Yelm—Pride of the Prairie
About Yelm
Yelm is a progressive community located in Thurston County at the south end of
Puget Sound approximately 60 miles south of Seattle, centrally located in western Washington. Yelm has been the fastest growing community in Thurston County for over 10
years and is 10th fastest growing in the entire State, with a population of 4,455 and a service area of slightly under 100,000 people.
This growth can be attributed to Yelm’s excellent location nestled along the Nisqually River in the shadow of Mount
Rainier, within commuting distance from
Seattle, Tacoma, and Olympia. A supportive regulatory environment and strong
community planning effort has encouraged residential and business growth.
Further, the City has invested in the infrastructure required to accommodate urban growth as required by the Growth
Management Act.
Yelm has a Mayor/Council form of
government with the elected Mayor serving as Chief Executive Officer and five
elected Council members who serve as the
legislative authority. Day to day operations are managed by a City Administrator under the authority of the Mayor.

Regulatory Framework
The Community Development Department was created to centralize and
streamline all project review functions
and create ‘one-stop shopping’ as it relates to development. The Department
includes the planning and permitting, civil
engineering review, and building permit
functions of city government. The Department is a close-knit team which works
hard to ensure all City development regulations are met while keeping projects on
track and on schedule.
Any business locating in the Industrial District would go through environmental, site plan, civil plan, and building
review. This is all done through the Community Development Department concurrently rather than sequentially and does
not typically require a public hearing.

Foreign Trade Zone
Foreign Trade Zones present
advantages and opportunities for
United States based companies
involved in international trade.
Simply, a Foreign Trade Zone
is a secured place authorized by
the federal government, considered to be outside the Customs
territory of the United States,
though under U.S. Customs supervision and control.
Many firms use Foreign Trade
Zones to postpone and, in case of
re-export of cargo, eliminate the
application sof U.S. Customs laws
that impose duties, taxes, bonds,
quotas and certain other requirements.
Domestic and foreign
merchandise may be stored at the
FTZ. It may be manufactured,
displayed, sold, or altered in almost any way that is not prohibited by U.S. law.

Foreign Trade Zone Benefits
• UNLIMITED STORAGE TERM. The Foreign-Trade Zone offers advantages over a customs bonded facility,

which is limited to five years of storage.
DIRECT DELIVERY. With customs approval, cargo can move directly to the zone site for customs inspection, rather than inspection at the port facility.
CONSOLIDATED ENTRIES. Through the weekly entry program, and importer can bring goods to the FTZ
site and stage for export prior to customs entry.
REDUCING MERCHANDISE PROCESSING FEES. Through consolidation of U.S. customs entries, importers
can reduce taxes such as merchandise processing fee, by capping amount of tax per entry.
REDUCING CUSTOMS BROKER FEES. Through consolidation of U.S. customs entries, there is a cost savings in terms of administrative costs of
preparation and processing documents.
CARGO MANIPULATION. With permits, importers can manipulate cargo in a FTZ
where a bonded warehouse is strictly for
storage.
AVOID RE-EXPORT. Damaged or rejected
cargo can be destroyed in the zone as
opposed to re-exported to country of origin.
REDUCTION IN TARIFFS. Through processing, importers can take advantage of inverted duty tariffs to lower customs duty
rates on imported merchandise.
