Overview on NPP development in Vietnam
State commitment
• June 3, 2008, National Assembly (Parliament)
approved the Law on Atomic Energy (the
comprehensive law on nuclear)
• November 25, 2009: NA approved the project to
invest for the first NPP in Ninh Thuan Province
• May 4, 2010, Prime-Minister issued decision No
580/QD-TTg to establish the State Steering
Committee on NPP Ninh Thuan in the head of a
Vice-PM (NEPIO)

Strategy on National Energy Development up to 2020
with the vision to 2050:
– Operation first unit (1,000MW) in 2020
– In 2050, Nuclear Power will provide 15-20% of consumption
Master Plan for National Power Development during
the period 2011-2020 with the vision to 2030 (MP VII)
– Operation of the first two units (2x1,000MW) in 2020
•
In 2025: 6,000 MW (6.2%)
•
In 2030: 10,700 MW (7.8%)
– 8 sites for NPP planned (in central provinces: Ninh
Thuan, Binh Dinh, Phu Yen, Ha Tinh and Quang Ngai)

• Ninh Thuan 1 (Russia): The application for Site and FS
approval is going to be officially submitted by Dec. 2013
• Ninh Thuan 2 (Japan): The application for Site and FS
approval is going to be officially submitted by Jul. 2013
(the unofficial reports are now available)
VARANS is preparing for the Technical Specifications
(Term Of Reference) of the bid’s document for
international consultant to support the Vietnam
Regulatory Body for evaluation of SAR (both Site and
FS approval phases)

PREPARATIONS
FOR THE CONSTRUCTION BY OTHER BODY
Vietnam Ministry of Construction carried out some works:
•Launch some circulars, technical documents relating to
construction works of NPP in Vietnam.
•Launch list of construction standards applying
construction works of NPP in Vietnam.
•Launch minimal requirements for construction works of
NPP in Vietnam (loadings, materials, planning,
environment, construction methods, quality management,
design, design review)
•Send 2,000 workers and engineers to Russia and Japan
for training with a focus on nuclear power construction,
starting from 2015
