Issue under Consideration: Ordinance No. 2015-18 – To amend the commercial
component of the Summergate Planned Development to shift
currently approved square footage from Parcel 1 to Parcels 3
and 4. The Summergate Planned Development is located on
the west side of Hwy 17 at its intersection with Gilman Road
in Pawleys Island.
Current Status: A request from David Gantt, G3 Engineering as agent for the
Summergate Development, LLC to amend the commercial
component of the Summergate Planned Development to shift
currently approved square footage from Parcel 1 to Parcels 3
and 4. The Summergate Planned Development is located on
the west side of Hwy 17 at its intersection with Gilman Road
in Pawleys Island. TMS numbers 04-0413-070-00-00, 040413-070-05-00 and 04-0413-070-06-00. Case No. AMPD
3-15-13590.
Phase 2 of the Summergate PD is currently approved for 5
commercial buildings. Some of the infrastructure is already
in place. The infrastructure for the residential portion of the
PD is complete and approved. An addition to the existing
Moe's restaurant is currently under construction.
Points to Consider: 1.
On October 25, 2011 County Council approved an
ordinance amending Phase 2 of the Summergate PD to allow
for 5 separate commercial parcels for a total of 29,400 square
feet. The applicant voluntarily reduced square footage from
39,500. The approved uses included office, retail and
restaurant. The previous PD approval limited the size of
restaurants to 5,000 square feet and did not allow drive thru
restaurants. This plan maintained the 5,000 square foot
maximum restaurant size.

The 2009 approved square footage allowed for a
maximum of 39,500 square feet of commercial, a
requirement that any combination of the parcels come back
as a major change, the submission of a complete sign
package as a major change, a minimum building separation
of 20 feet, bike racks for each building, a requirement that all
healthy landmark trees are to be saved, compliance with the
Waccamaw Neck Commercial Corridor Overlay Zone and
the inclusion of a walking trail from the commercial portion
to the residential portion in the rear.

The proposed plan shows the existing Moe’s BBQ
restaurant with 2,500 square feet with an approved addition
of 1,500 square feet, Dollar General to remain the same with
9,100 square feet and 2 new proposed retail commercial
buildings with 10,000 square feet and 8,000 square feet.
This will bring the total square footage for Phase 2 to 31,100
square feet. The largest building is 10,000 square feet. The
total amount of square footage has increased from what is
currently approved; however, it is still below the 2009
maximum square footage allowance of 39,500 square feet.

The previous approval contained a provision for a
walking path from the residential portion to the commercial
lots. The new plan shows a pedestrian connection to the
residential area.

Parking requirements are as follows:
Office: 1 space per 300 SF gross
Retail: 1 space per 250 SF gross
Restaurant: 1 space per 100 SF dining room area
A total of 149 parking spaces are provided which meets the
spaces required (assuming the remaining square footage is
retail.) The square footage of any proposed restaurant use
would be limited by the available parking.

In September of 2007 the County’s traffic consultant
projected approximately 3,484 total ADT’s for the plan that
was proposed at that time (including a 35,000 SF shopping
center, a 4,500 SF bank and 83 single family residences).
Council’s final approval for the project stated uses that
“generate a traffic level greater than office or other general
retail as indicated by the traffic tables shall not be
permitted.” Restaurants were not included in this list.
Castles Engineering submitted a revised traffic review for
the previously approved 11-lot plan using the same method
employed by the County’s consultant in 2007. Their
calculations showed a total of 2,655 new trips (which
included the 83 single family lots and the 11 commercial
lots). It should be noted that the traffic analysis was based
on two restaurants of 5000 SF each, one of which is a
breakfast/lunch only restaurant.
The proposed plan should fall within the parameters of the
updated Castles Engineering traffic review since the square
footage amount is still below the 2009 approved square
footage.

Several landmark trees are located on this portion of
the property according to the tree survey submitted by the
previous owners. The new development will meet the
requirements of the County’s recent Tree Ordinance. The
ordinance will require a post development tree to open space
ratio of one tree per 1,000 SF of open space (the total lot area
minus any wetlands, stormwater detention area, parking
areas and building pads.)
8. Staff recommended approval of the request with the
following conditions:
-All conditions from previous approvals will still apply. Add
a note to the plan, “No drive thru restaurants shall be
allowed.”
-Staff to review and approve a tree removal/mitigation plan
for parcels 3 and 4.
-A detailed landscape plan to be reviewed and approved by
Staff.
-Add to note 12 concerning parking “Restaurant: 1 space per
100 SF dining room area (max 5,000 SF) plus 1 space per
150 SF of any outdoor seating area.”
9. The Planning Commission held a public hearing on this
request at their April 16, 2015 meeting. No one but the
applicant spoke. After some discussion by the Commission
regarding the additional 1700 square feet being proposed, a
motion was made by a vote of 6 to 0 to accept staff's
recommendation.

BE IT ORDAINED BY THE COUNTY COUNCIL MEMBERS OF
GEORGETOWN COUNTY, SOUTH CAROLINA, IN COUNTY COUNCIL
ASSEMBLED THAT PHASE 2 (COMMERCIAL SECTION) OF THE
SUMMERGATE PLANNED DEVELOPMENT, BE AMENDED AS SHOWN ON
THE CONCEPTUAL PLAN DATED FEBRUARY 27, 2015 WITH THE
FOLLOWING CONDITIONS AND ELABORATIONS:

A tree removal/mitigation plan shall be reviewed and approved by Planning staff
prior to land disturbance for parcels 3 and 4.
A detailed landscape plan to be reviewed and approved by Planning staff.
A note shall be added to the conceptual plan regarding parking: “Restaurant: 1
space per 100 SF dining room area (max 5,000 SF) plus 1 space per 150 SF of any
outdoor seating area.”
