Marjorie J. Meyer, Deceased, who died on or

day of July, 2014, the last will and testament
of Marjorie J. Meyer, deceased, bearing date
of the 3rd day of January, 1995, was admitted
to probate in the above named court and that
Steve Meyer, Stanley Meyer, David Meyer and
Thomas Meyer were appointed executors of the
estate. Any action to set aside the will must be
brought in the district court of said county within
the later to occur of four months from the date
of the second publication of this notice or one
month from the date of mailing of this notice to
all heirs of the decedent and devisees under the

AN ORDINANCE ADDING SECTION 2.32.050
OF THE ALLISON MUNICIPAL CODE
BE IT ENACTED BY THE City Council of the
City of Allison:
Section 1. Purpose. The purpose of this ordinance is to create Section 2.32.050 of the Allison Municipal Code.
Section 2. Pond Ordinance:
2.32.050 Pond Regulations:
Vessels operated on any pond located within
the city limits of Allison may not be equipped
with any power unit mounted or carried aboard
the vessel unless it be an outboard battery operated electric trolling motor. All occupants of
any type of vessel on any pond located in the
City of Allison shall wear floatation devices as
defined in Iowa Code Chapter 462. A violation
of this section shall be a municipal infraction
and punishable by a fine of up to $150.
Section 3. Severability Clause. If any section,
provision or part of this ordinance is adjudged
invalid or unconstitutional, such adjudication
shall not affect the validity of the ordinance as
a whole or any section, provision or part of this
ordinance not adjudged invalid or unconstitutional.
Section 4. When Effective. This ordinance
shall be in effect after its final passage, approval and publication as provided by law.
Passed and approved by the City Council of
the City of Allison, Iowa this 11th day of August,
2014.

The regular board meeting was called to
order by Pres. Eric Bixby at 6:36 p.m. in the
Allison School Media Center. Board members
present were Eric Bixby, Scott Bruns, Troy
Feldman and Laura Staudt; others present
were Supt. Joel Foster, Bus. Manager Shellee Bartlett, Sec. Prin. Dan Huff, Elementary
Principal Aimee Wedeking, Kim Marshall, Luke
Wedeking, Angie & Reed Christensen. Absent:
Kirsty Lammers, John Moellers, Jon Heuer.
Moved by Feldman, seconded by Bruns, to
approve agenda. Carried unanimously.
Moved by Staudt, seconded by Bruns, to approve the minutes July 21, 2014 meeting. Carried unanimously.
Moved by Bruns, seconded by Feldman, to
approve July 2014 financial reports and August
2014 bill listing. Carried unanimously.
Moved by Feldman, seconded by Bruns, to
approve Reed Christensen’s Eagle Scout project to build a preschool shed at the Greene elementary. Carried unanimously.
Moved by Bruns, seconded by Staudt, to
approve insurance renewal with Greene Insurance Agency. Carried unanimously.
Moved by Bruns, seconded by Feldman, to
approve changing lunch price for 5th grade to
$2.45. Carried unanimously.
Moved by Bruns, seconded by Staudt, to table item 10 repairs to tractor at the Allison site.
Carried unanimously.
Moved by Feldman, seconded by Bruns, to
approve taking bids for 1998 Plymouth car;
1995 Chevrolet mini-bus; 1991 International
bus; LT 155 Mower/deck; 1995 Pickup truck;
Yardman 26” snow blower; Farmall tractor;
sweeper brush/wood. Carried unanimously

approve AYP report as presented. Carried unan-imously.
Moved by Feldman, seconded by Bruns, to
approve 28e agreement with NIACC for automo-tive service technology program. Carried
unanimously.
Moved by Feldman, seconded by Staudt, to
approve the 2014-15 staff handbook as present-ed. Carried unanimously.
Moved by Bruns, seconded by Staudt, to
approve the following recommendations: Kirk
Clark, football concession stand coordinator for
$1,000; Kerry Hinders, bus driver @ $13 per
hour; and Patrick Larson, junior high football
coach @ $1,603. Carried unanimously.

approve the following substitute teachers, associ-ates, cooks and bus drivers as presented.
Carried unanimously.
Moved by Bruns, seconded by Staudt, to accept administrative reports as presented. Carried unanimously.

Regular Meeting of the Allison City Council
Mayor Scot Henrichs called the regular meeting to order at 5:15 p.m. Council members present at the meeting: Cramer, Davis, Henrichs &
Platter. Blockhus entered the meeting at 5:16
p.m. Others present: Allan Brockway, City Engineer–Lee Gallentine, Brian Schoon-INRCOG,
City Financial Advisor–Michael Hart, City Attorney–Marty Peterson, Pat Racette–Tribune
Journal, Daniel Shafer, Michael Shafer. Motion
by Platter and Second by Cramer to approve
the agenda. Ayes: All. Nays: None. Motion Carried.
Open Forum:
Michael Shafer was present at the meeting.
He wants to use crossties donated by Iowa
Northern Railway Company for his Eagle Scout
project with the crossties being used as borders
for workout stations at Wilder Park. He needs a
letter from the City stating that they approve the
project with the use of these donated crossties
and that it is Okay for Iowa Northern Railway to
deliver the crossties to Wilder Park. The Council directed the City Clerk to write such a letter
in support of the project.

New Business:
Brian Schoon was present at the meeting
to discuss applying for a CDBG grant for the
sanitary sewer treatment facility updates mandated by the DNR. The grant will be applied for
in November but we need to have our facility
plan in place with the DNR and our finance options figured out before we can apply for the
grant. The city will need to spend approximately
$1,800,000 for necessary maintenance to the
present system which includes dredging of the
current lagoons and installing bio domes. With
the current flow that is going into the lagoons,
it may require a new lagoon to be added with
that cost being approximately $2,800,000. The
cost to reline the rest of the sanitary sewer system would be $2,400,000. The City Council has
asked the cities financial advisor, Michael Hart
of Northland Securities, to do rate studies and
come up with possible financing options. He will
report back to the Council at their meeting on
August 25, 2014.
A motion was made by Cramer and seconded by Henrichs to adopt a Municipal Service
Agreement with Northland Securities to secure
the services of Michael Hart for financial advice
for the City. Ayes: All. Nays: None. Motion carried.
No bids were received for the 1992 Chevy
Rescue Truck. Councilman Jerry Platter will
look into listing the truck on EBAY and Craig’s
List.
A request for the City to put up “NO Truck
Parking” signs by the EMS building for the Lion’s Club fish fry on September 5, 2014 was
approved by the Council. Allan Brockway will
take care of this matter.
A request was made by Daniel Shafer to
stable a horse for the winter months for his
daughter’s animal therapy. Daniel’s daughter
broke her arm recently and part of her recovery
therapy has been taking care of a horse. They
would stable the horse for the winter months in
a shelter to be built at their home at 21098 Hwy
14 and then in the spring it would be taken to
the Boy Scout Camp. The City okayed for him
to stable the horse for the winter months and
Daniel stated he would come back to the City
for the building permit for the shelter.
The Council discussed the settlement that
the City will receive for the class action takings
case in Butler & Franklin Counties of Burgess,
et al. v United States and asked that our attorney, Marty Peterson take a look at the papers
before we sign anything.
The matter of moving the Allison sign at the
corner of 7th Street & Hwy 14 was discussed
and tabled until further information is obtained.
Change Order # l for the lodge @ Wilder Park
was presented for a decrease in the amount
being charged for the plumbing in the amount
of $297.00. Motion by Cramer and second by
Platter to approve change order #1. Ayes: All.
Nays: None. Motion carried.
Motion by Platter and second by Davis to approve Resolution #14-08.1 – approving wages
from July 1, 2014 to June 30, 2015. Ayes: All.

approve Resolution #14-08.2 – Approving the
Street Finance Report for FY 2014. Ayes: All.

public hearing date of August 25, 2014 for authorizing of loan agreement of not to exceed

tabled until City Attorney – Marty Peterson has
obtained further information.

Motion by Cramer to adopt Ordinance # 249
– Regulating watercraft on waterways in Wilder Park including a requirement that flotation
devices be worn at all times and to waive the
2nd & Third Readings. Second by Platter. Ayes:

Motion Carried. Ordinance will become effective upon publication.

Jerry Platter is to check with other towns to
see what they have for a Safety Policy. City
Clerk will check with Iowa Municipalities Workers Comp Association to see if they have a
model to form one from.
Mosquito spraying was discussed. City Clerk
is to check with Dumont to see where they purchased their fogger from and what the requirements are to obtaining a license to be able to
spray.

distributed to three businesses.
