Four-time Olympian and Xavier University Alum
Jason Parker demonstrated once again why
he’s considered one of the top marksmen in the
world after he claimed the International Shooting
Sport Federation (ISSF) World Cup Final trophy
in the Men’s Three-Position Rifle event
Thursday in Bangkok, Thailand on October 25.

Sergeant First Class Parker (USAMU/Omaha,
Neb.) won the ISSF World Cup Final beating
Han Jinseop of South Korea and Olympic finalist
Ole Krsitian Bryhn of Norway.
“It feels great to win the ISSF World Cup Final,”
Parker said.
Ranked ninth in the world, Parker finished in 30th place in London at the 2012
Olympic Games after posting a 1,159 in the qualifying round. He earned his invitation
to Bangkok after winning the Milan World Cup earlier this season.

The 38-year-old Parker, no stranger to the World Cup Finals after six previous visits,
made it to the final round with a head-start of four points after shooting an 1,171. He
would manage his advantage right to the last shot. Scoring 95.5 points during the
final, Parker finished on the highest step of the podium with an overall score of
1266.5 points.

“Entering the final with such an advantage made me a bit nervous. I need a bit of
pressure, to do well in finals.” Parker added. “I have been competing in World Cup
Finals since 1998, and dreaming of a gold medal since then. It’s finally around my
neck, and it feels great!”
SERVING OHIO WITH PRIDE
SINCE 1934
“I will now use the winter break to test some new materials, and to get ready for the
next ISSF World Cup season.” Parker concluded.
Parker shot for Rifle Coach Alan Joseph at Xavier.

A Message from the President
Bob Sacco
[email protected]
Allow me to introduce
myself, I’m Bob Sacco
and I was elected ORPA
President by the Trustees
at the Annual meeting Nov.
10, 2012. It is my pleasure
and a great honor to serve
the ORPA membership. I
must start off with thanks
and appreciation for our
Past – President Gwen
Bailey. I can’t say enough
about her leadership of
ORPA over the last three
years. Gwen has gone
above and beyond to
represent ORPA at
matches, women’s events
and with the NRA. If you
see Gwen out and about,
take the time to thank her
for her service to the
association.
My background is in Law
Enforcement with over 39
years of service with the

competitor along with trap
and skeet. I’m most likely a
Marksman for life. I have
served the Association as a
Vice-President and was
Cowboy Action Director as
a Trustee. Cowboy is
probably my favorite

positive experience. ORPA is
committed to continuing our
quality junior programs and
actively seeking young
people to be introduced to
the discipline of the gun.
ORPA exists to help foster
all the shooting disciplines,
sponsor state level
competitions, be a bridge
from our local clubs to the
NRA and most importantly
be the voice of Ohio
shooters and hunters in the
ongoing struggle to maintain
our Second Amendment
freedoms.
To insure the future of Ohio’s
Second Amendment rights,
ORPA has always supported
programs that train children
in the safe use of firearms. To
further its support of youth
sports shooting ORPA plans
to promote other Ohio junior
programs.
Under the leadership of
trustee Shannon Cherry,
ORPA will compile a
resource website of youth
programs including firearms
safety courses, introductory
shooting classes, junior
teams, youth hunting days,
gun clinics, etc. This website
will provide information for
families looking for youth
programs in their area and
will also create a forum for
program directors to share
ideas.

The Proposed UN Arms Treaty: Should Gun Owners be Worried?
by Attorney Ken Kabb
Hardly a week goes by
without comment in the press
about the soon to be
reopened discussions at the
United Nations on the stalled
treaty on arms trade.
Opinions range widely on
how much of a threat it is to
firearms ownership and our
important
Second
Amendment rights.
On its face, the treaty
purports to regulate only the
international transfer of the
implements of war. How
does it interact with our
Constitution and Presidential
powers?
In order for a treaty (but not
an executive agreement) to
become binding on the
United States, the Senate
must provide its advice and
consent to treaty ratification
by a two thirds majority.
Self-executing treaties have
a status equal to federal
statute, superior to state law,
and inferior to the
Constitution. Executive
agreements may or may not
have equal status, and are
similarly superior to state law
and inferior to the
Constitution. Treaties or
executive agreements that are
not self-executing have limited
status domestically; rather
they depend on implementing
legislation or regulations.
How the courts will handle
this is sometimes difficult to
predict. (“International Law

The 2012 ORPA Two-Gun Pheasant Challenge
by ORPA Hunting Chair Don Hunter
The Ohio Rifle and Pistol Association held their
first ever Hunt Challenge this past October at Brier
Oak Hunt Club near Bellevue, Ohio. ORPA
rewarded trophies for the top three in Flushing
Class and for the top three in the Pointing Class.
For the Hunt Challenge, four birds were placed
in a grass field and the hunters received a twenty
minute time limit to hunt.
Scoring was a combination of full and partial
retrieves, the number of birds in hand, the shells
used and the time. The weather was nice and the
event ran well. Next year a youth category is being
considered. To be placed on a contact list for the
2013 Hunt Challenge please contact Don Hunter
at [email protected] or (567) 278-1551.
Mike Thoma holds the 3rd place trophy for his dog Bow in the pointing class.
Paul Walker holds
the 1st place trophy in the Flushing
Class for his Lab
Tasha.
Don Hunter holds
the Second Place
trophy with his
Springer Mr. Miles.

Help ORPA – Request an Electronic Gunsmoke
If you haven’t already done so, please request to receive the
email version of ORPA’s newsletter, Gunsmoke. By opting
to receive the electronic version, you will join a group of
members who have already saved ORPA hundreds of dollars
on printing and shipping charges. ORPA can now use the
funds to strengthen and expand its core programs including
state competitions, teams and clinics.
Many members believe that the Electronic Gunsmoke is a
superior to its paper counterpart. It appears in full color and
arrives several weeks before the printed version. The
electronic version also includes links to websites including
ORPA’s online calendar, and Facebook page.
The tickets for ORPA’s annual sweepstakes will be mailed
to electronic subscribers.
To request an Electronic Gunsmoke, please email Editor
Rachel Scofield at [email protected].
As you move forward into the New Year, please
remember to submit your 2013 club schedules to ORPA
for inclusion in Gunsmoke and on ORPA’s website.
Please email Editor Rachel Scofield at
[email protected] or mail the schedules to her at: 125
Gayle Drive, Pickerington, Ohio 43147. Thank you and
have a happy holiday season!
