Free money!
Tulsa World Editorial — 1/20/2015
President Barack Obama wants every American kid to go to community college for free for two years.
That's everyone's favorite price, right? Free.
But there's a catch. It wouldn't really be free. Nothing ever is.
What details have been released so far on Obama's America's College Promise program show that it would cost federal
taxpayers $60 billion over 10 years. And the states would still get to pick up billions more.
Don't get us wrong. We're big fans of higher education. We believe that it's the best path to prosperity, and it is in the
community's best interest to make sure that every young person has an affordable opportunity to get a proper education.
Tulsa Community College's publicly funded Tulsa Achieves program (tuition-free, fee-free classes for two years for any
Tulsa County high school graduate with a 2.0 grade point average) is one of the smartest investments this community has ever
made in itself. Our only disappointment in the program is that more young people aren't taking advantage of it.
But one of the best aspects of Tulsa Achieves is that it is a local program: Locally funded and locally tailored to meet local
needs. Local taxpayers can see the need that is being met and feel comfortable with the process, or they can put pressure on
local officials to change it.
We don't want innovative programs like Tulsa Achieves to face a one-size fits-all Washington stamp press conformity
mandate.
We'll listen to Obama's program when he rolls out the details, but we'll do so with a healthy grain of salt. Community
colleges can be the heart of a community, and that's why we think they're best left run and funded a little bit closer to home.

Moore and Smith earn NOC
player of the week honors
Mavericks Head Women’s Basketball Coach Greg Krause announces the Northern Oklahoma College women’s basketball
player of the week and Men’s Head Coach Donnie Jackson announces the men’s player of the week.
The women's player of the week is Jamee Moore, a sophomore from Oklahoma City and Putnam City High School graduate;
and the men’s player of the week is JaQuan Smith, a sophomore from Baltimore, Md.
Coach Krause said, “For the week’s two games at Western and at home versus Connors, Jamee averaged 20 points, 5.5
assists, 3.5 rebounds and 4 steals per game, and shot 59 percent from the field. She has been playing exceptionally well and
efficient. She has been performing at a high level, which is very important to our team as we get deeper into conference play
and prepare for post season playoffs.”
The Lady Mavs won both games last week beating Western 72-49 and Connors 111-69, both were conference games. They
are 10-9 overall and 3-4 in conference for the season, as of Jan. 18.
“Jaquan has really turned things around defensively for the Mavs. In two games last week, Jaquan totaled 9 pts, 18 rebounds
and 15 blocked shots. He helped lead the Mavs to a road
victory over Western 68-56 and really battled strong inside
against Connors. Jaquan's shot blocking ability has really
helped our team defensive confidence,” said Coach Jackson.
The NOC men’s team stands at 10-9 overall and 3-4 in
conference, as of Jan. 18. Last week they beat Western 68-56
and lost to Connors State 58-46, both were conference games.
The men and women will travel to Wilburton Jan. 19 to play
Eastern and return home for the next two games, Jan. 21 to take
on Redlands and Jan. 26 versus NEO. The Mavs, men and
women are back on the road Jan. 29 when they travel to
Seminole and return home Feb. 2 for the bedlam matchup
against the NOC Enid Jets. These are all conference games and
the women’s games begin at 6 p.m. and the men at 8 p.m. each
night.

Higher education system seeks $99M increase

Oklahoma colleges will seek nearly $99 million more from the state this year — and three area legislators said they’ll help
colleges get it.
Chancellor Glen D. Johnson said the Oklahoma Regents for Higher Education voted to request $98.7 million in new state
appropriations this legislative session. In a presentation Tuesday at Northeastern State University’s Muskogee campus, Johnson
said Regents will seek $1.08 billion from the state this year, a 9.9 percent increase from the state’s appropriation for 2015.
Muskogee was one of 10 stops Johnson is making across the state to talk about higher education goals.
Regents’ public agenda goals for 2015 include increasing the number of college graduates, Johnson said.
“As we provide more access to college, we also need to continue our effort through our accrediting process to improve the
quality of our education,” Johnson said. “We need to have academic rigor and we need to have academic vitality.”
Johnson said the requested state funding increase includes $88.3 million to meet performance and degree completion needs
for Oklahoma’s 25 colleges. The $88.3 million could help fund a 516 more course sections, 219 more online courses and 69
more faculty members statewide.
An additional $1.2 million will be requested for concurrent enrollment, in which high school students take college courses.
Johnson said Oklahoma had 106,228 students in concurrent enrollment in 2013-14, a jump from 74,187 in 2011-2012.
Johnson also called for $500,000 for summer academies to meet Science, Technology, Engineering, Math (STEM)
initiatives.
An additional $8.7 million is needed to meet its debt service requirement.
Legislators attending the chancellor’s visit said they’ll support the budget increase, but colleagues might not.
“I will vote for more funding for education,” said state Rep. Jerry McPeak, D-Warner.
McPeak challenged Regents.
“As you travel across the state, and you have senators there and politicians, you run past them, ‘Will you vote for more
funding for education? Will you stand up to the state and fight?’” McPeak said.
State Sen. Earl Garrison, D-Muskogee, said he plans to make public and higher education a top issue this legislative session.
However, it won’t be easy getting the priority through the Republican-controlled Legislature, he said.
“There are only seven of us left in the Senate, seven real people,” Garrison said, referring to his Democratic colleagues.
After the meeting, Garrison said there might be some Republican senators who could be persuaded to support education.
He said that, because of a tighter state budget, partly caused by lower gas prices, “It’s going to be a tough transition.”
State Rep. Mike Brown, D-Tahlequah, said tough choices need to be made, and current Legislatures are not making them.
“We are failing education. We did not put that first,” Brown said, adding that education is taking a back seat “to some of the
other enterprises, like oil and gas.”
The decisions will be tough because of the possibility of a flat state budget.
“My question is going to be, whose hat is the governor going to pull the rabbit from this year,” Brown said. “We cannot go
back this year and do what we did in the past for a balanced budget, but it can be done if the Legislature will make some tough
choices.”
Another legislative goal Johnson mentioned was continued support of Complete College America, a plan to increase the
number of college graduates in Oklahoma.
Johnson also supports the current law prohibiting guns on college campus. He said governing boards at each campus agree
there is no scenario in which allowing guns on college campuses would make them more secure.
“It’s fair to say, we take our responsibility very seriously to make sure our campuses are safe for students, faculty and
visitors,” Johnson said. “We believe current law works.”

Alpough earns NOC Enid athlete of the week honors
Jets Head Men’s Basketball Coach Greg Shamburg announces the Northern Oklahoma College
men’s athlete of the week.
The men’s athlete of the week is Cory Alpough, a sophomore from Houston, Texas.
“Cory scored 24 points and grabbed 8 rebounds in the win over NEO, 84-74” Shamburg said.
The Jets won both games last week beating NEO 84-74, and Western 91-70. The Jets are now 163 for the season overall and 7-2 in conference play as of Jan. 25.
They Travel to Seminole to play Seminole State Jan.26 and return home to take on Connors State
Jan. 29; both games are at 8 p.m. Their next three games are away, NOC Tonkawa Mavs, Feb. 2;
Eastern, Feb. 5; and Murray State Feb. 9.

Online tutoring available
An email was sent out to all NOC students to announce the availability of tutor.com, the online tutoring service NOC
subscribed to beginning in the fall 2014 semester. If you are interested in viewing a video for faculty, describing how the
service works, you can go to the following link: https://www.youtube.com/watch?v=Xi5yckIodOo
NOC employees may run across students who are struggling in their classes and could help them by sharing the availability
of this service, linked through students’ Blackboard page. In addition to the online tutoring service, students can access
schedules for on-site tutoring through the “Tutoring” page on the NOC Website (under “Student” link). Peer tutors are still
being hired in some areas and schedules are being posted as they are finalized.
If you are a faculty member and have not yet made the tool link to tutor.com available on your Blackboard pages, you may
want to do so as soon as possible so that all students can access this service.

With the new year comes a list of things to do, and for high school seniors and current college students, which includes completing
a Free Application for Federal Student Aid, or FAFSA.
The FAFSA determines eligibility for federal and state grants, loans and work-study opportunities.
Dhea Hudson, counselor at Owasso High School, said she tells her students that to receive any form of financial aid for college,
they must fill out the FAFSA.
"Unless your parents are just writing a check for college, you need to fill it out," she said.
Ashley Lorenz, coordinator of scholarships and financial aid at OSU-Tulsa, said even some scholarships require that universities
have a student's FAFSA on file.
Lorenz said she encourages all students to fill out an application.
"FAFSA looks at a plethora of information, so while they (students) may think that they don't qualify for any grants, they actually
might," she said.
Students can fill out an application at any time, though the deadline for the Oklahoma Tuition Aid is March 1. But Lorenz and
Hudson said they advise students to do so as soon as possible.
"We recommend filling it out as soon as possible because some programs are on a first-come, first-serve basis," Lorenz said. "So
for the most bang for their buck, they'd want to fill it out as soon as possible after Jan. 1."
Hudson said the application takes about 20-30 minutes to complete and noted that the online instructions are self-explanatory.
Students will need to have information such as their Social Security number, personal identification number and income
information available to fill out the application. If a student is a dependent, a parent will also need to fill out income information.
Students do not need to wait until they or their parents have filed their taxes and can fill out the FAFSA using income estimates.
Students can then update their information later. The online IRS retrieval tool can pull tax information into the application
automatically.
Lorenz also cautions people about making sure they are on the correct website fafsa.ed.gov.
"If they ever get to a point that it asks for a credit card, then you're on the wrong website," she said.
The FAFSA must be filled out each year. Those who are not filling out an application for the first time can login to the website as
a returning user. Some information will be retrieved from previous applications.

NOC Community Enrichment Quilting Class begins
Tuesday, Feb. 3
Quilting Made Easy, Earthy Rhythms,” a Northern Oklahoma College Community Enrichment Course, begins
Tuesday, Feb. 3 in the Renfro Center, room 103, on the Tonkawa campus. The class will meet from 6 to 9 p.m. each
Tuesday through March 10. The instructor will be NOC’s Kerri Gray.
“This pattern will be offered as either an easy beginning class or an intermediate; the student may choose,” Gray
said.
You may enroll Tuesday, Feb. 3 at the class or in advance. Contact Gray at (580) 628-6760 or email
[email protected] to enroll early and get a supply list so you can begin sewing the first night. If you have questions or
need more information, contact Gray.
The cost for this six-week session is $30 plus materials, if needed.

 Alter, repair & maintain doors, floors, partitions, roofs, stairways, window screens, etc.
 Level residential housing floors, replace mini-blinds/ceiling tiles and evaluate roofs for leaks and minor repairs
 Assist with air conditioner compressor and boiler installations
 Construct, maintain and repair concrete and other foundations
 Repair or replace wooden parts on truck beds, trailers, machinery & equipment
 Build/repair benches, tables, desks, signs & chairs
 Operate planers, joiners, power saws, routers, drill press & other wood-working tools
 Maintain time, material & job records for assigned work performed
 Minor repairs of print shop equipment and setup/take down fair booth & stage annually
 Occasional travel to satellite campuses and operate vehicle to transport materials, equipment
 Interpret work orders, blueprints, technical orders & specifications and hang pictures/plaques/video screens
 Statue repair/patch and pit & glaze glass windows & doors

Full time Physical Science Instructor – Enid campus
Northern Oklahoma College Division of Agriculture, Science and Engineering is seeking a full-time, tenure-track
instructor for Physical Science to begin fall semester 2015. This position requires both teaching and advising responsibilities
for the Enid campus. Teaching areas include, but may not be restricted to General Chemistry, General Physics, General Physical
Science and Earth Science. An evening course may be considered part of the faculty member’s teaching responsibility. A
successful applicant will have a master’s degree with a minimum of 18 hours in the physical sciences and strong

SUMMARY: Reporting to the President, the Vice President for the Stillwater Campus serves as a member of the Northern
Oklahoma College Executive Council and provides vision, leadership and strategic direction for NOC operations in Stillwater.
The Vice President for the Stillwater Campus collaboratively works with others and provides leadership in the planning,
organizing, and follow through of the Stillwater Campus’s educational offerings for Northern Oklahoma College, a multicampus institution. The Vice President must have the ability to represent the institution to a variety of constituencies and
promote the overall mission of the college. The Vice President is responsible for ensuring the success of the NOC/OSU
Gateway Program.
ESSENTIAL DUTIES AND RESPONSIBILITIES include:
 Create an effective collegial environment that supports the institutional mission and strategic plan.
 Serve as the college representative to community, state, regional, and national organizations, including Oklahoma’s branch














campus administrators group, COECA.
Effectively build and maintain relationships with internal and external stakeholders.
Supervise maintenance of all Stillwater facilities owned or leased by NOC.
Implement institutional policies and ensure that they are followed.
Communicate administrative information to campus community members.
Serve as an advisor to the President on issues related to Stillwater.
Serve on Executive Council, Administrative Council, and other committees and task forces as assigned.
Attend NOC Board of Regents meetings.
Work with Oklahoma State University employees and serve as a liaison between the two institutions as needed by
maintaining regular contact with OSU regarding students, faculty, classes and future planning.
Coordinate campus security with OSU Police Department and NOC Student Affairs.
Provide local supervision of all employees based in Stillwater by overseeing daily performance and serving as a point of
contact for their supervisors located at other sites.
Work with division chairs, faculty liaisons, and other administrators as needed on the recruitment, interviewing and hiring
of employees as required to meet the mission of the Stillwater campus.
Provide administrative support for the division chairs’ mentoring of faculty and help ensure that their curricular and
pedagogical expectations are met.
Work with division chairs and faculty liaisons as needed on the scheduling of Stillwater classes taught by Stillwater faculty
and the allocation of classrooms, computer labs, and science labs.
Provide input as requested to division chairs and vice presidents in the annual performance evaluation of NOC employees
based in Stillwater.
