RESOLUTION NO. URR 15-008
A RESOLUTION APPROVING AN AGREEMENT FOR CONSTRUCTION PHASE
SERVICES AND CONSTRUCTION MANAGMEMENT SERVICES BETWEEN THE
CANBY URBAN RENEWAL AGENCY AND TRIPLETT WELLMAN, INC. FOR THE
NEW LIBRARY/CIVIC BUILDING PROJECT
WHEREAS, the Canby City Council established the Canby Urban Renewal Agency
(“Agency”) as an urban renewal agency to function within the City pursuant to Ordinance 1032
passed October 6, 1999; and
WHEREAS, the Agency has been directed to undertake development of a new Library
and Civic Building east of Ivy St. on NW 2nd Avenue; and
WHEREAS, the Agency issued a Request for Proposals on March 6, 2015, soliciting the
services of a Construction Manager/ General Contractor to construct the Library/Civic Building
for a Guaranteed Maximum Price (“GMP”); and
WHEREAS, The RFP anticipated a two-stage contracting process for the selected
proposer, with Stage One including Design Assistance services, and stage two including
Construction Phase Services and Construction Management Services; and
WHEREAS, on May 6, 2015 the Urban Renewal Agency approved the appointment of
Triplett Wellman, Inc. to act as the Project Construction Manager/General Contractor, and to
provide Stage One Preconstruction Services for the project; and
WHEREAS, the project is now set to proceed to the construction phase, requiring the
approval of the balance of the scope of work of the contract between the Urban Renewal Agency
and Triplett Wellman Contractors, including Construction Phase Services and Construction
Management Services; and
WHEREAS, the Agency staff and Triplett Wellman, Inc. have agreed to terms and
conditions for Construction Phase Services and Construction Management Services as described
in the RFP and as expressed in the Agreement attached to this Resolution as Exhibit A and by
this reference incorporated herein.
NOW THEREFORE, IT IS HEREBY RESOLVED by the Canby Urban Renewal
Agency as follows:
1. The Urban Renewal Agency authorizes Construction Phase Services and
Construction Management Services, in an amount not to exceed seven million dollars
($7,000,000), between the Agency and Triplett Wellman Inc., with services to be
performed in a manner consistent with the Agreement attached as Exhibit A; and

2. The Agency Director is authorized and directed to execute the Agreement on behalf
of the Agency, including the execution of early work amendments, guaranteed
maximum price amendments, change orders, and other documents as required, and to
carry out such necessary actions to complete the Agency’s obligations under said
Agreement.
This Resolution shall take effect on September 16, 2015.
