The General Services Administration (GSA) is hosting “Transforming the Federal Marketplace:
A Co-located Training Event” on Wednesday from 1:15–4:15pm at the Gaylord Texan Resort &
Convention Center. This immediately follows the closing executive panel discussion and lunch
in the World Congress 2015 program. The strategies discussed at this co-located event align
to new federal initiatives including category management, strategic sourcing, innovative contract vehicles, and information technology. Those in attendance will hear from senior officials
responsible for implementing improvement in these areas across several major agencies.

Katrina McFarland is the assistant secretary of defense (acquisition). In this role, she is the principal advisor to the secretary

Previously, she served as president of the Defense Acquisition University (DAU), where she continued to build DAU’s outstanding reputation as the DOD’s primary learning institution, while overseeing the development and expansion of acquisition curriculum and supporting learning opportunities for over 150,000 members of the defense acquisition workforce.
Prior to joining DAU, McFarland was the director for acquisition for the Missile Defense Agency.

cooperative managing $20 billion of procurement spend. Hovis has 19 years of experience with The Coca-Cola Company
where he has held a series of procurement and commodity management roles.

the results of two FAR 15.101 solicitations for services, one using the
tradeoff procedures (FAR 15.101-1) and the other using the LPTA
procedures (FAR 15.101-2). The systems-based, holistic, tradeoff
solicitation resulted in early completion under budget that delighted
stakeholders. A decade later, the non-system-based LPTA solicitation
resulted in terminations, mission degradation, and higher lifecycle costs.
