• The DRL is an excellent way for suppliers to identify possible partnering or

able to win on their own
• Partnerships created through the DRL that turn into winning bids often

online via MERX.

Electronic Bid Submission is the electronic transfer of proposal documents/files between a
potential supplier and contracting authority.

The MERX EBS system includes safeguards to ensure the security and authenticity of the
material being transferred.

Remember to SUBMIT after you’ve uploaded
EBS TIP:
Register for an authorized signer PIN. There is no fee to sign up.
An Authorized Signer is someone in your organization who has the authority to bind your company to each and
every term, condition, article and obligation of the bid and any resulting contract. Your organization can only have
one authorized signer. This person does not have to be the one placing the document order, submitting the
proposal, nor do they have to be a MERX subscriber
