posted on the front window of the City Hall of the City of Hudson Oaks, a place readily
accessible to the public at all times, on the 3rd day of August, 2016 at 5:00 p.m. and remained
continuously posted for at least 72 hours preceding said meeting, and that said notice was
posted in accordance with chapter 551 of the Texas Government Code.

Call to order/announcement of quorum
With a quorum present, the Regular Meeting of the Planning & Zoning Commission was called to
order by Vice-Chair Dale Wilkins at 7:06 p.m. on Tuesday, July 12, 2016, in the Council Chamber,
Hudson Oaks City Hall, 210 Hudson Oaks Drive, Hudson Oaks, Texas, 76087.

Citizen Comments
Vice-Chair Wilkins led the Commission in a moment of silence for Chairman Tim Carter.
Patrick Lawler, City Administrator, said a few words in memorial of the late Chairman Tim Carter,
who passed away on June 25, 2016. Chairman Carter served on the Planning and Zoning
Commission for 14 years, and served as Chairman for the past 11 years.

Consideration of Planning & Zoning Commission minutes for April 12, 2016.
ACTION: Motion made by Commission Member Judy and seconded by Commission Member
Parker to approve the Planning & Zoning Commission minutes for April 12, 2016. The motion
passed unanimously (5-0).
4.
Public hearing and discussion/recommendation on a request for a Replat, Lots 3R2-1, 3R2-2, 6R-1
& 6R-2, A.B. Cinema Development Addition, being 31.465 acres and being a replat of Lot 6, Block 1,
A.B. Cinema Development Addition, an addition to the City of Hudson Oaks and Weatherford,
according to the plat thereof recorded in Cabinet C, Page 353, Plat Records, Parker County, Texas
and also Lot 3R2, Block 1, A.B. Cinema Development, as recorded in Cabinet P, Page 208, Plat
Records, Parker County, Texas.
Vice-Chair Wilkins opened the public hearing at 7:19 p.m.
No citizen comment.
Vice-Chair Wilkins closed the public hearing at 7:19 p.m.
ACTION: Motion made by Commission Member Judy and seconded by Commission Member Davis
to recommend approval of Item 4, contingent of the approval by the City Engineer of the civil plans.
The motion passed, (5-0).

Recommend Approval
Staff Recommendation:
Recommend approval of an SUP for indoor/outdoor amusement center with the requirement
that the development meet the City’s noise regulations.
Prior Board or Council Action:
City Council and the Planning and Zoning Commission approved a planned development overlay
for Splash Kingdom Water Park.
Background Information/Analysis:
The proposed development will take approximately 3.09 acres from the Splash Kingdom
Development and add a family entertainment component to the complex. The proposed
development will be called Grand Adventure and include a go-kart track, putt-putt golf, and an
indoor entertainment facility.
The building is proposed at 10,200 square feet and the elevation meets the masonry
construction standards. Staff has reviewed the proposed development and the only concern is
noise generated by the go-kart track. The developer has agreed to use electric karts and will be
required to provide the City with proof of compliance with the Hudson Oaks noise nuisance
code.
