Northern Ireland Assembly
The Northern Ireland Assembly is based in Parliament Buildings at Stormont in Belfast. A
First Minister and deputy First Minister are appointed from the two largest parties
respectively. 10 Ministers with responsibility for the Northern Ireland Departments are
appointed using the proportional D’Hondt formula whilst a Justice Minister is elected by a
cross community vote in the Assembly.
Together these Ministers make up the Executive Committee. The Committee meets to
discuss and agree on issues which cut across the responsibilities of two or more Ministers.
Two Junior Ministers assist the First and deputy First Ministers.
Overall, the Assembly has 18 Committees (12 statutory and six non-statutory). The 12
Statutory Committees have a Chair and a Deputy Chair allocated using the D’Hondt
System. Membership of Committees is in broad proportion to party strengths in the
Assembly to ensure that the opportunity of Committee places is available to all parties.
Each Committee has a scrutiny, policy development and consultation role in relation to its
Department and a role in the initiation of legislation. They have the power to:
Consider and advise on Departmental budgets and annual plans within the
overall budget allocation;
Approve relevant secondary legislation and take the Committee stage of
relevant primary legislation;
Call for persons and papers to advise and assist Northern Ireland Ministers
in forming policy;
Initiate enquiries and make reports;
Consider and advise on matters referred to the Committee by its Minister.

Northern Ireland Assembly Members
For the purposes of election to the Assembly, Northern Ireland is divided up into 18
constituencies - the same as those used for election of MPs to Westminster. Each
constituency elects six representatives on a system of proportional representation. This
differs from Westminster elections where each constituency sends a single member (MP)
who is elected on a first past the post basis. The 108 Assembly Members (MLAs) elected
or co-opted after 05 May 2011 are below:

North/ South Ministerial Council and Bodies
The North/South Ministerial Council (NSMC) comprises Ministers of the Northern Ireland
Administration and the Irish Government, working together to take forward co-operation
between both parts of the island to mutual benefit. The NSMC was established in Armagh
on December 2, 1999.
The Council has joint North and South Secretaries and a staff of 24 drawn from the civil
service in Northern Ireland and the Republic of Ireland. Its aim is "to develop consultation,
co-operation and action within the island, on matters of mutual interest within the
competence of both administrations".
The NSMC meets in plenary format, with the Northern Ireland Administration delegation
led by the First Minister and deputy First Minister and the Irish Government delegation led
by the Taoiseach and the Tánaiste. The task of the Plenary is to take an overview of cooperation on the island and of the North/South institutions.
The NSMC also meets in Sectoral Format to oversee 12 areas of co-operation. The six
areas of Agriculture, Education, Environment, Health, Tourism, including Tourism Ireland
and Transport are overseen by means of existing bodies in each jurisdiction separately.
A further six North/South Implementation Bodies (also commonly referred to as the
North/South Bodies) operating at a cross-border or all-island level and have specific
responsibilities. In addition Tourism Ireland Limited was created to promote tourism. The

British-Irish Council and Inter-Governmental Conference
The British–Irish Council (BIC) is a body created by the Belfast Agreement. Its
membership includes representatives from the Republic of Ireland, the United Kingdom,
the devolved institutions in Northern Ireland, Scotland and Wales and the Isle of Man,
Jersey and Guernsey. Its stated aim is to "promote the harmonious and mutually
beneficial development of the totality of relationships among the peoples of these islands".
The Council meets in two formats. Heads of Government meet in two BIC summits per
year. Additionally, there are regular meetings that deal with specific sectors of discussion
and are attended by the appropriate ministers. Among other topics of mutual interest,
members focus on the Misuse of Drugs, Environment, Knowledge Economy, Social
Inclusion, Health, Tourism, Transport and Minority and Lesser-Used Languages.
The BIC meets in different formats, including at summit level and in specific sectoral
format, with each side represented by the appropriate Minister(s), or their equivalents, to
pursue the BIC’s approved work programme. Officials from BIC Members meet to prepare
the meetings in advance. The Council can also meet in an appropriate format to consider
cross-sectoral matters. At present the Secretariat for the BIC is provided by the British
and Irish Governments. It is staffed by British and Irish officials, based in the Cabinet
Office in the UK and the Department of Foreign Affairs in Ireland. Following the restoration
for the Assembly on 8 May 2007 the first full meeting of the BIC occurred on 16 July 2007.
It is envisaged that a standing secretariat will be established in Edinburgh.
The British-Irish Inter-Governmental Conference and Secretariat were established in
December 1999 by the British-Irish Agreement to promote bilateral co-operation between
the UK and Ireland. The Conference replaced the Anglo-Irish Conference which was
established by the Anglo-Irish Agreement of 1985. Under the terms of the British-Irish
Agreement, the Conference is supported by officials of both Governments, including a
standing Joint Secretariat of officials dealing with non-devolved Northern Ireland matters.

In the St Andrews Agreement the two Governments encouraged the approval of an
inclusive East-West Inter-parliamentary Framework embracing the interests of the
Oireachtas, the British Parliament and the relevant elected institutions.

Local Councils
At present, 26 City, District and Borough Councils in Northern Ireland are responsible for a
limited number of functions that range from street cleaning to local economic development
and do not retain the same level of powers as their counterparts in Great Britain and
Ireland.
However, the Review of Public Administration (RPA), the first major examination in over 30
years of how public services in Northern Ireland are organised and delivered, will impact
on the structure of local government. The current 26 local councils were originally due to
be replaced by seven new 'super-councils'. On 7 November 2006, the local government
boundaries commissioner Dick Mackenzie unveiled the new districts: Belfast, North East,
Inner East, East, South, North West and West.
These direct rule proposals were delayed after the restoration of devolution and
responsibility for RPA transferred to the Department of the Environment.
A political agreement was then achieved by the Executive on 13 March 2008 accepting
Environment Minister Arlene Foster’s proposal for 11 local councils.
However, a lack of political agreement on the composition on the proposed council
boundaries as well as concerns about the cost of implementing the changes meant that in
June 2010 Environment Minister Edwin Poots MLA announced that the reform of local
government would be postponed until 2015.
Subsequently, 582 Councillors were elected to the 26 Local Councils on 05 May 2011,
