Managers’ report
I would like to encourage everyone to participate in the members survey included in this
month’s newsletter. This helps us prioritize improvements and future additions to the lakes
amenities. You can mail those back to us or just drop them off at the front office or the security
building when passing thru the gate.
We will be coming around as weather permits to make repairs to yards that may still have
damage from last year’s waste water improvements. If you need repairs made call the office
and get your name on the list.
As we gear up for the summer season you will see many projects going on so please be
patient with any inconvenience these improvements may cause. For example we will be
repairing, sealing, and re-painting the parking lot in front of the lodge. This will require that we
close off half of the parking lot at a time during those repairs.
As always I encourage all members to send me an email at [email protected] about
any questions or concerns they may have.

Board of Trustees Meeting
Saturday, April 9, 2011
President Redick called the meeting to order at 10:00 a.m. Pastor Keith gave the invocation. The Pledge of
Allegiance followed.
Roll Call: Present: Conners, Freeman, Kinney, Johnson, Lindy, McDulin, Purdin, Redick and Mgr. Cahall
Absent: Meyer
Minutes: The motion to approve the minutes of the March meeting as published in the April Waynoka
Newsletter was made by Purdin, seconded by Lindy and passed by those present.
Treasurer’s Report (Betty Purdin): Work is being done to further maximize and protect WPOA’s
financial assets. Property owners were encouraged to ask either the Treasurer or the Manager any questions
they might have about the finances of the WPOA.
Manager’s Report (Paul Cahall): Dues are coming in quicker this year than last. Revenue is up 3% and
expenses are down 9% ‘year over year’. The ‘graveling’ in the campground has been finished. Several
electrical issues have been addressed. A water main break was discovered and has been repaired. The
campground is open and ready for operation. The numbering of the campsites will be finished by May 1st as
will be the reconditioning of the parking lot of the Lodge, Lounge and Health/Rec Center complex.
Other Reports:
Security (Tim Redick): Redick presented Chief Ellis’ report because Ellis was in training for his deployment this summer. Several (17) stolen street signs were recovered on Tupelo Dr. and are being reinstalled.
The Chief asks all property owners to report to Security any suspicious activity around street signs that they
might observe. The Lake’s marine patrol officer attended the ODNA boater safety workshop last month.
Long Range Planning (Ron Gloss): The Board has reviewed and approved the survey that will be sent
as an insert to all WPOA members in the May newsletter. Everyone was encouraged to participate in this
survey as it will help determine the long range plan for Lake Waynoka. The website is very close to going on
line. John Buskey will share a presentation of the website during the Annual Meeting next Saturday.
Lake Advisory (George Kinney): The consultants from Mad Scientists & Associates will begin their
analysis of the Lake on Monday, April 11. (Phases I & II include mapping the lake bottom and samplings of
the sediment and suspended particles in the water.) Their report will be available in May.
Campground (Walt Robinson): The first campground meeting was held last weekend. The campers
told Mgr. Cahall how much the gravel is appreciated. He noted that several campground activities are being
planned (picnic, dances, etc.). All of the Board members were invited to attend the campground meetings.
The Chapel (Bonnie Keith): Keith reminded everyone to attend the special Easter program at the
Sardinia Elementary at 2 p.m. on Saturday, April 16th. It is a live presentation with a donkey, the crucifixion
and the resurrection supported with beautiful music and singers including the Lake Waynoka Chorus. The
Chapel will also have a special Palm Sunday service and an Easter Sunrise service followed by a breakfast,
the regular service and an egg hunt for the children during this Easter season.
Civic Club (Betty Purdin): The next meeting is Tuesday, April 26th at 7 p.m. The annual Lake Waynoka
yard sale is May 21st from 8 to 4:30. All property owners planning to participate were encouraged to contact
Valerie Bullock (446-4283) to be included on the map and to receive balloons to mark their locations.
Lake Committee (Prescilla Redick): The spring tournament is Saturday, April 16th from 8 to 4 and the
first Wednesday night tournament is the following Wednesday.
Redick also shared that there has been an overwhelming and unprecedented number of requests from
property owners to attend the Annual Board Meetings next Saturday. She thanked the Board for providing
additional monies to allow everyone on the present waiting list to attend.
Shawnee Squaws (Valerie Bullock/Joanne Coker): New officers will be elected at the meeting on
Wednesday, April 13th. Bullock will be stepping down as President after more than a decade of service to
this organization. Coker extended an invitation to all veterans living at Lake Waynoka to join the Shawnee

Waynoka News - Squaws and the Veterans from the VA Home in Georgetown on Friday, May 13th at 11 a.m. for their annual
Spring Picnic & Fishing Outing in the Lions’ Pavilion & at the Beach. All veterans should RSVP to Coker

Waynoka Tribe (Jim Beckley): About 4000 eggs were stuffed for the Easter Egg Hunt being held at
2 p.m. today! On June 11th a professional magician will perform free of charge for the children of Lake
Waynoka.
Watersports Club (Steve Johnson): The next meeting will be Sunday, June 5th at noon in the Lodge.
Ten students took the boater safety course and are now certified. The Poker Run is tentatively scheduled for
Saturday, July 30th. If interested in ‘being a stop’, please contact Johnson. Members of the club also offer
ski lessons and hands on boating operation training.

Unfinished Business: Pres. Redick shared his review of the workshop meeting of April 8th:

The finances were reviewed.

The Lake Advisory report was given.
3.
The Manager gave an extensive operations report for the month of March and the summer season.

Campground numbering was discussed.
5.
The proposed Keno in the Lounge has been tabled until the new Board is set.
6.
The possibility of an ATM machine is being considered.
7.
Several proposed policies/contracts for facility rental procedures were received for review.
8.
The survey for the property owners was discussed.
9.
Personnel policy updates were shared.
10. Additional monies were approved for the annual meeting.
New Business: none
Membership Concerns:
Betty Purdin (Lot #0062): Purdin asked that everyone continue to save aluminum cans to help raise the
monies needed for the fireworks Labor Day weekend.
Andy Bilhardt (Lot #453): Bilhardt encouraged those people who walk at the Lake to collect the cans that
others leave in the ditches for the fireworks fund. Bilhardt then shared his concern about a pavement repair
near Jim Meyer’s home that has shrunk over the years developing a crack that could be dangerous for
cyclists and skateboarders.
Vince DeVol (Lot #2857): DeVol shared that the siren at the Marina did not sound during the most recent
weather alert. He believes it has been over a year since the siren has worked even though attempts have been
made to repair it.
Bonnie Keith (Chapel): The Chapel will have an Easter dinner tomorrow from 11:30 to 2. Keith also
reminded everyone about the Memorial Day weekend breakfast at the campground.
Aristotle Roussos (Lot #458): Roussos expressed his appreciation and thanks to the WPOA Board and the
WRWSD Board, their committees and the long range planning committee, the Shawnee Squaws and all of
the others for the hours and hours that these individuals devote to our ‘great community’. Roussos acknowledged the work of Tim Redick and the others in the search for a new lake manager. Roussos stated that “they
walked out with a gem – Paul Cahall”.

WRWSD MEETNG - Fri., April 1, 2011
President Steve Johnson called the meeting to order at 8:00 a.m.
Roll Call: Present: Buskey, Doughman, Gloss, Johnson, Purdin, T. Redick, Rider, Plant Supt. Culver & Mgr. Cahall
Absent: Kirk (ex.)
Minutes: The minutes of the March 12th meeting were read and approved.
Treasurer’s Report (John Buskey): There was not a treasurer’s report because this meeting was on the
first day of the month before there was time for the March reports to be compiled.
Manager’s Report (Paul Cahall): The manager presented the WRWSD Trustees with copies of a contract
with The H2O Company of Georgetown. It provides the guaranteed availability of a plant operator, John C.
Van Harlingen, who holds Class III Operator certification for both wastewater works and water supply, in
the absence of Plant Supt. Culver due to vacation, training, extended illness, etc. A motion to approve this
contract will be made and voted upon at the meeting on Saturday, April 9, 2011.
Plant Supt.’s Report (George Culver): Culver shared details of the successes and the difficulties that are
being experienced reading the meters in the new automatic meter reading system. It was agreed that getting the GPS system totally operational and plugging the holes in the metal plates (at least temporarily, until
the company and the WRWSD come to an agreement on how to correct the difficulties being experienced)
should have top priority. The work being done to replace the rusted conduit at the sewer plant is about 75%
completed. The regularly scheduled testing of the water at the water plant shows that the original carbon in
the filters installed three years ago is still doing an adequate job. Culver and the Board discussed the need
for reclamation of yards this spring following the installation of the back-up check valves last fall. The
campground work is nearly finished.

Old Business: Gloss presented the WRWSD Trustees with copies of the revised WRWSD rules and regulations. Redick moved and Purdin seconded Motion #2011-04 to adopt the revised (as of April 1, 2011)
procedural rules and regulations of the Board of Trustees of the Waynoka Regional Water & Sewer District.
A vote was taken and the motion passed unanimously with 7 yea votes. Gloss then distributed the information each Board member would need to provide to create the WRWSD 2011 slate of officers for the annual
meeting.
New Business: Redick shared a request from the committee planning the annual meeting dinner for
additional funding to accommodate additional guests. Purdin moved and Doughman seconded Motion
#2011-05 to budget an additional $250.00 for the 2011 Annual Meeting dinner. A vote was taken and the
motion passed unanimously with 7 yea votes.
Other Business: Buskey shared that the new Lake Waynoka website should be ‘live’ in the next three to
four weeks if everything goes as planned. He thanked Asst. Recording Secretary Coker for typing the
WRWSD By-Laws into Word format for inclusion on the website. Redick shared his appreciation to his
fellow WRWSD Board members for the opportunity to serve with them during his three year term. Johnson
thanked the Board’s trustees for their support, help and guidance during his tenure of five years. He also
suggested that the meeting time for the workshop meeting be reviewed and possibly changed so as to allow
more property owners who are employed to participate on the WRWSD Board.
Adjournment: The motion to adjourn was made by Buskey and seconded by Doughman. All were in
favor and the meeting was adjourned at 9:31 a.m.

President Steve Johnson called the meeting to order at 9:30 a.m.

Minutes: The minutes of the April 1st workshop meeting were approved as read.
Treasurer’s Report (John Buskey): The cash balance (including CDs) in the WRWSD budget totaled
$864,279.15 as of March 31st. This balance reflects an increase of about $90,400.00 over February’s
balance due to the collection of water and sewer user fees which were billed in late February. In March
$20,800.00 in water availability fees, $31,700.00 in bond sewer assessments and $17,000.00 for two new
water and sewer taps were collected. The March expenses for the WRWSD were also lower than usual. The
Treasurer noted that about $30K of the month’s income was charged to credit cards (VISA or MasterCard)
by property owners. The use of this payment option has steadily increased since the service was first
offered. Buskey, Mgr. Cahall and Kay Bundy, the WRWSD account clerk, attended a financial management
seminar for utility officials on April 5, 2011. It was helpful in identifying things that the WRWSD is
doing well financially as well as giving them several suggestions as to how to improve the management of
the WRWSD monies. These suggestions will be shared with the Board in May.
Manager’s Report (Paul Cahall): Property owners need to be aware that employees are investigating the
best options to close the holes in the meter pit lids. It is important to remember that whatever is done does
not interfere with the operation of the automatic reading system and that monies are not spent doing something that doesn’t work. There have been a few ‘bumps in the road’ implementing this system. If any property owner has a question about a bill, please contact the office. Each bill will be reviewed on an individual
basis.

Pending Resolutions and Motions: Motion #2011-06 was made by Redick and seconded by Johnson to
approve the contract with The H20 Company to supply a Backup operator for the Waynoka Regional Water
and Sewer District. A vote was taken and the motion passed unanimously with 7 yea votes.

Prescilla Redick (Lot #1732): Redick shared that there has been an overwhelming and unprecedented
number of requests from property owners to attend the Annual Board Meetings next Saturday. She thanked
the Board for providing additional monies to allow everyone on the present waiting list to attend.
Jim Beckley (Lot #2870): Beckley asked if the ‘finish grade’ is going to be done in the yards of property
owners where the back-up check valves were installed and reclamation is needed. A property owner should
contact the water/sewer plant (446-3256) if he believes reclamation work is needed on his property.
Adjournment: The motion to adjourn was made by Purdin and seconded by Rider. All were in favor and the
meeting was adjourned at 9:43 a.m.

Lake Waynoka Chorus
At this reading, the chorus has performed at the annual
meeting of the WPOA. Six songs were on the program :
Beautiful Ohio, Blowing in the Wind, High Hopes, Wonderful
World, Edelweiss, and So Long-Farewell.
Our next performance will be patriotic songs at the
Veterans’ Home in Georgetown on Armed Services Day on
May 21st.
On the lake yard sale day, the chorus will sponsor a yard
sale at 103 Horse Shoe Drive. All the proceeds will go toward
the cost of the new keyboard. If anyone would like to donate
items, just contact Andrea at 446-9570. No clothes, please.

Swimming Lessons for the 2011 Season
The evening set of swimming lessons will be;
June 20-23; 27-30 from 5:30 - 7:00. Everyone needs
to come on the 20th at 5:30 for screening at which time
students will be assigned to class times.
The first morning set of swimming lessons will be; July 5 - 8; 11 - 14.
Please note the first week is Tuesday through Friday rather than the usual
Monday through Thursday because Monday is the 4th of July.
The second morning set of swimming lessons will be July 18 -21; 25 - 28.
Both sets of morning lessons follow these times;
9:00-9:45 Advanced Beginners
9:45-10:30 Beginner 3 - need to know front crawl, crawl stroke, elementary backstroke, ability to swim laps and work in deep end
10:30-11:00 Beginner 2 - needs to know how to float on front and back,
front crawl
11:00-11:30 Beginner 1 (main pool) - no skills needed
11:30-Noon Beginner 1 (baby pool) - no skills needed
Each set of lessons are supposed to run one week, 7 days but since we do not
have lessons on the weekend, they are spread across the two weeks.
Lifeguard classes will be given by the American Red Cross Cincinnati
Chapter May 30 - June 10. All registration to be completed on line at the Red
Cross Chapter class for Lake Waynoka. Participants must be age 15 years or
older and will meet from 9:00-Noon on the 30th to compete prerequisites. The
swimming pretest includes lap swimming of an accurate American Crawl Stroke
and breast stroke, as well as retrieving a brick from the bottom of the 10 foot
and swimming with it at the surface of the water. Upon passing these prerequisites, participants will receive a schedule for the remainder of the class.
Guard Start classes will be available July 26 - 28 from 9:00 to Noon.
Participants must be ages 11-15 years.

Lake Waynoka Health & Recreational Center
Summer is just around the corner! We are preparing for a busy summer. This is always a fun
time of the year for our staff. It is exciting getting ready for our busiest time of the year June
through August.
Currently we are in the process of putting new games into the game room. The old ones will
be moved to the lounge and we will have new and exciting ones put in. This will give our younger
crowd a better selection of games and will add to the fun of hanging out in the game room.
We are also preparing for the opening of the outdoor pool. This is a very exciting time for us
every year. The pool will open on Saturday, May 28th. This years pool hours will be:
Monday -Thursday 12 noon to 8 pm. Friday - Sunday 11am - 9 pm.
We are looking forward to seeing all of you there!
Currently we have aerobics classes going on through the week and are planning for the new
classes in May. The instructor will still be Dana Bramel. The new schedule for May will be as
follows:
Monday- Aqua Zumba at 7pm. A fun pool party workout.
Tuesday- Step Fit at 9am. Designed for all ages.
Wednesday- Cardio Combat at 7pm. Get tough & beat the battle with keeping yourself fit.
Thursday- Senior Fit at 9am. Excellent workout with a relaxing yet up beat environment.
We are looking forward to seeing all of you in the upcoming weeks!

GRINDER PUMP REMINDER
Your grinder pump is not a garbage disposal. The following
items should never be put in your system:
*Egg shells *Fish scales *Cat litter
*Diapers, socks, rags or cloth of any kind
*Personal hygiene products *Oils or grease
*Strong chemicals (drain cleaner)
*Glass or metal objects.
If the above items are introduced into the system it could
result in premature failure of the pump and require service.
If the red light on the electric box is on it means the pump
is not working properly. Please call Security if you see your
light or your neighbors light on. Security will dispatch our
mechanics. 937-446-3214.
**DURING POWER OUTAGES WATER USAGE SHOULD

The Tribe had a GREAT turnout
for the rescheduled Easter egg hunt
on April 10th. Contests, eggs, candy and warm weather left everyone
smiling and a little bit sticky, but at
least dry! The Tribe will be selling
hot dogs, the best popcorn around
and other small items to eat on
Yard Sale day, so be sure to stop
by and say “hey”. Keep a watch for
our next planned events in June.
