EXECUTIVE SUMMARY –
The City of Beckley has determined that it is necessary to amend the approved FY
2014 CDBG Program allocations. The City will reprogram CDBG funds from
cancelled projects/activities to existing projects/activities and increase funding for
other previously approved projects/activities. This is considered a substantial
amendment in accordance with the City’s Citizen Participation Plan as the
following applies: the scope, purpose, funding amount, and location of the project
activity have changed.

The City adopted a Resolution approving the Substantial Amendment on August
11, 2015 at a regularly scheduled City Council meeting.

The City had the Substantial Amendment on public display from Friday, July 10,
2015 through Monday, August 10, 2015. The City held a Public Hearing on the
Substantial Amendment on Tuesday, August 4, 2015 at 5:00 PM in the Council
Chambers at City Hall. The purpose of the Public Hearing was to present the
Substantial Amendment to the City for FY 2014 CDBG Program Year.

The “Proposed Substantial Amendment” was made available for public review and
comments for a 30-day period beginning Friday, July 10, 2015 through Monday,

FY 2014 COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM SUBSTANTIAL AMENDMENT
Notice is hereby given that the City of Beckley, Raleigh County, WV will hold a public
hearing on Tuesday, August 4, 2015 at 5:00 PM, in the:
Council Chambers at City Hall
409 South Kanawha Street

The City Council Chambers are accessible to persons with physical disabilities. If
special arrangements need to be made to accommodate citizens in order for them to
participate in the public hearing, including a Spanish interpreter, please call Ms. Angela
L. King, Grants Administrator, City of Beckley, at (304) 256-1768, to make those
arrangements by July 28, 2015.

The purpose of this public hearing is to present substantial amendment to the City of
Beckley’s FY 2014 Annual Action Plan for the use of Community Development Block
Grant funds.

The City of Beckley adopted its FY 2014 Annual Action Plan and Budget for the use of
CDBG funds on August 12, 2014. In accordance with CDBG program regulations, the
City is allowed to make substantial amendments to its Annual Plan and Budget in
accordance with the City’s Citizen Participation Plan.

The City has determined that it is necessary to amend the approved CDBG program
budget for the previously approved program year of FY 2014. The funds will be
reprogrammed from a cancelled project to increase funding for another previously
approved project.
This is considered a substantial amendment in accordance with the City’s Citizen
Participation Plan as the following applies: the scope, purpose, and location of the
project activity have changed.
The amendment to FY 2014 CDBG Annual Action Plans are proposed as follows:
1. CD-14-03 Streets and Curb Cuts – reduce the line item budget amount by
$85,917 and delete this activity.
2. CD-14-04 Parks & Recreation Improvements – increase the line item budget
amount by $85,917 for a new budget amount of $112,917. Funds will be used to
make park improvements at the New River Park.
Copies of the Substantial Amendment are on public display for viewing by the public for
a period of 30 days beginning on July 10, 2015 through August 10, 2015, at the

All interested citizens are encouraged to attend this public hearing and they will be
given the opportunity to present oral or written testimony concerning the proposed
amendment to the use of CDBG funds under the FY 2014 Annual Action Plan. All
comments received by August 10, 2015 will be considered by the City of Beckley prior
to submittal of the substantial amendment to City Council at their August 11, 2015 City
Council Meeting. Written comments may be addressed to call Ms. Angela King, Grant

A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF BECKLEY
AMENDING THE 2014 CDBG PROGRAM
WHEREAS, the City of Beckley, West Virginia is a recipient of grant funds under the
Community Development Block Grant (CDBG) Program administered by the U.S.
Department of Housing and Urban Development (HUD); and
WHEREAS, the City of Beckley had previously approved budgets and Annual Action Plan
for the FY 2014 CDBG Program; and

WHEREAS, HUD permits grant recipients to revise and amend its previous budgets and
Annual Action Plan; and

WHEREAS, in accordance with the Federal Regulations governing the CDBG Program
certain changes and revisions to the Annual Action Plan may be considered a substantial
amendment as outlined in the City of Beckley’s Citizen Participation Plan; and

WHEREAS, it has been determined that the proposed changes and revisions to the FY
2014 CDBG Program are a substantial amendment and the City’s Citizen Participation
Plan has been followed.

NOW THEREFORE, BE IT RESOLVED by the Mayor and Common Council of the City
of Beckley, Raleigh County, West Virginia, as follows:
SECTION 1. The amended FY 2014 Annual Action Plan is approved as presented, and
as shown in the budget for the 2014 program year.
SECTION 2. The Mayor is hereby authorized to sign and submit the amended FY 2014
Annual Action Plan to the U.S. Department of Housing and Urban Development.
ADOPTED INTO A RESOLUTION THIS 11TH DAY OF AUGUST 2015 BY THE
COMMON COUNCIL OF THE CITY OF BECKLEY, WEST VIRGINIA.
