Commission Action Report Title: Downtown Accessibility Improvement Project Proposed Agenda Date: September 2, 2014 Presented by: Justin Pregont, Director of Public Works & Utilities BACKGROUND:  The ADA Advisory Board and City Commission recently initiated a new downtown accessibility cost‐
share program in hopes of partnering with property owners to improve the condition and accessibility of downtown pedestrian corridors (public sidewalks). Unfortunately, despite online promotional materials, radio programming, and personal interaction from members of the ADA advisory board with several downtown property owners, the program has failed to gain any traction. After a couple of months, the City has yet to receive any serious interest in the program.  With the intent of providing accessible routes between key destinations such as the Atchison Housing Authority, the Commercial Street Mall, City Hall, the Atchison Public Library, the Atchison YMCA, and Achievement Services among others, ADA board members are holding firm with their recommendation to fund these downtown accessibility improvements, whether they are cost‐shared or not. This proposal, exactly as presented to you this afternoon, was unanimously supported by the ADA Advisory Board at their last meeting.  City staff walked throughout downtown Atchison looking for the worst offenders in terms of conditions or designs that presented barriers to accessibility. These barriers come in a variety of forms such as poorly placed light poles, noncompliant ramps, badly deteriorated concrete surfaces, and noncompliant slopes. Ramps comprise the biggest part of the scope of work at a count of 49 ramps. FINANCIAL CONSIDERATIONS:  This project has a recommended budget of $50,000, which composes the entirety of the 2014 “ADA Renovations” line item in the Capital Improvement Plan.  City staff is currently working with the City's curb and sidewalk contractor to add this work at the existing contractual rates. If the contractor does not agree to the work at those rates, the project would then be put out for competitive bid. LEGAL CONSIDERATIONS:  The proposed work shall comply with ADA Accessibility Guidelines. POLICY CONSIDERATION:  This program would modify the existing, although relatively new, cost‐share model for downtown accessibility improvements. 5

Commission Action Report Title: Storm Recovery Repairs at the Amelia Earhart Airport Proposed Agenda Date: September 2, 2014 Presented by: Clinton McNemee, Deputy Director of Public Works & Utilities BACKGROUND: 



On July 7th, 2014, a microburst or similar‐type wind event occurred at the Amelia Earhart Airport, destroying a building comprised of nine t‐hangar bays. Debris from that building, ranging from nails up to entire sections of roof, were strewn southward over the top of another set of hangars, settling up to 300 ft. away near the terminal area. Five city structures were directly affected by the event: the terminal, the maintenance hangar, the North t‐hangars, the South t‐hangars, and the fuel tank shelter. In addition to the damaged buildings, large sections of chain‐link fencing were damaged, a flag pole was destroyed, several trees were severely damaged, and the antenna that operates the runway lights had to be replaced. The recovery plan started immediately with debris removal. Truckloads of mangled metal and lumber were hauled away, and downed electric lines were disconnected. The remaining portions of the North t‐hangars were soon demolished in cooperation with the FBO and hangar tenants to ensure that trapped aircraft would not sustain further damages. The runway lighting antenna was also replaced as soon as possible. The next phase of this recovery plan is to repair the damaged structures listed above, and the last phase will be the eventual replacement of the destroyed hangars. For consideration at this time are bids to make repairs on the damaged chain‐link fence and bids to perform various repairs to the buildings (roof panels, shingles, soffits, vent pipe, downspout, wood siding...etc.) FINANCIAL CONSIDERATIONS:  City staff received two quotes for replacing the damaged fence: Premier Fence KC 7,584.00 Amerifence Corp. 6,515.00  City staff also received two quotes for performing various repairs on damaged buildings: L & L Construction 19,300.00 Kearney Construction 16,119.00  The city has received an insurance check in the amount of $152,065.10 which is an initial payment. The overall insurance payment may be adjusted once the hangar replacement cost is finalized.  The combined low bids for the fence and building repairs totals $22,634.00. 10

Costs already associated with the storm recovery include debris removal and hangar demolition at $6,705.00 and electrical repairs and antenna replacement at $2,347.77, totaling $9,052.77. LEGAL CONSIDERATIONS:  None POLICY CONSIDERATION: 

MEMO TO: Atchison City Commission FROM: Justin Pregont, Director of Public Works & Utilities DATE: September 2, 2014 SUBJECT: 2014 Fall Leaf Cleanup: Program Changes Several years ago, the City of Atchison began advertising a “Fall Leaf Cleanup” program, which asked residents to rake their fallen leaves out into the street to be collected by the City’s Public Works Department. (Streets Division). This program has become rather highly utilized. For example, last year our entire Streets Division spent approximately six weeks of aggregated time working to remove fallen leaves from the City’s streets. With fall upon us, we are just weeks away from receiving calls from the public asking us to come collect leaves that they have already raked out into the street. That being the case, I intend to begin publicizing new materials that effectively end the practice of collecting leaves from the street. The reasons for this program change are detailed below: 1. Fallen leaves and grass clippings can plug storm drains, which floods streets and inhibits the capacity of our storm and combined sewer systems. Localized street flooding can be a hazard to the traveling public and in extreme circumstances can cause flooding of buildings or other structures. These plugged drains also result in additional overtime expenses for our on‐call personnel. 2. Our Streets Division spent over 650 staff hours last fall doing leaf collection activities. The opportunity cost of these expended staff hours to our street sweeping, asphalting, pothole filling, crack sealing, storm inlet repair, and street sign repair operations is just too steep. Any and all of the listed operations are a better use of our limited staff hours. 3. The large piles of leaves that accumulate in the streets can make on‐street parking for neighbors difficult, especially the older parts of the City that have limited access to private driveways. Our new message will be to keep fallen leaves and grass clippings on the property, off of the sidewalks, and out of the streets. Hopefully, this new message will take root and we’ll buy ourselves more time for more critical operations in the future. In conjunction with this new message, we will be sure to promote the availability of our special yard waste collection service that is undertaken every Wednesday by our Solid Waste & Recycling Division. Leaves and other yard wastes can be placed in either paper/biodegradable bags or hard sided containers that make for easy dumping by our staff. Vice Mayor Reavis called the meeting to order at 4:30 p.m.

Mr. Cocking gave the invocation.

PLEDGE OF ALLEGIANCE.

PROCLAMATIONS.
None.
V.
PUBLIC FORUM.
Leigh Anne Savaiinaea, representing the local Live Pink Breast Cancer Awareness Team, said the
team plans another Pinktoberfest event October 11th from 9-11 a.m. She asked permission to hang
bras on the viaduct. Commissioner Bower moved to grant permission for the Pinktoberfest event,
seconded by Commissioner Hartman. The motion passed by a 4-0 vote.
Carol Kwan invited the public to attend an open house at the Riverbend International School, 1900 N.
2nd St., on Saturday, Aug. 23rd, from 9-11 a.m.
Todd Bieber said he received a utility bill for $70 minimum charge. He felt this was an excessive
amount to pay for an empty house.
VI.
NEW BUSINESS.
A.
SALE OF CITY-OWNED LOT AT 1315 COMMERCIAL STREET:
Ms. Leif noted that three bids were received to purchase the property at 1315 Commercial St. Joe
Noll bid $302.00. David Deware bid $500, and Mr. Deware’s tenants, Joe and Christine Deware, bid
$500. David Deware indicated to staff that he would defer to Joe and Christine Deware’s bid.
Commissioner Hartman made a motion to aware the bid to Joe Noll. The motion died for lack of a
second.

Commissioner Bower moved to award the bid to David Deware for $500 because David Deware is an
adjacent property owner. Commissioner Purcell seconded. The motion passed by a 4-0 vote.
B.
APPROVE ADDITIONAL CONCRETE TESTING SERVICES:
Mr. Mathews said Alpha Omega Geotech, Inc., the company supplying concrete testing services for
the storage tank and water treatment plant improvements, greatly underestimated the amount of
testing that would be required for the projects. He asked the Commission to authorize $15,000 to
complete the concrete testing.
Commissioner Bower moved to authorize an additional $15,000 for concrete testing services
provided by Alpha Omega Geotech, Inc. Commissioner Hartman seconded. The motion passed 4-0.
C.
FORT LEAVENWORTH POTENTIAL FORCE REDUCTION:
Jack Walker, Deputy to the Garrison Commander at Fort Leavenworth, discussed possible reductions
in military and civilian personnel due to proposed federal sequestration cuts. He spoke about the
impact of the force reduction on the region. The Army is accepting public comments on the
Supplemental Programmatic Environmental Assessment (SPEA) through August 25, 2014.
The City Commission directed staff to submit comments to the U.S. Army regarding the negative
impact the proposed reductions would have on the Atchison community.

APPROVE MEMORANDUM OF UNDERSTANDING BETWEEN LOIS AKERS AND THE
CITY OF ATCHISON.
Commissioner Bower moved to adopt the Consent Agenda, seconded by Commissioner Hartman.
The motion passed 4-0.
IX.
INFORMATIONAL ITEMS.
Mr. Cocking introduced Zach McNulty, reporter for the Atchison Globe.
Mr. Cocking introduced Andrew Dilts, new project manager with the Public Works Department.
Mr. Cocking noted the next meeting is scheduled for Tuesday, September 2nd after the Labor Day
holiday.

Mr. Bower said he visited a town recently that had purchased a glass grinding machine.

Commissioner Bower moved to recess into executive session for 20 minutes, seconded by
Commissioner Purcell. The motion carried by a 4-0 vote.
The meeting recessed at 5:12 p.m., and reconvened at 5:32 p.m.
