Tomas Emergency Recovery Project,
and intends to apply part of the
proceeds for consulting services.
The consulting services (“the
Services”) includes carrying out
a detailed physical inspection of
selected schools, technical reviews
of existing reports and preparations
of detailed designs for proposed
works and as such the consulting
firm shall be responsible for providing
technical assistance to the Ministry
of Infrastructure, Port Services
and Transport (MIPST) in carrying
out a condition survey and a plan
for improvement / retrofitting /
rehabilitation works for schools,
preparation of cost estimates and
engineering designs and bidding

of the proposed works at selected
schools. The Consulting Firm will
undertake a comprehensive structural
analysis of all building components,
propose the best civil and structural
methodology for construction of
works to be completed within the
shortest time and use the appropriate
design methodologies to prepare
designs taking into account multi
hazard resilient design principles. The
consultancy is to be undertaken over
a period of three months.
The
Ministry
of
Finance,
Economic Affairs, Planning and
Social Security now invites eligible
consulting firms (“Consultants”) to
indicate their interest in providing
the Services. Interested Consultants
should
provide
information
demonstrating that they have the
required qualifications and relevant
experience to perform the Services
(brochures, description of similar
assignments, experience in similar
conditions, availability of appropriate
skills among staff, etc.).
The
minimum
required
qualifications and experience are:
At least five years of experience in
design civil works
At
least
one
successfully
completed contract during the
past three years for detailed design
of civil engineering structures such
as public buildings with drainage
and other complex concrete type
structures with a value of the
works of at least US$1.0 Million
Consultants may associate to
enhance their qualifications. The
associations should clearly indicate
the form of the association (Jointventure or sub-consultancy; member
in charge; other member/s and or
sub-consultants). Joint ventures
should submit letters of intent
indicating their intent to form a joint
venture if awarded the contract and
shall provide the above mentioned
information for each member of the
joint venture.
A Consultant will be selected in
accordance with the Least Cost
Selection method in accordance
with the procedures set out in the
World Bank’s Guidelines: Selection
and Employment of Consultants by
World Bank Borrowers published in
May 2004, and revised in October
2006 and May 2010. (“Consultant
Guidelines”)..
