/ Area.-Twentv-two square miles were ~i.dded to the district from
Ahmed.nagar in i887 and an area of five square miles was traD.I.!~erred
to Ahmadnagar during the same year. To meet these changes and to
accord with the measurement of the survey carried out between 1871
and 1922 the area of the district has.been increased from 5,347 to 5,357

2. Recent Surveys .......The second Revision Settlement of all the Talukas
in the district with the exception of Mulshi Peta was introduced. since
1911. The period of the current settlement of Mulshi Peta expired
in 1922-23 hut the introduction of the second Revision Settlement of
this area has been postponed pending completion of the acquisition
work in connection with the Mulshi Lake of the Tata Power Co., Ltd.
By the Revision Settlement the total assessment was raised from
Rs. 11,86,462 toRs. 13,92,950 equal to an increase of 17·4 per cent.

3. Important Public Works.-The Southern Maratha; Railway from
Poona to ?lip't\j ru.niring for 47 miles through the Southern.portion of
the district was opened for traffic in 1886, the construction work having
belln commenced in 1884. In 1921-22 there were "554 miles of metalled.
road. and 402 nriles of road suitable for fair weather tr~ffi.c o~ly.

5. Famine.-Famine occurred in 1896-97, mainly due to failure of
crops in the affected tracts from want of seasonable rain. An area of
2,987 square miles was specially affected. Relief works were opened
and continued for 14 months. The maximum number of persons
receiving relief reached 42,075 in September. In 1899-190Q the rains
again failed, resulting ~ famine. An area of '5)241 square miles was
affecterl, t.he crop outturn being only 31 per cent. of the normal. RP.lief
• wor~ were opened in October 1899, the daily average thereon being 254,
and were continued till October 1902 with an intermediate break of 5
months. The highest d~ily average number relieved was 96,190 in May
1900 and the daily average of the gratuitously r~lieved 28,536. Special
relief was also given. to weavers in their own craft during the famine.
The death-rate in the district was 52· 64 per mille. The total number of
deaths from all causes on relief work was 1,872, of which 729were due to
dysentery and diarrhcea and 401 to cholera. The percentage proportion
of sexes and children among the relief workers of the district was 33
males, 47 females and 20 children. ~he average wage per worker unit
was Re. 0-1-5. In 1900-01, the area affected was the same as in 1899-1900.
The highest daily average number in receipt of relief was 35,834, 4,921
being gratuitously relieved. The death-rate during the year was 35 ·10
per mille. In 1901-02 the total area affected was 1,020 square miles.
The daily average attendance on relief works was 5,690 in September 1902.
The number in receipt of gratuitous relief was 3, 776. The death-rate
was .32 ·99 per mille. The year 1903-04 was unfavourable, but no relief
measures were found necessary. In 1904-05 a greater part of the district
was affected by the partial failure of crops. Relief works were opened
but were subsequently'closed for want of workers. In 1905-06 there
was an almost total failure of' crops and fodder. The area affected
was 2,644 square miles and the population 351,000. Test works which
were afterwards ·converted into relief works were started in February
1906,. the daily average number of persons thereon being 4,329. The
. percentage ·proportion of sexes and children among the relief workers
was 34 males, 55 females and 19 children. The year 1907~08 was a
year of scarcity. Dole was given to inferior village servants and infi.rms.
On the whole 32,977 units were :;elieved with an expenditure of Rs. 2,099.
· The year 1911-12 was not a year of famine but of scarcity in the eastern
division of the district and relief in the form of dole was distributed to
.the needy persons from October to 1\fay. The expenditure on this
account was Rs. 14,975-0-6 for relieving 8,334 persons. Similar was the
case in 1912-13 with less severity and Rs. 3,500 were spent on distributing
the dole. The year 1~18-19 was a regular famine year due to want of
seasonable ra.infall. The famine spread over an area of 3,500 square
miles. Relief works were opened and continued for 8 months. The maximum number receiving relief reached 26,696 in May 1919. The percentage
9£ males, females and children respectively on relief work~ was 28 · 3,
55.' 3 and 16 · 4 and on gratuitous. relief 41 ·5, 31 · 9 and 26 ·. 6. The total
expenditure on several heads of famine was 3,93,239-5-0. · Scarcity
· conditions prevailed during the year 1920-21. Six .test works were

The total mortality
in the district excluding Poona City up to the E:nd of 1921-22 amounted
to over 6:3,000 or 6 per cent. of the total populativll. The district suffered
H\t•st in lS09-1900, 1902-03, 1916-17 and 1917-18. The epidtmic in
l'uoua Citv in 1897, 1899, 1906 and 1916-17 were very severe.

2. Agriculture and Land Revenue.--There are five Talukas in the State
compri~ing 502 villages. Almost all the villages are under the survey
settlement the survey having been completed in the year 1897 in the
wliole State \\ith the exception of some twenty Inam villages. Of the
:<urn•yed villages, 114 were settled by the Survey Department. The
RllrYey settlement has enhanced the state land revenue by Rs. 24,523,
i.e., from Rs. 2,84.083 to Rs. 3,08,906. The rates in force are: dry crop
lund Rs. 0 2-6 toRs. 2-8-0; garden landRs.1-8-0to Rs. 12-0-0; rice ]and

Famine.-The State suffered severely from famine in 1896-97. Relief
measures were commenced in Decem be; 1896 and were closed in December
1897. The highest daily average nwnber of persons receiving relief was
over 1,000 in .May and June. Famine again occurred in 1899-1000.
Relief measures were commenced in each t11luka. Persons unable to work
were gratuitously fed in the Yillages and taJuka stations. The number of
persons relieved including non-working children was 17,541 up to June
. 1900. In April the persons on relief works numLered nearly 2,000.
Nearly Rs. 45,000 were spent by the State on. famine relief. There ·was
no famine as such in the State during the decade from 1911·12 to
19:}0-21 but in 1918-19 Rs. 29,300 were spent by the State to alleviate
the sufferings of the distressed by way of remission of Land Revenue.

Plague.-In 1896-97 seven cases of plague were recorded. They were
all imported from Poona. Since then oyer L85Q cases occurred up to

General.-In 1920-21 the. state police numbered 214. The cost oi"its
support was Rs. 25,557. The State has only one jail at Bhor. The
daily average number of convicts in the jail was 16 · 6 and the total cost
was 4,054 in 1920-21. There is a state printing press at Bhor. During
the last ten years 75 panthers and 18 hyaena have been killed. The
State possesses two dispeusa!ies, one at Bhor and the other at Shirval,
with a daily average of 38 and 14 patients respectively.. The expenditure
on them was Rs. 3,322 and 1,211 respectively. The number of patients •
treated during the last ten years has been :Bhor.
