CHAPTER ONE: INTRODUCTION
1.1
Background
The Government of Uganda’s economic vision is that every household is able to have the means to earn
the minimum income that enables it to access basic human needs such as food, shelter, clothing, health
and education. The Government aims at using this approach to eradicate poverty among the different
households.
The Poverty Eradication Action Plan (PEAP) recognizes that although major progress has been achieved
in the reduction of poverty from 56% in 1992/1993 to 31% in 2005/2006, the proportion of people living
below the poverty line is still very high.
So the Government of Uganda launched the Economic Development Strategy (EDS) in the financial year
2005/2006 with the aim of eradicating poverty at household level. The strategy initially started at subcounty level as the unit of planning, implementation and monitoring.
Under the EDS, the Government launched the Sub-county Development Programme in the financial year
2006/2007 as a means to implement the Government programme which is the pledge to the people of
Uganda to promote “Prosperity for All”, and build socio-economic transformation and peace.
The Sub-county Development Programme is focusing on empowering the Sub-county structures to carry
out the planning, budgeting and development roles by implementing the EDS (reduction of household
poverty) through:

Establishment of the Community Information System (CIS)
o
Increasing access to Rural Financial Services (RFS)
o
Improving Productivity
o
Improving Marketing and Trade
o
Improving infrastructure, and
o
Improving local standards of Physical Planning and Development.

1.2
The Community Information System (CIS)
The Community Information System (CIS) is a government programme that has been established to
ensure that households and communities have access to and make use of reliable and meaningful data
and information generated at household, parish and sub-county levels. The CIS generates basic
information from communities to monitor households’ welfare as well as promote efficient utilisation of
information at grassroots level.
CIS is also an activity of the Community Mobilisation and Empowerment Strategy (CMES), which is a
multi- sectoral framework to harmonise and consolidate actions by all actors involved in mobilising
communities for development.
1.3
Objectives of the Community Information System
The main objective was to empower communities to make informed decisions using readily available up
to date information. The system was also intended to enable community administrators to have regular
and meaningful information about households and communities on which to base development planning,
monitoring and evaluation of projects / programmes that are geared towards poverty alleviation. The
specific objectives are:

To facilitate regular and sustainable monitoring of the effectiveness of Government, NGOs and
other agencies’ poverty reduction initiatives among communities and for policy and decision
making.

To enhance the use of reliable and accurate data among communities.
-
To support participatory development planning at various levels of administration.
-
To identify communities and households by their socio-economic characteristics and hence their
needs.
1.4
CIS Data Collection in Kiboga District
The households registers were used for CIS data collection whose units were the households within each
villages. Thus data collected on complete households within the villages constituted a village summaries.
The village data were summarized to give a parish level information which was then summarized further
to a sub-county level. Kiboga district has 7 sub-counties from which data were collected in mid 2009(
June to July) and summarized for this report.
1.4.1
Presentation of the CIS report
The data in this report is summarized at three level, that is village, parish and sub-county level.
Information presented in this report is at a sub-county level. Further detail at parish and village level is
provided in the Appendix.
The information presented in this report shows the socio-demographic characteristics of the households
including ownership of Assets, Crops grown and Livestock reared.

Limitations of the Reports
1. There were cases of undercoverage due to lack of supervisions especially in the large villages
2. The sensitization level – was very low. The respondents were reluctant to provide information due to
fear of being taxed and taking their land and other property. They claim to have not been given prior
knowledge about the exercise and its usefulness.

There was also a lot of worry about confidentiality of the information collected. This was expected
especially in the more affluent members of the community

2.1
Population by Gender
Table 2.1 presents the total number of households and population of the household by the sex of the
household members for CIS 2009. To provide comparison, the total number of household for census
2002 and total population projection for 2009 from the census 2002 benchmark has been included. The
findings under the CIS revealed that Lwamata sub-county had the highest number of household (4,979)
and Dwaniro subcounty had the lowest (1,689). The highest population of the households members was
still registered Lwamata sub-county while the lowest still came from Dwaniro subcounty. The findings
further revealed that out of the 7 sub-counties in Kiboga district, only Dwaniro had more males than
females. Appendix Table 1.1 provides information at parish.

2.2
Household Population by Age Group
During 2009 CIS data collection, household members were asked their age in completed years. The age
groups were categorised between 0-5, 6-17 and 18 years and above. Table 2.2 presents the percentage
distribution of the household population by sub-county and age-group. The findings showed that Kapeke
sub-county had the highest percentage of persons between the ages of 0-5yrs (26.72%) while Dwaniro
had the lowest percentage (19.36%). Between 6-17yrs of age, Kibiga subcounty registered the highest
population (39.6%) and Kiboga Town Council registered the lowest (34.07%). For those in the age
category 18yrs and above, Dwaniro had the highest population (45.33%) and Kapeke sub- county
registering the lowest (36.69%). The results at parish level are presented in Appendix Table 1.2.

2.3
Marital Status of Household Population Aged 12 and Above
Information gathered during CIS data collection exercise of 2009 included the marital status of household
members who had reached the age of 12 and above. The findings as in table 2.3 revealed that Lwamata
registered the highest proportion of people who were never married (46.67%) and Kibiga sub county
registered the lowest (30.56%). Among those who are now married, Kibiga registered the highest
proportion (47.92%) while Lwamat subcounty had the lowest (37.81%). Kibiga sub-county registered the
highest proportion of persons that were once married (21.52%) whereas Dwaniro registered the lowest
(13.9%). Appendix Table 1.3 presents the information parish level.

2.4
Household Persons Aged 5 and Above by Level of Education Attainment
The Education levels of the usual household members who were above 5 years of age was among the
personal information that was collected. The highest education completed was captured, including that of
children who were in boarding schools/colleges and other institutions. The highest education attained was
categorized in 3 groups. These were P1-P7, J1-S6 and above S6. Table 2.4 shows that Muwanga subcounty was found to have the largest proportion of persons whose highest education levels are between
P1- P7 (85.51%) while Kiboga TC had the smallest proportion (58.36%). The highest education
attainment between J1-S.6 was revealed in Kibiga (35.59%) and the lowest was in Muwanga (13.36%).
Kibiga TC had the highest percentage (9.31%) for those whose highest level of education attainment was
above S.6 and the lowest proportion under this categories was in Muwanga (1.13%). Appendix Table1.4
presents the results of the educational attainment of the household population aged 5 and above at
parish level.

2.5
Household Population Aged 5 years and Above by Main Economic Activity
The usual household members aged 5 years and above during the last 12 months were asked to state
their main economic activity. Table 2.5 presents the findings. The majority of household members that
were involved in Agriculture were from Kibiga (63.88%) sub-county while Kiboga Town Council registered
the least (11.58%).Findings showed that Kiboga Town Council had the highest percentage of people that
were involved in Trade (12.42%) and Muwanga had the least (1.15%). Manufacturing as a main
economic activity is a least activity undertaken in the district with Kiboga Town Council showing the
highest percentage of (2.87%) while Kapeke coming least (0.23%). Provision of Services as a main
economic activity was mostly done in Kiboga Town Council (18.64%) and the least was in Kibiga (2.18%).
The detailed presentation at parish level is presented in Appendix Table 1.5.

CHAPTER THREE: AGRICULTURE
3.1
Households Growing Crops
The CIS household register solicited information from the respondents on the different types of crops
grown. Table 3.1 presents the findings on some of the crops grown by the respondents.
The findings showed that the households in Kiboga district participated mainly in the growing of six major
crops. That is beans(36.98%), cassava(29.73%), sweat potatoes(26.66%), maize(24.0%), banana(22.72)
and coffee(21.75). The highest growth of beans was registered in Lwamata sub-county with 57.8% and
the lowest was in Kiboga Town Council with 6.4%. While for cassava and sweat potatoes the highest
growing sub-county was Dwaniro with 50.1% and 45.5% respectively and the lowest was still in Kiboga
Town Council (6.4% and 5.5% respectively). For maize, Lwamata registered the highest growth
proportion of 36% with the least being Kiboga TC(3%). For banana and coffee Lwamata subcounty had
the highest growing proportion of 47% and 32.1% respectively. While the lowest growing rate for the two
crops was still recorded in Kiboga TC. Kiboga Town Council being a commercial centre has its
households participating least in the growing of most crops.
For the rest of the crops, the table 3.1 speaks for itself. While for information at parish level, refer to table
2.1 in the appendix.

3.2
Households Owning Livestock
Proportion of the households owning livestock was computed out of the number of households owning
each category of livestock. But because these numbers of households were not available, it was
impossible to compute the respective proportions.

CHAPTER FOUR: OWNERSHIP OF HOUSEHOLDS ASSETS
4.1
Households Owning Assets
Muwanga sub-county had the highest proportion of households owning land (87.26%) while Kiboga TC
had the lowest proportion of households owning land (31.37%). The highest proportion of house
ownership(86.48%) was in Kapeke subcounty while the lowest proportion of households owning houses
was in Kibiga(47.55%). For other households assets bicycles, radio and telephone, the highest proportion
of ownership was registered in Kapeke subcounty with (69.19%, 81.98%, and 80.45%) respectively. The
lowest proportion of ownership was registered in Muwanga(34.27%), Kibiga(48.6%) and 40.82% for the
three assets respectively.) Appendix Table 3.1 presents the results at sub- county level.
