Founded by Samuel F. Kitchell in 1950, Kitchell began as a small, local
building contractor. The company was a pioneer in developing the
construction management approach in the western U.S. in the 1960s and
established its reputation for successfully managing complex commercial,
industrial and institutional building projects.

controlling interest in Doubletree in 1978, Kitchell had developed 2,300

In 1978, Kitchell Corporation created Kitchell CEM (Capital Expenditure
Managers), a subsidiary whose corporate mission is to provide project and
construction management services primarily to the public sector.
Since Kitchell CEM’s inception, we have completed over $12.4 billion
in public works construction representing more than 625 public sector
projects. These projects include courts, municipal office facilities, parking
structures, K–12 schools and higher education facilities, civic centers,
detention and criminal justice, healthcare, sports, police and fire stations,
and performing and multicultural arts centers.

Project Experience
Kitchell has managed the planning, design and/or construction of projects of
over $12.4 billion which include municipal office facilities, public safety facilities,
fire stations, courts, performing arts centers, hospitals and health care facilities,
theaters, museums, civic centers, universities, K-12 schools and criminal justice
facilities. Most of these projects involve the construction of new facilities or
renovation of existing facilities incorporating fast track schedules with critical
completion dates and tight budgets.

Public Safety Experience
Kitchell has managed or constructed many public works projects including
fire and public safety buildings. Working closely with our public sector clients,
and the user groups they represent, we manage the planning, design and

Kitchell has served as construction manager/general contractor
for Phase I and II of DC Ranch backbone infrastructure and
parcel development, for a 35,000 SF country club and a retail/
office center. In addition to typical CM services, Kitchell has
recommended project approaches and managed over 35
separate project budgets for the developer.
The Phase I infrastructure encompasses approximately
1,200 acres and includes a sales center, temporary club house,
maintenance building, landscaping, approximately five miles
of paved roads, pedestrian underpasses for the Scottsdale trail
system, street lighting and all utilities.
The Country Club at DC Ranch, designed to look like a 100year-old ranch house, showcased Kitchell’s attention to detail
and ability to locate fine craftsmen.
Kitchell developed creative alternatives to preserve the
quality of the project while maintaining the tight budget
commitments. One example of this value engineering was the

building of retaining walls from stone gathered on site, a
method that was half the cost of masonry walls with a stone
veneer. This native stone also complemented the Sonoran
Desert site and was used as an alternative source for the
headwalls on pipe culverts, saving $10 a square foot.
Kitchell also coordinated with four home builders, a
general contractor for the recreation center, the golf course
contractor and the City of Scottsdale, who built a three
million gallon reservoir on site.

Courts Projects
Kitchell’s court-related experience includes serving as project/construction
managers for 18 projects incorporating courtroom facilities. These projects
range from new courthouses to the addition of video arraignment courtrooms
to fully functional integrated courthouses. Also included are a historic
courthouse renovation and the seismic retrofit of the Marin Civic Center,
including its 12 courtrooms.
