The Staff of the Public Works Department
The job of the Public Works Department is to design, construct, maintain, and operate all
public infrastructure as efficiently as possible. Public Works aims to provide essential
services and positive customer experiences to enhance our community’s quality of life.
Needs that are common to all are obvious such as electricity, water, wastewater, trash
collection, and street maintenance. However there is more to our Public Works than just the
basic services. Leaf collection, chipper service, mowing, recycling, composting and effluent
distribution are all additional services managed by Public Works. In a cooperative effort with
the Parks Department, Public Works makes sure Fredericksburg enjoys the magical display
of lights we treasure each Christmas.
With a staff of 52 full time employees, the Public Works Department is the largest
department in the City of Fredericksburg. These are dedicated, steadfast employees with a
wealth of knowledge and an outstanding safety record who go to work each day to make life
better for the citizens of Fredericksburg.
Electric Division
The City of Fredericksburg Electric Division
maintains over 90 miles of overhead and 7 miles
of underground electric distribution lines along
with an additional 5,565 electric meters. The
division also maintains eight circuits of 7,200 volt
three phase power lines and the City’s fiber optic
network. Replacement and installation of poles
and transformers is done on an ongoing basis.
Six full-time employees provide labor for all
construction and maintenance within the City of Fredericksburg’s electric territory.
The Electric Division is on call 24 hours a day, 365 days a year. In an after hours
emergency, the department can be contacted by calling dispatch at (830) 997-8080
From Director of Public Works and Utilities, Clinton Bailey...
As a relatively new employee of the City of Fredericksburg, I am honored to be part of
such a wonderful organization and a wonderful community. As the Director of Public
Works and Utilities, I could not be more proud of each and every member of the
Department of Public Works and Utilities. Through the hard work and dedication of its
employees, the Department of Public Works and Utilities strives to achieve the highest
level of customer satisfaction possible by providing quality services in a timely manner to
the Citizens of Fredericksburg.
The Department of Public Works and Utilities is committed to preserving the health, safety and welfare of
the Citizens of Fredericksburg by providing safe streets, a pure and abundant water supply, dependable
electric service at competitive rates, quality refuse collection and recycling services and dependable
wastewater collection and treatment. In 2014, the Department of Public Works completed a number of
critical infrastructure improvement projects, increased operational efficiencies to provide better customer
service and began concentrating on the long-term planning for new projects and programs all aimed at
sustaining Fredericksburg’s infrastructure and increasing the level of services provided to citizens of
Fredericksburg for years to come.

Street Division
The Street Division of the City of Fredericksburg maintains
approximately 98 centerline miles of streets and rights of
way. This is over 475 acres of pavement. In case of road
closures and traffic control during hazardous weather or
emergencies, accidents or special public events, street
crews are on the scene.
The Street Division provides for management and repair of
Public Works fleet vehicles and equipment, in addition to
providing equipment to every department throughout the
City organization.
Alleys, bridges, drainage ways, detention ponds, and rights
of way all require mowing, spraying, and trimming brush on
a regular basis. The Street Division provides for striping of parking spaces, no parking zones, turn arrows, stop bars,
and crosswalks.
The City’s leaf collection which runs during the peak time in the fall and a second time in early spring is operated by
employees in the Street Division.
All City owned traffic signs are placed, replaced, and maintained by Street Division crews.

Water/Wastewater Division
The Water/Wastewater Division of the City of Fredericksburg is
customer centered providing water and wastewater services to
the citizens of Fredericksburg in economical and efficient ways.
The division consistently meets or exceeds industry standards
and practices. Fourteen employees make up the staff of the
Water/Wastewater division.
The Water/Wastewater Division maintains over 130 miles of
water mains and over 93 miles of sanitary sewer mains.
This division operates and maintains: 2 effluent lines, ponds
and pumping stations, 2.5 million gallons per day wastewater
plant, 3.8 million gallon water storage, 5 storage tanks in
operation, 12 ground water wells, 14 booster pumps, and 18 sanitary sewer lift stations and the SCADA system.
Monday through Friday, the Water/Wastewater Division can be reached to report a leak or an outage at
(830) 997-7521. After hours and on weekends, on-call City Water Division employees can be reached at
(830) 997-8080.
Engineering Division
At the heart of the Public Works Department is the
Engineering Division. A staff of five people work in this
division.
All Public Works project budgets are prepared by
Engineering. In addition, inspections of all Public Works
operations and site development projects are done by
this division. They provide survey and engineering support for Public Works projects as well as other City department projects. This includes reviewing all site
plans, plats, construction plans, drainage studies and
Public Works engineering projects.
Staff in the Engineering Division maintains GIS mapping
system and operations. They also provide direction to
citizens with regards to floodplain issues.
Engineering serves as the liaison between all regulatory
agencies of the state. Those include: TCEQ, EPA, LCRA, TWDB, HCUWD, and TxDOT.

Sanitation Division
The City of Fredericksburg Sanitation Division provides
weekly refuse pickup for over 4700 customers with all
automated garbage trucks and manages the City’s
Type 1 Subtitle D Sanitary Landfill.
Chipper services which operate year round follow the
same schedule as the garbage collection trucks. All
collected leaves and chipper waste are managed at
the City’s compost operation which is located at the
landfill. Mulch and compost are sold to the public at
the City’s landfill.
Recycling is an important part of refuse collection. It
adds to the life of our landfill plus reuse of products is
good for the environment. The Recycling Center
collects Plastics #1 and #2, newspaper, computer paper, magazines, phone books, aluminum cans, tin cans, corrugated cardboard, certain non-corrugated cardboard, grass clippings and yard waste.
