Dear Voter,
At the Pierce County Auditor’s Office, we’re turning over every stone to become more efficient. Some
call it “total quality management,” others call it “lean management” but, I call it digging. We are constantly looking to improve our services. We look at everything we do and ask:
• Does it add value to the customer? (Why are we doing this?)
• Is it required by law? (Is it a law that should be changed?)
• Can we perform this service in less time, or with less hassle or cost?
Most steps in the elections process are regulated and we don’t have any discretion in how we do it.
When we do have discretion, we really scrub.
Here are a few recent efficiencies that you are unlikely to notice, but will save public funds.
• “I Voted” stickers are no longer inserted into the Local Voters’ Pamphlet. The stickers didn’t
improve voter participation, but elimination saves $40,000 to $80,000 per year. This year we
are offering a digital version of the “I Voted” sticker so you can show your voting pride online.
• The “sample ballot” has been cut from the Local Voters’ Pamphlet. This may have been helpful
in the past for voters who went to polling places. With vote-by-mail, you have your actual ballot in your hands 18-days before the election. No need for an advance preview. This change cuts
eight pages and saves $10,000 to $20,000 per year in printing and postage.
• We’re going to join the 38 other Washington counties and open our ballot drop boxes 18-days
prior to the election. Our 27 boxes are popular and Pierce County leads the state in ballot deposit
options. Until now, we opened each box 45-days in advance of the election, instead of the 18-day
opening required by law. The extra effort of opening our boxes early didn’t add value. We averaged less than ten ballots per box! That saves $3,000 to $6,000 per year.
• Lastly, after we’ve used our existing supply of ballot envelopes, we intend to start printing in
one-color ink. You don’t mind, do you? Going to one-color envelopes will save $3,700 to $7,400
per year.

Why are there candidates and ballot measures in this pamphlet that are not on my ballot?
Your ballot will include only the measures and races on which you are eligible to vote. The ballot is
based on the districts in which you reside. This voters' pamphlet covers many different districts and as
a result, some items in this pamphlet may not appear on your ballot.
How are committees "for" or "against" a measure formed?
Districts are responsible for appointing committee members who agree to write statements. If a "for"
or "against" committee is not appointed by the deadline, the Pierce County Auditor's Office publishes a
notice seeking members for the committee.
What is the order of candidates in the local voters’ pamphlet?
Candidates in this pamphlet appear in the order they will appear on the ballot.

Statement: Eric Holdeman is an expert in port safety
and security, a small business owner and veteran of
the U.S. Army. He is a nationally recognized expert
in disaster preparedness, and writes for Emergency
Management Magazine. He is also the Director for the
Pacific Northwest Economic Region’s (PNWER) Center
for Regional Disaster Resilience, working to protect the
economic wellbeing of the Northwest.
The Port of Tacoma plays a major role in our region’s
economy, helping to generate tens of thousands of family wage jobs. Unfortunately, this is at risk because of
poor decision making by port leadership. Much of the
port’s infrastructure is outdated. One terminal has the
oldest cranes on the West Coast. A $700 million port
expansion was mismanaged.
Eric supports a “back to basics” approach to port management: preventive maintenance, more careful budgeting and better-planned expansions to the port. Additionally, the port has seen deaths and serious injuries in
recent months; safety is another priority for Eric.
Eric and his wife Mary have two grown children and
four grandchildren. The couple has lived in Puyallup for
25 years and they are active in their church. Eric enjoys
gardening. Both love spending time with their children
and grandchildren.

Coast are just a few of those challenges. I firmly believe
the investment we make today in both our terminals
and state wide infrastructure will pay great dividents for

I am proud the Port's committment to the environment.
As we build for the future, the footprint we leave behind
will be one that generations can point to as an example
of the right way. We need to continue working with the
ports of Puget Sound in cleaning our air while increasing our market share.
I have been very fortunate to have spent my entire working career on the waterfront. I have seen many changes
through the years and have been a part of some of
them, either as an officer of the Longshore Union or as a
Port Commissioner.

act as if they have all the answers without surveying the

confidence in their elected representatives because their
opinions don’t seem to make any difference or are simply ignored. It is time for the citizens’ voices to be heard
and become the deciding factor on community issues.

birth of our second child. We are committed to our community.
I’m running for office because we are concerned that
public safety services have been inadequate and unsustainable for too long. We need a fresh perspective. Our
community deserves a more thoughtful, analytical, and
data-driven approach to examine cost-effective options
and move forward. My experience analyzing problems
and advancing solutions will be a great asset to our
community. I ask for your vote.
Local government is of the people, by the people and for
the people
I purposely listen and solicit citizen comments on all
sides of an issue from a variety of sources. I vote accordingly, not to satisfy city bureaucracy or self-ego. I
pride myself as a council representative who is fiscally
responsible, sensitive to property taxes, reasonable in
funding city services and accountable for my voting
record. I am not just another voice in the choir, but an
independent council member who represents citizens. I
am a choice, not an echo. I ask for your support and vote

Statement: As a 14 year resident of DuPont, I understand why voters have lost trust in our city's leadership.
They built a Civic Center for public safety and city hall
staff members at a cost of $21 million, as compared to
the original estimate of less than $14 million. Four years
later, the city is still struggling to meet this debt requirement. With my diverse background in finance, I can
bring a fresh perspective to this issue and work diligently to solve the budget crisis. I will not support excessive
spending or salary increases until the Civic Center debt
crisis is settled.
With the recent failure of Proposition 1, we lost valued
members of our Public Safety. We need to restore these
positions and then work to increase the service levels
for our growing city. We also need to solve our medical transport dilemma and bring Advanced Life Support
services to DuPont.

Statement: I feel it is important for a council member to
learn all sides of issues to arrive at the best positive outcome for whatever comes to council for consideration.
It is vital to develop the best communication possible
between the citizens of DuPont and City Hall. Also, we
need to be fiscally responsible and focus on sustainability. Continuing economic development to create a
greater tax base is also a given. I wish to help maintain
our community values and the rich quality of life we
have. Public safety is a top priority. We need to be looking at issues such as parking, road maintenance and
traffic flows resulting from more business growth.
I believe DuPont is the finest city in the south sound
area. I love the diversity, the beauty, the many activities
available to all residents, the concern for maintaining
our rich environment, the pride we can take in this city
and the quality of life here. Every day I'm thankful that I
found DuPont and chose to move here. I am honored to
do my part to sustain this wonderful city.

need open minded and focused council members who
will represent the entire community and serve with honesty and integrity. I can work collaboratively with fellow

Statement: I would appreciate your vote for re-election.
DuPont has nearly tripled in size since I first joined the
City Council in 2004, and it remains a great place to live,
work and play. While nearly all the credit goes to the
citizens themselves, the city has played an important
role. The city delivers targeted, effective and efficient
services. As a result, we have the lowest tax rates in the
area. Even if the recent levy had passed, we would still
have tax rates significantly below average.
Mistakes have been made. But I have listened and
learned, and I have some great thoughts about the
future of our beautiful city. I would like to bring to the
citizens some proposals regarding city trees, public
transportation, ambulance service, and others. The Sequalitchew Creek restoration efforts will need unbiased
and thoughtful attention.
Now is not the time to listen to the negative elements or
polarizing figures that would take our city backwards.
We continue to need a City Council that will work as a
team to solve our problems, with respect for each other
and our fellow citizens, even when we disagree. We
need to take DuPont forward. Re-elect John in 2013!

Statement: More than a decade ago the citizens of
DuPont passed the first EMS levy, and have renewed
that levy at every opportunity, yet we still do not have
reliable medical transport. The citizens need a clear understanding why the funds we provide are not sufficient
to provide the service we expect. My primary focus as a
councilman will be to resolve this issue with clarity and
finality.
The citizens of DuPont are wise, participating in community programs and the government process. Whether
it is through voting, survey responses, or direct contact
with city hall, DuPont citizens provide feedback. That
feedback appears to go largely ignored or misunderstood by our elected representatives. City council must
communicate with the community it represents. I will do
so effectively and without pretense.
DuPont City Council needs to reaffirm our vision with
quantifiable actions that address issues with the funding
and staffing of our core services, our approach to stewardship of both natural and manmade resources, and
our execution and timeliness on problem resolution.
DuPont is a great place to live because of its citizens and
they deserve a council that not only acknowledges their
voice but acts decisively to resolve community issues.

first term as a Councilman. I have learned much and
striven to timely respond to your input and represent
your interests in setting policy for our Town. As a Council we have faced several challenges including the collapse of the Martin Street culvert, revamping our Urban
Forestry Management plan, and a revamping of our fire
and life safety delivery. We also seized on many opportunities to improve our community infrastructure in a
manner that led to substantial grants to improve roads
at a fraction of what it would have cost our tax base
directly were we left to do it alone.
Council works diligently with staff and the community to
remain fiscally responsible, aware of limited resources,
and responsive to our citizens’ needs and desires. More
needs to be done as significant challenges remain. I
believe my record and service to date warrant your vote
to re-elect me to continue to serve you in Steilacoom
Council Position No. 3.

Special Election - Proposition No. 1
2% Utility Company Earnings Tax for Tacoma Street Improvements
Ballot Title
The City Council of the City of Tacoma adopted Substitute Resolution No. 38700 concerning an additional 2% earnings tax on
utility companies for streets. If passed, Proposition No. 1 would authorize the City to levy an additional 2% earnings tax on natural
gas, electric, and phone companies for the sole purpose of funding basic maintenance and safety upgrades City-wide, for roads,
arterials, and bridges; permanent pothole repairs; pedestrian safety improvement to crosswalks near schools, sidewalks and
intersections; repaving neighborhood streets; and improved signal timing, all as provided in Substitute Resolution No. 38700.
Should Proposition No. 1 be enacted into law?
Explanatory Statement
The citizens of Tacoma have consistently identified the condition of City roads as a major concern. Proposition No. 1 would provide dedicated funding for basic City-wide street maintenance and safety upgrades. The funds will be used for the sole purpose
of increasing maintenance and repairs to roads, arterials, and bridges; making permanent pothole repairs on local streets; adding
flashing beacons and safety crosswalks near neighborhood schools; making pedestrian safety upgrades to neighborhood sidewalks and intersections; repaving neighborhood streets; adding signal timing to improve traffic flow; coordinating road repairs
with water and sewer improvements; and making necessary maintenance and safety repairs to City bridges. If approved by the
voters, the City of Tacoma would levy an additional 2% earnings tax on natural gas, electrical energy, and telephone companies
pursuant to RCW 35.21.870. The additional earnings tax on these utility companies will generate approximately $10-$11 million
annually. If passed on to ratepayers, this would result in less than $5 in additional cost per month to the average Tacoma household.

Dedicated Sole Purpose Streets & Safety Upgrades funding - 2% tax on Utility Company Earnings. $10-11 million in
street improvements annually. Even if utility companies pass
on 2%, the cost to the average residential ratepayer would be
$4.72 per month. Tacoma utility rates still 30% lower than rest
of region. Endorsements: Firefighters, Pierce County Labor,
Building and Construction Trades.
Paying for Tacoma’s road maintenance with electricity, gas,
and phone taxes is the wrong tax. This 33% utility tax hike
falls unfairly and disproportionately on people and businesses
that use energy and phones, not on those who use roads. We
already pay millions for roads. What has the City done with
millions in transportation tax dollars? What’s the connection
between utilities and roads?
Please look at your current bills. We – not Tacoma Power or
utility companies – will pay this tax. Tacoma’s highest-wage
jobs will suffer because this tax hurts large power-dependent
employers. Schools, hospitals and local governments will pass
cost increases on to taxpayers. The Tacoma City Council wants
us to tax 77,000 Tacoma Power customers who live outside the
city limits but cannot vote on Prop 1. Fair-minded voters know
it’s unfair to make non-Tacoma residents pay for our roads.

In 2009, as a native of Monterrey , Mexico , I became the
first naturalized citizen from Mexico to be elected in the
State of Washington . I served 12 years in the U.S. Army.
I have lived in Pierce County for 36 years. In 1991, I
moved to University Place. I have been married to my
wife, Mary Kay, for 32 years and have four children.

Statement: Four years ago, I was elected to the University Place City Council at a point when our city was in
tough times. At the time, the community heard rumors
that the city was going bankrupt, Town Center should
given away at any price and the only choice for solvency
was to make extreme radical options to fix University
Place. Instead, I chose to focus on making decisions that
were in the best interest of everyone in the city.
In the past four years, the city has reopened the library
in Town Center and land sales and construction has happened. As a result of tough choices, we have a strong
budget made with adjustments to our city codes to assist new business growth and all without compromising
what makes University Place special.
Today, I am proud of what has been achieved in the last
four years and we need to keep moving forward. I will
work hard to accomplish what our residents find important without making promises I cannot keep. I am asking
for your vote for re-election to the University Place City
Council Pos #3 and I will always be there for you.

Statement: When the Army brought us back to Washington 11 years ago, we chose Puyallup for the schools

The district should address the alternatives to overcrowding,
safety and maintenance concerns. Is a $50 million new tax
the only solution? This levy increases property taxes paid to
schools by over 50%. For a $300,000 home, the new tax would
be over $400 a year. Let’s do better than a new tax that provides no immediate relief to overcrowding.
Value & Financial responsibility:
The school tax rate will remain the lowest in Pierce County.
The District will Save millions in interest payments with a
capital levy, compared to bonds. The District will incur No new
debt and be debt-free by 2019! May allow the District to qualify for matching state construction dollars. The District has a
proven track record delivering on capital projects promised.
This is a new tax on top of the existing levy and bond we are
presently paying. Families are struggling in this economy and
can’t afford another new tax.
This levy builds two schools, upgrades athletic fields and does
little for the other district schools. Is that fair?
Innovation & Strategic Partnerships:
New construction would allow for innovations including
Science, Technology, Engineering, and Math (STEM) in our
elementary schools. Washington state ranks #1 in STEM jobs,
let’s prepare our students for these jobs! Partners with community youth and athletic organizations to fund replacement
of aging turf fields.
We are a generous community but have reached the threshold
of what many families can afford to pay. There are alternatives.

This levy is about critical needs and student safety! Our community cannot afford a tragedy like Sandy Hook. This levy
provides safety upgrades for Every elementary school. It
replaces turf to keep our student athletes safe from injury. This

a makeover or new paint job. This levy returns tax rates to levels as recent as 2004, while still maintaining the lowest rates in
Pierce County.
The 2012 average score for Peninsula Schools is “good” or a “C”
grade. The priory should be learning outcomes not a new tax for

The Board of Fire Commissioners of Pierce County Fire Protection District No. 6 (Central Pierce Fire & Rescue) adopted Resolution No. 13-06 concerning a proposition to finance capital improvements to its facilities. If approved,
this proposition would authorize the District to remodel, replace and upgrade fire and life safety facilities throughout the District, to issue $39,800,000 of general obligation bonds maturing within a maximum term of 20 years,
and to levy and collect annual excess property taxes to repay the bonds, all as provided in Resolution No. 13-06.
Should Proposition No. 1 be approved or rejected?
Explanatory Statement
Passage of Proposition No. 1 will authorize Pierce County Fire Protection District No. 6 (Central Pierce Fire and
Rescue) to borrow $39,800,000 by issuing general obligation bonds. In accordance with Resolution No. 13-06 approving this proposition, the bonds will pay for remodeling, replacing and upgrading fire and life safety facilities
throughout the District. Capital projects include replacing the Parkland, Midland and downtown Puyallup stations.
The Spanaway Station (Headquarters) and the South Hill station will each receive a major remodel. All other fire
stations will receive improvements to structural stability, energy efficiency and response readiness. The District’s
training center will receive improvements that will allow the firefighters to train to the new Washington Administrative Code Standards taking effect in 2014. The bonds would be repaid out of annual property tax levies over a
period of 20 years. The levy rate is estimated to be $.16 per thousand dollars of assessed valuation, costing the
typical homeowner ($210,000 home) $3.00 per month or $36.00 per year.

Explanatory Statement
The Key Peninsula Metropolitan Park District seeks voter approval of Proposition No. 1 authorizing an excess
property tax levy for the purpose of funding operations and maintenance of park and recreation facilities, programs and services. This Proposition will authorize the District to collect up to a maximum amount of seven hundred thousand dollars ($700,000), at an approximate rate of $0.39 per $1,000 of assessed real property valuation
for a one-year period covering 2014. The Board of Park Commissioners finds that due to a substantial decline in
park revenues, the District will be unable to maintain current operations, facilities and programs, including parks,
playfields, playgrounds, programs, multi-use trails and summer camps without voter approval of this Proposition.
Property tax collections comprise approximately 75% of the District’s annual operating budget.
Approval of this Proposition would maintain the current level of services. Rejection of this Proposition would lead
to further reductions in service levels.
Statement For
Charged with acquiring and saving land, Key Pen Parks
did—over 1,200 acres—using almost $14,000,000 of
public and private grants and few local tax dollars. They
actually taxed us less than ¼ of what we authorized. The
Park Commissioners have steadfastly refused any salary.
In a recent survey residents said we wanted access, restrooms, parking, picnic areas, and trails. Money was budgeted anticipating this but, unfortunately, with reduced
property taxes available and other agencies claiming
more of the pie there will be almost No taxes revenues
allocated to Parks next year. This is not the Parks Commissioners fault; it's just the way property taxes were
allocated. Money set aside for development must now
be spent for operations. This one year levy will provide
operating revenue. The capital budget can then be used
for development. Parks has proved they are good stewards of our resources and responsive to our concerns.

sure that PenMet creates a park system that is suited to

park system and I want to continue PenMet’s great start.
Just as important, we have to prudently manage our
limited resources to ensure our parks stay open and

Q: My neighbor just got out of prison. Can he
vote?
A: Individuals convicted of a felony in Washington
State are allowed to vote once they are released
from the authority of the Department of Corrections (DOC).
Q: What does “under the authority” of the Department of Corrections (DOC) mean?
A: Any individual who is currently in prison or on
community supervision (probation or parole) is
considered under the authority of DOC.
If you are unsure about your status with the Department of Corrections (DOC), call them at (800)
430-9674. They’ll let you know if you’re still under
DOC authority.
Q: I committed a felony several years ago and
completed a short jail term. What do I need to do
to vote?
A: When you entered jail/prison, your voting
rights were cancelled. You will need to re-register
in order to start receiving ballots again.
You can register to vote by mail or in-person.
If you have a valid Washington State Driver’s
License or ID, you can even register online! See
page 6 of this booklet.
Q: How can we be sure that felons aren’t voting?
A: Three times a year, the Secretary of State uses
information provided by the Department of Corrections (DOC) and state courts to screen the voter
rolls. Felons who are under the authority of DOC
are immediately pended (preventing them from
voting). They are notified that their registration
will be cancelled in 30 days.
Q: Can someone with a criminal history run for
office?
A: For most elected positions, the only criteria
are that the candidate be a registered voter and
reside within the correct jurisdiction. If elected,

as long as they meet the office’s requirements and
