A Distinguished Lineup of LDAR Experts Joe Wilwerding Joe Wilwerding is a senior engineer involved with air quality, compliance, and NextGen programs at USEPA. He is a recognized expert on LDAR and VOC issues in the petroleum, oil and gas, chemical and petrochemical industries, and has performed training of national and international government and industry personnel in these areas since 2000. He worked at the EPA National Enforcement Investigations Center for 11 years, where he developed EPA’s framework for performing electronic LDAR compliance auditing, before moving to private industry with Sage Environmental in 2008. He worked in China and SE Asia between 2011 and 2015, consulting state-run and multinational oil and petrochemical companies, China’s Ministry of Environmental Protection, and provincial and municipal Environmental Protection Bureaus on VOC control topics, LDAR program implementation, and related Air Quality issues using Next Generation monitoring/control technologies. He co-founded Hong Kong/China-based Sage EHS International, an international environmental, health and safety company, in 2014. Wilwerding returned to USEPA in June 2015 to continue developing innovative, NextGen air quality programs to improve efficiency and reduce costs in environmental protection for industry and government. Graham “Buzz” Harris Graham (Buzz) Harris holds a BS in chemical engineering. He worked six years as a refinery process engineer with Texaco in Port Arthur, during which he was introduced to the joys of the electronic calculator. Harris has worked 39 years in environmental consulting with Radian/Dames & Moore/URS and currently with Sage Environmental, during which time he submitted the first report to EPA that was generated on a personal computer and printed on a dot matrix printer. He was the proud recipient of the first Lifetime Achievement Award by the 4C Conference. See program updates www.isa.org/LDAR2016 ISA Training Course Instructors Donald D. (Deever) Bradley III, P.E. holds a Bachelor Degree in Chemical Engineering from Cornell University and is a licensed professional engineer in Texas. A Partner in ERM’s Houston office and the Air Quality and Climate Change Practice Leader for ERM’s Southern Division, he has 19 years of experience as an environmental consultant, focused primarily on air quality permitting and compliance for industrial clients throughout Texas and the Gulf Coast. Bradley is ERM’s subject matter expert for LDAR, with experience in nearly every aspect of it, including auditing, compliance, emissions estimation, forensic analysis, Method 21 monitoring, training, program development, and implementation, at more than 100 facilities across the US in the petroleum refining, chemical, pharmaceutical, and pipeline transportation industries. He has assisted clients in responding to enforcement actions related to NEIC, DOJ, and state LDAR investigations of civil violations of federal and state requirements as well as negotiation, auditing, and implementation of LDAR program enhancements under global Consent Decrees and Texas HRVOC rules. As a regular presenter and trainer at LDAR conferences, Bradley has extensive knowledge of the various applicable state and federal LDAR regulations and expertise with leading commercial LDAR database software programs. Calvin Niss is the Vice President, Air and Process Service Business Unit Manager at Trihydro Corporation. Participants hear from 2015 and 2016 conference speaker, Tonya Jackson at the 15th ISA LDAR He has supervised and managed Symposium. environmental projects in the petrochemical industry for over 25 years. Niss has worked with the BWON regulation for over 18 years and has conducted BWON audits at over 40 facilities. He is also a recognizable national expert on refinery air compliance programs; and, in 2007, he was selected by USEPA to work on a BWON technical workgroup to evaluate potential amendments to the BWON regulation. Niss also sits on the American Fuel & Petrochemical Manufacturers’ Environmental Committee. Niss has been involved with over 50 refinery compliance audits. The majority of these compliance audits have focused on the BWON, Subpart QQQ, LDAR, and refinery MACT regulations. His experience in the petrochemical industry includes numerous Clean Air Act compliance projects involving HON, LDAR, MACT, MON, and NSPS Subpart QQQ . He has developed air compliance projects and has taken part in several multi-media facility environmental compliance audits. Additionally, he has provided expert testimony on both groundwater and air compliance issues, including testifying as an expert witness for the United States government on an air compliance case involving the Clean Air Act in the state of Texas.
