Planning and Development Mission Statement
Our Mission
The mission of the Planning and Development Department is to preserve and enhance
Rock Hill's economic vitality and quality of life through thoughtful planning and careful
management of growth and development activities. To accomplish this we strive to
engage the community and further its values, communicate and collaborate with internal
and external partners at all levels, and provide the highest quality of customer service to
citizens, businesses and investors in our community. As part of this mission we provide
a one-stop service for development investment in the City where every regulatory
activity from the conception of the idea to the completion of the project is handled by
this single department in an efficient, customer-oriented manner.

Overview of Development Activities
December 2012
Permits
 The total number of permits issued this month is 193, down by 9% compared to
December of 2011. To date, the total number of permits issued is 1404, down by
28% compared to 2011.

Single-family permits are up this month with a total of 15 new home permits, up
by 67% compared to December of 2011. To date, the total number of new home
permits issued is 91, up 52% from 2011.

No multi-family apartment buildings were permitted this month.

Four new commercial buildings were permitted this month, up 33% from
December of 2011. To date, the total number of new commercial building
permits is 13, down 19% from 2011.
Inspections
 The total number of building inspections performed this month is 920, up 22%
from last December. Inspectors performed an average of 17 inspections per day
this month.
Plans
 The total number of plan reviews this month is 223, up by 35% compared to last
December. To date, the total number of plan reviews is 1301, up 47% from
2011.
