INTRODUCTION
A short story about
the programme
With this brochure we want to give you some highlights
from the Interreg IV A Oresund–Kattegat–Skagerrak programme, a programme involving Sweden, Denmark and
Norway. The aim with this programme is to encourage and
support cross-border co-operation in the southwestern
part of Scandinavia. The programme area shares many of
the same problems and challenges. By working together
and exchanging knowledge and experiences a sustainable
and balanced future will be secured for the whole region.
Funding from the European Regional Development Fund
is one of the important means to enhance this development
and to encourage partners to work across the border.
In this brochure we present 7 ongoing projects cofinanced by the Oresund–Kattegat–Skagerrak programme.
We have furthermore gathered a list of all our 59 approved
full-scale projects to date. From this list you can see that
the projects cover a variety of topics, involve many actors
and plan to develop a range of solutions and models to benefit the Oresund–Kattegat–Skagerrak area.
The brochure is developed by the joint technical secretariat. The brochure covers a period from March 2008 to
June 2010.
It is our hope that the brochure shows the diversity in
the project portfolio as well as the possibilities of crossborder cooperation within the framework of an EU-programme.

Structure of the Interreg IV A Oresund–Kattegat–Skagerrak–programme
The Interreg IV A Oresund–Kattegat–Skagerrak–programme 2007–2013 aims at increased co-operation across the borders of the Oresund–
Kattegat–Skagerrak–area. The programme provides funding for cross-border co-operation projects. Altogether 105 milllion euros from the
European Regional Development Fund will co-fund projects in the participating regions of Denmark and Sweden by 2013, and in addition to the
European funding Norway contributes with 15 million Euro, which enables cooperation across the region in projects with partners from Danmark,
Sweden and Norway.

Programme AREA
The region is connected by the oceans Kattegat, Skagerrak and Oresund. The region inhabits
9 million Scandinavians and covers an area of 125 588 km2, including three countries and two
capital cities along the coast. As the map shows the programme is split into three project areas:
Kattegat–Skagerrak, Oresund and Oresund–Kattegat–Skagerrak.

Programme priorities
The programme’s vision is to create a region which is attractive and competitive, and characterised by know­ledgebased cooperation and sustainable development. The programme’s broad objectives are to:
• Increase sustainable economic growth and contribute to
the EU’s regional development objectives;
• Develop a physically and organisationally homogeneous
region by stimulating cooperation and common use of
resources; and
Priority 2: Tying the region together
This priority focuses on creating a physically and organisationally homogeneous region, while making it easier to cooperate
and share resources.
For example:
• develop information systems, products and services for road
users and other travellers ;
• develop a safer and more sustainable transport system;
• encourage cooperation between the region’s health services; and
• develop greater cooperation on maritime safety issues.
• Increase integration by improving the mobility of people
and businesses.
The Programme is structured according to three priority
axes and each project should contribute to one of the programme priorities:
Priority 3: Promote everyday integration
The aim is to eliminate barriers and encourage and improve
contacts across borders for people, businesses and organisations and strengthen a common identity in the region.
For example:
Priority 1: Promote sustainable economic growth
• develop common training programmes;
The aim of the priority is to improve conditions for growth and
sustainable competitiveness based on the region’s existing
strengths. Projects will focus on stimulating growth promoting
activities in the areas of trade, research and education, as well
as in the wider economy.
• labour market initiatives and;
•e
ncourage cooperation between tourist organisations, schools
and cultural institutions
For example:
• produce common innovation strategies;
• improve guidance services for small and medium–sized enterprises;
• encourage joint development and marketing of regional events;
• foster cooperation between clusters and research institutes; and
• encourage cooperation on sustainable tourism.

The programme has approved 59 full scale projects and in addition to this a number of small scale projects. In this brochure the
focus is on the 59 projects. The figures below show the numbers of full scale projects according to priority and to project area.

Sustainable use of
shrimps
in skagerrak

Kattegat–Skagerrak
The key actors in the fishing industry
will work together to find new solutions for sustainable shrimp fishing
in the Kattegat/Skagerrak maritime region. Based on a joint analysis
of existing as well as new data the
actors will provide updated information regarding the total quantity
of shrimps in Skagerrak.
The results of this analysis will be
used as an important input to formulate a sustainable development
plan for the future shrimp fishing in
Skagerrak.
In economic terms shrimp fishing
in the Kattegat/Skagerrak region is
the most important of all the fisheries with a firsthand value of approximately 50 MEURO (SEK 500 milj.)
per year. Further, a high percentage of the population in Denmark,
Sweden and Norway live in the
coastal areas and shrimp fishing is
definitely an important economic
resource that feeds many families.
However, the amount of shrimps
in the sea differs from year to year,
which in turn influences the fishing
quotas and the price of fresh
shrimps. The project has received
funding to help find new ways to
work with a sustainable use of this
significant natural resource.
The new information will be used
to enhance the quality of the decision
making process regarding how to
implement sustainable shrimp fishing
in Skagerrak. The project will gather
existing information, work in clusters,
and use modern DNA technology to
identify local quantities of shrimps.
Also, the project aims to integrate
this knowledge in a new and improved model, which can be used as
a tool for the drawing up of a sustainable development plan for the
future shrimp fishing in Skagerrak.
With climate change many different factors can affect the future
amount of shrimps in the sea. Today,
it is not possible to determine whether
there is one or several different species of shrimps in Skagerrak and
the ambition of the project is to
find out as much as possible about
the shrimps and disseminate the
information widely in order to make
sure that shrimps may continue to
be an important part of the cultural
heritage of this region in the future.
The partnership consists of various
relevant actors in the region and research institutions co-operate with
management authorities and representatives from the fishing industry. Even individual fishermen are
involved in the project as they have
valuable knowledge about the actual
conditions of the fishing waters.
Since the partnership involves a
broad variety of actors it should be
possible to use the results of the scientific research more effectively than
would have been possible otherwise.

KASK INNOVATION
Strengthening the
innovation
capacity
in the health care sector

The KASK Innovation project aims
at strengthening the user driven
innovation process as well as the
innovation process driven by employees. New ideas and innovations
from the public health care sector
will be gathered across national
frontiers and institutional differences. The project brings together
three university hospitals from
Denmark, Sweden and Norway to
raise the number of projects with
commercial potential and to generate sustainable economic growth
in the Kattegat/Skagerrak region.
In the future innovation capacity will be a competitive factor even
for public institutions but today
only a few hospitals have put innovation high on the agenda. However, innovation is a hot issue for the
three hospitals involved and therefore it was no problem to find the
necessary energy and power to develop the concept of the project.
According to the Danish project
coordinator, Pernille Mejer Højholt,
“the large number of employees
working at the three hospitals and
all the patients constitutes the ba-
sis on which the innovation work
will be organized in order to highlight unused resources and new
ideas”. Furthermore, she believes
that the cross border cooperation
will enhance the possibilities for
obtaining synergies between the
partners in the project and provide
a broader potential for innovation.
She goes on stating that, “It is quite
inspiring to work with partners
who are just as committed as you
are and I also experience that work
is more effective when you are able
to go beyond your own potential
and use the total potential of the
critical mass”.
The objective of the KASK Innovation project is to present more
than 700 ideas for innovation and
that 30 % of these ideas are implemented. Furthermore, the project
will analyze the effect of innovation within the hospitals, identify
good practice and develop a new tool
to measure the level of innovation.
The project partners are convinced that the final result will
have a big influence even for other
hospitals not directly involved
since the project will present new
insight on how to optimize innovation processes. Hopefully, the results of the project will lead to new
technology based companies in the
Kattegat/Skagerrak region.

The project IBU Oresund has been
granted 1.9 million euros from the
European Regional Development
Fund to analyse the need for investments in transport and infrastructure in the Oresund region.
The project partnership involves
Region Skåne and its Danish neighbouring regions, the Capital city region (Copenhagen) and Region
Själland. Around thirty municipalities, regions and authorities on
both sides of the straits are participating. The project will run to the
end of 2010.
“The objective is to establish a
common knowledge base and
reach a consensus on what type of
investments should be prioritised”,
says project leader Charlotte Lindström at Region Skåne. In addition,
the parties involved in the project
will be able to use the results and
the analyses in their planning. Another objective is that the Region
Hovedstaden, Region Själland and
Region Skåne will adress the political
national level in Sweden and Denmark speaking with one voice.
On the Swedish side, there are
between 1.1 and 1.2 million inhabitants. Regional expansion and a
large critical mass of the workforce and competencies are important factors in the competition
with other regions. An integrated
labour and housing market in the
Oresund region provides development potential. In total the Oresund region has a population of
around 3.6 million. But increased
integration, good communications
and a high level of accessibility is
required. “It is therefore important
to develop cooperation across the
country borders and to have common objectives and priorities”, says
Charlotte Lindström. “The Oresund
region has a very high level of
accessibility to other parts of
Europe. Thanks to the fact that we
have Copenhagen airport in the
region, we can reach a great
number of destinations abroad.
But we also need to plan for alternatives to flying and be prepared
for the day when, or if, flying is no
longer as competitive and we also
need to consider carbon dioxide
emissions. That’s where the dis-
cussion about high-speed trains
comes in”, says Charlotte Lindström.
“It is important that we spread
the results widely”, says Charlotte
Lindström. “This is necessary so
that municipalities will be able to
plan for more effective land use
and for sustainable and robust
transport solutions”, she concludes.

WOMEN IN BUSINESS

entrepreneurship

“Only 30% of new companies in the
Kattegat/Skagerrak region are started by women. We want to change
that”, says Hilde Lona, project leader
for Women in Business.
“As it stands today, the Scandinavian countries have different ways
of investing in women entrepreneurs.
We are going to conduct the project
jointly across country borders in
order to highlight issues so that new
knowledge about which factors
you should focus on when working
with women entrepreneurs is developed. At the same time the
project will help strengthen the
companies that participate and
contribute to an enhanced Scandinavian network”, says Hilde Lona.
The project has clear objectives,
target groups, activities and methods in order to measure achieved
results. Among other things, 80%
of the participating companies in
the project will have proven their
ability to innovate after having
participated in the project. The results will easily be able to be transferred to other operators to work
with these issues and the knowledge of women entrepreneurship
will increase considerably within
the programme area. In order to
achieve this, the project will work
directly with the support of already
established women entrepreneurs
and build up a support apparatus
for future new establishments.
Similarly, the project will cooperate with universities and research
institutions in order to increase the
understanding of the type of problems that arise at the same time as
they will work actively with issues
that concern public organisations
with a focus on trade and industrial
development. All in all, the project
will have a considerable impact on
entrepreneurship throughout the
entire region.
Women in Business have a total
of ten partners from Norway, Sweden
and Denmark. The analysis work
which was carried out early on in
the project, both in order to illustrate the problem areas and also to
map out strengths and weaknesses
in the partnership, has been decisive
for the development of the project.
“During the development of
Women in Business, we have placed
great emphasis on getting the
partnership to meet regularly. This
has been beneficial for everybody,
to jointly discuss the project and
also to agree on expectations and
objectives”, says Hilde Lona. She
also wants to emphasise that it has
been very important at the partnership meetings to discuss different concepts so that everybody has
the same idea as to what, for example, the concept of entrepreneurship means, because it transpired
that people have a different understanding depending on background
and previous experiences.

Increased awareness
of the Oresund region’s
ICT cluster

The Oresund region is going to be
branded as a strong and dynamic
information and communication
technology (ICT) cluster to attract
ICT actors from all over the world
to settle in the region. This is one of
the aims of the Brand IT project,
which is an extensive brand profiling campaign for the ICT cluster in
the Oresund region. The overall
aim of the project is to generate
growth in the ICT sector, to increase
the possibilities of competing to attract international capital, companies and expertise to the region.
The ICT cluster in the Oresund
region is one of the largest in Europe with more than 10 000 companies. Despite this, up to now the
awareness of the cluster has been
relatively low. “The first phase of the
project has therefore been de­
dicated to a comprehensive analysis so as to be able to produce market
strategies and activity plans and to
adress on international actors”, says
Micael Gustafsson, MD of Oresund
IT. “It is a major challenge for us to
ensure that the consortium, which
consists of both academic parties,
public sector bodies and business,
pulls in the same direction.”
Another lesson is that it seems
easier to sell the region’s advantages to foreign actors than to our
own region. “We have noticed this
particularly in contacts with the
media. When we were in Portugal we
were covered by two leading daily
newspapers, national TV and some
radio stations. Here at home the interest has been almost non-existent,
even though we are working on expanding one of the largest sectors
in society that already employs
more than 100 000 people today.“
Nevertheless, the biggest, and
best lesson so far is the positive reception the project has received. “We
are looking forward with great optimism to sell the region to the rest
of the world”, says Micael Gustafsson.

Oresund–Kattegat–Skagerrak
Water-borne viral infection according to WHO is the greatest health
risk associated with water supply.
Due to global climate change with
increased precipitation increases
the risk of infection associated with
water sources. The Scandinavian
cooperation project VISK brings together expertise from the Oresund–
Kattegat–Skagerrak region in order
to reduce the society’s vulnerability
to viral infection.
“The project will look at how to
improve conditions for increasing
the quality of raw water. We will also
study how viral infections are affected over time and how viral infections are affected by the climate
changes. The project takes as its
startingpoint two major rivers, the
Göta River and Glomma”, says Lena
Blom, project manager for VISK from
the Recycling office in Gothenburg.
The partnership consists of Danish,
Swedish and Norwegian research
and university environments, water
works and municipal authorities.
The project will identify risks and
create a common action plan and
manual for local water supply and
sewerage operators dealing with
water-borne viral infections. The
project will assist operators in preventing the identification of crises
with waterborne viral infection.
The project will investigate how
viruses spread in water currents
and how to eliminate them. Another
dimension is to investigate how to
optimize communication during a
virus outbreak to minimize the
damage. An important point is to
ensure that authorities have the
knowledge of how to act in a situation of virus outbreak.
Lena Blom has been a part of the
preparation of the project and has
met with all the partners involved.
The organizations which were unable to be involved as partners in
the project will contribute with
their competence and participate
partly in the project.
“When we were working on assembling the partnership, we tried
to get a good mix of expertise from
various organizations and institutions. It was crucial to involve partners with different approaches,
skills and experience. The very origin of the project is that we need
common action to solve the prob-
lems of waterborne viral infections”,
says Lena Blom.
The project’s will create a webpage
from which the project will communicate within the partnership
and ultimately use as an external
tool of communication of results in
the project. The action plans and the
manual that will be developed during
the project will be the results of the
project. Lena Blom has great confidence that the results and especially the network established during
the project will continue and will
be able to continue the common
work after the project ends. In particular, she sees the project as a
communication channel which can
be utilized in the future in order to
streamline the work to increase
the water quality in Scandinavia.

In Scandinavia we are
more diverse
than we think
The working culture in the Nordic
countries is more diverse than we tend
to believe. This creates problems that
cost time and money for the companies at stake.
Initially the idea was to make a
common project, that would investigate and develop solutions to these
cross border activity challenges. With
almost 300 000 Euro in grant from Interreg the project is now at full speed.
But what is the core problem, the
Nordic countries have been cooper-

ating for ages? According to Jeppe
Thilke, the project manager, this is
exactly one of the problems. As he
states: “the problem is that we tend to
think we are more a-like than we actually are, and that creates the sense
of kinship which may not be the case to
exist in real life”. We communicate and
work together across the borders believing that we share the same understanding and work methods without
there being any reality in it. And that
creates challenges. The problems often
tend to rest on person to person or
specific organisational issues. In
consequence we label the person
or persons on the other side of the
border poorly qualified, when in
stead the real issue to deal with is
national and cultural diversities.
Once the project gets the companies are on board the academic
partners from both Norway, Sweden and Denmark can initiate their
research. Their academic findings
will be implemented when developing concrete and practical tools
for courses and seminars with Nordic working culture as the topic.
Another task will be to develop a
model that can measure and illustrate how well a company is at integrating employees from other Nordic countries. The intention is that:
“companies get a better integrated
staff – simply more mature in terms
of making the right decisions and
communicating with each other, so
that misunderstandings do not arise
within the organisation. The issue at
hand is to have an understanding
of your fellow colleague’s background
in order to make communication
by phone or e-mail smoother”.
Another objective is to build a
staff/exchange platform which
originates from the already successful “Nordjob-portal” (primarily
exchange of young people). The intention with the staff-exchange
platform is that the companies and
staff members who participate in
the seminars also benefit from this
cross-border exchange possibilities between the Nordic countries.
The long term objective is that it
will be easier for companies to
move within Scandinavia. According to Jeppe Thilke, Scandinavia is
the obvious and natural place to
make business, mergers and partnerships before taking the next
step – on to the world market.
When asking Jeppe Thilke if the
project strives/works for a more
homogeneous Scandinavia, he
promptly answers: “It comes naturally that we evolve and become
more homogeneous, but at the
same time you have to be conscious
to the fact that we are different
from each other and then recognize it. It is not so much about har-
monising Scandinavia – but more a
question of communicating the diversities and creating the basis for
enhanced cultural exchange and
at the same time greater consciousness about Nordic cultures”.
