COMPANY PRESENTATION
UM -ALHOUQOL Company was established in 1997 as a joint stock company, specialized in several aspects of oil and
marine services particularly pipe line trenching, excavation and earth moving works, steel construction and welding
services, supply of material, supplying and hiring of construction equipments heavy transportation ,dive related
operation services, ports/ harbors, engineering and construction, geotechnical and hydraulic engineering studies,
topographic and bathemetric mapping, logistics, shoreline protection, road maintenance and construction, landscaping
,quarrying and rock aggregate supply and sewage - water technology.
Our services are mainly concentrated on the internal market particularly towards gas / oil sector, energy sector
,GAMRA, Municipalities infrastructures, port and harbors including dredging , breakwater / quay wall construction,
sea-water intake/inlet projects, and etc , ……. although we are planning with great attention to the opportunities to reach
an International global out look.
The Quality Management System operated by U.A is certified in accordance with
DIN EN ISO 9001-2000. The
performance of U.A since the first year of its establishment has produced a steady growth, consolidating the team work
spirit which forms the strength of the company. U.A professional performance enable us to gain the trust and confident
of the clients and to obtain performance satisfaction certificates and project acceptance certificates from several National
and International Oil and Marine Companies.
The product working cycle from engineering to implementation of the work is carried out by highly professional staff
and good capabilities. Safety and reliability are the final results of every project taken.
Several joint partners - ship agreements were made and undergoing with several competent National and Internal
companies. (Examples are shown in the following page).

U.A provides a wide range of oil and marine services from study and engineering till full implementation of the
services.
The main services include the following:

PROJECT MANAGEMENT
The selected management team includes people of proven ability and experience in project engineering and management
of different related specialization whom may be necessary for the performance of a project contract.
The margin of experience is from 15 years to 35 years in project management, consultancy, construction, marine services,
and other different practices of petroleum engineering, petroleum geology, engineering Geology, environmental geology,
civil engineering and other practices in marine and coastal developments.
Mostly they are assigned upon the award of the contract and remain in control until the successful completion of the
projects.
At the outset of the contract the project manager establishes the project organization in conjunction with U.A technical
Manager and issue job instructions describing the scope of work to be performed by all disciplines and contractual
requirements to be met.
Liaison and communication with client is within the responsibility of the project manager, so project engineers may
communicate directly with their counterparts in the client organization, particularly on the technical aspect of the
contract.
A daily/ weekly and monthly progress report are usually issued and presented to the client.
ENGINEERING
The engineering unit is responsible for the engineering development for the study and process to the specification of all
details of work implementation and construction. Necessary specifications for the scope of work, material and equipment
are selected from existing library of specification and standards in accordance with the project requirements and the
project tender documents. The company engineers are fully conversant and acquainted with international design codes
and standards.
UA cooperate closely with highly respected national and international engineering / consulting firms and individuals
including universities, institutes and research centers.

PROCUREMENT
Overall procurement costs can be very important part of the total project cost and the quality of procurement activities
determines the overall project schedule.
U.A has skilled personnel dealing with multi functional procurement: purchasing expediting, inspection, testing shipping
and delivery and commissioning.
All venders are selected inside U.A standard vender list and on the basis of venders expertise, financial security,
production, quality,
Once the contract is signed, constant liaison with venders is maintained, and update records for each item are continually
at hand to ensure reliable scheduling throughout the contract.
CONSTRUCTION / SERVICES
Acting as sole oil/gas-marine services contractor, within a Consortium, in a Joint Venture group, or as subcontractor, U.A
can provide a complete wide rang of const. /services using direct and/or subcontract personnel.
Depending on the type of the project, U.A field organization is composed. Of experienced managers (super intendments,
construction, quality, and control) supervisors, foremen, specialists and all the skilled man power deemed necessary.
PERSONNEL TRAINING
In order to keep high standard of work performance and quality management system established according to Din En
ISO 9001; 2000 certificate June 2005 Reg. No: 0/0/0225/om and to continuously provide evidence to our clients that the
management system comply with the requirement of the standard mentioned .As stated in the Audit report dated June
20.2005 by the Technical Supervision Organization for safety- quality environmental protection “TUO “, a regular
intensive training courses are to be made for internal auditing and upgrading the language and IT skills of our staff.. U.A
management staffs have the required efficient communication and IT capability.
In accordance with the “ Quality Management System Certificate ISO 9001:2000 and Audit report, UA leader ship
participated in the leadership development training program ( module 1 ) related to national economic strategy focused
on const. oil/gas and truism made by General Planning Council planning council ( Libya)
. The program had been undertaken by top int. consultant companies “Monitor & Cera “and top experts from University
of Cambridge U.K (Business Strategy), University of Witwatersrand S- Africa (National competitiveness) and from
Harvard University U.S.A. The program covers the application of strategy analysis related to const. oil / gas and truism
clusters, applying SWOT analysis, external analysis, and industry structure (the driver profitability dec.2005),
international analysis, competitive environment, the program shall continue till dec.2005.

EQUIPMENT
I.MARINE EQUIPMENT:
Till now the marine equipment availability is largely dependent on the locally available dredgers, split barges,
tug boats, etc .owned by previous U.A. marine contract partners such as Besix co., other equipment are owned by
S.P.C. and other existing local marine firms

Cranes with clamshell attachment for rock placing & rock fill marine structures; breakwaters are available
within the company (previously used for Mellitah shoreline protection project for Hyundai co. and Gama co.)

A Besix owned dipper dredger with 2 split barges had been used by UAH for the const. of Mellitah temp.
Harbor for Eni gas.

A hiring agreement is to be signed with Dedong shipyard (Machon) for a modern powerful self propelled
dipper dredger named “Obscured by Clouds” complete with the crew and split barges of 850 m³
Also U.A. intension is to hire or purchase multi purpose work-ship “PION” with pile driving and other
functioning facilities.
At present U.A work closely with Besix, Vanord, and Jan De Nul as major const. and dredging companies.

U.A. operates in a full respect of the environment laws & regulations in all fields of its activities keeping in

U.A. signed a contract with a local public Authority covering all aspect of engineering and design services
