultural activities including painting, singing
and dancing are conducted through the year and all children are encouraged to
participate. Every school now has Annual Day and Sports Day, as well as a School
Magazine.
