M20: Key Catalyst for Economic Development
Progressing the M20 is a key catalyst for economic development
in the Cork, Limerick, wider Southern region and the Atlantic
Corridor as a whole.
As Ireland’s second largest city region and second largest
economic engine, Cork is a thriving and expanding hub of
economic, industrial, research and business development
activities. Indeed, over the last 25 years, Cork has consistently
attracted many of the world’s largest companies to locate
within the region and is now home to global market leaders in
pharmaceuticals, healthcare, ICT, biotechnology, professional
services and international financial services. The potential of the
region and its ability to grow and develop is centred on the ability
of the region to identify the key factors that will promote growth
and also the ability to identify those that have the potential to
hinder long term growth and attractiveness. One such factor that
can heighten or hamper growth is the level of connectivity which
a city or region experiences.
Connectivity is a universally acknowledged factor that is
emphasised time and time again as being crucial in attracting
in and sustaining investment to a region and therefore it is a
priority for businesses to be supported by a level of infrastructural
connectivity that is conducive to enabling growth and expansion.
Cork Chamber strongly encourages that the decision not
to progress with the development of the M20 motorway to
the planning stages be reconsidered as this critical piece of
infrastructure will support increased competitiveness and
economic growth for Cork, Limerick, the wider Southern region
and the Atlantic Corridor as a whole. As far back as 2007, in the
Cork to Limerick Route Pre-Feasibility Report, it was evaluated
that the route between Cork and Limerick suffered from capacity
issues and therefore needed to be upgraded to a higher quality.
Not much has changed in the intervening period with the road
connecting Ireland’s second and third cities still being comprised
of a mixture of dual and single carriageways. As journey times
grow ever increasingly critical from a ‘doing business’ and
competitiveness perspective the limiting of traffic between Cork
and Limerick to roads that are not equipped to serve current
and predicted growth should be seriously addressed as a lack of
vision here could greatly hamper anticipated growth. The 2007
Pre-Feasibility Report also states that HGV movements along the
Cork to Limerick N20 cause a reduction in average traffic speed
particularly through the narrower and more sinuous sections
where overtaking is not possible. This has many repercussions,
and not only from a journey time perspective, but also from a
road safety perspective. Indeed, the proposed corridor would
bypass towns and villages and in doing so separate strategic
traffic from local traffic, improving journey times for the strategic
Cork to Limerick traffic, and increasing safety for all road users
4
along the route. The proposed corridor includes connections to
each town and is of potential benefit to these towns in easing
congestion and also in ensuring an efficient road link to Cork
and/or Limerick. What’s more, It is expected that the agri, food
and dairy sectors in the region will grow in the coming years due
to the abolition of milk quotas and as these are transport heavy
industries, this growth will result in increased traffic between the
cities which will result in increasing pressure on the existing N20
road between Cork and Limerick and the greater Atlantic Corridor
reaching to Galway and the west.
What’s more, the Action Plan for Jobs 2015 highlights a number of
key ambitions of which the building of “an indigenous engine of
growth that drives up the export market share of Irish companies”
and the building of “world-class clusters in key sectors” are
deemed of significant strategic importance and therefore the
existence of “fit for purpose” road connectivity is essential in
realising the future aspirations of our regions and the ability of
our regions to work in partnership. Furthermore, as reinforced
within the Cork Area Strategic Plan (2001 – 2020), the success
of the economy of Cork is dependent upon a number of factors
of which excellent physical infrastructure and ease of access are
critical.
The recurring theme associated with the importance of our
infrastructure from a regional and national perspective cannot
be underestimated and prompts questioning as regards the
future affect that such decisions to curtail such regionally critical
investment will have in the longer term. What’s more, according
to the IDA, Cork sits at the industrial heart of Ireland with Co. Cork
having the highest value of gross output per person engaged in
industry in Ireland in 2011. As significantly, the South West region
accounted for the highest percentage of Irish industrial output at
36.2 percent, or €36.7billion, in 2011. Such data quantifies clearly
the contribution of Cork and the South West region to the overall
health of the national economy and the reluctance to enable this
growth to develop and expand is very disappointing to the region
as a whole.
Cork Chamber reiterates strongly the need to develop this
critical piece of infrastructure and strongly encourages that
the decision to not progress with the development of the M20
be reconsidered. It is clear that the development of this critical
artery linking Cork and Limerick would result in improvements
in employment, attraction of FDI, reduced traffic congestion
and improved journey times between Irelands 2nd and 3rd
cities. Cork Chamber therefore requests that Minister Donohoe
clarifies future intentions with regard to this critical infrastructural
development which is increasingly vital to promoting and
enabling growth in the Cork, Limerick, wider Southern and the
Atlantic Corridor regions.

Cork City Centre goes for Purple
Application being prepared to achieve Purple Flag status for Cork City centre
Cork Chamber is pleased to announce that Cork City is in the
process of applying for the prestigious Purple Flag award with
a planned application being submitted in July 2015. The Purple
Flag is an international accreditation awarded to city and town
centres that meet or surpass the standards of excellence in
managing the evening and night-time economy. The awarding of
a flag symbolises that a location offers an entertaining, diverse,
safe and enjoyable night out. The Purple Flag application process
has brought together a multitude of stakeholders through
the Cork City Centre Forum partnering together to ensure the
successful awarding to Cork City centre, with Cork Chamber
coordinating and funding the application on behalf of the Cork
City centre area.
The Purple Flag is an accreditation similar to that of the Blue
Flag for beaches, and is likened to a “gold standard” award for
cities and town centres. The application process requires a
comprehensive set of standards, management processes and
good practice procedures to be in place with regard to city or
town management with the award specifically focusing on the
safety, appeal, movement within and management of the city
centre between the hours of 5pm to 5am.
Gillian Keating, Chair of the Cork City Centre Forum, highlights
the award as “a great opportunity to work together for the further
promotion and betterment of our vibrant and ever changing city
centre area. The awarding of a Purple Flag to Cork City will further
secure our footing as a city that is looking to the future, thinking
innovatively and working together to ensure a strong, energetic,
entertaining and adaptable city for the future. The cities that
achieve Purple Flag status are those that are safe, vibrant,
appealing, well managed and that offer a positive experience to
customers visiting the city centre during the evening and night
time”.
Michelle O’Sullivan, Purple Flag Coordinator at Cork Chamber,
added that “the achievement of Purple Flag status for the city
will work to positively enhance and promote our city centre as
an excellent place to visit and spend time. It will act as a strong
marketing and promotional tool to those operating in and around
the city centre area reinforcing Corks standing as a great city. It
is important to bear in mind that this award is ultimately for the
users of Cork City centre. We want to work to create a location
that is inclusive, where people want to visit time and time again,
where the diversity of the city offering is such that there is
something for everyone, where people will feel safe and secure,
and in a location that strengthens our civic pride. We live in a
great city, and the gold standard associated with the Purple Flag
award will be our instantly recognisable mark of excellence”.
As part of the application process, users of Cork City centre are
asked to complete a short opinion survey. Volunteers took to
the city centre streets on Friday the 8th of May and asked for
opinions with regard to Cork City as a location for an evening
and/ or night out. As part of the application process, users of
Cork city centre were asked to complete a short opinion survey.
This was conducted on street by Purple Flag volunteers and was
available online via the Cork city website www.cork.ie and the
Cork Chamber website www.corkchamber.ie. Respondents enter
into a competition to win one of four excellent prizes with dinner
for two at Kudos restaurant in the Clarion Hotel, a pair of tickets
to the Long Table Dinner taking place on June 14th as part of
Cork Midsummer Festival, a €100 voucher for Vibes and Scribes,
and a chance to win VIP tickets to the opening night of Pulses of
Tradition taking place in the Triskel Christchurch on the 4th June,
up for grabs.

internationally competitive clusters that play to the strengths of
different regions, is very much in line with what we are seeking to

“I am delighted to announce the details of the Startup Gathering

spill-over effect into indigenous and locally traded business,” said
Siobhán Finn.
Speaking to a gathering of Cork stakeholders, the CEO of the
Startup Ireland Partnership Eoin Costello said: “The future growth
of Ireland’s economy in terms of innovation and jobs is closely

with the Startup Gathering 2015 is to make Ireland a global

pipeline and the clusters that accelerate them’. Cork has a great
entrepreneurial spirit and I am delighted to be here at the first

Cork Businesses Collaborate to Host Unique Open Air Banquet
‘Our Table’ is set to be one of the highlights of Cork Midsummer Festival 2015
Cork’s city centre is to host a one-off outdoor banquet for 400
people as part of this summer’s Cork Midsummer Festival in June,
as a result of a unique collaboration among the city’s businesses
and restaurants. An initiative of the Cork City Centre Forum, which
was established last September to drive footfall and business
activity in Cork, and supported by Cork City Council, Our Table will
see one of the city’s main thoroughfares, Oliver Plunkett Street,
transformed into an outdoor dining room for one evening.
Our Table takes place from 6.30pm to 9pm on Sunday, 14th June
and sees 12 of Cork’s best loved restaurants come together to
serve a three course dinner on a table stretching from the GPO
to the Grand Parade, amid a host of
entertainment from street performers
and musicians. Participating
restaurants include Jacques, Les
Gourmandises, Market Lane, Idaho,
House, Orso, Dashi, Isaacs, Nash 19,
Rocket Man, The Farmgate and Iago.
A spokesperson from John Cleary Developments added:
“JCD are delighted to be supporting Cork City’s Our Table dinner,
which strengthens our belief in Cork city as a vibrant, innovative
place to live and do business.”
Ann Doherty, CEO of Cork City Council, said: “Cork City Council is
delighted to be supporting Cork city's Our Table dinner. The event
is a perfect example of how collaboration between stakeholders
can deliver an innovative and unique event. This event showcases
the vibrancy and creativity that Cork city centre restaurants offer.”
Our Table
The Cork City Centre Forum was established by Cork Chamber
and is made up of retailers and business owners from across the
city, as well as Cork City Council, An Garda Síochána, and Cork
Business Association (CBA). Its aim is to identify and advance new
and innovative opportunities to drive footfall and business in the
city centre.
Speaking about Our Table, Gillian Keating, Chairperson of the
City Centre Forum, said: “We are thrilled to bring this event right
to the heart of Cork city on Oliver Plunkett Street during the Cork
Midsummer Festival. Our Table is just one of the many initiatives
that the City Centre Forum are working on to drive footfall and
business activity in Cork. This event demonstrates what can be
achieved through collaborative efforts and commitment from the
business community that we are so proud of in Cork. I especially
want to thank Jack Crotty and Conrad Howard for bringing
this idea forward, and their work to deliver what is sure to be a
spectacular event.”
Speaking about the event, Kath Gorman, Curator of the Cork
Midsummer Festival, said: “This is the first event of its kind in
the Midsummer Festival, and it is set to be a great celebration
of Cork’s renowned selection of restaurants. Cork is gaining a
fantastic reputation for being one of the great culinary hotspots
in Ireland, and Our Table is a unique way to showcase them. All
are welcome to this one-off event on Sunday, 14th June, which is
set to be one of the many great highlights of this year’s exciting
Midsummer programme.”
Our Table is sponsored by BAM Ireland and John Cleary
Developments and is supported and facilitated by Cork City
Council. Speaking on behalf of BAM Ireland, Theo Cullinane said:
“Cork city’s Our Table dinner is an innovative and unique event set
in the middle of our city centre’s beautiful streets and showcasing
the quality of Cork’s food offering. We at BAM Ireland congratulate
the creativity of the Cork business community and are proud to
provide our support to make the event a success.”
