There were almost 90,000 UK residential property transactions
in August, HMRC has reported. The “seasonally adjusted”
provisional figure – an estimate of 89,460 – was just 0.4% up
on July, but 19.2% up on August last year. The number of nonseasonally adjusted transactions was just over 100,000 and the
highest since December 2009. However, despite the optimism
in the press and signs of confidence in the residential property
market rippling from London, the person in the street is still
concerned that their financial position is not improving.
the last year, but the greatest growth has been in the surrounding
areas as people move from Prime Central London; trading a similar
priced property with a much larger home. For example, values are up
by as much as 32% in Battersea. It is a cash-driven phenomenon with
little evidence of a debt-fuelled boom and unrelated to the Help to
Buy scheme. The investment from overseas is also contributing to a
10% increase in demand but the main driver is supply; approximately
33% down on 12 months ago. This imbalance is creating an upward
spiral and whilst new developments are being launched, they are
being sold ‘off plan’ quickly to both UK and overseas purchasers.
There is much to buffet the residential property market this way and
that in the turbulent financial and political scene but the market,
beyond our own anecdotal evidence, continues to ride the waves
with buoyancy. The spectra of further property taxes returned
with both the Labour and Liberal Democratic parties outlining
proposals at their autumn conferences , although the Prime Minister
has openly dismissed it, the supposed ‘tax free’ wealth of London
property is an easy tool with which, to woo the electorate and
distract it from the mess that politicians of all colours have made.
The downgrade of our AAA rating earlier in the year has caused
some foreign investors to question London as a safe haven, but most
have been more easily persuaded by the diminution in our currency
against other leading currencies. This has led to continuing injection
of overseas investment into the central London residential market.
Faced with the news of the cap on bankers’ bonuses and how this
will affect our market, we do not see this as a “nail in the coffin”. This
is EU policy and talent in London could be lost to New York and Asia
but basic salaries will have to rise to combat this. It is higher basic
salaries that secure larger mortgages and the expectation of a similar
sized bonus just increases confidence.
The coalition’s measures are credited with boosting consumer
confidence and contributing to a sharp acceleration in GDP growth.
Their initiatives to boost the housing market such as the Funding for
Lending Scheme (FLS) and the first phase of Help to Buy are having
a much needed positive effect outside London. This confidence is
evident through increased enquiries we are receiving in London
from purchasers. We also see the consequences of ill thought
governmental intervention leading to unintended consequences.
Last year’s hike in Stamp Duty Land Tax to 7% for property sales
over £2m has increased demand and value for properties below the
threshold and created a dead zone above it (out of London this has
almost killed off the £2-3m market) distorting the market. The cost
of trading up for an extra bedroom or space is now substantial and
has led to an explosion of digging up basements, converting lofts,
side returns or extensions depriving the HM Customs & Exercise
of revenue and irritating the neighbours. If they want to raise
more money and control values this is done by increasing supply
and reducing the cost of moving. Surely it is time the Government
reviewed the way Stamp Duty Land Tax is levied?
So far this year, the central London property market has continued
to out perform other regions. Demand for property continues to
outstrip supply, leading to prices rising at a level not seen since May
2007. Prime Central London has seen record prices achieved over

those who have, many have rented out their London property and
rented in the country. As the economic confidence grows more

homeowners are beginning to look to the countryside and want to take
advantage of the price differential between the Capital and the country.
This is probably at its widest gap with the average London price 28%
above the peak and country property 12% below. We are also seeing
enquiries from buyers, frustrated with the lack of choice and being
out bid by overseas money, who are also looking to the country, which
they perceive to be good value. With their buying power they are able
to purchase a property with the required outside space and in some
cases pay off their historic mortgage whilst still having equity to put in
the bank. These buyers are conscious that even with a slow improving
economy they are not willing to offer over the market value, despite
the over inflated expectations of some vendors.
Within the commuter belt towns of Bishop Stortford, Cambridge,
Guildford and Winchester, prices are above their 2007 peak, however
village and rural properties have struggled to match this performance.
Whilst, there is talk of a housing bubble, prices across most of the
country are still well below their market highs of 2007 and recovery
in many parts of the country is muted. Some predict these areas are
unlikely to gain the peak until 2017. Ultimately, house prices can only
increase at a rate that people can afford, so while wages inflation
remains low and lending checked this will limit house price rises. Yes,
there is some ‘froth’ in some ‘micro’ climates, principally in London
but we are not experiencing what people traditionally described as
a bubble. I believe we are seeing a sustainable recovery fuelled by
genuine demand from buyers needing a home and with appropriate
resources to invest. Indeed, a report from Moody’s Analytics, part of the
ratings agency, insists that the chance of a bubble is remote, with many
of the conditions that created the 2008 bust not in place. Of its seven
conditions only three exist now compared to the six before 2008.

The Chancellors spring economic forecast said the indicators show we are
on the road to recovery albeit slow, heading towards some sort of normality
and will avoid a triple dip recession. This has proved correct so far, however
we are not yet clear of the woods as you will see from some of the regional
comments on the following pages, but the signs are encouraging.

Demand to buy in D&G land continues to rise, with a 30% increase in comparison to this time last year, as well as
a 33% reduction in stock. The second phase of the Government’s Help to Buy scheme is launching in January and
will affect all D&G areas given the threshold is £600,000. Press talk of a boom maybe a bit wide of the mark, but
another year of modest above inflation gains look assured given all of the above.
Lettings –
The number of properties available (particularly in Prime Central London) is providing prospective tenants with
a lot of choice. London’s predominance as a global educational centre continues to attract a growing influx of
wealthy international students looking for places to live before university starts.
With all the positive hype in the press about sales values in London continuing to go up and up, with seemingly
nothing on the horizon to halt this, landlords are holding onto their investment. Buy to let lending is flourishing,
underlining how demand for property investment has surged.

The overall property market in our part of the West Country has improved throughout the year. This has been
a bottom up revival (perhaps the healthiest kind) brought about by the freeing up of mortgage availability,
particularly for first time buyers. The good summer and historically high land prices helped rural property and

After a quiet first six months to the year, activity levels have picked up, with more viewings and an increase
in sales agreed. Confidence has certainly perked up and hopefully this will be sustained into 2014. The market
still has an imbalance of supply against demand, so properties need to be competitively priced to achieve a
sale. Reports in the press that property prices are rising may be true in London, but is not yet reflected in the
West Country.

Whilst we have witnessed some record months in the last quarter and journalists are enjoying a feeding frenzie,
not all sectors of the market have been performing at the same level of activity. Unsurprisingly, the strongest
sector has been at the lower end - up to £500,000, being bolstered by the return of first time buyers and the
prolonged record low interest rate. With confidence gathering momentum we are anticipating, in particular, a
resurgence of activity in the mid market - up to £1 million this autumn. Demand for farmland continues unsated.

I’m pleased to report that the really good start to 2013 that I mentioned in the last issue of ‘Acquire’ has
continued throughout the year in East Herts and it definitely feels that we’ve turned that much-awaited corner.
The momentum has taken longer to filter through to the higher price bracket and hopefully that anticipated
‘Indian Summer’ will keep the leaves on the trees a little longer and we will further busy weeks ahead of us
before the winter sets in. Prices are nudging upwards as the old stock sells and ‘fresh’ properties coming on to
the market try a few percentage points higher than they would have done early in the year. Nothing severe

Statistically the first three quarters of 2013 have produced greater activity in the residential sales market at Foster
Maddison than for any corresponding period since 2007. However, figures only tell part of the story and whilst
both the volume of willing and able buyers and number of accepted offers have increased significantly we have
yet to experience the positive movement in prices which appears to be gripping the market in London and the
South East. In fact, the average house price in the North East region fell by just over 2% in the last quarter!
Still there is no reason for despondency. Maintaining the upward curve of positive sentiment amongst buyers and
sellers should lead to a very healthy start to 2014 if only we avoid the inevitable sanctions, which would follow
on the coattail of strong price inflation. Residential investment and the buy to let sector remain strong and,
with the medium-long term economic situation prevailing over the northeast region, we expect to see this trend
continue well into next year.

There has been a ‘sea change’ this summer in the Mediterranean property market. After a rather slow and difficult
spring it seemed that the buyers arrived just as the children’s summer holidays started. I witnessed this at ‘first hand’
in Mallorca where rumours and then confirmations of sales grew in number. The change seemed so remarkable
that I sought the opinion from my colleagues in mainland Spain, France and Italy to see if this phenomenon was
strictly local or the same around the Mediterranean. The economic data reported daily in UK news broadcasts doesn’t
really support it and yet there it is. The results from my enquiries indicated that the best ‘resort’ locations had been
experiencing similar demand yet country/rural property are still distinctly slower to sell. There is something of a
scramble for the better properties that are still on the market and the resultant shortage of property that this has
created is likely to have an upward pressure on prices, as has been the case for London property.
