RV PARK—NEW BATHHOUSE
It has been a long time coming, but the RV Park
on South Street will be receiving a brand new
bathhouse! The funds have been accumulating in
the RV Park account for the past several years. For
your information, any money received by the RV
Park goes into an account here at the City and can
only be used for the RV Park. None of the RV Park
revenue can go to the City and no City Taxpayer
money will be used in this project for the RV Park.
The bathhouse will have the appearance of wood but is actually concrete
and will be located on the east side of the campground. The existing bathhouse will remain in use and at its current location.
The City is waiting for engineer stamped plans and then the US Army Corp
of Engineers must approve the plans and location (the RV Park is located on
US Army Corp of Engineers ground). Then we can order it and while it is
being made, the ground work will get started. The bathhouse is planned to
be in use later this summer! It will be a welcome addition to the RV Park
Campground so the RV campers will be able to enjoy a hot shower!
On April 27, 2015, the 19th Annual Community Wide Cleanup was held.
Again it was a success!
It was originally started by Jon Davis as part of an American Government community service project. Now everyone looks forward to the day
to get rid of stuff such as old tv’s, old appliances, couches and items
that just won’t fit inside a trash container. Many people enjoy driving
around town to see if there is anything they could use or recycle. One
man’s trash is another man’s treasure
as they say! It’s a win for the entire community!

Council Meetings are the 1st and 3rd Monday of the month at 5:30 pm at the City Hall
The Parrot Theatre is a non-profit entity. The building is owned by the City and rented to the
Theatre for $1 a year. The theatre is ran entirely by volunteers. A digital projector was
purchased a few years ago and was paid in full this past January! The Theatre has a website
where you will find what is currently showing and you can also call the Theatre at 928-2695
and the answering machine announces what movie is playing and the show times.
The City of Alma’s Fire and Rescue Department is also volunteer based. The Fire
Department is currently at their maximum number of volunteers! If you desire to find out
more about the Fire and Rescue Department, please contact the Fire Chief Brian Seyler.
The City of Alma is fortunate to have a Chamber of Commerce. They host many events throughout the year. The Spring Fling was held in March at the City Auditorium, the 4th of July Parade and
the many activities associated with that day which bring tons of people to Alma (road race, parade, art
in the park, food vendors), and Fall Preview in November precedes the busy Christmas holiday.
Now is the busy time for Building Permits - Do I need one? Russ Pfeil, the Zoning Administrator
requests that you complete a building permit application and he will determine if one is required or not.
Per the Alma Zoning Regulations 10.21 “No building or other structure shall be erected, moved, added to
or structurally altered without a building permit first having been issued by the Zoning Administrator.”
You may also obtain a Building Permit Application at www.almacity.com under “City Government/Forms
and Ordinances”. The Zoning Administrator has up to 30 days to approve/disapprove your application.

The City of Alma has provided a recycling area at the intersection of John Street and South
Street. The cardboard trailer is emptied every Monday. Please break down your boxes so more boxes
can fit inside the trailer. This is a service that the City pays $350 for each month. Please use it as
much as you can! Let’s try to keep this area picked up! As many of you have noticed, trash is being
blown by the wind toward the lake area.
The City of Alma pays the Harlan County Courthouse $42,500 for law enforcement each
year. Some cities have their own police department. We are fortunate to have the Harlan
County Sheriff’s department in our city!
The Alma Municipal Golf Course is a City owned course but is managed by a Golf Board
consisting of 7 members. The Golf Board is responsible for the budget of the Country Club/Golf Course
just as the City is for it’s Enterprise Funds and General Funds. Their budget is part of the total City
budget. The golf payments are issued through the city office and are approved by the city council. All
revenue is deposited into this account as well. So if you happen to read the minutes of the council
meeting and review the claims paid, you will notice that there are golf expenses listed. The checks are
out of the golf account, not the City’s.
The Compost Site’s open hours changed as of April 1. We are now on our spring/summer hours
which are WEDNESDAY 4-8pm and SATURDAY 10-noon and 1-4 pm. This is for trees and grass
clippings only.
Unused oil is collected on the 1st and 3rd Saturdays of each month starting in April going
through October. The location is at CHS on north Highway 183 and they accept oil from 10am to noon.
Hazardous Waste is collected on the 1st and 3rd Saturdays in March, June and September at
CHS from 10 am to noon.

SIDEWALK COST-SHARE PROGRAM
The City budgets $5,000 each “fiscal year” for this specific program. The City encourages residents to
take advantage of the cost share program.
APPLICANTS
 First-come, first serve basis.
 Must be a customer within City limits and sidewalk must be a public accessed sidewalk
 Reimbursement is at 50% of cost with a maximum amount of $1500 per year for any one applicant.
APPLICATION PROCESS
1. Obtain estimate/plan by contractor and provide cost-verification
2. Submit Cost-Share Application and Building Permit (with $10.00 permit fee) to the City
3. Review of application by City Building Inspector
4. Application is approved or disapproved and applicant is notified.
5. Deconstruction (City will remove existing sidewalk)
6. Complete application for actual units used
7. Included copy of receipts if completed by property owner or paid receipt from hired contractor
8. Submit Claim for payment (must be submitted by September 1st)
9. Reviewed by Clerk
10. Payment of Claim

TWO SURVEYS FROM THE CITY
1) Water Department - A cross-connection control survey will
be included with your utility billing in May. It is required to
be completed by each household! Please take the time to
complete the survey and return with your utility payment. If
you do not complete, your water system is in violation of
State Health Department Regulation Title 179.
2) Gas Public Awareness Survey - “by phone”. Will be starting
in May. There will be several questions regarding your gas
service and your knowledge about gas. If you have caller ID it
will show that it is the City calling. Please take the time to
respond.

EVERY HERO HAS A STORY - is the 2015 Summer Reading
theme at Hoesch Memorial Library. We will be celebrating
many types of heroes: the heroes who have made their
marks on history; the heroes who keep our communities
safe, clean, and productive; and high-profile super-heroes.
From the youngest child to the strongest, mightiest crusader,
each and every hero has their own story to tell. During the
Summer Reading program, children will be encouraged to
discover the superheroes within themselves.
From May 22 through June 5, parents, guardians, and grandparents may
sign up children ages 18 months through this years’ sixth graders. For every five
days of reading 15 or more minutes a day, prizes from local businesses will be
awarded. Those completing all 25 days of reading who turn in record sheets will
have an honor book with their name in it placed in the library and they will be
eligible for special Superhero prizes at the Summer Reading party on July 15.
Volunteers and staff will also conduct two Summer Reading story sessions
each Wednesday from June 3 through July 8. From 10:30 – 11:30 a.m., three to
five year olds will explore their potential to become a hero as they listen to
stories, dress up, explore art projects and play games. Children who were in
Kindergarten through third grade this year will also discover superheroes within
themselves from 1:00 – 2:00 p.m. through the use of reading, crafts, and
completing a variety of feats and deeds. And fourth through sixth graders may
become superheroes by signing up to help at the weekly sessions.

The library is located in the Alma city park and is open Tuesday, Wednesday
and Thursday from 10:00 a.m. until 8:00 p.m. and on Friday and Saturday from
10:00 a.m. until 5:00 p.m. The library is closed Sunday and Monday.
Street Sweeping ScheduleThe City Crew plans to sweep the streets on a monthly basis
throughout this spring and summer. Every Thursday,
weather permitting, they will sweep Main Street and
approximately one-quarter of the city. This schedule will
allow them to sweep all of the streets in one month’s time.

Reminders and Information...
TREE TRIMMING ORDINANCE 96.04 - OBSTRUCTIONS - (A) Trees and shrubs, growing upon, or near,
the lot line or upon public ground and interfering with the use, or construction of any public improvements shall be deemed an obstruction under this subchapter. Said trees, shrubs and their roots may
be removed by the municipality at the expense of the owner of the property upon which the tree or
shrub is located should the owner fail, or neglect, after notice, to do so. (B) It shall be unlawful for any
person, persons, firm or corporation to obstruct, or encumber, by fences, gates, buildings, structures
or otherwise, any of the streets, alley or sidewalks.
Any person who shall violate or refuse to comply with the enforcement of any of the provisions of this
chapter, set forth at full length herein or incorporated by reference shall be deemed guilty of an offense and, upon conviction thereof, shall be fined not more than $500 for each offense. A new violation shall be deemed to have been committed every 24 hours of such failure to comply. (Ordinance
96.99)
The Alma Municipal Golf Course is approaching its 2015 golf season. The 2015 rates
remain the same as last year—$370 + sales tax for a Single Membership and
$420 + sales tax for a Family Membership. Also offered are halfprice memberships to first time members. Payment options
include: 1-installment, 2-semi-annual installments, or a monthly
payment plan. Contact the City Office @ 928.2242 for more
information or to purchase your membership.

GAS PIPELINE SAFETY
As one of the thousands of people who live or work near pipelines, you can help keep it safe and reliable by doing the follow ing:
A) notify us with your intention to dig
B) identify our pipelines;
E) immediately report a leak.
C) recognize a leak;
D) take appropriate steps if you notice a leak
The City of Alma cares about your safety. Our employees are thoroughly trained to operate and maintain the system safely. We
want you to be aware of our pipelines. We ask for your help in preventing accidental damage to pipelines. The City of Alma
supports the Nation's Homeland Security efforts and the City of Alma encourages you to immediately notify and report any
suspicious persons and/or activities near the pipeline to your local law enforcement authorities by calling 911.
A) NOTIFY US WITH YOUR INTENTION TO DIG — CALL 811—”diggers hotline”
We need your help in preventing pipeline emergencies. The number one cause of pipeline leaks is damage from earthmoving and construction equipment and tools owned by parties other than the pipeline company. If you plan to dig or
do any type of excavation or construction work, call Diggers Hotline at 811. Call at least 48 hours (excluding weekends and holidays) before you:

B) IDENTIFY OUR PIPELINES -HOW TO IDENTIFY WHERE THE PIPELINE IS LOCATED
Since pipelines are buried underground, line markers are used to indicate the approximate - not exact - location of
the pipeline. Line markers can be found where the pipeline intersects a street, highway, or railroad. However, they
cannot be relied upon to indicate the exact position of the pipeline. The pipeline may not follow a straight course
between markers, which provide no information on the depth or number of pipelines in the vicinity. Don't try to
guess the pipeline's location or route by the marker's placement. Call Diggers Hotline at 811.
C) RECOGNIZE A LEAK HOW TO RECOGNIZE A PIPELINE LEAK WHEN NEAR A PIPELINE RIGHT
OF WAY LOOK FOR: Fire or explosion near pipeline, a white cloud or fog, dying plants amid healthy ones, unusual blowing of dirt or dust, persistent bubbles in water, or pool of liquids, possibly bubbling. LISTEN FOR:
