various countries
Consumer & Industrial Products (8 members) •  The Committee (with support from CEOC) has performed a third year of
surveys of consumer products carrying the CE marking, comparing those
tested by a third party with those based on manufacturer’s declaration
(SDOC). This year we have added testing of samples of the same
products (all subject to third party certification) on the US market. The
results strengthen the case in favour of third party
•  We are using these results to promote third party testing with the EU
authorities. The present intention is to give ammunition to other interested
parties to persuade the authorities no longer to allow the CE marking to
appear on consumer products, opening the way for a new European
Safety Tested Mark based on third party.
•  CIPC is also orchestrating IFIA lobbying both sides of the Atlantic on the
Transatlantic Trade & Investment Partnership proposals (TTIP). There are
threats to guard against for our industry, but also opportunities to attack
structural barriers to effective performance of TIC
•  Regular contacts: in EU: EU Commission, EU member State authorities,
ANEC, BEUC, ORGALIME, PROSAFE ; in US: OSHA, CIPC
Food (10 members)
•  Investigation into leveraging food fraud and food
waste for the promotion of members’ testing
services
•  Exploring unifying food auditor training and
certification
• Regular contacts: GFSI, IFS, BRC
Social Auditing (7 members) •  Group formed originally to address only integrity (SOPs) now
developing to be a full sector committee
•  Building from the Code of Practice defining the service
provided, now seeking to establish a professional association
for social compliance auditors within IFIA
•  Regular contacts: GSCP, major brand name and retailer
common customers
Accreditation (10 members)
•  Acts through EA Advisory Board (European Accreditation)
to drive European accreditation bodies to act as a network
and not do repeat national assessments
•  Project to challenge ILAC adding new requirements to
the ISO standards against which TIC companies are
accredited
• Regular contacts: EA, IAF, ILAC, ISO
Legal and Compliance (12 members)
•  The Legal Committee provides a forum for exchange of
experience between members’ Legal Counsels on
matters such as risk mapping/management and assuring
the compliance of business partners
•  It plans to host a seminar next year to expand these
discussions to the smaller members
•  The Compliance Committee has reviewed IFIA’s
requirements for third party reporting on members’
compliance programmes and has concluded that there
should be enough flexibility in the IFIA system to enable
applicants, both big and small, to fit their programmes
into the system
State Owned TIC Enterprises
•  The China Working Group is recommending that IFIA
builds on the dialogue, started following CCIC’s application
for IFIA membership, just to establish a regular channel of
communication between IFIA and the Chinese authorities
•  The immediate objective should therefore not be either
IFIA Membership for them (which would be against our
rules) or increased access to Chinese TIC markets for us
•  Both of these are only likely to follow from regular
engagement, which IFIA should seek to facilitate for the TIC
industry
