CITY UPDATE: JULY 2ND - JULY 14TH
POLICE DEPARTMENT:
g Pursuant to a Madison County Court Order, Lt. Chuck Mackin and
Officer Doug Talbot transported evidence to Gary, Indiana for proper
destruction.
g During the past two weeks, Chief Evans and Major Wittenauer have
volunteered at the St. John’s United Church of Christ’s Homework
Help & Hoops program by assisting with a Physical Education class
for the kids.
g During the past 2 weeks, the following officers received training:
Officer Steve Pyrdeck and Tim Severine attended a one day
course, Narcan: Train the Trainer.
Lt. Gary Scaggs attended a one day course, Law Enforcement Preparation for School Violence.
Officer Josh Hunt and Officer Dan Porter attended a two day course, Taser Instructor.
Officer Ben Koertge took the Illinois Law Enforcement Training and Standards Board State
Certification Exam.
Officer Corey Martin has successfully completed Field Training and has begun working solo as a
patrol officer.
g After the horrific events in Dallas on July 7th, there has been an outpouring of support for our officers from
the residents and businesses of our community. Each day we have received cards, food, and kind
words. Although we are aware our community overwhelmingly supports us, it has been a nice affirmation
at a time that we are all filled with a variety of difficult emotions.
g During the previous fourteen (14) day period, CPD was involved in 1245 incidents. This includes both
calls for service and self-initiated activity (summary attached).
FIRE DEPARTMENT:
g Since July 1st the Fire Department responded on 35 fire calls, 107 ambulance runs, and 9 Motor vehicle
runs. We provided Mutual Aid to neighboring communities twice and received mutual twice. The night of
July 13th was especially busy do to a storm that rolled thru producing numerous problems with trees and
power lines down. We ran 25 calls in an 8 hour period on things from trees on houses, to lines down, to
motor vehicle crash, to a car fire. * The ambulance committee presented their proposal to the to the
Council at the Strategic Planning session for a new ambulance. They also requested the ambulance come
with new equipment on it when purchased and a chassis to remount an ambulance next year.
g The new Ford Expedition was striped and bids on a light package are being sought (see attached picture).
The stripe package is what all new vehicles will look like in the future
g Lt. Litteken and Lt. Lutz attended three days of training at the Madison County Building in Edwardsville
on New World Software.
g New Cradle point (routers) were installed on all three ambulances which will make transmissions to the
hospital more reliable.
FINANCE DEPARTMENT:
g Jamie has been working with Public Works to set up and test access cards for the new gas pumps located at
the Street Garage. The Street, Water and Waste Water Programs have already transitioned to fueling at

the new pumps. City Hall will be next, followed by the Fire and Police Departments.
g Tammy attended City Council meetings, 148B negotiations, ambulance committee presentation, and
department head meetings.
g Nicole, Jamie and Tammy met with UMB Bank representatives regarding the City’s various accounts and
purchasing cards. Security in the banking industry is constantly improving, so the Finance Department
works closely with UMB to make sure the City is current with its fraud detection and prevention efforts
(such as positive pay, ACH blocks/filters, etc.)
g April, Stacey, and Tammy responded to audit request from the Illinois Comptroller’s Office regarding the
Local Debt Recovery Program (LDRP.) As part of its annual review, LDRP staff randomly selected ten
debtors for the City to treat as “protests” to make sure the City is sending proper documentation and
notification to its debtors.
g Tammy attended a half-day seminar with the St. Louis Chapter of GFOA. The topics included
Harassment, FLSA, ADA, FMLA, Discharge and Discipline. The presenters were attorneys from the firm
McMahon Berger, which has an office in Collinsville.
g Tammy considered electric service contract because the current Illinois Power Marketing agreement
expires this month. The City’s utility tax auditors advised that Ameren’s prices are often better than
resellers because the market rates have been very unpredictable and sometimes go down. As such, she
intends to let the existing agreement lapse while she takes time to analyze the past contract and compare
pricing of competitors.
CITY CLERK’S OFFICE:
g Processed approved ordinances and resolutions from the June 27th and July 11th Council meetings and
distributed copies to appropriate staff as reference.
g Assisted committee with the road closure requests application for the Italian Fest event and parade,
September 16-17. Approval of resolution forthcoming.
g Assisted committee with the road closure request application for the annual Fall Festival, October 29,
hosted by the Collinsville Main Street Community Association.
g Processed minutes of the June 27th regular Council meeting.
g Attended Fire Dept. Ambulance Committee meeting to review proposed ambulance purchase and remount
plan.
g Processed minutes of the Community Appearance Board June 8th meeting in Legistar.
g Prepared agenda for the Community Appearance Board July 13th meeting in Legistar, distributed for
approval and posted accordingly.
g Prepared agenda for the Historic Preservation Commission July 20th meeting in Legistar, distributed for
approval and posted accordingly.
g Prepared staff report and presentation for public hearing to be held on July 20th before the Historic
Preservation Commission for landmark status of the Collinsville Memorial Public Library.
g Prepared staff report and presentation for public hearing to be held on July 20th before the Historic
Preservation Commission for landmark status of the Blum House.
g Consulted with City Engineer regarding the public hearing to be held on July 20th before the Historic
Preservation Commission for a certificate of appropriateness for City Hall (former exterior basement
stairs). Prepared supporting documents for presentation.
g Prepared Strategic Session and regular Council meeting agenda for 7/11/16 and submitted supporting

documents in Legistar.
g Updated interior directional signage at City Hall due to relocation of Circuit Clerk’s and courtroom.
g Processed Liquor License applications for CARD’s Splash City after-hours event.
g Reviewed BuildingStars’ (custodian) service agreement for Police Department. Termination letter was
mail at the direction of Lt. Herman. Request for Proposals to follow.
g Processed road closure request for CAMA – Benefit Car Cruise Block Party for Collinsville Food Pantry,
August 21 from 12-3pm on N. Center next to Bert’s Chuck Wagon.
g Processed bid packet and publication for FY 2016 Resurfacing Program, Project #CIP-602-16 through CIP
-614-16.

g Attending the Municipal Clerks of Illinois Summer Seminar in Naperville on July 14-15. Topics to be
discussed includes: Identity Theft and Common Scams, FOIA and OMA updates, Illinois Liquor Control
Commission’s new initiatives in licensing, mandatory BASSET certification, brewery licensing, Happy
Hour Law and local inspection partnerships. We will also host various committee meetings and reviewing
the proposed by-law changes for the MCI association.
CITY MANAGER/ADMINISTRATION:
g Attended the collective bargaining negotiation sessions with Local 148 (Water Plant) & 148B (City Hall).
g Coordinated bi-weekly Department Head meeting.
g Discussed status updates for recruitment and filling of the vacant positions of Community Development

(Jimmy John’s) to review site expansion associated with additional development projects.

Development to Administration, relocating the Shuttle Bus from the 2nd floor court room to Community
Development, and begin working on plan to transition the 2nd floor court room into a multi-purpose
meeting room.
g Coordinated the Community Development Department team meeting.
g Attended meeting to discuss the development requirements and project schedule for the proposed office
building on SR 159 in front of Cedarhurst.
g Met with the representative of Republic Services to review the current City waste contract and discuss
potential enhanced services and cost saving to the City.
g Met with representatives of Kruta Bakery to discuss expansion opportunities and options.
CABLE/VIDEO PRODUCTION COORDINATOR UPDATE:
g Ordered and implemented 2 way – radio phones for shuttle bus operations – these will either supplement or
replace the current cb radio.

g 43 code violations.
g CEO Verstraete responded at the request of CPD officers to an
address in Collinsville on 7/8/16 for code violations exterior and
interior. Ultimately the residence has been posted as uninhabitable. I will have more information to share on this property,
including photos and total violations at this address written for your next report. I need to speak with the
City Attorney Marshall Hilmes and get information from CPD officers before I can write up all of the
violations 45 Fence permit inspections – 3 were closed

WATER PLANT:
g Experienced mechanical problems with a fluoride feed equipment and Supervisory Control and Data
Acquisition (SCADA) system at the water plant. All issues have been resolved.

g Collected 18 of 32 monthly bacteria samples and annual Disinfectant By-Products (DBP) samples from
distribution system.
g Collected Nitrate samples from wells.
g Completed and submitted June IEPA report.
g Completed and submitted bi-annual Water Pollution Control Sludge Management report for the first half
of 2016.
g Shut down the water plant and cleaned the aerator of accumulation of iron deposits etc…
g Experience a power outage at the plant on July 13. Emergency power was engaged with no issues.
g The plant produced an average of 2.47million gallons per (MGD) over the past two week period.
WATER LINES DEPARTMENT:
g Service Technician performed 94 service disconnections for non-payment and 17 disconnections for broken
payment agreements during the past two week period.
g Responded to 112 JULIE locates.
g Readers read Districts 2 and 3 (1,306 and 1,547 meters respectively) and performed maintenance on
district services.
g Crew performed shop and vehicle maintenance.
g Crew installed 36 backflow prevention devices on water meters that were previously replaced.
g 2 Meter Readers read District 2 with 1,547 meters and performed maintenance on district.
g Crew exposed underground utilities in preparation of the replacement of service line @ 2125 N. Keebler.
g Crew installed 400’ of 2” PVC service line at 2125 Keebler Rd.
g Crew located valves and painted them for upcoming oil and chip list.
g Serviceman retired on July 1 after 28 years of service.
WASTEWATER PLANT:
g Continued routine daily plant operation.
g Submitted semi-annual sludge management report to the I-EPA.
g Plant maintenance chief performed regular, routine plant maintenance.
g Plant maintenance chief, and vendors removed #2 raw sewage pump and #1 return activated sludge pump
for repairs on the pump shafts and fit them with new mechanical seals.
g Maintenance chief, batch operator and vendor continue to make adjustments on pH probe and analyzer.
g Operators continued to perform their regular duties in and around the plant.
g A student from the Water Quality Control Operations Program at SIU-E continues to serve his 5 week
internship at the plant.
g Submitted Discharge Monitoring Report for June to state of Illinois EPA.
g Street Dept. construction crew hauling dirt from west side of the plant to the future water plant site.
SEWER LINES DEPARTMENT:
g Performed bi-weekly inspections of all 13 lift stations / read and recorded hour readings.
g Completed 122 JULIE locates requests during the past two week period.
g Sewer repair inspections performed at 108 Red Pine Ct.,715 Lillian, 211 W. Lincoln St., and 300 N.
Hesperia.

g Mowed all lift stations and misc. City owned properties.
g Assisted Culy Construction with the rehabilitation of 9 sanitary
sewer manholes (a total of 102.9 vertical feet). The rehab process
starts with power washing and removing debris from
th structure. A cementation liner is then sprayed on and trolled
down to a smooth finish. Once the new cement liner has set, a
composite / epoxy liner is sprayed on to complete
the
process. Our previous method of manhole rehabilitation was
a cured in place fiberglass liner with a cost of roughly $350 per
vertical foot The Mainstay method is $200 per vertical foot.
g Completed cleaning of equipment from the sludge storage tank
cleaning project.
g Dewatered sludge lagoon to keep lime stabilized sludge dry so that it can be land applied in August.
g 2 linesmen filling plant operator vacations and 1 linesman off on workers comp.
g Cleaned 2,382’ of sanitary sewer.
g Responded to a sewer block on 7/2/16 at 1116 Williams; no damage reported.
g Started storm sewers inspection process on the Clay St. The infrastructure will be evaluated to determine if
the storm drains are candidates for cured in place fiberglass liners or if they need to be replaced.
g Performed bi-weekly inspections of all 13 lift stations / read and recorded hour readings.
g The motor protection equipment in the Fornie Lane lift station electrical panel occurred on July 6th from a
suspected power surge. Repairs have been completed and all equipment is now operating properly.
g Assisted the Street Department with covering sanitary sewer manholes and water valves during the oil
and chip program.
g Assisted the construction crew with hauling dirt from the waste water plant to the new water plant site.
g Cleaned and televised all of the storm sewers on Clay Street in preparation for the upcoming Streetscape
Project. The storm water system was found to be in good enough condition to allow for future lining with
Cured In Place Pipe (CIPP). All data collected on the size and location of the storm water system will be
entered into the City's Geographical Information System (GIS).
g Start project to power wash all 13 sanitary lift stations.
