Message from the Chief
Masaiyati,
Spring is officially here and people are enjoying the long days, please watch for the little
people.
March and April have been very busy, reviewing the budgets, attending Meetings here in
Teslin and Ottawa, attending Workshops and attending to ongoing government business.
Over the next little while I will be at the CYFN Leadership, Place making workshops on
Economic Development and of course back here at home in Teslin working with all our
citizens.
I would like to welcome Matt Thom as Executive Elder, Wes Wirth to the Executive
Department as Executive Manager and Jade McGinty to the position as Communications
Coordinator.
For a reminder, our Annual General Assembly will be held July 9-11, 2013 at Brooks Brook.
I look forward to seeing everyone together.

TTC welcomes new executive elder,
Matthew Thom. On March 21,2013, the Elders’ Council appointed Clan Leader Matt
Thom for the E.E. position.
Matt Thom is a respected elder and clan
leader for the Yanyedi clan.
Matt brings TTC a lot of tradition, culture
and knowledge of the Tlingit People.

HACES Program
The HACES (Heritage Art Culture Essential Skills Program) is just about complete, ending on April 26th, 2013. Students have enjoyed the program, experienced
a lot of new things, and developed new skills.
Through the 10 week program, students developed skills through the modules
which included Steps for Success, Introduction to Community Heritage, Research
Skills, Traditional Knowledge Management, Heritage Communications, Project
Management/Personal Path Exploration, Land Based Heritage, Language Management, Caring for Resources, Heritage Interpretation, Digital Photography and
Photoshop, Community Film Production (Wobbly Pop Productions), Presentation
Materials and Website Design. One of the projects that they completed was a short
film which the group produced, acted in, filmed, and edited. It was premiered at the
community supper, everyone had a good laugh and it seems that some of the students have “STAR” potential.
The students also honed their skills in researching, digital photography, computer
use, writing, and interviewing. Several guest speakers have assisted the group with
increasing their knowledge of heritage resources and professional standards of
handling artifacts. In addition, students have learned a lot about their personal
interests, learning styles, and working together as a group. Not to mention that in
addition to finding ways to manage, interpret, and celebrate heritage, along the way
they added to their understanding of local history and heritage.
Overall the students have had a lot of positive things to say about the course. As
with life we have had a few bumps in the road, which we consider a learning curve
for both the instructors and students. The students will be completing a project to
share with the community on what they learned through the program.

Resolution # 2
TTC ANNUAL OPERATING BUDGET ESTIMATES
2013-2014 FISCAL YEAR
WHEREAS the Teslin Tlingit Executive Council presented a Core Operating Budget Estimate (the
“ Core Budget”) for the fiscal year of 2013-2014 in the amount of $12,627,120.00 to the General
Council on March 19, 2013 (a copy of the Core Budget herein attached to this resolution);
WHEREAS the Core Budget includes:
(a) one time expenses in the amount of $2,212,973.00, as presented on pages 21 and 22 of the
budget presentation, will be funded from projected surpluses at March 31, 2013;
(b) Four Home Owner Grants to be funded from the Construction reserve in the amount of
$217,076.00; and
(c) the cost of living allowance is calculated at 1.7% for 2013-2014 year;
WHEREAS the General Council directs the Executive Council to make any decisions on where to
reduce the Core Budget should there be insufficient surpluses to address the one-time expenses;
WHEREAS the Executive Council is to provide the General Council with a 2013-2014 Budget
reporting package on or before the Annual General Assembly in July 2013 that will include the
work plans with identified milestones that will serve to gauge the progress against the established
objectives;
WHEREAS the Executive Council is to provide a summary of the departmental reviews of

Heritage, Capital & Infrastructure and Health & Social Services to the Elders Council, the Clans
and the Citizens in accordance with the process outlined in section 48.2 of the Administration &
Interpretation Act with a report to the Annual General Assembly in accordance with the process
outlined in section 48.3 of the Administration & Interpretation Act;
WHEREAS the departmental review summary will be completed in accordance with the laws of
general application, to protect the confidentiality of Teslin Tlingit personnel;
WHEREAS the reviews will not be implemented until such time as the General Council has the
opportunity to approve the reviews;
WHEREAS the General Council has the authority to approve the Core Budget in accordance
sections 10.9(b) and 22.3 of the TTC Constitution;
THEREFORE BE IT RESOLVED THAT the General Council approves the 2013-2014 Core
Budget as presented and as qualified by this resolution.

APPROVAL OF OFFICIAL TESLIN TLINGIT CONSTITUTION, MARCH 2013
WHEREAS the Teslin Tlingit Constitution has been amended eight times since July 24, 2008 to and
including March 20, 2013;
WHEREAS there are a various versions of Teslin Tlingit Constitution that are circulating within and
beyond the Teslin Tlingit government;
WHEREAS it is important that Teslin Tlingit Council have an official Constitution that is up to date and
accurate for legal and evidentiary purposes; and
WHEREAS the General Council has reviewed the most current Teslin Tlingit Constitution referenced as
RTTS 2013, a copy herein attached to this Resolution.
THEREFORE BE IT RESOLVED THAT the General Council approves the Teslin Tlingit Constitution,
RTTS 2013 as the official Teslin Tlingit Constitution to be referenced as Teslin Tlingit Constitution, March
2013; and
FURTHER BE IT RESOLVED THAT any and all Teslin Tlingit Constitutions that are either on the
Teslin Tlingit website or are circulated within the Teslin Tlingit government be retrieved and replaced with
the Teslin Tlingit Constitution, March 2013.

Heritage Sites
Work is continuing on the Atlin Trail this winter. The Heritage Department has been out working on the trail several times this winter, pushing further each time. Several individuals have
been involved in the work including Sandy Smarch, Tommy Dickson Jr., Daniel Smarch, Duane
McGinty, Phillip McLeod, Darryl Sheepway (TTC Lands), Mitch Rolands (RCMP), and Brian
Charles (TTC Heritage). The snow has been deep at times and the trail has been difficult to find
in some places, especially through the burn area, but we’ve pushed through and have almost
made it to the Yukon/B.C. border south of Grouse Creek (Figure 1).
Figure 1 shows the extent of our trail work up to
March 7, 2013.

was born, when they were working with surveyors
on the trail.

Figure 4 shows the trail crew Tommy Dickson Jr., Darryl Sheepway, and Daniel
Smarch stopped for lunch on the Atlin Trail.
As part of the work on the Atlin Trail, the TTC
Heritage Department conducted an interview with
TTC Elder Sam Johnston. He told us that the trail
was probably established by First Nation people as
a short cut to Atlin where there were bigger stores
and a hospital. Sam talked about the time when his
father, David Johnston, carried the mail in the summer and winter between Teslin and Atlin in the late
1920s and early 1930s. Sam also said that the RCMP
would use the Atlin Trail on their patrols with special
constables and that Billy Fox was one of the special
constables.
The other big project that the Heritage Department
is working on is the preservation of the Old House
in the Village (aka Freddie and Nina Johnston’s
house or Bobby Jackson’s house). After the building
was cleaned out last fall it was closed in to keep the
weather out and for public safety. In March, TTC
Heritage enlisted the services of restoration carpenter, Garth Stoughton, to assess the building in preparation for stabilization work this summer. Garth has
worked many years doing restoration work at Fort
Selkirk and recently helped Ta’an Kwatch’an with
restoration work on a heritage building at Upper Laberge Village. Finally, Greg Warrington and Jackie
Smarch installed a tarp on the roof to prevent further
deterioration of the building (Figure 7). You may
have noticed it if you’ve been by the house lately.

we encountered across the trail.

as well as various trail work in the TTC traditional
territory.

TTC’s Wellness Center
Lyall Herrington BA, ACAD is the Wellness
Counsellor for the Teslin Tlingit Council. His
approach to counselling is rooted in Client
Centered Therapy, as developed by Carl
Rogers.
Over the last 15 years, Lyall’s areas of work
have included positions in Detox, Treatment
Centres and a Recovery House. He has worked
for YTG, various First Nations, both on and
off Reserve in B.C., Alberta and Yukon. He has
held counselling positions in EAP, Addictions &
Mental Health and has a history as an Advocate
for ‘those who are not able to/or are not in a
position to defend/or better themselves.’ He has
worked with all ages of clients, from youth to
elderly.

Teslin Tlingit Council Aboriginal Skills Employment Training Startegy
(A.S.E.T.S.) Program
Programs that Qualify
Aborigianl Skills Employment Training Strategy (A.S.E.T.S.) program is a federally funded
program. The main purpose is to help aboriginal
students, who qualify, to successfully enter into the
workforce. Should you be interested in any of the
following or other trade:

WHMIS, First Aid, etc.
College Preparation/Entry Programs
Certificate Programs
Undergraduate Programs

Frequently Asked Questions
• Can I study at the college or university of my choice?
Yes. A.S.E.T.S. will normally pay all tuition fees, for qualified students. Students are encouraged to attend the closest post-secondary institution that offers the intended field of studies. If
a student wishes to attend a post-secondary institution that does not meet the requirements, the
student may have to pay the difference in tuition if A.S.E.T.S. does not have the sufficient budget
to support the higher rate.
• Is there money to help cover my rent?
Yes. There is money available to full time students to assist with rent and food throughout the
academic year.
• Is there help to get me to my school of choice?
Yes. Students who are required to live away from their permanent place of residence
qualify for travel support.

Mentorship is a traditional way of learning.
Mentorships are on-going relationships of learning challenges and communication.
It is for those who are willing and eager to learn and work as team players.
Who will TTC hire for mentoring?
TTC hires experienced and knowledgeable people to assist and guide our citizens so they
can learn what they need to know to succeed in their roles.
How many mentorship programs are currently taking place?
TTC has 6 mentees as of April 2013.
Will TTC be offering more mentorship programs in the future?
There are mentorship opportunities available right now. Openings for the daycare, lands
department and executive department.
Where can I get more information on mentorship programs?
Citizens can come by the TTC Main Administration Office for information. TTC has also
