I would like to begin my article by publicly thanking the F.A.C.E.
membership for twenty outstanding years of dedication to our profession.
The level of professionalism displayed by the conference attendees from
the ceremonial opening session through the closing of the business
meeting on Saturday was exceptional. As conference Chairman, it is
always special to receive positive feedback from presenters and
speakers recognizing the commitment and enthusiasm that our code
enforcement officers exhibit while attending their sessions.
This year’s Program Committee worked extremely hard to put together a
conference worthy of celebrating those first twenty years and I believe
they surpassed all expectations. Again, I need to publicly recognize and
thank the 2009 Program Committee members: James Acosta, Monica
Anderson, Danielle Helmick, Debbi Leigh, Mark O’Connor and Sam
Sullivan for all their hard work and dedication. I need to also thank the
Institute of Government, particularly Marilyn Crotty and her staff, Susan
Pruchnicki and Michelle Gardner for everything they do in helping
ensure that our conference is a success every year.
Last year in my candidate speech, I said that being elected to the
position of 1st Vice President was a three year commitment. Well the first
year has come and gone with the success of our Annual Educational
Conference.

Now it is time to begin year two, and here are some of the items I will be addressing with the Board of
Directors on behalf of the membership this year: 1) Strategic Plan - Our Strategic Plan was
developed based on our vision, our mission and our goals for F.A.C.E. It is my responsibility to see
that we update and follow our plan; 2) Accreditation – I will assist and support our Sergeant of Arms
and Legislative Committee on allocating resources needed to secure the proper documentation
necessary to achieve State Recognition of our Certification Program; and 3) Professional
Representation – I will continue to represent the membership of F.A.C.E. as a knowledgeable
participant with city, county and state officials and agencies.
I would like to echo the words of our Past President, Shawn O’Rourke, in that we have a challenging
year ahead of us. Budget cuts and reduction in force are a reality for many of us in the profession of
code enforcement. We need to stick together, support each other, and remember that there is
strength in numbers. Keep your certifications and membership current. Don’t let something as small
as a $30 membership fee keep you from being an active participant in your professional organization.
In closing, the Board of Directors’ meetings are open to all members of F.A.C.E. and your attendance
at these meetings is most welcome. As President, I encourage all members to stay involved and
keep the lines of communication open between membership and your Board members.

Well, I am sure my section of this edition will
sound similar to the others, but here I go - that
was a great conference! It was great to see so
many folks from other agencies around the
state; to share ideas, successes, and failures;
and to gain new insights and friends in the
profession. This is truly one of the most
valuable aspects of any conference. We also
showed that this is a strong association with
strong membership and a dedication to this
profession. With all of the past presidents who
led the way and the steadiness of advice and
leadership from Bob Hamilton, F.A.C.E.
continues to be the association in the nation
for code enforcement.
I am very appreciative and honored to have
been your 2nd Vice President for the past two
years. Our committee accomplished quite a
bit, and now the reigns have been handed over
to another very competent and dedicated 2 nd
Vice President and his committee.
I am confident that education and training will
remain professional, contemporary and
valuable.

are interested, please let me know ASAP. We
have already begun working on next year’s
conference that will be in Orlando. One of our
goals is to bring more code enforcement
personnel into the training sessions - again, my
motto, by code enforcement for code
enforcement. If you have any suggestions,
thoughts or ideas please do not hesitate to get
them to me. Even if you are not on the
committee, I encourage your participation in
giving me your thoughts; this is your
conference and we need to know what you
would like to have.
I will continue to solicit articles for the
newsletter. We have come a long way towards
providing industry information and helpful hints
through our newsletter. It is not meant to be a
one-person show, so please submit articles or
at least ideas for articles so we can share your
valuable information.
As always, I encourage and solicit all feedback
on training and the F.A.C.E. courses - training
is the backbone of F.A.C.E., so we all need to
be involved.

I know everyone will say it, but another
successful conference is in the books. The
atmosphere
was
great,
the
classes
educational, and the networking fantastic. I am
sure everyone went home with a new
understanding of areas of code enforcement
we don’t deal with on a regular basis.
I am looking forward to serving as your 2nd Vice
President this year. The interest in education
and certification is overwhelming. I would like
to thank this year’s committee for volunteering
their knowledge and expertise. They are:
Monica Anderson, City of Oviedo, Allen
Berg, City of Winter Haven, Gwyn Herstein ,
City of Daytona Beach Shores, Skip
Margerum, City of Fort Lauderdale, Teresa
Myrick, Orange County, and Mike Titmuss,
City of Fort Myers. This group of members
will be busy this year moving forward on
updating Level II and finishing the F.A.C.E.
Trainer Notebook started last year.
Some other issues we will be looking at will be
the feasibility of on-line courses that may be
accepted as CEH’s, and other methods of
providing continuing education during these
tough economic times. All while continuing to
work with the IOG’s and PTI to ensure our
program remains relevant and retains its
reputation as the premier professional
certification program in Florida.
I would also like to ask for your help, by
providing your ideas of ways training may be
obtained to keep all of our members’
certifications current. This is OUR association
and I am sure many of you have wondered,
“Why don’t we do…?” Let us know what you
think. E-mail, call, fax, write, or any other way
you can communicate your ideas to the
committee.

I would like to take this opportunity to thank all
of those who attended the conference in

Naples for your encouragement and your
continued support during my tenure on the
Board. I have truly enjoyed working for and
with such a great group of people. I will
continue to do my very best for you all, as I am
sure the Board will also.
I hope you all had a good time; I know that I
did. It was great to have the chance to see
and talk to all of the familiar faces; but it was
also fun meeting and talking to people, I had
never met. I wish I had more time to meet all
of you, but I was busy trying to help, get my 16
hours in and also attend the scheduled Board
meetings.
While at the conference, I was able to help
some of you with your website problems and I
am hoping that my committee and I will be able
to do more to help you with your questions and
concerns. Let me take this opportunity to
thank our new President Terry Suggs, his
Program Committee and Marilyn Crotty and
her staff from the Institute of Government
(IOG) for a phenomenal conference. I enjoyed
everything: the hotel, classes, food and the
area, but most of all, I enjoyed talking with and
meeting the membership.
The Membership Committee and I will continue
to contact any of you who are in danger of
decertification, so if you get an e-mail or
telephone call from any of us, please contact
us as soon as possible, as time is of the
essence. I truly want everyone to consider
how important it is to keep up our certifications
and our membership. Numbers speak loudly
in Tallahassee, and with trying to get High
Risk, or even state recognition, we need to
make sure we continue to maintain our
certifications and membership, which are two
(2) different things. We are a professional
organization, with professional people. Each
one of us that has been certified has worked
hard studying. For most of us our
municipalities paid for this, but even more so, if
you had to pay for it yourself, we all know that
we can’t afford in these days and times to have
wasted our money.
My position also requires me to be the editor
for this newsletter, so I am asking all of you
who have something in your area that you or
your municipality are doing, or that has

happened that would be informative, funny or
helpful to others, please e-mail me the article
and I will try to get it into the newsletter. I will
be e-mailing everyone in a few days asking for
the same.
Take care of yourselves, and if you ever need
my assistance for anything, I will be glad to
help or find you someone who can. Thanks

I would like to take this opportunity to thank
those of you who were at the conference in
Naples and took the time to vote for your
Board of Directors. The conference, I feel, was
a very big success. For those of you who were
not there, I write this as your new Treasurer of
F.A.C.E. As I stated at the conference, the
F.A.C.E. financial records will always be open
to any F.A.C.E. member.
If you have
questions or concerns please call, write or email me and I will respond.
In my column, I will attempt to provide the
membership with a breakdown of the financial
records current balances, expenditures, and
deposits. As time goes on, I will respond to
requests for information, and add to the
column any newly requested information. I am
in the process of learning our accounting
system, and attempting to obtain new
signature cards for each account. I can provide
you this period with the checking and savings
account balances as listed on our ledgers, as
of June 23, 2009. Checking account balance
is $144,481.46; Scholarship account balance is
$8,405.39; and our Credit Union savings
account is $5,092.58, for a grand total of
$157,979.40. I am waiting on invoices to pay
from the conference, which these amounts do
not reflect.
I will also provide, in a separate listing, the
items I have in inventory for purchase by the
membership. Anyone wishing to purchase an
item can contact me directly and I can arrange
for the items to be shipped to you. In addition,
you can go to the F.A.C.E. website and click
on the “Merchandise” link to purchase the
items listed there directly from our vendor.

W OW! What a Great Conference! I had a
great time. All of your support overwhelmed
me in my quest to become your next
Secretary. I would personally like to thank all
of you who voted for me.
This is a great association. I look forward to
assisting F.A.C.E. in continuing to grow and
promote our membership.
I am looking forward to a great year and it is
my goal to work as hard for F.A.C.E. as both a
member of the Board, and a member of the
association as I did on my campaign.
I was very impressed by the conference. As
this was my first time having the opportunity to
attend a conference, I was very amazed at all
of the hard work and all of the effort the Board
and the various Committees put into making
such a great event happen!
As I completed my Level IV Certification just
prior to the Conference, I encourage all of you
to take this Level. I found it to be quite
different from any other Level offered
previously by F.A.C.E. This course gives a
whole new outlook on how we interact with the
public through code enforcement, as well as
reiterating the priority of Officer Safety. If you
have the opportunity to take this Level, please
do so, because it also touches on hazardous
materials and drug abuse.

First, I would like to thank everyone for reelecting me as your Sgt.-at-Arms. As I stated

Moving on to the position of
Immediate Past President – my role and duties
will be significantly diminished. It’s time for the
new blood to take over their respective tasks
and move forward.
Wow, I must say we had a great conference.
Seeing most of the Past Presidents and the
history behind F.A.C.E. was great. Donna
Wisniewski, our Historian, did an excellent job
in her presentation. The hotel staff did an
excellent job.
The Program Committee
deserves big congratulations given to them for
a job well done. Look further in this issue for
pictures from the conference.
I am very proud of what the past Board
accomplished, holding our first-ever Strategic
Planning Session, and initiating the recognition
of our Past Presidents at the 20th Annual
Conference and Training Seminar. I know that
the new Board is up to the future challenges of
our organization.

Judicial Committee for 2009-2010.

CONFERENCE WRAP-UP
The 20th Anniversary Conference for the Florida Association of Code Enforcement was held June 17th
– 20Th, 2009 in sunny Naples, Florida. The beauty of the Naples Grande Resort was only matched by
its outstanding customer service by the always-attentive staff. There were nearly 300 conference
attendees at this year’s annual educational seminar, of which 52 were “First Time Attendees.”
The opening session began with the Presentation of Colors by the Collier County Honor Guard and
what a great job they did followed by our very own Past President, Frank McDowell who graced us
with the singing of our National Anthem. The opening session concluded with the creation of the Past
Presidents Club, where each member was recognized for their individual accomplishments and
dedication to F.A.C.E., and presented with their Lifetime Membership Cards.
The conference training sessions were both informative and pertinent in the arena of code
enforcement. Classes such as “What Do I Do Now”? Skills to Effectively Deal with People I Don’t
Understand, Red Light Enforcement, Hoarding Animals, Vegetative Issues, Conflict Resolution,
Foreclosures, Erosion and Sediment Control, Managing a Code Enforcement Department in Tough
Times and International Property Maintenance Code taught by Carl Smart, President of the American
Association of Code Enforcement.
The League of Women Voters conducted the elections for the 2009-2010 F.A.C.E. Board of Directors
on Friday afternoon and the results were guarded under lock and key until the announcement at the
banquet later that same evening. Congratulation to President , Terry Suggs - Alachua County, 1st
Vice President , Frank Cassidy - City of Cape Coral, 2nd Vice President, Jim Dehne - City of
Lakeland, 3rd Vice President, Dorothy Hird – Seminole County, Sergeant at Arms, Hector Garcia –
City of Deltona, Treasurer, James Acosta – St. Johns County, Secretary, Lori Mobley – Town of
Howey-in-the-Hills and Immediate Past President, Shawn O’Rourke – City of Oviedo.
The 2009 Huskey Award was presented at the Banquet to this year’s recipient, Scott Hair of Bay
County. His staff nominated Scott for his hard work and his “Can Do Attitude”. On behalf of the
F.A.C.E. Board of Directors, I want to say congratulations, Scott on your success.
The Program Committee did a wonderful job decorating the room for Friday night’s Banquet and
Entertainment. For our 20th Anniversary, the committee thought it would be nice to dance and sing
along with live entertainment. What a fun time, the dance floor was crowded; people were singing
and Moments to Remember were belting out the tunes. Congratulations to Michelle Bradley of
Orange County, who was the winner of the 50/50 drawing and to Tom Gravagna, winner of the Bob
Hamilton Scholarship for the 2010 Conference. I would say all enjoyed the conference.
Thank you to the 2009 Conference Program Committee for a job well done.

There’s no Stress in Code Enforcement

If you have ever heard one of my training sessions, you have heard me ask, “What do code
enforcement officers do?” I ask people to sum up our job tasks in an easy snippet like- cops arrest
bad guys; fire personnel put out fires. I see these quick snap shots as a marketing tool and yet I can’t
seem to get there with code enforcement. My idea of what we do is as follows:
Code enforcement personnel enforce ordinances, property use regulations, zoning, statutes,
and other community regulations that preserve the quality of life, property values, and over all
economic viability of a community for those who live, work, play, and visit; we enforce these
regulations to protect the community from health, safety and welfare issues; we enforce those
codes and ordinances that reflect the personality and goals of the community we work in; we
protect communities from blight; and we strive to serve the community professionally, with
empathy and unwavering dedication.
WHAT?!
Exactly. Those of us in code enforcement have quite a task and we have discussed this many times
in the past. For now, let’s look at this from a personal stand point. What does it mean to have such a
daunting task? What does this do to the person filling the position? What does it mean about
training?
Let’s look at the first question - a task as in depth as ours requires many different “hats.” How many
times have you heard this? As an ex-cop, I remember priding myself with how many “hats” I used to
wear. As a code officer, I have come to realize there are many more “hats” I must wear in order to be
effective.
Hat #1 (really four hats) - Ordinance Experts: This hat actually requires us to wear several “subhats.” In order to be proficient at this one, we must be zoning experts; we must have a working
knowledge of development requirements; we must be skilled at the civic process of government and
the creation and adoption of ordinances; and we must be able to interpret the laws as they are written
and the intent of their application. We cannot simply enforce a law because it is there; we must
understand it and be able to explain it. Without having these processes understood, we are less able
to educate the community and working towards compliance becomes more difficult.
Hat #2- Teacher: As we constantly state, 99% of our job is education. In order to educate properly
we must be skilled teachers. We must have the basic understanding of cognitive thought and how
people process information. We must organize our thoughts and put them into understandable blocks
of information so that those who do not understand what we do and what we enforce can understand,
process, and apply. The “hat” of teacher can also include trainer for we also follow up and ensure
processes are being followed and are in line.
Hat #3- Motivator: This is huge in our business- after all is this not what we do? We motivate people
to conform, to comply. This means we inspire them, we solicit a positive response, and we work with
them to our common end, compliance. We guide and direct.
Hat #4 (really four hats) - Social Worker: As we are in a people business, we wear the hat of social
worker; this too brings with it “sub hats.” As social workers, we are psychologists, social scientists,
economists, and behavioral scientists. We are all of these as we talk to people and put the pieces
together as we try to find solutions. We must be all of these as we figure out what stands in the way
of compliance; what struggles people must be having that prevent them from being in compliance;

and then what resources we have at our disposal that can assist them. Once we pass through these
hats, like a social worker, and direct them to assistance.
Hat #5- Para-legal: This hat might be argued to be that of an attorney. The big difference is we do
not give legal advice. This hat requires us to understand the laws and rules that govern our
processes. This also includes the myriad of documents we must research and examine as our cases
progress. Then we must assemble our cases and have them at the ready for examination, review and
presentation.
This gives you an idea of the many hats we wear, and I know I left some of the others out, like trash
collector, lawn mower, board up crew, bug chaser, home inspector, property manager, and graffiti
painter (that makes 18 hats); but I think this illustrates my point - we are more than “just” a code
officer. Our jobs require skills and talents beyond basic understanding and application of the codes
and ordinances. We are in the people business and any time you are in this business, things are
never as simple as they seem.
The next question regards what this does to the person filling the position. On the first hand, this
means that the new code staff member must realize that if they are to become good at this business,
they are in for a long learning process. Every day we are learning something new about our jobs, but
more importantly, about who we are and how we handle ourselves. Code personnel are bombarded
with daily requirements of learning new information, new processes, and new ways to handle
situations. Once we get comfortable, we must learn some thing new. This means that the person
filling the position is never “there” at a point of high confidence: at a point 100% performance. Some
of us see this as an attraction to this business; but some see it as a challenge that they can never
meet. The person filling the position is never comfortable; always on high awareness; and always
challenged. Again, some of us like this.
So what does this mean about training? Obviously, we are never done training. We should always
be in a position of learning and adapting. The successful code enforcement personnel will be the
proverbial sponge - always absorbing information, skills and knowledge to become better each day.
When you put this all together, we have another reason to stress out. All of these topics lend
themselves to more stress. Now, let’s try to turn this into a positive, because the nature of the word
stress lends itself to being negative. I argue that stress is a good thing. Stress motivates us to take
action. In the case of the many hats, we should be motivated to work on our training and
advancement of our skills so these hats fit comfortably. We can be comfortable while being in a
changing and challenging environment. If we view stress as always a negative, it will work against us.
Take the full understanding of the challenges our jobs present and turn them into a positive. With all
of the cuts and fears of job loss, on what side of the coin do you want to be? The side that rolled over
and gave up when times got tough; or the side that continued to grow, to learn, and be challenged in
tough times. If the worse case scenario comes to be, the worst you did for yourself is develop your
skills, your resume, and your confidence. Wear your hats proudly for they illustrate who you are.

Tampa Bay Association of Code Enforcement (TBACE) TBACE is working on expanding
membership. Dues are only $10 a year. It's an inexpensive way to be included in training that helps

Gold Coast Association of Code Enforcement (GCACE) I would like to welcome those who are
new to Code Enforcement and are looking for a place to obtain CEH’S. You can contact me for time

quarterly, and has a four (4) hour F.A.C.E. approved class with each meeting. If you live in the
Panhandle from Escambia County east to Leon and Wakulla County, are not a member of our
chapter, and are interested in joining, contact Scott at the above number. You all need to maintain
your certifications. Being a member of our chapter is a great way of doing that. See you all soon.
Southwest Association of Code Enforcement (SWACE) As president of SWACE, I would like to
extend a personal invitation to attend our meetings and to join our chapter. We meet on the second

Central Florida Code Enforcement Association (CFCEA) CFCEA would like to take this
opportunity to congratulate the new Board of Directors for F.A.C.E. We wish you all success in your
endeavors. The Board of Directors of CFCEA has recently met and has decided to expand its
territory to include Lake County. We have had several requests from people in that area and we will
now be accepting applications for members in Lake County to join. We are also pleased to announce
that our website is up and running now. The website is still going through some construction but can
be accessed at www.cfcea.org . There, members will be able to find our newsletter and information on
the board. Soon we will be having a forum for members to discuss issue they are having. We need
information from you all!! We are looking for stories, whether code related or not. Send them and we
will put them on our website, we also need pictures. The board is continuing to find ways and ideas to
keep this organization running but we need your input also. We are here for you! This is your

RECERTIFICATION
Re-certification was due for the following by July 1, 2009. There is an extension until January 1, 2010
