Dear Ms. Darrisaw,
I appreciate the opportunity to present the following RFP# 13-425021 for your consideration. As you read through my proposal, I hope
you agree that my extensive experience in the field of graphic design
and marketing makes my firm, Liz Lane, LLC, an ideal choice for this
contract.
As president and owner of Liz Lane, LLC, I have had the opportunity
to work with some of the top businesses and organizations in
Hampton Roads. In addition, I have a long history of creating
products and messages that showcase the region. I understand
the value of building awareness and brand identity through design
and consistent messaging.
Although a fair amount of focus is placed on the design aspect
of this proposal in regard to logo development and the quality
of logo samples submitted, I recognize what a distinct privilege
it would be to work with the Jamestown-Yorktown Foundation. By
developing strong brands that will carry into the next generation, I
am humbled by how close I am to something that encompasses
and preserves all of the rich and diverse elements in which our
freedom was built.
The Jamestown Settlement and the upcoming American Revolution
Museum at Yorktown (2016), remind us of the dreams that offer
hope and a future, and the many hardships that make us stronger.
As an American, and proud Virginian, it is important to me that we
keep the legacies of those who endured the uncertainties of a new
world alive by honoring the different cultures that assembled here,
re-creating stories that chronicle the fight for liberty, and educating
visitors across the globe on the living history through brand
experience, visualization, conservation, and more.

About the Firm
Liz Lane, LLC
In 1997, graphic designer Liz Lane started a design and marketing firm using her own identity as
the brand name. Liz Lane, LLC offers creative, executive-level experience in graphic artistry, logo
development, concept and collateral designs; brand content and visualization; and strategic
marketing.
With a client listing that truly speaks for itself, her firm has had the privilege of designing and
marketing for some of the top businesses and organizations in the region, including Children’s Hospital
of The Kings Daughters, Eastern Virginia Medical School, Hampton Roads Chamber of Commerce,
Cox Communications, Norfolk Education Foundation, Downtown Hampton, Hampton Roads
Sanitation District, the cities of Norfolk and Portsmouth, The Literacy Partnership, and Hampton Roads
Transit.
The firm’s mission is to develop innovative designs, materials, messages, and marketing plans that
stand the test of time and represent the values and goals of each client. Whether a large organization
or a small business, every client is treated like the only client. Original artwork and tailored, creative
services produce ROI deliverables that target desired audience(s), build awareness, foster trust, and
preserve the integrity of the brand.
Liz Lane, LLC understands the importance and benefit of selecting the right professionals to serve
as support staff, which is why recently, Dawn Reed, a marketing and account specialist, was welcomed
aboard. Ms. Reed brings over 16 years of marketing, public relations and community outreach
experience to the firm.
Liz and Dawn are both Virginia natives; and enjoy projects that showcase the region as a premier,
year-round destination. Both women have had the honor of working with organizations on regional
projects wherein the region received national and world-wide attention. Such projects included
the Hampton Roads Chamber of Commerce’s celebration of America’s 400th Anniversary, Norfolk’s
Light Rail Transit, and Southwest Airlines’ in-flight magazine, “Spirit,” which profiled Hampton Roads.
The firm Liz Lane, LLC hereinafter will be referred to as “Contractor”.
Narrative and Qualifications
for Scope of Services
Narrative Scope of Services
The Contractor has extensive experience in the field of graphic design and marketing and can
support all of the requirements for the Jamestown-Yorktown Foundation’s Scope of Services, RFP#
13-425-021.
The Contractor is committed and capable of developing name fonts and logo designs for the
American Revolution Museum at Yorktown (ARMY) and Jamestown Settlement (JS), four designs
per site, which through brand visualization will help communicate to the world what the museums
symbolize. The development of logo designs and graphic name representations for each venue
will help support promotional efforts of both brands and create greater public awareness.
The Contractor understands the importance of developing designs that are innovative yet classic
in nature to sustain a 10-15 year shelf life. Designs will align within the Agency’s design parameters.
Name fonts will be selected. Logo illustrations or designs will be original artwork, presented in a
variety of ways, including changeable formats, unique but complementary designs and color schemes,
readability of font sizes (small and large scale), and feature iconic elements that will help to visually
communicate core messages.
Designs will reflect the value and goals of the Agency, and will convey the significance of living
history. The Contractor recognizes the importance of creating designs that speak on a global level.
Both museums are world-wide destinations, depicting the rich history of the early colonists, the
diverse cultures that comprised our young nation, a new-world blending of Native Americans,
Europeans and African customs, America’s struggle for liberty, and the enduring legacies that
remain alive through preserving the historic integrity of Jamestown-Yorktown.
The Contractor is committed and capable of meeting all deadlines and producing all of the deliverable
line items as proposed in the timeline. The Contractor has outlined a timeline and provided written
intent to follow the timeline and placed stated document in this RFP.
The Contractor understands the importance of meeting all deadlines, as well as working collaboratively
with the Agency’s professional marketing team and Agency Board Task Force members to accomplish
Board-approved final products. The Contractor is capable and prepared to adapt designs per the request
of the Agency and understands the value of collaborative tweaking. The Contractor is also prepared, if
appropriate at discretion of the Agency, to test market multiple designs with target audience. Testing of
the designs will be done via an online survey. The Contractor recommends incorporating social media to
accomplish this task. The Contractor recommends developing an email blast and/or direct mail piece,
which would direct the target audience to the online survey to test market the proposed logos located
on the Agency’s Facebook page. It will serve a dual purpose in that it would engage the community in
the Agency’s social media network as well as provide the feedback for the prefered logo of choice.
Once logo designs/name fonts have been selected and all edits/changes incorporated, the Contractor
will provide all artwork on digital file, camera-ready, to the Agency. Upon receipt of payment, Agency
will own the rights to the Board-approved logos.
Over the years, the Contractor has had the privilege of working with many high-profile businesses
and organizations, as well as with prominent leaders in Hampton Roads. The Contractor understands

the importance of protecting the clients she serves and the brands associated with those clients. The
Contractor is also sensitive to the discretionary needs of her clients and is a trusted source and confidant.
Professionalism and integrity are the driving forces behind the work performed.
With an impressive client listing of some of the top businesses and organizations in Hampton Roads,
the Contractor is acutely aware of the value of regional cooperation and understands the importance of
partnering with community and business leaders to help create a better Hampton Roads, which on
a large, collaborative scale, helps to identify the region as a premier, year-round destination.
Years of working with businesses and organizations such as the Hampton Roads Chamber of Commerce,
Hampton Roads Transit’s Norfolk Light Rail, Norfolk Education Foundation, EVMS, CHKD, and Cox
Communications has taught the Contractor the importance of community and the significant impact
these types of businesses and organizations have on the public. The mentioned companies have
brands that are golden and it is up to the leaders and the people they hire to ensure that these
brands remain protected and promoted in the most efficient, effective way.
The Jamestown-Yorktown Foundation and the museums it manages have similar things in common
to the stated clients above. All play vital roles in the region and beyond. The impact the various projects
and brands have on the community and the public at large is substantial. The Contractor understands
the rich history behind the Agency and the museums and how education is the cornerstone behind
much of the marketing. The Contractor desires to be part of preserving this living history and promoting
the brands to the world. Generations will always be affected by the work produced by the Agency,
JS and ARMY.
The Contractor has a belief that this project is something greater than a job. It’s not just another design
opportunity, but a living testimony that tells the story of the hopes and dreams, and the sacrifices
and price connected to our freedom.

We believe our EHR makes your medical information even more secure. The system uses the very
latest in computer security to ensure the safety
of your information, and is fully compliant with HIPPA,
the federal regulation governing health information.

these online services?
Your personalized patient portal is a secure electronic account that you create that allows you to
request an appointment or a prescription refill on
line by logging onto your surgeons web page. You
may also elect to receive secure messages, FDA
warnings, and other educational materials.

around $80 (price as of Jan 4). Midsummer
of 2009, the price for a barrel of oil was
about $49. Prior to that, a barrel was in
the neighborhood of $150; and gas was

Hampton Roads administers TRAFFIX. It receives
and administers program grants which are directed
through Hampton Roads Transit (HRT) – HRT oversees the administration of TRAFFIX program.

“Going Green” was a big part of the 2009 culture.
Television shows on HGTV showed homeowners how
to make eco-friendly improvements. Celebrities like
Leonardo DiCaprio and politicians like Al Gore gave us
warnings on what can happen to the earth if we do
nothing to change our attitudes toward the environment.
Many good corporate citizens across the country adopted
sustainability initiatives. People made “go green”
promises and purchased “go green” t-shirts. Even
Home Depot jumped on the bandwagon, providing
consumers with simple energy efficient products
like compact fluorescent light bulbs.
And then there was TRAFFIX…
Part of TRAFFIX’s marketing campaign
for 2009 was to address the conservation component and measure
the impact the program has had on
the environment.“We knew our offerings
could help employers and their employees reduce
their corporate and individual carbon footprints. We
have played a role in helping the community go green.
That’s something I love to brag about,” said Ron
Hodges, TRAFFIX Director.
Last year, TRAFFIX, participated in HRT’s Sustainability
Pledge, which provided an “accountability checklist”
for employees to voluntarily vow ways to save energy
and money.

of recreational programs available for

city has many youth sports organizations
offering football, cheerleading, softball,
soccer and basketball. Adult fall softball
is underway and registration for adult
basketball will begin in October.

on the streets of downtown Portsmouth
and offers holiday music and fun for
everyone.
The 6 TO SIX Before and After School
program has been a huge hit for working
families. The program is available at 13
Elementary Schools, starting in September
and running throughout the school year.

Chamber Reports From 2010 General Assembly Session
Regarding Unemployment Insurance, the
Chamber opposes bills SB 239 (Watkins R10th) and SB 562 (Puckett D-38th) that
would permanently expand Unemployment
Insurance. The expectation is that the Senate
bills will emerge from the Senate so our focus
will be on the House.
Virginia State Capitol
he 2010 Legislative Session of the Virginia
General Assembly convened on January 13
in Richmond. During the Session, the Hampton
Roads Chamber of Commerce will once again
support bills that are good for Hampton Roads’
business and oppose those that are not. The
focus of the Chamber’s legislative efforts are
to influence and shape public policy to support
sound, progressive business initiatives and
regional growth.

The Commonwealth’s $4.2 billion budget
deficit is the most critical issue facing the
General Assembly. Significant cuts to K-12
education, higher education, public safety,
Medicaid, and state employee benefits are
expected. Governor McDonnell and the
leadership of the House of Delegates have
pledged not to raise taxes to balance the
budget.
Governor McDonnell has announced a job
creation plan calling for $50 million in new
investments over the next two years and has
proposed:
• More than doubling the Governor’s Opportunity
Fund (soon to be the Commonwealth’s
Opportunity Fund) in Fiscal Year 2011 by
increasing the state commitment by $12.1
million
• Using $2 million over the next two years
to establish state economic development
offices in major growth markets in China,
India, and the United Kingdom
• Supporting the fast growing bio-technology
and life sciences industry by raising the $3
million cap on the Qualified Equity and
Subordinated Debt Investment Tax Credit to
$5 million in Fiscal Year 2011; investing $3
million in bioscience “Wet Lab” Facilities over
the biennium; utilizing $2 million to reestablish
funding for the Business Incubator Program
in Fiscal Year 2011; and providing income
tax exemption for qualified investments by
technology and science startup companies
in Fiscal Year 2012 (cost $500,000)
• Increasing state funding for the Virginia
Tourist Corporation by $3.6 million in
each year for the next two years, and
state funding for the Governor’s Motion
Picture Opportunity Fund by $2 million in
Fiscal Year 2011
• Depositing the Wine Liter Tax attributable
to Virginia wine into the Wine Promotion
Fund ($1.5 million over two years)
The Chamber continues to stand against the
elimination of the “dealer discount.” Chamber
members face significant costs in collecting
the Commonwealth’s sales tax including:
training personnel, credit card interchange
fees, documenting tax exempt sales, updating
software, programming cash registers and
managing tax audits and appeals.
On the issue of opening schools prior to Labor
Day, 13 bills were introduced which have the
potential to effectively “shut down” this region’s
hospitality and travel industry during August.
Five of these bills still active are: SB498
(Hurt R-19th), SB253 (Reynolds D-20th), SB77
(Reynolds D-20th), HB565 (Tata R-85th) and
HB731 (Albo R-42nd). Legislation that affects
even one week of the summer season may
dramatically affect the industry’s success. There
is $1.28 billion in state and local tax revenue
generated by the tourism and travel industry
– a large percentage going to support public
education throughout the Commonwealth. In
addition, summer employment for students
would be negatively impacted. A favorable
legislative outcome is expected.
During the course of the Session, Chamber
members receive weekly “Legislative News
and Notes” along with “Legislative Call to
Action Alerts” through the voterVOICE software

centralized operations and reduced operating expenses by 8.7%.

High-Speed Rail
he Chamber urges members to join in support
for a high-speed rail corridor to Hampton Roads and
enhanced intercity passenger rail service to the region.
The Chamber endorses the extension of high-speed
rail service from Washington, D.C. to Richmond/
Petersburg and the Hampton Roads region, designating
a high-speed rail corridor along the Norfolk Southern/
Route 460 corridor, designated ultimately at speeds of
more than 110 mph, and enhancement of the intercity
passenger rail service along the CSX/I-64 corridor
on the peninsula.

On January 28, a crowd of more than 500 attended a
public hearing from 5:30-8pm at the Half Moone Cruise
and Celebration Center in Norfolk. It was the final of
three public hearings on the high-speed rail topic
held by the Virginia Department of Rail and Public
Transportation. Like the hearings in Richmond and
Newport News, the speakers supported a proposed
route from Petersburg to Norfolk adjacent to U.S. 460.
Nearly 30 regional leaders voiced their support at
the hearing, including Hampton Roads Chamber of
Commerce Chair Nelson Adcock (GeoEnvironmental
Resources, Inc.). Adcock said, “When we surveyed
members of the Chamber, the overwhelming response
was that they want an alternate, quick, reliable, and
economical transportation alternative from our region
through Richmond and onto Washington, D.C.” He
added, “This is a pivotal time in the economic health
of not only the nation, but the Commonwealth of
Virginia. Strategic decisions that bring progressive and
innovative transportation solutions will influence
where businesses locate and prosper for decades
to come.”
• Counseled more than 500 small business owners through
the SBDC, a program hosted by the Chamber.
• Expanded networking events by launching the Morning
Schmooze series and ConnectForLunch program. Additionally,
the Chamber held its Speed Networking program monthly.
• In May, LEAD Hampton Roads (LHR) graduated 51
business leaders from its nine-month program which
focuses on progressive leadership practices and group
dynamics.
• Chamber’s elected officers were Chair Robert M. Boyd
(BB&T), Chair Elect H. Nelson Adcock, Jr. (GeoEnvironmental
Resources, Inc.), and Treasurer Nancy Bagranoff, D.B.A. (ODU).
• Presented 149 events throughout our five-city service area,
attracting 12,837 attendees.
• 412 members received training through the Business
Education Series, and 1,250 people attended Small Business
Development Center of Hampton Roads (SBDC) training events.

• The Chamber and its HRBizPAC held a Congressional
Issues Luncheon in May with Congressmen Randy Forbes,
Glenn Nye, Bobby Scott, and Robert Wittman. Additionally, a
Roundtable Luncheon with Senator Mark Warner was held in
June and an open forum in August with Senator Jim Webb.
More than 400 attended these events.
• In October, Young Family Dentistry, based in Virginia
Beach, was honored with the 2009 Hampton Roads Small
Business of the Year Award.
