“While you continue to increase our taxes,
you communicate a surplus of over $30 million,”
he said. He wondered how the city can justify
such an expenditure. Executive-committee
vice-president De Cotis pointed out to him
that the expenditure in question wasn’t only
$23.5 million, but “a major investment” of $38.8
million to improve public transit in Laval.

Laval city council’s June 7 public meeting.
Name change debate
Among the many items on the long agenda
of business being considered by the councillors was one calling for them to approve
changing the name of the building on Pie-X
Blvd. to the Pierre Creamer Arena. Born in
Chomedey, Pierre Creamer was head coach of
the Pittsburgh Penguins during the 1987–88
NHL season. He is the brother-in-law of former
NHL star Mike Bossy.
While no one seemed to object to changing
the name, or the name that was chosen as the
replacement for that matter, some eyebrows
were raised about the fact that the decision was
made without outward consultation and away
from public scrutiny by the urban planning
committee.
“There’s something that’s not working in the
transmission of information,” said Fabreville
councillor Michel Trottier. “Nobody is in
disagreement with this,” he added, suggesting
that more documentation on the decisions of
the CCU should be made available with the
city council agenda. “It would be interesting to
have more transparency from the CCU,” he said.

department which in turn passed it onto the

During a segment of the meeting devoted to
councillors special issues, Chomedey councillor Aglaia Revelakis pointed out that a senior
citizen from her district seated in the audience
had recently set a shining example of someone
excelling at physical fitness while contributing
to a good cause.
During the Laval Firemen’s Festival, David
Applebaum completed more than 20 kilometres
during the event’s marathon and exceeded a
personal record. “It’s great to see a person of
that age who is so actively involved in sports,”
Revelakis told the Laval News.
I think we should all participate next year and
take part in the marathon also, either walking or
running. It would be an initiative for everyone
to follow in Mr. Applebaum’s steps.”
During question period, a man named Joseph
Petraglia of rue de Fribourg in Laval’s Duvernay
district asked about a recent announcement by
the Société de Transport de Laval (STL) that
it plans to spend more than $23.5 million on
public transit improvements by the end of this

Transport Ministry for work to create and renovate bike paths, to create new bus lanes, all of
which would contribute to a more environmentally-friendly public transportation system. $15.3
million of it will come from the city.

of free expression for Laval’s women.

Health-care spending increases point to
unsustainable future
Provincial governments need to start re-examining how their health-care dollars are
spent or implementing meaningful health-care reform now
Health care is the single largest budget item
for every provincial government in Canada.
Increases in spending on health care can therefore have a significant impact on resources available for other government programs (such as
education and social services), the tax system,
and the government’s fiscal balance and debt.
Based on the historical trends observed
over the last 15 years or so, in addition
to expectations regarding inflation and a
growing (and ageing) population, healthcare spending is projected to consume an
increasing portion of both program spending
and the economy.
A new study by the Fraser Institute estimates
that, across Canada, health-care spending by
provincial governments will grow from consuming 40.6 per cent of total program spending (in
2015) to 47.6 per cent (in 2030). By comparison, health care represented 34.4 per cent of
program spending in 1998.
Trudeau government’s next challenge:
taking Australia’s refugees?
The debate that has been raging since last
year over the issue of what to do with the
hundreds of thousands of refugees fleeing
Syria and the Middle East is taking on overtones reminiscent of the buck passing that was
characteristic of the world’s attitude towards
Jewish refugees fleeing Europe before World
War II and the Holocaust that followed.
Refugee crises, which send large waves of
people into new global regions, test not only
our capacity for tolerance. History tells us
they’re also a testing ground for hateful political
ideas and ideologies. Political leaders, who see
growing public impatience over rising numbers
of new immigrants, will sometimes seize on
opportunities to promote intolerance, while
offering to close our borders to people fleeing
tyranny and crushing economic hardship.
Australia, which is currently undergoing
some political turmoil of its own over the
acceptance of refugees, is apparently on the
verge of making a formal request to send a
large number of its asylum seekers to Canada, a
country which has already accepted and resettled more than 25,000 such people. Australia
is in the midst of a federal election campaign
in which the refugee question has become a
central issue.
With right-wing anti-refugee sentiment
growing in Europe, and with voters in the
United States poised to decide whether they
too want to go that route by voting hardline
and protectionist presidential candidate
Donald Trump into office, the global refugee
defence movement has turned to Canadian
Prime Minister Justin Trudeau as the upholder
of like-minded values.
In Australia, where measures to deal with
refugee-acceptance predate the Syrian crisis by
more than 15 years, Australian Prime Minister
Malcolm Turnbull remains unmoved by widespread reports of the treatment of more than
1,000 asylum seekers who have been detained
for years in camps on islands thousands of
kilometres off the Australian coast where the
living conditions were described by Amnesty
International as “tantamount to torture.”
After an Iranian man and a Somali woman
set themselves on fire in protest in an Australian
detention camp recently, Turnbull is reported
to have said that Australians “cannot be mistyeyed about this.” He persisted with the hardline, which has since been adopted by all other
mainstream Australian political parties.
When Marine Le Pen, leader of France’s
far-right anti-immigration National Front
party paid a visit to Quebec in March, it was
clear in her remarks that she was trying to stir
up global approval for the National Front’s
intolerance – much in the way that the Fascists
and Nazis of a bygone era tried to forge a global
common front.
What was also clear was that she was telling
the Trudeau government, on its own territory
and in clear defiance of accepted diplomacy,
what it should be doing. During her visit, Le
Pen said Canada is on the wrong path with its
immigration policy. She described the federal
Liberal government’s decisions on immigration, particularly its welcoming of Syrian refugees, as “erroneous.”
She also said that Canada’s political leaders
have shown little regard for the consequences
of their decisions, and that these could include
accelerating the demands of religious minorities, such as providing space for prayer, or the
establishment of religious courts. “A multicultural society is a society in conflict,” the French
politician said.
As we consider strategy for the current refugee
crisis, let us not forget how most of the world
reacted in the late 1930s to the waves of Jewish
immigration which became inevitable because of
discriminatory, racist and anti-Semitic policies
in most of Europe. Nazi Germany profited from
the actions of nations – including Canada – that
refused Jewish refugees. They ended up agreeing
inadvertently with Fascist ideology.
Canada is a country which has grown strong
on its policies which generally are welcoming
and encouraging towards immigrants. The
position is based on an overall view that generosity tends to breed loyalty in those we take
in. Should the Trudeau government waver
in this commitment to continue upholding
the principles which define our immigration
policy, it would be a betrayal of the spirit of
openness which is a fundamental component
of the Canadian identity.

While every province is expected to see
health-care spending consume a larger portion
of their budget in the future, five provinces
(P.E.I., Nova Scotia, New Brunswick, Ontario and
British Columbia) will see health spending grow
close to or exceed 50 per cent of total program
spending. Only Quebec and Saskatchewan are
expected to keep health-care spending under 40
per cent of total program spending.
Notably, health-care spending by Canada’s
provincial governments (in total) is also
projected to consume a larger portion of country’s economy - growing from 7.3 per cent of
GDP in 2015 to 10.7 per cent in 2030. In particular, the Atlantic Provinces and Manitoba may see
health-care spending consume more than 15 per
cent of their provincial economies in the future.
Given the expected increases in the ratio of
health-care spending to both total program
spending and GDP, it’s clear we are facing a
fiscally unsustainable future. If governments
continue along this path, there will have to
be either reductions in spending on other
programs, or higher taxation, higher deficits
and debt, or some combination of these three.
Of course, the examples of other countries with
universal health-care systems prove that increased
spending is not a necessary prerequisite for a better
health-care system. In fact, many countries spend
similarly (or less) than Canada does (including
public and private spending), and yet have more
medical resources, shorter wait times, and similar
(or better) outcomes. However, unlike Canada,
these countries generally incentivize hospitals
based on activity, require patients to share the
costs of treatment, and involve the private sector
(either as a partner, or an alternative) - all while
ensuring the promise of universally accessible care.
While Canadians and their elected policymakers will have to ultimately decide which of
these policies to experiment with and implement,
it’s clear that the current model will become
increasingly unsustainable from an economic
standpoint. Provincial governments need to either
re-examine how their health-care dollars are spent
and implement meaningful health-care reform or
face the consequences of fewer resources for other
programs, an increased tax burden, or larger debt.

Ouellette said that he and Habel wanted to
take the time to make a special announcement
since a more general statement on funding for
school repairs from the education ministry
had been made a few weeks earlier. “These
investments are being directly allocated to help
our schools and our students,” he said. “We
are giving our youth all the tools necessary to
succeed and reach their full potential.”
For school board chairwoman Jennifer
Maccarone, the announcement was the perfect
ending to a school year that had its ups and
downs. “These generous sums announced by
the Ministry of Education and Sports go well
beyond school infrastructure since they will
ensure a safe and pleasant environment for
our youth, our staff and our community,” she
said. “We are delighted to receive these grants
which will enable us to carry out work in our
Laval facilities.”
“Our schools are so much more than buildings where people come to learn,” she added.
“They are the hubs of our community, especially
in the Anglophone community. Many of our
families come to get their social services, their
health services, to network, to learn a sport. So
this money and this announcement today is so
important to help our leaders in education make
their way down the path towards continued
success.”
In an interview, Maccarone noted that some
of the money going to Our Lady of Peace
Elementary will be used to improve the student
library which currently is within an unenclosed
alcove area of the school. “It’ll lovely when they
finally have a library that has a wall so the kids
can actually have a quiet place to come and not
have to worry about disturbing the other
classes,” she said, while adding that the work is
set to take place in the summer of 2017.

The schools receiving the funds are Hillcrest
Academy in Chomedey ($450,000), Souvenir
Elementary in Chomedey ($950,000), Twin
Elementary in Sainte-Rose ($600,000) and Our
Lady of Peace Elementary ($1,342,648).
“I’m really pleased to announce that in the
riding of Sainte-Rose nearly $2 million is going
to be allocated at two schools to improve the
quality of life of every student and every person
who is working in those schools,” Habel said,
addressing a small gathering in the Our Lady
of Peace student library.
According to Maccarone, the work that will
take place at the schools involves renovating
washrooms, changing windows, upgrading
exterior walls and improving, plumbing, drainage, heating and electrical systems.
“All these things maybe don’t sound so sexy,
but you know what they are so incredibly
important,” she said. “All of these elements are
really going to help our schools to become the
stimulating learning environment that they
need to be, not just to make our schools safe
but to make our schools places that our teachers and staff want to come to and where our
students and our parents feel proud as well to
say that this is our school.

Revised permit rules for construction renovation projects
below $ 5,000
The administration has addressed the delay
time in its issuing of construction certificates by
changing the criteria of building projects requiring permits. They will not require contractors/
citizens to obtain permits for minor structure
projects and renovations. Starting in June 2016
for buildings of one to three dwellings some
projects whose value is less than $ 5,000 will not
require a permit or approval from the Urban
Planning Department. This change simplifies
procedures for the execution of minor works.
As a result it is expected that this change
will free up man power to process requests
quicker thus improving the approval times for
permits of jobs in excess of $ 5,000 or more.
As there are technical criteria and exceptions
to every general policy citizens/contractors
are encouraged to check with the City of Laval
before beginning any projects to check whether
or not they need to obtain a permit.
Grant of $ 150,000 to fete the
30th anniversary of the Laval
Symphony Orchestra
To promote the celebration of the 30th
anniversary of the Laval Symphony Orchestra

(LSO) and its special programming this year the
Executive Committee have granted a subsidy
of $ 150,000 for this year’s operational budget.
The added financial support will allow the LSO
to expand this season’s repertoire.
In addition to its customary programming
and performances the orchestra will now also
schedule some lectures before performances,
open rehearsals to the public and plan events
in the classroom. Special accommodation
will be offered at centers for seniors and the
Laval Symphony Orchestra will offer three free
performances in parks and or on the river banks
of Laval this summer.
The city has been a major partner of the
Orchestra as close to 95% of Laval citizens have
benefited in some way from their productions.

member of the executive committee declared,
“the orchestra is cherished by Laval residents
and it is the vision of the City of Laval to
promote it within and beyond our borders.”
Inaugural ‘OSE’ event celebrate

On May 5th 2016 the City of Laval organized
the inaugural celebration of entrepreneurship
in Laval the ‘OSE 2016’. This new occasion
was conceived to promote entrepreneurship

The event concluded with an evening gala
at which the Laval winners of the 18th edition
of regional economic development awards, the
‘Defi OSEntreprendre’ were presented. There
are 16 winners, 10 in the Business Creation
division and most importantly 6 of the Student
Entrepreneurship division which involves
students as young as the elementary school
level. The winners will represent Laval in the
provincial gala the Grand Prix Desjardins held
later this year.
To provide participants with quality workshops and conferences the city of Laval contributed a sum of $ 50,000 to the Corporation of
the Salle André-Mathieu whose team was
responsible for the coordination of the technical services, rentals, as well as programming
of the event. “OSE Laval 2016, this is an event
that reaffirms our belief that Laval is a breeding
ground for business,” stated David De Cotis, vice
president of the Executive Committee responsible for economic development.

pools of 2016 tabled
The Executive Committee had approved
the program for its outdoor pools, authorizing
the organization of various aquatic activities
this summer in the 20 municipal pools and 8
wading water parks. The program also tabled
the management needs and budgets required
for human resources required to operate the
pools and registration activities.
Traditionally municipal pool openings
coincide with the onset of the school summer
break in time for the St. Jean Baptiste weekend. An exception this year is that there will
be a preseason opening of the newly renovated
Saint-Vincent-de-Paul pool on June 13th 2016.
“The extension of opening hours and generous
activities planned at the various pools promises
an eventful summer for Laval families,” declared
member of the executive David De Cotis. Laval
residents can refer to the exact programming
schedule of their regional outdoor pools and
wading pools at the local municipal sport and
leisure offices, (Bureau Municipale de Loisirs
et sports- BMLs).
Support for persons 65 and older
The administration will continue its subvention program for residents of Laval aged 65
and older (formerly the water tax rebate).
Residents who meet the eligibility requirements
of Regulation L-12221 can apply for a subsidy
of $100 per household occupied by at least one
person aged 65 whether tenant or owner or
$200 if at least one person aged 65 and over
receives the guaranteed income supplement
paid by the Government of Canada’s old age
security act.
In order to make the City of Laval increasingly inclusive, members of the executive
committee relaxed the regulation to grant a
subsidy to support people aged 65 and over.
Now the addition of “spouse” in the definition
aged over 65 years has made the payment of
the subsidy to a household as long as one of the
occupants whether they are the owner or renter

forms were mailed May 17th 2016 to people
who have received the grant in 2015.
For people making a first application, a downloadable version of the form is available on the
city website. Residents who were eligible and
did not receive a pre-application form and first

While on the subject of support for Laval’s
elderly, seniors are reminded that public transport provided by the local transport agency
(STL) is free for Laval seniors aged 65 and over
as of May 1st 2014. Laval’s senior residents can
ride on the Laval bus network for free as long
as they procure an OPUS card which can be
purchased for the price of $15 in cash. This
pass is available at the two AMT metropolitan ticket offices located in Laval (Cartier and
Montmorency Terminus). You must provide a
valid Identification card (with proof of age) and
a proof of residency (copy of property tax bill,
rental lease or hydro bill is generally acceptable).
Benefactors of this aide are reminded that
this free pass is not valid in train and metro
stations in Laval. The OPUS card that must be
purchased is valid for a period of 7 years.

((TLN) The City of Laval in conjunction
with the Société de Transport de Laval (STL)
and the Agence métropolitaine de transport
(AMT) held an information session last week
to explain measures being taken to facilitate
traffic this summer while major roadwork
projects are taking place in Laval. The city is
spending $15.3 million in addition to $23.5
million from the government of Quebec for
the realization of eight projects to improve
public transit in Laval.

Barbir, says an English services access plan for
the Laval area that was put into place before the
merger that created the CISSS last April will
continue to be implemented during the coming
year in preparation for a new access committee
that will create the next plan.

Addressing a meeting of the Agape - NPI
Special Partners held at Laval’s Cité de la Santé
hospital on June 2, the president and executive-director gave her assurances that the CISSS
would pursue the goals set out in the initial
plan. An English-speaking public health care
management professional since 1981, Barbir
said she became active in the francophone
system in 2003.
“I believe that health care needs to be
accessible to everybody who needs to be able
to receive services and for me the issue of
language is important,” she said at the beginning
of the meeting which was attended by up to
two dozen persons representing organizations
in and around Laval with a vested interest in
public health and social services.
Although CISSS de Laval is considered to be
a francophone institution, she noted that the
Jewish Rehabilitation Hospital has a bilingual
status, but the latter is now formally merged
with CISSS de Laval. Barbir said that after she

successful, I think that the committee worked
well together.”
Committee election coming
However, then came the merger more than
a year ago implementing the new CISSS, “and
so all our time was spent in the past year really
coping with what we needed to do to create
this new organization.” According to Barbir, an
election process will eventually be taking place
so that a regional English language services
committee can be set up.
“I have high hopes for the work that we’ll do
together,” she said. “In the meantime, the work
that we did before April 1 of last year, before the
integration and the merger, we managed with all
the work that we did to have a good access plan,
and the think that we need to do is put it into
place. So what we’re going to be working right
now is continuing the access plan that we have,
implementing it over the next year, and then
once the new committee is in place, then we’ll
build the next one. So we’re going to continue
in the same vein and for me it’s a wonderful
opportunity for me to meet with you.”

According to Lucie Germain who led the
presentation, they succeeded in establishing
a balance in waiting times for English- and
French-language clients following a period
when the waiting times for English clients was
longer. Seventeen per cent of the clientele at
the Laval CRDITED is English-speaking, said
Germain.
“The result that we expected was to have
a waiting time for both French-speaking and
English-speaking population that’s the same,”
she said. “We are very proud to announce that
this is achieved. There is now no disparity in
the waiting time for both populations. So all the
children and youth that didn’t make a request
were served within conformity to the access
plan and all the waits and delays are the same.”

the centre remains committed to following through on a plan to improve access

According to Germain who’s worked at the
CRDITED for a decade, eight or nine years ago
English-speaking people would wait three years
to get the department’s services. Now it’s down
to 10 months and within the limits allowed by
provincial health and social services legislation.
A presentation was also given on the
improvement of English-language services at
the Centre Jeunesse de Laval. Ian Williams, a
social worker at Agape, provided information
on English Speaking Adults in Need of
Specialized Mental Health Services.

AQDR hits back at Quebec Liberal government over ‘austerity’

In its latest annual report, the Laval/
Laurentian chapter of one of Quebec’s largest
lobby groups for retired and pre-retired people
criticizes the provincial Liberal government’s
austerity plan and says Quebec should be doing
more to level the field between rich and poor
rather than contributing to social inequalities.

means to do otherwise, it’s a question of choice.

and which contribute to creating a more just
Quebec, more egalitarian and more solidary,
rather than increasing the social inequalities,”
he continued.
According to Lynch, AQDR LavalLaurentides has joined with other like-minded
organizations to participate in several demonstrations, most notably one that took place last
May 1 with 500 people, which he said was the
largest of its kind held in Laval to date for that
purpose.

The AQDR Laval-Laurentides annual report
states that in the past year the organization
made the rounds of federal MPs and provincial
MNAs to raise their awareness of the financial
difficulties faced by many senior citizens and
the organizations that represent them. The most
notable problem they face, it said, is chronic
under-financing for home care services.
Commenting on the Liberal austerity
program during the meeting, Lynch noted that
the AQDR’s efforts haven’t generated much
reaction so far from certain provincial ministers. “I think they’re holding onto their money to
get themselves re-elected in two years,” he said.
Remember on election day
“I hope you’re all going to have memorized at
some point the fact that when they’re trying to
be re-elected, it will be important to remember
what they cut from community organizations.
They think we’re going to forget it because two,
three or four years will have gone by, but it’ll be
important to remember it.”

In the conclusion to the AQDR LavalLaurentides’ 2015-2016 report, Lynch writes
that “the repeated attacks on the rights acquired
by senior citizens over time, the many reductions in health services, the systematic increase
in taxes and tariffs as well as significant modifications in public retirement pensions have
multiplied over the past year.
“In this context, the AQDR has had to double
up its efforts in its vigilance mission in defence
of the rights of the senior population. I think

The Montreal Children’s Hospital Foundation
and radio stations CJAD 800, 96 Virgin Radio,
CHOM 97 7 and TSN Radio 690, are proud to
announce that the 2016 edition of the Caring
for Kids Radiothon, aired on June 2, raised
an outstanding $1,300,428 for the Montreal
Children’s Hospital’s young patients.
Live from the Children’s P.K. Subban fourstory Atrium, almost forty patients and their
families courageously shared how the hospital’s
professionals saved their children’s lives.
Responding to the call of their favourite hosts,
thousands of listeners joined the Circle of Hugs
with a monthly donation of $20 or more. The
final result clearly demonstrates their generosity.
In 13 years, more than $19.7 million have been
raised for the Children’s thanks to CJAD 800,
96 Virgin Radio, CHOM 97 7 and TSN Radio
690.
All funds raised go to the Healthy Kids Fund
to meet the most urgent needs of the hospital,
which include medical and surgical equipment
and funding for innovative projects.

Mayor Marc Demers pointed out that Bernier
got his introduction to hockey in the district of
Saint-Vincent-de-Paul. Demers also took the
opportunity to announce that the city is going
ahead with the development of an aquatic and
swimming complex at a cost of $57 million.
According to the mayor, the facility will provide
elite swimmers with a first-class centre for training. At the same time, it will allow Laval to host
major national swimming events.
Bernier inspires the athletes
For his part, Jonathan Bernier said he was
pleased to have been invited to present the
medals to Laval’s worthy young athletes. “Sports
has done a lot for me and each day brings new
challenges,” he said. “There have been highs and
lows in my career. It has not always been easy,
but thanks to my determination, hard work
and my passion for sports I have been able to
overcome barriers. I wish all of you the best
of luck in the future and may all your dreams
come true.”
In all, bronze medallions were awarded to 158
young Laval athletes and coaches for activity
at the provincial level. An additional 41 silver
medallions were given to those who competed
or assisted at Canadian national sports events,
while eight athletes and two coaches received
gold medallions after taking part in international sports events.

The $2,500 Alexandre Despatie Bursary was
awarded to Félix Dolci, a promising 14-year-old
gymnast who has already distinguished himself
in his sport internationally. The award recognizes tenacity and personal determination
comparable to the qualities demonstrated by
Canadian diving champ Alexandre Despatie
who is a resident of Laval. Félix Dolci is currently
training 30 hours per week as he prepares for
an attempt to qualify for the Olympics.

marks 10th successful year

On June 3, 4 and five, thousands of people
gathered at the Centropolis in downtown Laval
for the 10th annual Laval Firemen’s Festival.
“He’s been talking about it all day,” said Kathy
Ionta, referring to her pre-school son who
accompanied her and the rest of the family to
the main event on Saturday when the parade
of fire trucks took place. “It’s been our way of
getting him to behave so that he could see the
fire trucks today,” she said.
A day for the family
Angelo Iacono, Liberal MP for the riding of
Alfred-Pellan, also saw an opportunity to take
the family out on an interesting outing for the
day. He brought his two-year-old son, Gabriel,
to the festival. “He’s been dying to be on a fire
truck,” he said. “He got a little scared today hearing the sirens. But it’s a beautiful experience for
him and I can imagine for other kids as well.”
The festival opened on Friday evening with
musical presentations that included performances by Thomas Argouin of La Voix, as well
a firefighters’ musical group called Mozaïk,
accompanied by Rémi Chassé. Apart from the
arrival of the fire trucks on Saturday morning,
there was a range of fire safety activities around
the Centropolis.

Ex-NDP MP François Pilon among party’s unofficial candidates

The City of Laval’s newest municipal party,
the Parti Laval, held its first official fundraiser at
a Centropolis bar and grill on May 30, attracting up to 150 backers and curious potential
supporters.
Brought together by Fabre city councillor Michel Trottier, who was elected as an
independent three years ago but who briefly
joined the official opposition Action Laval, the
Parti Laval now has four city councillors under
its umbrella: Alain Lecompte (l’Orée-des-Bois),
Jean Coupal (Souvenir-Labelle), Pierre Anthian
(Laval-des-Rapides) and Trottier.
Disaffected former MLers
See themselves as true opposition
“We think of ourselves as the leading force of
opposition in Laval because we have three times
more elected members than the opposition
party that is considered official,” Anthian told
the Laval News. According to Anthian, the Parti
Laval fundraiser took in $15,000 from tickets
that sold at $100 each.
He said the party won’t be coming out with
a platform of positions until next year. “For the
time being we’re laying the foundations and
creating a team,” he said. “We are presenting
ourselves as the real opposition to the Demers
administration that we hope to replace in 2017.”
In an interview, Trottier described the
Parti Laval’s ambitions in a manner making
the fledgling party seem ironically like the
governing Mouvement Lavallois when it was
just beginning.
“We want to bring back pride to Laval,”
he said, echoing a sentiment the ML and its
leader, Mayor Marc Demers, have repeated time
and again since replacing the disgraced Parti
PRO des Lavallois and former mayor Gilles
Vaillancourt. “This pride expresses itself in a
way so that people can work in Laval, live in
Laval, relax and have fun in Laval, and so that

Except for Trottier, the three other councillors are disaffected former members of the
Mouvement Lavallois who left the mayor’s
party over the past year, citing dissatisfaction
over issues such as their non-appointment to
city council commissions or claiming a lack of
transparency at city hall.
While Action Laval was founded, is still led
by former mayoral candidate Jean-Claude-Gobé
and receives a six-digit subsidy each year for
research expenses as the official opposition, it
currently has just one elected member sitting
in city council: Councillor Aglaia Revelakis who
represents Chomedey.
As well, Action Laval hasn’t held a major
gathering of its members since the election in
2013, although its leader declared to the Laval
News as recently as just a few months ago
that he intends to run for mayor again in the
November 2017 elections. Thus some, especially
within the Parti Laval, have come to regard
the Parti Laval as more representative of an
opposition at Laval city hall.

Focus on Laval’s districts
In another similarity to the ML in the years
prior to its being elected, the Parti Laval,
according to Trottier, wants to increase focus
on the outlying areas in Laval’s districts and the
services provided there, rather than concentrating too tightly on the downtown core and the
big projects like Place Bell.
“What I feel is that the citizens of Laval want
quality services and facilities near where they
live so that they can live without having to drive
by car 20 kilometres to get to Place Bell,” he
said, while adding that the Parti Laval wants
to go far beyond anything the ML previously
proposed for improving services and facilities
in the districts of Laval.
While it was evident soon after Trottier took
office in 2013 as city councillor for Fabreville
that he was one of the most dynamic and
outspoken members of city council, it’s not an
absolute certainty at this point that he will be
the Parti Laval’s mayoral candidate. In another
similarity to the ML, the Parti Laval is incorporating a strong sense of democracy into its
governing principles, and in that sense Trottier
is now regarded only as the interim-leader until
a permanent one is chosen by the members.

is former NDP MP François Pilon. Pilon, who
represented the riding of Laval-Les Îles for
one term until last October’s federal election
when he was defeated, told the Laval News that
he was approached by Trottier to run for the
Parti Laval. “I had two or three meetings with
Michel,” he said. “They are well-organized and
they have the same vision as me for Laval.”

Fools Rush In
I’ve dated a man for a year and a half. I had my
doubts about our future since the day I met him,
but my love is so deep I always convince myself
there’s no one else for me. My family and friends,
however, tell me otherwise.
Our relationship has had ups and downs with
trust and slight physical abuse issues when alcohol
is involved.
He recently went on a vacation with my family.
On the last night we got into an argument and
the argument carried into the next day. We
were outside my parents’ house and he yelled
at me, swearing and all. My sister came out and
screamed at him, “Do not talk to my sister like
that.” He told her to shut the you-know-what up.
My sister is not fond of him and did not want
him on our vacation. Both their aggression came
out at once, however that does not excuse his
actions. He continued to disrespect my sister and
me in front of my entire family.
My whole family says he is not husband
material. Deep down I tell myself I should end
it because it’s not the first time I’ve felt this way.
But I’m struggling with this decision because my
love and bond with him is so strong. I’ve created a
strong relationship with his two children, another
reason my family doesn’t approve.
Since the argument he told me, “If I ever disrespect you in the slightest way again, then leave me
for good and I’ll understand.” He’s deeply sorry for
the way he spoke in front of my family.
I’m looking for strength and clarity. I’ve never
been good at breakups. I can’t picture my life
right now without him, but I don’t want to lose
my family’s respect.

he has no filter on his anger. That’s why you need

at breaking up is striking. People in love don’t

if you stay. It may
be hard to end this, but it will never be easier
than it is now. Above all, don’t let him get you
pregnant because then you will feel trapped.
When we say we are not good at something it
means that is what we need to work on. Perhaps
you need family and friends to help you with the
breakup. Perhaps your dad can help. Perhaps
you need to move back home for the time being
and change your mobile number.

Construction begins on Carrefour Santé 440
New comprehensive medical centre to open next year
(TLN) On May 26, Laval executive-committee vice-president David De Cotis and SaintMartin city councillor Aline Dib took part in a
ground-breaking ceremony marking the start of
construction on the new Carrefour Santé 440.
Many medical services
The new facility on the southern service road
of Autoroute 440 near Autoroute 13 will offer
a number of professional health services under
its roof when built. Notably it will have a family
medicine clinic, a sports medicine centre, a
surgical clinic for minor operations, an occupational therapy clinic, an orthotics/prosthetics
clinic and a diagnostic radiology clinic.
As well, there will also be services for
audiology, physiology and a pharmacy. The
ground-breaking took place with Dr. Pierre
Ranger, an orthopedics surgeon and director of
the Centre de médecine sportive de Laval, as well
as with numerous other partners in the project.
All under one roof
“This important project aims to improve
accessibility and quality of care for patients by
bringing together under one roof a variety of
services and professionals in health,” said Ronald
Laramée, developer and president for planning
of Plani Pro Inc.
The centre will have three storeys with more
than 300 parking spaces. Opening is foreseen
for February 2017. The family medicine clinic
will be opening a month later in March. Around
50 health professionals are expected to occupy
the building.
Laval applies to sponsor 2020 Jeux du Québec
City will have to meet certain conditions
(TLN) Mayor Marc Demers announced
during the Sports Laval Gala held last week
that the city has made a formal application
to host the finals for the 55th Jeux du Québec
being held in the summer of 2020.
“The City of Laval would very much like
to receive the largest multisports assembly
in Quebec,” Demers said in a statement. “We
are determined to answer to all the needs of
the best young athletes in the province, in
addition to putting at their disposal sports
infrastructures which are adequate.”
On June 1, the members of the execu-
tive-committee passed a resolution declaring
Laval’s candidacy and making a $3,000 deposit
for an evaluation of the city’s welcoming
capacity in conjunction with standards set by
Sports Québec.
Conditions must be met
The capacity is established based on six
criteria: food service, a central administration
centre, a location for ceremonies, competition facilities, lodging for athletes, delegates
and officials and the emplacement of all these
facilities over a territory.
“In addition to stimulating the economy and
tourism, obtaining the 2020 Jeux du Québec
would be for Laval an excellent occasion to
bring our sports infrastructure up to grade,”
added Demers. “I am thinking among other
things of Place Bell for the holding of ceremonies, of the future aquatics complex and the
Berge aux Quatre-Vents pour the swimming
trials in open water.”
It is now up to Sports Québec to analyse
Laval’s candidacy. If accepted, Laval would then
have to present a breakdown of how finances
would be handled, including the partnes and
sponsors.

Stunning Car Accident Stack
June 8 – Laval, Montreal, and Laurentians police officers, along with SQ officers, took part in a
drug bust early Wednesday morning that targeted a group of methamphetamine traffickers with
a drug-making lab in Val Morin. Five arrests were made and several thousand pills were seized.
Laval police had been leading the investigation since March. About 70 officers raided locations
in Chomedey, Val Morin, and Montreal.
June 2 – An 84-year-old man was taken to hospital after an extraordinary car accident that
landed the driver’s Buick on top of two parked BMWs. According to police, the elderly man was
driving along Boul. de la Concorde when he suffered a medical episode and lost control of his
car. The vehicle apparently hit a low wall which caused the car to sail through the air and land
on the parked cars. No one else was injured.

June 3 – An employee at Lounge Soound was shot in the arm around midnight last Friday
night by an unknown assailant. The man in his 30s was hit by one bullet, and with no apparent
motive, police are uncertain whether the victim was the target or hit by mistake.
The bar, located on Boul. Curé-Labelle, was closed for the rest of the night as police questioned
staff members and patrons. No arrests were made.

June 2 – Police are asking for the public’s help
to identify the suspect in an alleged break &
entry at a dépanneur in Chomedey. At about
3 a.m. on September 9, 2015, a man broke into
dépanneur FRUSH located on 83rd Ave. The
suspect removed the lock on the door using
tools, then he entered the store carrying a large
plastic bin, which he loaded with cartons of
cigarettes. He left on foot, headed south on
83rd to a black 4-door sedan that was apparently waiting for him.
The suspect is described as a white male,
about 55-years-old, 6 feet (1.83 m) tall, and
about 220 pounds (100 kg). He has grey hair
and a goatee. At the time of the crime, the
suspect was wearing a light blue t-shirt, jeans,

Grandparent Scam Top Fraudsters
Arrested
May 30 – Police released the names of six of the suspects who were arrested for running a scam
on hundreds of people across the country. The alleged head of the operation, Patrick Dinucci,
31, was arrested in Italy and will be extradited to Montreal.
Last month, 23 people in Montreal, Laval and Longueuil were arrested in connection with
the Grandparent Scam, and authorities revealed that five of those people were the leaders of
the scam that defrauded more than 500 seniors across the country. About 350 of those victims
were in Montreal, about 30 in Laval and Longueuil each, 80 elsewhere in Quebec, and others
scattered across the country.
The five alleged leaders are: Antonio Dinucci, 60, Victor Doron, 46, Poya Shan Moradi, 22,
Martin Renaud, 51, and André Westerhout, 31. The suspects are all charged with committing
fraud, conspiracy, and receiving stolen goods. Thirteen other people connected to the network
were arrested in 2014 and 2015.

Drug operation led by Laval police assisted by Montreal police and Sûreté du Québec
Laval Const. Franco DiGenova said officers have executed 10 search warrants in 10 different
locations in Laval, Montreal and the Laurentians.
“One of the addresses we visited is a laboratory that transforms powder into pills,” he said.
“These pills seem to be synthetic drugs and we seem to be talking about methamphetamines.”
DiGenova said five people have been arrested so far and he expects there will be more arrests.
He wouldn’t give the location of the drug lab as the raids are still underway.
Laval police are leading the operation, with help from Montreal police and the Sûreté du Québec.
A total of 75 officers are involved.

Leak happened near corner of Lévesque Boulevard West and 83rd Avenue
A major gas leak in the Chomedey district of Laval forced the evacuation of a seniors’ residence
and a number of homes around 8 a.m. Tuesday.
The leak occurred at the corner of Lévesque Boulevard West and 83rd Avenue.
Police say the leak has been sealed.
The 29 residents of the seniors’ home were allowed to return around 8:25 a.m.

June 1 – A senior police officer from Terrebonne is facing fraud charges after allegedly
misappropriating condo fees to the tune of nearly a quarter of a million dollars from the condo
complex where he lived. Lt. Daniel Fortier was arrested last week by the Laval police after the
alleged fraud was exposed by Fortier’s neighbours. The officer is accused of defrauding his
neighbours from the condo fees he was in charge of administrating between 2011 and 2013.
As the chairman of the board of the condo complex, Fortier administered the condo fees
from all 323 condos in the building at 2555 Havre des Iles, where the majority of residents
are seniors.
When concerned residents began digging into the condo fee finances, they discovered
blatant misuse of hundreds of thousands of dollars and a list of outrageous expenses including
restaurant dinners, football tickets, gifts and parties that had no relation to Fortier’s duties
as administrator. The condo association has since filed a $223,000 lawsuit against Fortier
and two other co-administrators.

On May 8, 2016, in Montréal, Paul Chan passed away at the age of 81
years. Aside from his wife, Marie-Claire, he leaves to mourn his children, Laval (Joyce), Isabelle (Kris), Marie F. (Ralph), Ariane (Sam), his
grandchildren: David, Kevin, Daniel, Éric, Sabrina, Stéphanie, Karen,
Melissa, Justin, Emma, Andrew, as well as many other relatives and
friends. Paul was a tenacious man who appreciated family and hard work before anything.
He was an astute entrepreneur who, because of his hard work, had many successful business ventures. He battled cancer in the same manner that he lived his life - never giving
up and always doing things differently. Paul was so proud of his children and grandchildren, and he loved sharing his wisdom with them. The family wishes to thank Dr Michael
Sebag for the great care given over the last 8 years.
