BACKGROUND
Mining plays a very important role
in economic construction, scientific
and technological progress and
social development. The National
Environmental Management Act
(Act No. 107 of 1998) necessitates
that
economic
advancement,
scientific
and
technological
progress and social development
be advanced in an integrated
manner, recognising that all
elements of the environment are
linked and interrelated.
In order to realise this ideal,
reasonable legislative and other
measures are called for at all levels
of industrial development to prevent
pollution
and
ecological
degradation, secure ecologically
sustainable development while
promoting justifiable economic and
social development. Environmental
management is required to pursue
the selection of the best practicable
environmental option, taking into
account the effects of decisions on
all aspects of the environment. A
strict adherence to legislation for
example, is required in the
recycling
of
waste
or
the
implementation of alternative ways
of disposing of the waste.
THE APPLICANT
The applicant is Lonmin Plc.
Lonmin is one of the world’s largest
primary producers of platinum
group
metals
(PGMs).
The
company’s facilities include mining,
process and other operations.
Mining operations are Western
Platinum Limited and Eastern
Platinum Limited, situated at
Marikana in the North West
Province and Limpopo Mine in the
Limpopo
Province.
Process

operations consist of concentrators,
smelter and a base metal refinery at
the Marikana site and a precious
metals refinery at Brakpan east of
Johannesburg.
Western Platinum Precious Metal
Refinery (PMR), a division of Lonmin
Platinum has been refining precious
metals since 1974. It was the first
refinery in South Africa and the
second worldwide to receive ISO
14001 certification for maintaining
the required level of environmental
management standards in the
platinum industry. The PMR was
also awarded OHSAS 18001
Occupational Health and Safety
certification
and
ISO
9001
certification quality management.
The company has a Safety, Health,
Environmental and Quality (SHEQ)
policy which is based on its mission
statement,
overall
business
objectives,
research
and
environmental
legislation.
Furthermore, it adheres to all
applicable laws and regulations
concerning the protection of human
health and the environment, and it is
committed to the value of zero harm
to the environment, to reduce its
pollution footprint and to continually
improve on its environmental
performance.
To this end, the company has put in
place procedures to ensure that its
operations
and
activities
are
legalised in terms of environmental
legislation. In addition, it is aligning
its environmental policy with the
requirements
of
the
National
Environmental Management: Waste
Act, by developing an Integrated
Waste Management Plan for all of
its operations.
PROJECT OVERVIEW

Platinum is one of the six rarest and most precious of
the PGMs with a high commercial value. The metal is
specially prepared for use as a catalyst in fuel cells and
in catalytic converters for automobiles. Since the early
1970s, platinum has been used internationally in a
variety of medical devices to treat ailments such as
heart disease, stroke, neurological disorders, chronic
pain, and other life-threatening conditions. Platinum is
also used in electrical resistance wires and electrical
contact points. Its wear- and tarnish-resistance
characteristics are well-suited for making fine jewellery.
DESCRIPTION
The proposed new waste hazardous incinerator will be
situated in the PMR at Vulcania, Brakpan. The
hazardous waste incinerator which needs to cater for
the incineration of approximately 45 tonnes of waste per
month will be designed according to the physical and
chemical characteristics of the waste to be incinerated.
The waste to be incinerated, inter alia, includes but not
limited to:
Over the past several years, global demand for platinum
and other precious metals has risen sharply with
commercial requirements often outstripping available
supplies. The high demand for these metals has led to
an increase of criminal threat. Over the last four years
Lonmin’s operations have been subjected to similar
criminal threats as the other operations in the PGM
industry. The proposed waste incinerator will reduce the
risk unaccountable losses whilst at the same time
increasing revenue, minimise transport and operational
costs.









public meeting is to review and discuss the
findings of the specialist investigations. I&APs
will be given an opportunity to raise issues of

comments will be incorporated into the final EIR
and EMP.
Decision Making Phase

All I&APs on the database will receive the
Environmental Authorisation, and be advised on
the appeal process, appeal period and where to
submit their appeals.

STORAGE OF GENERAL AND HAZARDOUS WASTE, DECOMISSIONING OF AN
UNUSED GENERAL WASTE INCINERATOR AND THE AMENDMENT OF THE EXISTING
AIR EMISSIONS LICENSE
Lonmin Plc has appointed Jones and Wagener Consulting Civil Engineers to submit
applications for a Waste Management License, an Environmental Authorisation for the
construction of a new hazardous waste incinerator, temporary storage of hazardous waste,
the decommissioning of the unused general waste incinerator and the amendment of the
existing Air Emission License for the Western Platinum Precious Metal Refinery. The
construction of a new hazardous waste incinerator and an associated temporary storage of
hazardous waste, as well as the decommissioning of the unused general waste incinerator,
is a listed activity that triggers the need for scoping and environmental impact assessment
(EIA) processes, which will be conducted as per the requirements of the relevant acts and
regulations.
The purpose of this Background Information Document (BID) is to provide you with
background information and invite you to participate in the application process. There will be
further opportunities over the legal process period for stakeholders to contribute to the EIA
process. The process is at a scoping phase and I&APs are invited to register on the I&AP
database and to contribute comments at public meetings and/or via correspondence to the
Public Participation Office. You are encouraged to use the enclosed registration and
comment sheet, or email or call the Public Participation Office with your comments by 2nd
November 2012.

THE LONMIN WESTERN PLATINUM PRECIOUS
METAL REFINERY, BRAKPAN

Lonmin Platinum has appointed Jones and Wagener Consulting Civil Engineers as the
independent environmental assessment practitioner (EAP) to manage applications for a Waste
Management License, an Environmental Authorisation for the construction of a new hazardous
waste incinerator, temporary storage of hazardous waste, the decommissioning of the unused
general waste incinerator and the amendment of the existing Air Emission License for the
Western Platinum Precious Metal Refinery in Brakpan. Concerns and suggestions by I&APs
identified during the Scoping Phase have been recorded in a Draft Scoping Report in
accordance with the Scoping and the Plan of Study (PoS) for the EIA as outlined in the National
Environmental Management Act’s (NEMA, Act No 36 of 1998) regulations. According to
Regulations 56 of the Environmental Impact Assessment Regulations (GNR) 543 under the
NEMA, interested and affected parties must be afforded access to, and an opportunity to
comment on the Draft Scoping Report before it is submitted to the competent authority.
This notice serves to inform all I&APs that the Draft Scoping Report is available for comment
from 25 February 2013 to 8 April 2013 (40 days). All comments must be received on or before
8 April 2013. This Draft Scoping Report has been distributed to the key commenting authorities,
all key stakeholders, all those that have requested a copy and interested and affected parties
registered on the stakeholder database. Copies of the report are also available at the following

GNR 543 under the EIA Regulations requires that after submitting an application, the EAP
managing the application must give all registered I&APs access to, and an opportunity to comment
on all material documentation, including draft and final reports relating to the application, and
consider all comments and representations received from I&APs. A registered I&AP is entitled to
comment in writing or verbally through the public participation process put in place. Registered
I&APs are also expected to bring to the attention of the competent authorities any issues which
they believe may be of significance to the consideration of the application.
The EAP managing an application for environmental authorisation must also ensure that I&APs
comments are recorded and that such written comments, including records of meetings, are
attached to reports submitted to the competent authority. This Issues and Response Report is an
on-going documentation of issues and comment raised by I&APs at every stage and milestone of
the application processes. The report was prepared starting with comments received from the
distribution of the BID and a focus group meeting held with community leaders. It also includes
written comments received in response to the BID and media advertisements. The Issues and
Response Report will continue to be updated with issues and comments that will be raised during
the Scoping phase and Impact Assessment phase of the application process.
The following section provides a summary of issues and comments raised by I&APs, the date on
