The 2007 ACS, however, reported the average household size returning to 2.65. Due to this inconsistency, this development report uses 2.58 to reflect the national trend of decreasing household sizes. • The median age changed from 35.1 in 2000 to 38.8 in 2007, according to the 2007 ACS, reflecting the aging population. • The ACS produces demographic estimates; however, it is the Bureau’s Population Estimates Program that produces and disseminates the official estimates. Due to several limitations, ACS statistics must be used with caution. Saint Luke’s Hospital Additions Location: Southwest corner of Douglas St and I-470 Size of the Project: Over 7,000 square feet Type of Project: Expansion of existing medical facilities 1. Summit Fair Location: Northeast corner of Chipman Rd and US 50 Hwy Size of Project: Additions totaling 230,000 square feet Type of project: Life-style center with planned restaurants and retail stores, such as Macy’s and JCPenny. It is tentatively expected to be completed in Fall 2009. 5. Lee’s Summit R-7 Swim and Dive Facility Location: Windemere Dr and M-150 Hwy Size of the Project: 34,000 square feet Type of the Project: Lee’s Summit Swim and Dive Facility will provide space for high school competitive programs, intramurals, and educational class. The facility was financed through the April 2008 no-tax-increase bond issue. 6. Kokam America, Inc. 2. Abundant Life Youth Ministries Location: North side of Persels Rd, south of US 50 Hwy and west of M291 Size of Project: 23,000 square feet Type of Project: Abundant Life Baptist Church is constructing a new youth building Location: Southeast corner of Hagan Rd and Jones Industrial Dr Size of Project: 50,000 square feet Type of Project: Kokam America Inc. recently decided to locate an energy efficient lithium battery manufacturing plant in Lee’s Summit. The company is occupying an existing industrial building and expected to invest $30 million dollars into the facility in order for it to be operational. 3. Emergent Care Plus Location: East side of McBaine Dr Size of Project: 6,900 square feet Type of Project: A free-standing urgent care center Planning and Development Department 7. Elementary School No.18 Location: West side of Ranson Rd, South of Bailey Rd Size of Project: 77,000 square feet Type of Project: A new elementary school of the Lee’s Summit RVII School District LEE’S SUMMIT DEVELOPMENT REPORT FEBRUARY 2009 Downtown Revitalization and Redevelopment Construction on the Downtown Central Business District was recently completed, with the improvement of 4th St. The downtown redevelopment involved the replacement or improvement of sidewalks, streets, sanitary sewer lines, water lines, storm water systems, pedestrian lighting and other landscaping features. The 44.8 million dollars of public investment is beginning to create private investment within the Downtown Central Business District. Since May 2007, many new businesses have opened within the Downtown Commercial Core, creating new jobs, increasing the tax base, enhancing the shopping experiences, and improving the “quality of life” for all citizens of Lee’s Summit. The downtown is also gaining regional recognition, as The Pitch named downtown Lee’s Summit “The Best Streetscape,” in its “Best of Kansas City” annual report. Census tract boundaries normally follow visible physical features such as rivers and streets. City limits are not normally used as census boundaries unless they overlap with such physical features. The map below shows the 2000 Census tract boundaries for the Lee’s Summit area. Lee’s Summit City Council Currently Lee’s Summit is divided into four council districts. In this report, statistics are reported by City Council District as well as Census Tract. Rezonings in 2008 • Thirteen rezoning applications for 12 projects were approved by the City Council in 2008, encompassing a total land area of approximately 110 acres. • The majority of rezonings approved converted agricultural land to residential or commercial zoning designations. Public facilities and services adequate to meet the needs generated for such facilities and services by development; and K. The protection and preservation of historic properties, structures, landmarks and districts. The table below aggregates zoning districts into general categories. Although 40 percent of land is zoned for agricultural uses, Property Reserve Inc. (PRI) owns over 4,000 acres, or 26 percent, of the agricultural land. In addition, a major portion of the agricultural-zoned land is County and State parkland. The following page discusses PRI properties in more detail. The land use information is displayed and calculated by parcels. In addition, the following basic assumptions were made for this analysis: •As long as there is a built structure, the land parcel is considered built; •As long as a land parcel is final-platted and recorded, it is considered built; Planning and Development Department Park Institutional Proposed Plan PRI Properties •A large rural residential lot, 5-20 acres in size, with a residential structure is identified separately because it has the potential to be further subdivided for development; •Larger rural parcels are considered undeveloped or vacant. The map to the right highlights the properties owned by Property Reserve, Inc. (PRI). The properties east of I-470 between Colbern Road and Woods Chapel Road total approximately 1,100 acres. The properties in the south area of the City between Longview Road and M-150 total about 3,080 acres. Please note that large-lot residential properties are also shown on the map with the PRI properties. A good contrast can be made with the opposite map. LEE’S SUMMIT DEVELOPMENT REPORT FEBRUARY 2009 2008 Historic Preservation Activities 1. National Register Districts Listed On August 27, 2008, the National Park Service listed the NE Douglas Street Residential Historic District, the NE Green and 1st Streets Residential Historic District, and the NE Forest Avenue and NE Green Street Residential Historic District in the National Register of Historic Places. 2. FY 2007 Historic Preservation Fund Grant On December 15, 2006, the City of Lee’s Summit was notified by the Missouri Department of Natural Resources that the City received preliminary approval of the Fiscal Year 2007 Historic Preservation Fund Grant in the amount of $4,774 of federal funds to complete a National Register Nomination for the Hearne’s Additions Neighborhood District located north of the commercial downtown area. The City provided the 40% match required of the Certified Local Government (CLG) grant ($3,183). The City signed a contract with Sally Schwenk Associates to prepare National Register Nomination Reports for the Hearne’s Neighborhood Area. On July 16, 2007, the City held the first public meeting regarding this project. On January 7, 2008, the City held the second public meeting. On March 17, 2008, the Historic Preservation Commission recommended approval of the 3 proposed National Register Districts as noted in item one above. 1 3. FY 2009 Historic Preservation Fund Grant The City received preliminary approval of the FY 2009 Historic Preservation Certified Local Government (CLG) Grant in the amount of $10,000. The City applied for $16,665 to fund the nomination of one individual property and five National Register district nomination applications located in an area east of Douglas Street, south of 2nd Street, west of Missouri HWY 291, and north of 5th Street. Approximately 115 properties in this area will be reviewed to determine eligibility for listing in the National Register of Historic Places. 3 4. Todd George Residence On September 18, 2008, the City Council passed Ordinance 6697 establishing the Todd George Residence located at 408 SE 3rd Street as a local historic landmark. 5. May Preservation Week On May 4, 2008, the Strawberry Fete was held in the City Hall atrium celebrating the presentation of the Hale/Graves Preservation Award to Betty Eubank and Mike Bartrum. On May 17, 2008, the Howard Neighborhood Walking Tour took place along historic houses located on SE Douglas St. 6. Downtown Historic District Signs On June 30, 2008, the Downtown Historic District signs were installed at various street corners celebrating the Downtown National Register District. 7. Historic Preservation Website The Historic Preservation Commission (HPC) has provided the website for Lee’s Summit citizens to be informed about ongoing preservation activities. These population counts serve as a base upon which the current population may be estimated. Up to 2006, all new housing units permitted in a given year were totaled and multiplied by Lee’s Summit’s average household size (2.65 per 2000 Census), following an exclusion of permitted housing units considered vacancy units (3.3% of the new units permitted). The final estimated population figure was added to the preceding year’s census count or estimated population. Starting with the 2007 report, some adjustments to the assumptions and methods of calculation have been implemented to reflect several trend changes. One important change is that the household size has dropped from 2.65 persons per household to 2.58, according to the Census Bureau. Another significant change is the housing vacancy rate. Due to the recent housing market slump, more homes are left vacant for a longer period of time. Thus the average vacancy rate is adjusted from 3.3% to 5%. One critical change to the methodology of estimating population growth is to use the first six-month building permits of the year instead of the twelve-month permits as occupied housing units. At the current level of uncertainty about the housing market and the overall economy, projecting future growth presents a real challenge. To be more realistic, the short-term growth forecasts have been adjusted to a slower growth pattern, as shown in the chart below. Since the 2000 Census, the City has estimated a population increase of about 22,000 people over the eight year period. The table to the right provides the population and annual percentage growth from 1960 to January 1, 2009. Building permit activity is not tracked by either Council District or by Census Tract, but the figures are estimated based on the same assumptions used when calculating total population. The number of dwelling units per tract was determined, excluding the vacant properties (5% of the new units permitted), and multiplied by Lee’s Summit’s average household size (2.58 per 2007 ACS). After the 2000 Census statistics were issued, the City Council District boundaries were redrawn to achieve an equal distribution of population. Since the Council redistricting, population continues to grow disproportionately across Council districts, as shown in the table to the right. The map depicts Lee’s Summit’s total population distribution by City Council Districts. Further analysis shows that Council District 4 has the highest concentration of population while District 2 and District 3 have much lower concentration. The chart above depicts the percentage of growth by council district in 2008. There has been a 1,193% increase in dwelling units built in Lee’s Summit in the past 49 years. The increased market demand over the past decades has led to a dramatic increase in single family housing supply. Seventy-two percent of the building permits issued since 1960 have been for single family units. Of the 34,940 permits granted since 1960, over 9,800 of them have been for single-family attached and multi-family structures, about 28% of the residential permits. The chart on the left shows the number of building permits approved since 1960, while the chart on the right shows the total amount of housing stock in Lee’s Summit since 1960. Their categorization of residential use types is different from those of the city. They report multi-family developments as buildings with five or more units. Single family developments included both attached and detached residential units. On other pages where Lee’s Summit building permits are reported residential types are identified differently. The chart above shows the single-family and multi-family residential units for which building permits were issued in 2008 alone. Overall, Lee’s Summit comes in as the fifth highest, behind Overland Park, Lenexa, Olathe, and Raymore, respectively. Lee’s Summit has ranked third among a selected peer group of KC Metro cities in issuing single-family building permits in the last eleven years. Of the peer group, Olathe and Overland Park in Johnson County, Kansas have been the only cities to surpass Lee’s Summit in the total number of permits issued. Lee’s Summit ranks third in the total number of multi-family building permits issued during the past ten years. In general, the Kansas City housing market reflected a nationwide decline in new housing construction in 2008. Despite this, the past decade has seen a relatively strong housing market in the Metro on both sides of the state line. Since 2006, there has been a dramatic shift in the national housing market as well as in the regional market. At this point, it is not clear as to how long this housing market slump will last. LEE’S SUMMIT DEVELOPMENT REPORT FEBRUARY 2009 Recent Housing Market Decline Lee’s Summit (All) Residential Units Permitted by Year Most cities in the Kansas City metro area also saw a decline in building permits in 2008 (see the graph below). A list of cities comparable to Lee’s Summit was formulated based on the amount of building permits issued annually, including Olathe, Independence, Shawnee, and Overland Park. The other comparable cities experienced a decline in building permits as well. The graph in the bottom right corner illustrates the amount of building permits issued by year from the comparable cities in the Kansas City metro area. 1,347 1,400 Number of Living Units The housing market is in decline nationwide. At this point, it is not clear how long the downturn will last. Lee’ Summit experienced a dramatic decline in the number of residential building permits issued in 2008 (see the graph to the right). In 2008, residential building permits fell by about 80 percent of the previous year’s total. Planning, financing and construction of these improvements can take years. To address these challenges, the City and the development community have been working together to develop financing strategies for the identified public infrastructure improvement needed to support future growth along some of the City’s important commercial corridors. LEE’S SUMMIT DEVELOPMENT REPORT FEBRUARY 2009 2008 Park Developments and Improvements Gamber Center Location of the project: 2nd & Independence Scope of the project: 18,000 square feet. The facility includes a fitness center, aerobics studio, one traditional classroom, a computer lab, two arts and craft rooms (one for dry crafts & one for wet crafts), a billiards room, Bistro, and ballroom that seats 200 people in a banquet style setting. The exterior includes 1/3 mile walking trail, gazebo, three raised planter beds, and extensive landscaping. Status of the project: Complete. Opened June 31, 2008 Service it’s going to provide: The Gamber Center provides recreational programming for our community including, fitness, educational, and leisure activities. The facility is also available for rentals and offers a daily lunch Monday - Friday. The facility primarily serves the 50+ (age) of our community during the day and serves the entire community during the evenings and weekends Harris Park Improvements Location of the project: 110 Blue Parkway Scope of the project: $11 million dollar project including construction of Summit Waves, a full service family water park, renovation and expansion of the Harris Park Community Center, and significant park improvements. Summit Waves includes 906’ action rivers, two slide features, 25 meter lap pool, children’s playground, concession/bathhouse, in a nicely landscape setting. The Harris Park Community Center project included expansion of classroom, gym and office space, complete exterior renovation and reorientation of the facility to allow for more efficient use and access patterns. Status of the project: Project was completed July 16, 2008 Service it’s going to provide: Summit Waves provides a full service outdoor aquatics experience for summer activities including leisure aquatic play, swim team venue, swim lessons and party rentals. Harris Park Community Center provides gymnasium space for volleyball, basketball and other league play, various children’s events, classroom for recreational programming and rentals, and offices for facility staff. Park improvements preserved the existing 100 year old walnut grove, consolidated green space and provided a loop walking trail throughout the park. Hartman Park Renovations Location of the project: 700 SW Pryor Road Scope of the project: Renovations to the softball fields at Hartman Park have been under way since late last summer to fulfill our commitment to develop quality facilities for our adult softball leagues. The fields have been re-graded to level the playing fields; the infield material has been replaced with new material which should provide extended availability of the fields for games in wet weather times of the year. The fields were also irrigated to establish and maintain good turf conditions. Backstops, dugouts and fencing for the fields will replaced. Walking paths and bleacher areas have also will also be replaced. Seeding of the turf areas took place in the late fall of last year and dormant seeding was completed this winter. The opportunity to resume play on the fields will be dependent on how well the turf is established this spring. Estimated total expense for the project is $500,000. Planning and Development Department LEE’S SUMMIT DEVELOPMENT REPORT FEBRUARY 2009 2008 Park Developments and Improvements Legacy Disc Golf Course Location of the project: 1801 NE Coneflower Drive Scope of the project: Construction of the Disc Golf course located on the north end of Legacy Park adjacent to the shelter complex and Park Construction and Operations Center was recently completed. Legacy Park Amphitheater Location of the project: 901 NE Bluestem Drive Scope of the project: The goal of this project was to construct the initial phase of the Amphitheater adjacent to the Legacy Park Community Center in Legacy Park. The Amphitheater encompasses approximately 1.5 acres with semicircular walkways integrated into the open space along with a stage and plaza area. Use of the facility for various outdoor events will be coordinated through the departments Recreation Division. Cost to develop the facility including materials and park staff labor totaled $211,602. Legacy Park Trail Addition Location of the project: 901 NE Bluestem Drive Scope of the project: The goal of this project was to establish a connection from the Legacy Park Community Center to the multi-use trail along Blackwell Parkway. Connecting to the Blackwell trail also provides patrons with access to the trail which circumvents Legacy Park. This was completed utilizing Parks and Recreation staff design and construction. Cost to develop and construct the course including materials and park staff labor totaled $140,293. Legacy Park Venue Expansion Location of the project: Legacy Park, 1400 Blackwell Parkway Scope of the project: $7 million project which includes addition and expansion of youth sports venues to meet growing youth athletic demands. Includes construction of 3 football fields, 4 full size soccer fields, 4 lighted medium baseball fields, 2 lighted girls’ softball fields with concession/restrooms and parking as required. Status of the project: Under Construction. Completion May 2009. Service it’s going to provide: The football venue will provide a new facility for youth football, which is currently using school site for activities. The soccer, baseball and softball expansions will provide facilities to meet continuing growth in these youth activities. Planning and Development Department LEE’S SUMMIT DEVELOPMENT REPORT FEBRUARY 2009 Short-term Development Outlook Residential Commercial Mixed Use The year 2009 is expected to be a slow year in both residential construction and commercial development. As discussed previously, the national housing market and the regional housing conditions have caused a significant slowdown in housing construction and housing growth is expected to struggle through 2009 regionally. Commercial construction is also expected to see a slowdown primarily due to a variety of reasons, including the current economic conditions and the problem with the lending industry locally, regionally and nationally. Some of the major on-going commercial developments in Lee’s Summit are close to reaching full buildout, while others are going through various phases of construction. The map to the left identifies those developments that are on-going and expected to continue to see new construction in the next few years. An adequate public infrastructure, including the street network, water storage and distribution systems, sanitary sewer system, fire and police protection, recreational facilities, etc., is critical to future growth and quality of life in Lee’s Summit. The City and the development community will continue to work together in the effort to assess immediate and future infrastructure needs and financing strategies. Some of the major public improvements include Strother Interchange at I-470, Woods Chapel Road widening, Pryor Road Interchange, Blackwell Interchange at US 50, Todd George Interchange improvement, and the M-150 widening.
