EDITORIAL
The strategy of the Ministry for Communities and Return 2010-20013, represent
document framework that defines the objectives and strategic goals of the
Ministry arising from its mandate and the Constitution of the Republic of Kosovo.
Implementation of policies in return for all displaced inside and outside Kosovo,
and reintegrating them, according to this strategy during 2010 is expected to
record qualitative increase because the MCR is now has operational resources for
quality services in the local field through the cooperation with the municipalities
of Kosovo, also at the central level, in cooperation with all line ministries of the
Kosovo Government and with all international partners in Kosovo.
The development and implementation of policies and actions arising from this
strategy, based on the Constitution and laws of the country, are serving to raise awareness on the necessity of
creating a multi-ethnic trust and cooperation to resolve all issues important to all communities.
I am aware of the numerous difficulties that will face, but this strategy presents an operational framework that
ensures access based on the identification of problems and the possibility of resolving them, with the aim of
improving conditions and quality of life for citizens of our country.
I believe and am very optimistic that with strong support and commitment of established local institutions and
international partners, will successfully overcome challenges and achieve the desired success, following the
most advanced practices of countries with democracy proper, in order for Kosovo to speed up a step towards
integration in international mechanisms.
With this document the Ministry for Communities and Returns, and I as minister, and express full readiness
investigation regarding how best to create conditions for increasing quality of governance in improving the lives
of citizens, where the integration of all regardless communities will enjoy permanent serious access.
MCRs Strategy by strengthening and stabilizing the communities living in Kosovo, would facilitate the return of
displaced persons inside and outside of Kosovo and their full reintegration into society. So our goal and strategic
objective of this document is the reference of achieving better as soon as European standards under the plan for
action for European partnership, where the Republic of Kosovo offers modern model of a multiethnic society.
To achieve this strategic goal, the Ministry for Communities and Return said thanks and gratitude to all those
who have helped so far, and, ensures that it will be open to all who show good will to contribute in this regard.

INFRASTRUCTURE
THE MCR WILL NOT SPARE THE
MEANS FOR HELPING THE PROJECTS OF
INFRASTRUCTURE
Needs for renovation of damaged infrastructure in the quarters of the returnees, are in direct link, with not
only return opportunities, but also the sustainability of return. Past experiences, warned in testimony that the
implementation of projects for the renovation of infrastructure, has not often been followed by projects for the
renovation of housing fund, but also otherwise.
In the years after the conflict, there has been no systematic and synchronized approach in implementation
for renovation of infrastructure of the facilities, so that the accessible means in most cases are not spent, in
accordance with real needs and priorities. Also, the donors, the donations often are oriented according to their
criteria.
The datas collected from all municipalities in Kosovo, show a very different state of infrastructure in Kosovo.
Thus, while in some countries there is no communal and social infrastructure, in some areas the situation is
extremely good, and satisfy basic needs, not only for the returnees, but also for local residents.
In order to create better conditions for all citizens and infrastructure development in municipalities, the
Ministry for Communities and Return, has taken part in the project for co-financing the asphalting of the road
’’Bekim Isma’’ in Orahovac, MRC has funded this project in amount of 100,000.00 euros, while the municipality
of Orahovac 30,000.00.
Also the Ministry for Communities and Returns signed a Memorandum of Understanding for co-financing
the project of water supply for villages Zegra and
Budriga in the municipality of Gnjilane, inhabited
by Albanians and Serbs.
For the construction of this water supply, except
the Ministry for Communities and Return, who
has contributed 91 thousand euros, Municipality
of Gnjilane has allocated 122 thousand euros,
while the Swiss and Austrian government have
helped this important project with 173 thousand
euros.
On this occasion the Minister of MCR Sasa Rasic
said that ’’the Ministry for Communities will not
spare any time to assist projects of this nature, where the benefit are all communities and is a good signal for the
displaced to be convinced that here are the conditions better life.’’

REALIZED BY THE MCR
Sustainable return and reintegration of displaced
in Lugmir and Struere in Vucitrn
The Ministry for Communities and Returns, in supporting the
return and reintegration of displaced in the municipality of
Vucitrn, has allocated funds in the amount of 26,240.00 euros
for the realization of a project, as part of concept document,
which the Municipal Working Group of Vushtrri had allowed
its implementation.
This project aims at the sustainable return and integration of
13 displaced families form Serb community and 2 receiving
community families (Albanian), in villages and Struere and
Lugmir in municipality of Vucitrn.
For realization of this project, the Ministry for Communities
and Return, on 2.06.2009 has signed a Memorandum of
Understanding with the MA of Vucitrn, which has contributed to
the project, with a value of 50,000.00 euros for the construction
of infrastructure and with the NGO ‘’Developing Together’’ DT as the implementer of the project.
Besides building, repairing and supporting infrastructure, project
beneficiaries have been providing support to potential income
through production, providing social services and promoting
inter-ethnic dialogue through joint training for dialogue and
coexistence. Implementation of the project is divided into two
phases. The first phase has included contacts with the displaced
families, the selection of beneficiaries, building and repairing of
houses, which have been already completed.
While the second phase includes activities to create income,
infrastructure rehabilitation and dialogue component, in which
has begun the process of implementation and will be completed
for a short time.

INDIVIDUAL RETURN
LAYING OF CORNERSTONE OF THE HOUSE
OF 11 MEMBER RETURNED FAMILY
I personally, as a minister on behalf of the Ministry for Communities and Return support their decision to
return, and promise to do what is best for creating the conditions for return and remaining in Kosovo.
Ministry for Communities and Returns was engaged in all aspects of project implementation and relevant
service lines to support individual returns, including design, planning, implementation and monitoring
of projects. For this, the ministry has cooperated with all institutions involved in the return process and in
particular there was direct cooperation with UNDP in implementation of joint programs to support the return
and reintegration in Kosovo.
Individual returns component within the UNDP (SPARK) has provided direct assistance to individual returns
of the displaced minority persons who have chosen to spontaneously return to their homes. Offered support
has responded local circumstances and individual needs through the provision of assistance in housing, socioeconomic assistance and implementation of community development component.
Ministry for Communities and Returns, in accordance with criteria established for individual returns, was
involved in reviewing and giving priority to requests for support of return, and has collaborated directly in
referral, assessment, approval and provision of assistance (tendering procedures, construction inspection, etc.)
for appropriate cases.
Individual returnees from among the minority who have possessed proof of injury to the house / apartment
by the war and who have planned their return to Kosovo and the need to support are qualified as eligible for
housing assistance under the UNDP project for individual return.

Through the service line for socio-economic assistance, which is implemented by local NGOs, to 250 families
were offered grants for income generation such as cows with calves, motor-cultivators, chicken farms, accessories
for computers, etc. Moreover all assisted families with socio-economic assistance have participated in training
organized for starting business.
Also, through the service line for community development 94 families have participated in the voucher scheme
assisting the implementation of 22 small community projects in 9 municipalities in Kosovo, where as the
financing of these projects of UNDP is the Ministry for Community and Return.
One of the families assisted in individual return / volunteer in their house 11 member Serbian family of Darko
Spasic, in the village Crkvena Vodica in Municipality of Obilic.
Ministry for Communities and Return as part of the Government has allocated 16 thousand euros for the
construction of this house in the area of 62 m 2 according to the standards set.
Minister Rasic and Prime Minister Thaçi on June 2 took part in placing the cornerstone of the new house,
where encountered on warm hospitality of this family.
After emptying the shovel the concrete in the foundation of the new house, the feast that the host had prepared
for the governors, minister Rasic, thanks for the warm welcome and made a symbolically toast and congratulate
to the Serb family of Darko Spasic the return in Kosovo and the start of new home.
‘’I have a special pleasure to be here today and participate in placing the cornerstone of the family’s new home
who recently have returned.
Above all I am very happy to see this new wonderful family, which has decided to return to their place of origin.
I personally, as a minister on behalf of the Ministry for Communities and Return support their decision to
return, and promise to do what is best for creating the conditions for return and remaining in Kosovo.
I hope in future to have more displaced families who will return to their homes as the family Spasic did.’’

RETURN AND REINTEGARTION IN KOSOVA
RRK I
The project Return and Reintegration in Kosova is a joint initiative of the Europian Commision, the Government
of Kosova through the Ministry of Communities and Return and UNDP, as to support the process of sustainable
return and the reintegration of the displaced people by guaranting stability and a multi ethnic society in Kosova.
The project has to do with the empowering of the municipalities which will take further responsibility in helping
the displaced and general contribution and stabilization of minorities return.
The project especially shall offer help for 180 displaced families where there are foreseen reconstruction of the
houses, reconstruction of needed infrastructure and packages that would make possible income generation,
and also different activities for interethnic dialogue.
Ministry of Communities and Return supports with 1.1 milion euro, Europian Commision Liasion Office in
Kosova with 3.3 milion and United Nations Development Program (UNDP) with 0.4 milion euro.
The project RRK1 has started in four municipalities Istog, Peja, Fushe Kosova and Gjilan and it is expected to
be implemented in a period of 21 months from July 2008 till April 2010.
181 family are expected to be returned in the four selected municipalities.

The four municipalites have announced the tenders for the first cycle of return in accoedance with the rules of
procurement in Kosova , and also there have benn contracted the conctruction companies for the reconstruction
of the houses. From the first cycle, from 100 approved beneficiaries, there were builot 84 houses and have been
returned 386 people. Frome these constructed houses 57 families have got house fittings. 97 other houses are in
different houses of reconstruction-tendering , being built or are in the final phase.
The first families of the beneficiaries under the project RRK1, have returned in their new houses. Since 20 of
November 2009, 22 families have returned in Istog, 8 families in the Municipality of Peja and 12 families in
Gjila. In the municipality of Fushe Kosova, there are 13 families waiting the final phase of their houses.
The RRK Steering Committee has aproved the construction of 17 houses for social cases from the receiving
community in the three partner municipalities as are: Gjilan, Istog and Peja. In the first cycle it is foressen to be
completed 130 houses foreseen in the project, and also more 51 houses to be binanced by the
The first ceremony that marked the handover of the keys of 35 houses, was held in Serbobran, in the Municipality
of Istog on the 16 December 2009.
To support the families, which voulunteered to restart their lifes in this municipalitym except 35 house which
were started to build in the July of this year and now are handovered the keys there are being built also 25 other
houses.
Apart from this, the construction of the secondphase is being developed in the municipality of Istog, and it is
foreseen that the basic works for other 20 houses to be completed this year depending on weather conditions.

RRK II
The project Return and Reintegration in Kosova , the second phase ( RRK2) is a continuance of the first phase
with the aim to fulfill the assistment of the pas and current those for a sustainable return and reintegration of
the displaced people in Kosova, The project is the best indicator that the return proces has not stucked and that
the Ministry of Communities and Return and all the Government of Koosva are working to create conditions
for sustainable return and development of all communities in Kosova.
Also this phase of the project RRK2 as the first phase is financed by the side of EC managed by ECLO and
cofinanced by the MCR. Implementer of the project RRK2 id Danish Refugee Counsil (DRC).
EC has contributed with 4 milion euro while MCR with 1.1 milion euro.
The project offers support to four more municipalities as are: Klina, Obiliq, Ferizaj and Rahovec for the 24
months period foreseen for the project implementation.
Users of this project will be at least 210 families of the displaced people and refugees families to which will be
given help to return and reintegrate in Kosova. 50 families will be given with the means of MCR and 160 with
the means of Europian Commission.
The ceremony of starting the project RRK 2 was organised on 23 of September by the side of the Europian
Commission, Ministry of Communities and Return and DRC.
KLINA
In the Municipality of Klina there is approved list of 23 users including here 18 serbians and 4 m,embers of RAE
community.
In close cooperation with the sectors of URBANISM, Geodesy, Cadastre and Munispality of Klina it was
prepared the plan for houses construction.
The Association for Displaced Peopke “ Bozhur” and DRC have mer 18 displaced families and have signed the
three partite agreement for return. All these families have visited Kosova on the 12 and 13 November to show
the place where their houses should be built in their properties. For 5 RAE families there was not possible to
find the right documentation which certifies that the five proposed beneficiaries were displaced in Montenegro.
Ministry of Communities and Retrun, Europian Commission Liasion Office and Danish Refugee Counsil (
DRC) as implementer of the project, on the 3 December organised a ceremony in the village Dollc of Klina
Municipality on the case of beginning to construct the 12 houses for the serbian returnees of this village.
In this ceremony there were present also the 12 returned householders which up to now have lived in Serbia,
whereas for the moment they are placed in the village Dersnik till the construction of their houses.

FERIZAJ
In the ceremony for the beginning of the project in the municipality of Ferizaj were just identified the potencial
returness in this municipality.
On the 7 October was organised the visit Go and See for 4 individuals of the RAE community in Ferizaj who
for the moment are displaced in the ex Yugoslavian Republic of Macedonia.
On 19 November , DRC has organised the meeting Go and Inform in Smedereva with a group of 25 householders
displaced from the municipality of Ferizaj. On 20 November was organised one more visit Go and Inform with
the displaced from Klina in Kragujevc, present were also the representatives of UNHCR.
OBILIQ
It is aproved the list for 5 potencial beneficiaries, but two of five potencial beneficiaries families have not met the
criteria to get the assistance and there were moved from the list. One RAE family displaced in Macedonia had
problems with property, one other serbian family have not met the criteria as it was assisted by the Red Cross
in Serbia and also failed to present the registry document that belongs to the displaced.
It was organised a visit with the displaced in Novisad and Kragujevc.
RAHOVEC
After the signing of the memorandum in the munucipality of Rahovec, it was held a meeting with the Department
of Urbanism, Cadastre and Geodesy in Rahovec, as to ensure support for the following reconstruction and
activities.

INTERVIEW WITH THE RETURNEE
OF VILLAGE DOLLC IN THE
MUNICIPALITY OF KLINA
In the frame of the Project RRK II ( Rerturn and Reintegration in Kosova, the second phase”) co-financed by the
Ministry of Communities and Return and Europian Commision Liasion Office in Kosova and implemented by
the Danish Refugee Counsil ( DRC), in the village Dollc in the Municipality of Klina it was held a ceremony on
the occasion for the beginning of construction of 12 houses for the serbian returnees of this village.
In the ceremony have taken part the Minister if MCR Sasha Rashi, the leader of operation from Europian
Commission Liasion Office Kjartan Bjornson, the Mayor of Municipality of Klina Sokol Bashota, the DRC
representatives and also the representatives of the returnees.
Those who mostly exppressed their happiness for the construction of the houses were the householders who up
to now have lived in Serbia whereas now for the moment are placed in the village Dersnik until the construction
of their houses , under the care of Danish Refugee Counsil which is located in Peja.
Satisfied with the commitment and active participation as of local institutions also of those international in the
realisation of the return process was and the returneee Bozhidar Sharkovic from the village Dollc of Klina with
who we had an interview.
Mr. Sharkoviq how do you feel now after your return in Kosova after ten years?
Bozhidar Sharkoviq : Every beginning is difficult but we are back in our property, our house, our customs
respectively in our tradition.
How are you accepted by the receiving community and please could you tell us shortly if you can still live
with the members of albanian community?
Bozhidar Sharkoviq: We were accepted quite well from the local community
Respectively our former neighbours.

Have you contacted before with them?
Bozhidar Sharkoviq : Yes, on the visits “ Go and See” the neighbours visit as
now also, so we do not have any problems with them.
In your return process with which local or international organisation have you contacted firstly?
Bozhidar Sharkoviq : Danish Refugee Counsil ( DRC )
How fast do you think MCR is involved in the process of refugee return?
Bozhidar Sharkoviq : I think a bit late but as we can see that it is committed to re
alise the return process we are satisfied with this.
Do you think that the help offered by MCR was specified according to your needs?
Bozhidar Sharkoviq : Yes certainly. This means a lot for us that lived as
Refugees.We have waited Construction of the house
for long and as soon as my house is built I will get back
with my all my family members to live where I was born
and where my fortune is.
According to your opinion what kind of assistance by the side of Kosovo’s Institutions respectively MCR
would be welcomed ?
Bozhidar Sharkoviq : What we mostly needed was the construction of the houses. But as this is being
realises it should be thought also about other things needed after the return. What wuold be helpful for us is
really the assistance to activate the agroculture, animal farming, stables, assistance with working equipments,
examples tractors and other parts, renovation of water supply and also telephone network.
For the end please tell us if you believe on works and promises that you got from the Ministry of
Communities and Return?
Bozhidar Sharkoviq : Construction of the houses, supervision and often visits which are being made by the
side of your officers including the Minister Sasha Rashic make us think that there is something positive and
that this program will be realised successfully.

18 SERB FAMILIES RETURNED
FROM SERBIA IN LAPLJE SELO
Residential complex in the village Laplje Selo in Municipality of Pristina consisting of 60 flats
together with supporting infrastructure, a project funded by the Ministry for Communities and
Return and dedicated to the 60 displaced families of the Serb community in order to create more
suitable conditions for the realization of the return process. Special importance of this residential
complex is that the conception and implementation of the project is using a new approach which
provides not only the provision of residential space but also accompanying infrastructure according
to MCR official’s guarantees sustainable return. The beneficiaries of these housing facilities will be
displaced persons in Serbia and Montenegro, who have expressed willingness to return to Kosovo
and displaced persons within Kosovo.
In the contest which was open from March to April of 2009, more than 280 families have applied for
60 flats.
The selection of applications has been completed. The Ministry has established a commission for flat
allocation, which has made the selection of beneficiaries based on ranking points. From this ranking
were selected 24 beneficiaries.

In a festive atmosphere in the presence of media the Minister for Communities and Return, Sasa
Rasic, on January 15, 2010 handed the keys of new flats to nine families returned from Serbia in the
village Laplje Selo in Municipality of Pristina, while on 5.02.2010, handed over the keys of new flats
to 10 other families returned from Serbia, in the village Laplje Selo. ‘’ The Ministry for Communities
and Return will continue to carry out further such projects where integration is already possible.
At this year is expected to conclude two collective buildings, where will also be placed 40 other
families. After returning to their flats in order to integrate into Kosovo society, the Ministry for
Communities and Return has also provided assistance to returnees in the period from six months,
including helping with food packages, fuel, inventory and social - economic assistance in value of
two thousand euros for each family, so that they with this value can select various tools for starting
an independent business.
Minister, Sasa Rasic, in his speech said that this is one of many projects that the Ministry for
Communities and Return has begun in 2009, and has been able to implement. ’’We are a little bit
delayed in some bureaucratic procedures, but ultimately people are here and most importantly we
are here to facilitate them to life upon return. With this project integration is very possible, because
there is a school and children can learn in their mother language’’, said Minister Rasic.
Today these families returned from Serbia for the first time after 10 years here in Kosovo and will
hopefully stay here. In addition to 60 apartments built during the year also will be built 40 others. But
integration is the most difficult part of the return process, it is therefore envisaged socio-economic

assistance to returnees in the period of six months, including assistance with food packages, fuel,
inventory and socio - economic support worth two thousand euros for each family, so that they with
this value can select various tools for starting an independent business.
The MCR along with the municipality of Gracanica and Kosovo institutions will help in economic
integration and creating jobs. Ministry of Labor and Social Welfare will prepare social cards in order
to come out in support of returnees.’’
Due to the large number of stakeholders, the Ministry for Communities and Return has begun the
second phase of the project organized return in Laplje Selo, where will be build two objects with 20
flats.
The beneficiaries of these objects will be displaced persons in Serbia and Montenegro, who want to
return and also internally displaced persons within Kosovo.
Nebojsa Ilic returned just with his mother, was very pleased with what was offered upon return. So
far I have lived in Kraljevo in very difficult conditions. I am very pleased with the fact that from now
on I will not be obliged to pay rent, as I have made from after war onwards said he.
Satisfied with the return was also Slobodanka Papovic from Gnjilane, which after ten years living
in Smederevska Palanka has decided together with her son to return back to Kosovo. Dissatisfied
with the life of a refugee, the rent payment in the amount of 100 euros which has made for years,
forced to work various jobs that were not her profession, only to survive, which forced him turn and
continue life where I had left, besides her community in Laplje Selo. As a teacher, with finished high

school teaching, intends to work as y teacher. The cchool which is located near the facility will help
its integration more quickly into society. In addition to work which is necessary to survive, for the
returnee is necessary for the moment as she said, are: a TV, CNC, machines for processing of vehicle
parts, welding machine and an electric stove.
Asked what would be her message to those who have not returned yet, but think to return in the
future, she answered: ’’I am very happy to be here today. Support offered by the Kosovo institutions,
the provision of housing, socio-economic assistance in accordance with our needs helped us enough
to start a new life and since the first day to have all what a family needs to return. Having a freedom
of movement and economic and social perspective I suggest all other displaced persons to return in
their homes because of refugee life offers no prospect for them. I believe all will be welcome as we
were.

HUMANITARIAN ASSISTANCE
DISTRIBUTION OF HUMANITARIAN
ASSISTANCE FOR COMMUNITIES IN DIFFICULT
SOCIO-ECONOMIC CONDITIONS
In order to respond to urgent needs of the majority of the community with difficult socio-economic situation
in Kosovo, the MRC has provided a little humanitarian support.
Many vulnerable families to the demands of their basic food items, household items, goods, construction
materials, financial support, support to income generation etc., addressed to the MCR. The answer to these
requirements is provided continuously by the Ministry for Communities and Return to the members of
communities.
In 2009, the Ministry for Communities and Return, has allocated 600 food and hygiene packages, some families
are supported with the basics of household items (beds, refrigerator, kitchen tables, chairs, etc.), and some other
family were supported by the MRC with construction material, in order to improve their housing conditions.
In 15 different municipalities in Kosovo, from the humanitarian aid have benefited the families of all
communities.

MCR OFFERS ASSISTANCE FOR THE RETURNEES
IN THE VILLAGE RUDICE
Adviser of the Minister for Communities and Return, Stanisa Petrovic, accompanied by the Director of the
Department for Return, Dragana Stojanovic, visited returnees in the village Rudicë in Klina municipality, with
the aim of providing socio-economic support for 10 returned families, where they offered assistance with flour,
food and hygiene packets.
Satisfied with the provision of assistance were Borislav Dasic and Zoran Bozic who said that this assistance
provided by the MRC will alleviate their situation even a little bit difficult socio-economic, since a number of
funding programs are reduced by donors and international NGOs.
Besides the village Rudicë the assistance were also distributed in the village Grapc in Klina Municipality.

MCR SCATTERED GIFTS FOR THE STUDENTS OF
THE PRIMARY SCHOOL ”AZIZ SYLEJMANI” IN THE
NEITHBORHOOD “KODRA E MINATORËVE”
On the occasion of year-end holidays, a delegation of MCR tended by Deputy Minister Ismet Hashani and
adviser Elshani Nahit visited the Primary School “Aziz Sylejmani” in the neighborhood “Kodra e Minatorëve”
in the northern part of Mitrovica, in which case they distributed 60 gifts for students of this school.
At the ceremony of gift sharing besides MCR participants was also the Minister of Local Government
Administration, Sadri Ferati and school director Flamur Gacaferi.
MCR CONTINUES TO BE PRESENT
TO ALL THOSE WHO NEED
A joint donation from the Ministry for Communities and Return and the NGO ‘’Future’’ surprised the children
of the Serbian community in the villages Dobratin, Donja Gusterica, Livadje, Laplje Selo, Gracanica, Preoce,
Suvi Do and Ugljare, during the year-end holidays.
The MCR distributed 100 gifts, and NGO ‘’Future’’ 100 jackets for returned children and families and also to
cases with difficult socio-economic conditions.
The beneficiaries of these gifts were 12 children with special needs in Gracanica.
At the ceremony of delivering the gifts present were the Minister of MCR, Sasa Rasic and Minister of Labor and
Social Welfare, Nenad Rasic.

PROVIDING OF SUPPORT IN SPORT
MCR IN SUPPORTING OF YOUTH IN SPORT
As part of Strategy 2009, the Ministry for Communities and Return has put special focus support of minority
communities in Kosovo, with the aim of strengthening existing communities, ensuring the improvement of
their living in all aspects.
Kosovo faces a new migration of people from all communities, but especially of minority communities, because
many minority settlements are not developed and does not provide sufficient economic and social prospects.
Hardly any of the residences of minority sports is a youth center or other recreational centers.
Small projects related to physical and sports culture, the Ministry for Communities and Return has seen as an
important step to improve the lives of youth, ensuring normal living conditions for this population.
The MCR has received various applications and requests from communities, village leaders or municipal
representatives, to support youth in their communities.
The MCR has responded to these requests with the financing and construction or renovation of several sports
fields, at several locations in Kosovo that serve different communities.
The MCR in 2009 has approved 13 small-scale projects in support of sports and youth activities in 10 different
municipalities.
Projects include the construction of sports fields (5 places), renovation of existing sports areas (renovation,
providing of lighting, etc., in 3 places), building of a soccer field (1 place) and providing equipment for objects
(tables for ping -pong, other sports equipment (4 places).
Projects implemented in close cooperation with the municipality, e.g. land allocation, issuance of building
permits, and submitting of objects to the appropriate authorities. At a later stage, the MCR, along with other
ministries or municipalities may engage in support of specific activities in these places, such as training,
tournaments, etc.

INAUGURATION CEREMONY OF THE SPORT HALL IN THE
VILLAGE PRILUZE IN THE MUNICIPALITY OF VUCITRN
In the village Priluze in Municipality of Vucitrn, the
Minister for Communities and Return, Sasa Rasic,
accompanied by his associates had attended the opening
ceremony of a sport hall a project which is funded by the
MRC, which did part in the framework of strengthening
and stabilizing the communities in Kosovo. It is mainly
dedicated to young people.
‘’The aim of this project is to stabilize communities that
have never left Kosovo, in improving the conditions of
this community and the support of all displaced persons.
The idea for the project has come from the residents of
the village Priluzije’’, said Minister Rasic in his opening
speech.
Minister Rasic added that ‘’We have supported this as an positive idea and implementation, we started in
Septeber 2009. This is the first project in this village and I hope that this will not be the last. With our budget
means we will support all positive initiatives for the development of this place’’.
Andriana Dasic said that: ‘’An idea for a Sport Hall we had 4-5 years ago but didn’t know how to achieve the
realization of this idea.
It was a desire of all young people, especially to young talents for development of activities and expression of
their physical abilities, who have not had the chance so far to show their potential and what they can.
Fortunately MCR was one that supported this initiative, in which we thank.
In the future other than football field plan to do the dressing rooms, seats for the public as well as a tennis court,
since a large number of young people here deal with tennis’’.
The project for construction of the hall has paid 79,799,50 euros, is implemented by the SLR ‘’Tekno-ing
consulting’’.
The inaugural ceremony was concluded with a football tournament and it was played a friendly match between
community representatives and KFOR.

RAE WORKING GROUP
RAE Working Group, which operates within the ministry, and is led by Deputy Minister Ismet Hashani, is
dedicated to the protection of interests, promoting the values and advances the position of RAE community in
Kosovo.
Being aware that the RAE community is not in its rightful position in Kosovo society, the MCR is committed
and has expressed interest to the community to achieve meritorious position in this society, to live with dignity
and equal to other communities in Kosovo .
We are very aware that the RAE community has many problems, but most of them are the same as what also
have Kosovo Albanians, Bosnians and other communities such as social problems, infrastructure problems,
problems with employment and other problems. But there is no denying that the problems in education are
those that present the biggest problem of this community and make those problems not solved so easily and
with the same template as the majority community because of low educational level.
Lack of educated personnel caused their participation in decision-making and political representation,
employment, economic development to be very small. Such problem with the integration of the Roma

community does not only exist in Kosovo, but have many countries in the region, particularly countries that
have passed and are passing through transition. Given all these aim of the Ministry for Communities and
Return is to promote the inclusion of these three communities in Kosovo society, which means full integration
in all spheres of life and work.
Based on this, we will present concrete activities undertaken by the MRC in the second period of 2009 to
specific areas, which are considered essential for the development of these three communities.
In order to improve housing conditions for residents of the Roma community in the district of Dubrava in
Ferizaj, Ministry for Communities and return gave 200 thousand euros, 200 thousand Prime Minister’s Office
and the Ministry of Labor and Social Welfare 40 thousand euros for 44 families of this community. To the
displaced in the municipality of Istok who are in Montenegro, in the framework of RRK I phase II, in the village
Serbobran built 16 houses for Egyptian families on municipal property, which the municipality has allocate for
building houses for the displaced.
Meetings were held of the Municipal Commission for Development and Implementation of Projects on a
monthly basis. Since September 2009 a total of five meetings were held. There were regular meetings and more
constructively with the Municipal Commission for Development and Implementation of Projects, where it was
done evaluation and monitoring the implementation of projects and selection of 9 project - proposals, 23 of the
total received during the call / third phase for application. Four projects have already started work and another
four are in the process.
Given the fact that there is a high percentage of drop-learning in schools, even of that binding, especially
when it comes to those feminine, the MCR has taken measures to overcome these problems, and in order to
achieve progress, for all RAE community who wish to continue education, on December 21, 2009, the MCR has
signed a Memorandum of Understanding with the MEST (Ministry of Education, Science and Technology) and
UNDP in project implementation entitled ``Help for scholarship for students of the RAE community`` who
develop educational lessons with the MEST plan in Kosovo.
Through this memorandum of understanding the parties have agreed to set aside money for the supervision
of the project within their responsibilities. The MCR awarded 3000 euros, whereas MEST 3000 euro and
UNDP26.750 euros intends to support 75 high school students and 25 university students who study with the
plan – programmer of the Government of Kosovo.
RAE group members participated along with representatives of good governance in developing the draft Action
Plan for implementation of the Strategy for the re-integration of the RAE community.
On December 17 Deputy Minister of the MCR Ismet Hashani took part in the signing of the Annex to the
Agreement of understanding with representatives of UNDP for allocating small grants to NGOs which deal
mainly with problems of RAE community. Of the 30 NGOs who have applied, 6 NGOs were selected as
beneficiaries of grants.
MCR officials along with representatives of the CEC and OSCE, have participated in the visit of camps of
displaced persons in Montenegro, where are located RAE families in order to notice and submission of
registration forms electoral lists for elections in Kosovo.
Within the go-see visits, the MCR officials have visited the displaced families from the municipality of Pristina
who are in Novi Sad. They were informed about the state of their property and are advised to hold talks with the
receiving community in order to create conditions for return. After visiting the property is held briefing meeting
with officials of the municipality where they are familiar with the terms and conditions for return. Nature of
such visits were conducted with seven displaced families from the RAE community in Obilic (Kastriot) who are
stationed in Macedonia, the displaced in the Municipality of Vucitrn who are in Serbia and the RAE displaced
from Istok municipality who are located in Montenegro.

In late December Deputy Minister of the MCR Ismet Hashani with his associates visited the displaced in
Montenegro in Camp Konik (Podgorica) where the displaced are familiar with projects that the MCR will
realize in order to a larger return of the displaced from those camps.
The MCR has continued to assist these communities in addition to scholarships, housing reconstruction
as discussed above with household furniture, and sanitary food packages, and has helped financially the
organization of their national holidays. In the future, the MCR will have additional commitment of all relevant
aspects in order to achieve the goals set by the Constitution of the Republic of Kosovo, which has provided a
unique space and appropriate treatment of community rights.

SUPPORT FOR THE DEVELOPMENT
OF COMMUNITIESA
SIn order to achieve the stabilization of communities that live in Kosovo, the Ministry for Communities and
Return has used various policy instruments such as:
Effective communication with community members regarding the creation and development of policies on
issues of concern for communities, providing information that are of interest to the communities in Kosovo, at
local and central level, the start of new web-site of the MCR to provide information consultation, inclusion of
community members and organizations of civil society in the evaluation of projects dedicated to the welfare of
communities, etc.
Promotion and implementation of legal standards for the promotion and implementation of the rights of
communities and their members where are organized consultations regarding with implementation issues in
the fields of: employment, health, education, social and disability security, economic, development of medium
enterprises.
Has provided economic support to communities through community development projects, incentives for
the development of small and medium enterprises, and cooperation with other institutions on the occasion
of making decisions to allocate resources and formulation of projects which aim to address the needs of
communities and their representatives.
Has promote dialogue and reconciliation between communities enabling multi - ethnic contacts between the
receiving community with the IDPs (Internally Displaced Persons).
In October 2009, the MRC invited all interested parties for submission of draft proposals for the development
of communities. Projects for the rehabilitation of infrastructure to support economic development, but also the
activities of NGOs for training, education, youth activities and sports, media, culture, etc. Have reached more
than 450 projects in worth of 15 million euros. Of these the committee has selected 108 projects in worth of 2
million euros, which are implemented by various local partners in 2009.
The selected projects were: training for health care, human rights, the rights of women, youth and children
training in various disciplines (excursions, tournaments, etc). Other activities include the renovation and
equipping culture centers for youth, sports activities, as well as projects for strengthening of minority media.
Examples of projects implemented so far by the activities of local NGOs within the MCR for community
development are:
Project on women’s education on health in Dragas entitled
’’Everything you did not know and could not have or do not have dared ask’’
NGO ’’HED’’ (Human Ecology Dragash) has conducted a number of trainings and seminars for women in 20
villages of Dragash, with the request of the MCR. After assessing the needs and informations about the training
to the potential participants, 20 tranings were conducted in 14 villages with Goran population (Gora region)
and in 6 villages with Albanian population (Region of Opoja Dragash). For 2 days training medical experts have
provide information on family planning, pregnancy, health and hygiene of children, HIV (AIDS), etc. Each
training has provided space for conversations where the end is done testing the acquired knowledge during the
training. 300 women took part in training during the period from June to August 2009.

Seminar and traning for the youth
from the roma community in Priluzije
A lack of education and employment remains one of the biggest problems for youth of Roma community
in the village Priluzhje in the Municipality of Vucitrn. NGO ’’Anglunipe Romano’’ which is located in the
village has implemented a project from January-June 2009 who has provided information and has provided
professional training for young people. Assessments of Roma population and their concerns are commenting
on public information sessions and discussions, thus creating information on possible support.
The main component of this project was focused on training of youth. From January to June were held
workshops managed by professional experts, to learn crafts such as hairdressing, carpenter or painter.
Trainings were held in youth centers, and includes practical work. Thus, in addition to training for young
people, to some vulnerable families was renovated (painted) the house within the project, they have take the
tables and chairs that are produced within hours of learning in the field of carpenter, or have cut hair without
money within the hairdressing traning.
The entire material has been provided within the project. About 40 young people took part in the trainings.
15 young people aged 15-29 years have acquired basic knowledge of hairdressing. 15 for carpenter and 15 for
painters. Some of them took part in two courses.
Support to community members in Priluzije
“On the right road”
The project combines several different aspects contributing to the stabilization of communities and improving
living standards, which are implemented in the village Priluzije for Serb and Roma community.
Youth Center ’’Duga’’ has identified an increased awareness, education and training, but also has identified
that the reconstruction of infrastructure is greater need of these two communities, which can be improved
with a small-scale intervention.
The NGO has implemented two types of support: The first support was in the field of education where
through training and discussion of various topics such as reproducibility of health, violence against women,
rights of women, preparing for job applications for the youth, awareness of drug problems, datas for the rights
of minorities and European integration. Training combined with practical work is done in specific areas such
as handicrafts and media education (producing a documentary film) and cultural activities. Training is to
focus more on women and youth.
Another project implemented in Priluzije was focused on the restoration of basic infrastructure improvement
of the household conditions. Small projects for the infrastructure of the village Priluzije were renewal of street
lighting in the village. One other needs identified was support for vulnerable families.
Small interventions are made in the context of the NGO ’’Duga’’. Ten families at risk were given support to
improve the house such as: Re-construction of bathrooms, roofs, or floors. The project was implemented from
January to June 2009.

Production and broadcast of TV program
’’KHAM’’ (SUN) for RAE community in Ferizaj / Urosevac
In June 2009, NGO ’’Radio 5’’, a Roma NGO from Ferizaj / Urosevac has started production with weekly
information and educational programs, which are issued to local TV (TV Iliria).
The programme ’’Kham’’ has first-hand information direct in Albanian on topics dealing with RAE
community in the municipality.
Inform under other for education, health, employment and social affairs, programs to support the RAE
community, the activities of municipalities and ministries that support the RAE community events and
activities in the municipality (such as training programs for the RAE community, cultural events, etc.), are
discussing the problems facing this community.
’’Kham’’ has includet also musical program. This program is the first that was produced by the RAE
community from Ferizaj / Urosevac for the RAE population in this municipality, and who is being funded by
the MRC in the period June 2009 to June 2010.

INFORMATION ABOUT THE ACTIVITIES OF THE
WORKING GROUP FOR COOPERATION AND
COMMUNICATION WITH MUNICIPALITIES
The aim of forming this group was to increase the cooperation of the MCR with municipalities starting with the
exchange of relevant information regarding to the return and reintegration of communities into Kosovo society
as such cooperation was absent in the past, which has made the collaboration with MCR and municipalities to
be heavy and difficult.
This working group in cooperation with the Commission for localization, now Unit for support and coordination
of return which operates within the Office of the Deputy Prime Minister Mr. Rame Manaj has held regular
meetings with municipalities at the regional level. At these regional meetings attended MCO (municipal
officials to return) and LCO (Local Community Office) and community Committees leaders. In those meetings
also took part representatives from the Commission for localization. The first regional meetings were held at
the MRC, while others were in municipalities and were monthly.
Working Group for Cooperation and Communication with the municipalities has held 4 meetings in total,
while regional meetings in total 21. It has also held 3 meetings with the Commission for localization and with
UNHCR.
In regional meetings which has held the Working Group has reviewed many important issues, which were
related to engagement of municipal officials for return in municipalities regarding the return process, but also
with problems regarding to the communication with the local management structures.
Working Group in cooperation with the Commission for localization and with UNHCR, have developed a
reporting format for Municipal Officials for Return, which format is unique and should be completed and
reported on a monthly basis by the MCOs.

Localization Commission within the Office of the Deputy Prime Minister Mr. Rame Manaj, later turned into
the Support and Coordination Unit of Return.
Working Group for Cooperation and Communication with the municipalities, in cooperation with the Support
and Coordination Unit of Return has drafted an Organogram for the position of MCOs and LCO’s. This is done
to strengthen and to define clearly the position of MCOs and LCO’s, as the Law on Local Self-Government,
LCOs and MCOs are not foreseen. The organogram has been made in consultation with MLGA, UNHCR and
the Legal Office of the Prime Minister.
Now is being developed a draft regulation that would clearly define the position and role of the Municipal Office
for Communities and Return, which regulation will pass in the Government of Kosovo for approval and will be
empowered with administrative direction of the Government of Kosovo.
The aim of this document is to provide an updated information to all participants in the process of return
ranging from local level up to central government bodies in order to identify influential factors that influence
directly in slowing the operational capabilities of municipalities throughout Kosovo, to implement in a
qualitative and effective way central policies on the return and reintegration of displaced persons outside the
territory of Kosovo as well as within it.
The document contains recommendations for the central government for the aim of issuing an administrative
ordinance that would regulate the unique position as the MCOs from the perspective of the reporting hierarchy
as well as strengthening the role of MCOs in the decision-making and the flow of information’s.
Different municipalities currently are implementing different models in terms the reporting line that is in
regarding to the officers for return and their leaders. This non unique system due to the non existence of a lawbased regulation that would regulate such problematic in the same manner throughout the territory of Kosovo.
Under proposals which will arrive by municipalities, Local Offices of Community and municipal return
officers, in the August meeting would come up with a concrete proposal based on which will be drafting new
organogram in municipalities. Working Group for Cooperation and Communication with the municipalities
in the last meeting held on 08.02.2010, has approved the Work plan for 2010.
