To provide case management and counselling services to individuals and families in distress, including
specialist services for victims of violence/ abuse, information and referral services for individuals
requiring social welfare support, children and youth activities - including childcare services, link social
and community organisations, conduct public education and awareness programmes for strengthening
family life, as well as develop and manage volunteers to support the society’s programmes.

PRESIDENT’S MESSAGE
Through the loving efforts and hard work of the staff team, FY11/12 was indeed a rewarding
and satisfying year. We were able to touch the lives of 8,147 clients! The year also saw our staff
strength grow from 24 to 27. I wish to record my tribute to our staff, ably led by Centre Director
Agnes Chia, who had rendered help to people in need, varying from young children, youth,
seniors, to single mothers.

It was encouraging to note that 244 cases were served by the Project StART programme,
supported with just five dedicated staff. This programme offered specialised services to family
violence cases. It was also heartening to know that we had recently been allocated a space in
Holland Area to house this specialist service so that it can function more fully as a regional help
centre. We ask you to join us in prayer that our Lord of Love and Reconciliation will enable us to
heal brokenness and violence even in the family through Project StART!
Indeed we were not alone in this work as we are supported by many donors, partners and
volunteers. We would like to thank MCYS, NCSS and all our partners-in-service for their invaluable
support and selfless help.
Most of all, we thank Lord Jesus for this platform where we are able to help those in need as He
always holds the disadvantaged close to heart.
CENTRE DIRECTOR’S MESSAGE
Throughout FY11/12, the Centre grew and expanded its various programmes and services. FSC
casework intervention intensified while our four community support programmes attended to
clients from all age groups from different parts of the Queenstown community.
One highlight of the year was the further development of the community organising team,
which covered three key areas: (1) community environmental scan, (2) networking and resource
mobilisation, and (3) volunteer and philanthropic management. This team articulated both the
mezzo and the macro roles of the FSC direction through its community social work approaches.
Its community strategies integrated with case management practice and the delivery of
community support programmes at the Centre.
Another area of significant growth was the Centre’s efforts in providing specialist family
protection work through our family violence specialist programme: ‘Project StART’. In FY11/12,
244 cases were attended to and over 1,200 sessions were conducted to help individuals and
families cope and manage family violence concerns. This number had more than doubled from
the previous year’s 113 cases.
We thank God for rounding off this year in such a fruitful and rewarding way. May I take this
opportunity to say a big THANK YOU to all my colleagues from the FSC team as well as from the
Project StART! team. Your dedication and passion have made so many things possible. At the
same time, to the many community partners and stakeholders who have helped us in many ways
through your generosity and giving, thank you very much!

PROGRAMMES & SERVICES
A total of 820 clients were served in
FY11/12, a decrease of 9% from the
previous year’s 905 clients. Financial
issues (52%) recorded an increase from
the previous year’s 29% and once again
formed the bulk of main presenting
issues for new cases. As Family Violence
cases undertaken by the Centre’s Project
StART programme were separately
categorised in this year’s statistics, Marital
Issues (13%), a slight increase from the
previous year’s 10%, became the second
highest presenting issue for new coreFSC cases.

by Financial issues (19%).

Care Corner Project StART
Care Corner Project StART
Stop Abusive Relationships Together
As one of the three Family Violence specialist centres appointed by MCYS in Singapore, Care
Corner Project StART helped 244 people who were involved in abuse and violence. Support
to victims of violence who needed safety and protection from further hurt, was provided
through counselling and group counselling. Perpetrators were helped in finding other ways
of dealing with stress, anger or conflict, without resorting to violence.
Public education to increase awareness towards what family violence was about and how
to respond to such situations were also conducted regularly. Video-conference services to
help victims apply for Personal Protection Orders were also offered through the Centre’s
video-linked services.

Finding a Pathway Towards
Hope
Mdm Lam became a member of Club
88 in April 2010, after being referred
through a Medical Social Worker.
Widowed and depressed, she had a
strained relationship with her daughter
and did not have much social support.
Volunteer Management
A more structured system of managing
the Centre’s volunteers in FY11/12 saw
a fine-tuning of its database and record
keeping practice, and re-designed
recruitment material and workflow.
There was an increase of 48% in the
total number of volunteers engaged
in furthering the Centre’s outreach
through its 153 active and 345 adhoc
volunteers. Active volunteers supported
Centre programmes: ‘Food from the
Heart’, ‘A Mother A Woman’, as well as
in elderly, children, and youth work.
Adhoc volunteers supported the greater
demand from community outreach
projects such as: FSC outreach, home
improvement,
and
door-knocking
exercises.
The Centre is thankful to the fruitful
networking sessions with educational
institutions which included: Singapore
Polytechnic (BP Mentoring Club &
Department of Student Development),
Ngee Ann Polytechnic, Anglo Chinese
Junior College, National Junior College,
Jurong West Secondary School and
Queenstown Secondary School. Special
acknowledgement has also to be made
to the enthusiastic volunteers from Grace
Assembly of God and Couples for Christ
for the Home Improvement Project,
which improved the living environment
of beneficiaries.
(‘TIP’)
TIP programme helped rehabilitate
youths who had been charged for
committing petty crimes. In FY11/12,
12 youths participated in the case
management, family counselling, and
workshops which included parental
involvement.
When she first began participating
in Centre activities, Mdm Lam was
reserved and kept to herself. Her
relationship with other elderly members
was kept to a small clique, with just
acknowledgements of ‘hi’ and ‘bye’ with
other members. Her attendance in the
programme was also irregular.
Through special efforts made by
centre staff and elderly volunteers
to intentionally connect and build a
relationship with her, Mdm Lam over
time felt a better sense of belonging with
Club 88 members. Today, she has many
friends among the elderly members,
with whom she could share with and
also actively participate together with in
daily activities such as morning exercises
and chair yoga.
KIDSTART! (Children’s Programme)
The Centre saw tremendous growth in children who participated in Kidstart! since its
inception. With the objectives of character development and building positive selfesteem, 79 children aged 8 to 11 years were guided and given opportunities to develop
in ways aside from their academic pursuits.
Children learned interactive skills through fun and meaningful activities with volunteers
and staff in the ‘Alpha-Zee Club’. ‘Urbanbees’ provided mentoring through positive role
modeling, and tutoring, thus supporting children in their academic studies. ‘Gateway’
provided children opportunities to participate in info-educational activities through
outings sponsored by external partners. Children enjoyed visits to the Singapore
Discovery Centre, Singapore Botanical Gardens, Sentosa, MICA and Singapore
Polytechnic for various activities.
W.A.Y. (‘We Are Youth’ - Youth
Programme)
A total of 81 youths benefitted from the W.A.Y.
programme.
‘Chill Out Cabin’ provided a safe place for youths
to hang out with their friends and engage in
entertaining games under staff supervision.
Here, staff engaged youths by educating
and affirming positive behaviour. Structured
activities and events such as guitar lessons,
pizza-making and a Christmas party provided
platforms for youths to express themselves
through meaningful activities and learn
functional skills.
Youths were guided in their development
(physical, psychological, emotional and social
aspects) in ‘Project REACH’ which saw volunteer
mentors acting as positive role models.
‘Project SHINE’ provided opportunities for youths to develop their self-esteem,
confidence through healthy interests and pursuits. Youths participated in Megazip
(flying fox) at Sentosa in June 2011.
Care Connection and Elderly Drop-in Services
A total number of 109 seniors benefitted from Club 88 drop-in service and programmes. Active ageing and social bonding for seniors
residing within the Centre’s service boundary was promoted through psycho-social and interest group activities. Another area of focus
was in developing physical conditioning such as morning exercises and chair yoga. Elderly cognitive development was also carried out
through activities such as craft work, English and singing lessons, often conducted by dedicated volunteers who were seniors themselves.
Senior members took pride in being active participants and contributed back to the community through their enthusiastic performance
at the Centre’s outreach event to the Ghim Moh community in December 2011.
